Introduction
Enhanced GPRS (EGPRS) supports the GMSK and 8-PSK modulation methods on the radio interface and defines nine modulation and coding schemes. EGPRS Link Quality Control dynamically selects the most optimal modulation and coding scheme for transmission of data over the radio interface. EGPRS Link Quality Control aims at maximizing the data throughput on the radio link and keeping the latency low. There are two reasons for EGPRS Link Quality Control: Higher bit rates Increased capacity

EGPRS Link Quality Control increases the user bit rate over the radio interface by dynamically selecting the most optimal modulation and coding scheme for transmission of data.

Increased Capacity
EGPRS Link Quality Control increases the system capacity. More users can be served since it will take each user shorter time to transmit a given amount of data.

3.1
Technical Description
General
Enhanced GPRS (EGPRS) supports the GMSK and 8-PSK modulation methods on the radio interface and defines nine Modulation and Coding Schemes (MCSs). MCS-1 to MCS-4 are modulated with GMSK and MCS-5 to MCS-9 are modulated with 8-PSK. The maximum data rates for the GMSK based MCSs are in general reached at a lower radio link quality than for the MCSs that are based on 8-PSK. 8-PSK is less robust than GMSK but gains from an improved radio link quality where the gain for GMSK is negligible. For each modulation method the low MCSs have high amounts of channel coding, giving low data rates. The high MCSs have less channel coding which gives high data rates. In the end, it is the combination of modulation method and amount of channel coding that determines the characteristics of an MCS. The MCSs are summarised in Table 1 on page 5. Table 1
MCS
In EGPRS the RLC protocol is enhanced with the possibility to resegment data within the same coding family. Hence, it is possible to retransmit a radio block with a different MCS. The enhanced RLC protocol also makes it possible for the receiver to store and use information (soft values) from previous transmissions of the same RLC data block in order to increase the probability of successful decoding. This is called Incremental Redundancy (IR). The old soft values can be combined with new soft values from the same RLC data block if the RLC data block has not been resegmented. The receiver will store the soft values until the RLC data block has been successfully decoded.
EGPRS also supports the Bit Error Probability (BEP) measurement, which is an improved radio link quality measurement. The mean value and the coefficient of variation of BEP reflect not only the C/I, but also factors like time dispersion and interleaving gain caused by velocity and frequency hopping. The objective of EGPRS Link Quality Control (LQC) is to dynamically select the most optimal MCS for transmission of data over the radio interface.
3.2
3.2.1
Algorithm
General
The LQC algorithm is implemented in the Packet Control Unit (PCU). On downlink the algorithm operates in either LA/IR, LA/IR-BLER or LA mode which is set by the parameter LQCMODEDL. All modes are actually combinations of both IR and LA. Soft values from not yet decoded RLC data blocks are always stored in the receiver of the MS for the purpose of joint decoding and soft combining, independent of the LQC mode. Hence, all modes can gain from the gradual increase of robustness which IR enables. Based on the LQC mode, radio link quality measurements and optionally the percentage of incorrectly received RLC data blocks on downlink the algorithm dynamically selects the most optimal MCS to be used. The algorithm is applied per downlink TBF. On uplink IR is activated and deactivated with EGPRSIRUL and the algorithm operates in either LA/IR, LA/IR-BLER or LA mode which is set by the parameter LQCMODEUL. Based on the LQC mode, radio link quality measurements and optionally the percentage of incorrectly received RLC data blocks on uplink the algorithm dynamically selects the most optimal MCS to be used. The algorithm is applied per uplink TBF.
3.2.2
LQC Mode
LA/IR mode In LA/IR mode the MCS is adapted to the radio link quality using BEP measurements. The MCS selection is based on that the receiver at all times uses IR for decoding and, therefore, high rate MCSs can often be used. Retransmissions are likely to occur but since high rate MCSs are used, the throughput will still be high. On downlink, if a lot of retransmissions occur due to poor radio conditions, the memory for storing soft values in the receiver can be filled. The MS signals to the network that it has (or has not) memory problems with the MS_OUT_OF_MEMORY indicator included in the EGPRS PACKET DOWNLINK ACK/NACK message, see Reference [7]. As a consequence the algorithm will change to LA mode in order to reduce the number of retransmissions. When the memory problem is solved, the mode will be
changed back to LA/IR. This means that the algorithm may change LQC mode within a TBF. On downlink the LQC mode will be LA/IR when RLC acknowledged mode is used and LQCMODEDL is set to 1. On uplink the LQC mode will be LA/IR when RLC acknowledged mode is used, EGPRSIRUL is set to 1 and LQCMODEUL is set to 1. LA/IR-BLER mode In LA/IR-BLER mode the MCS is adapted to the radio link quality using a combination of BEP and BLER measurements. The MCS selection is based on that the receiver at all times uses IR for decoding and, therefore, high rate MCSs can often be used. Retransmissions are likely to occur but since high rate MCSs are used, the throughput will still be high. Also, since BLER consideration applies in this mode the MCS selection can be even more aggressive. On downlink, if a lot of retransmissions occur due to poor radio conditions, the memory for storing soft values in the receiver can be filled. The MS signals to the network that it has (or has not) memory problems with the MS_OUT_OF_MEMORY indicator included in the EGPRS PACKET DOWNLINK ACK/NACK message, see Reference [7]. As a consequence the algorithm will change to LA mode in order to reduce the number of retransmissions. When the memory problem is solved, the mode will be changed back to LA/IR-BLER. LA mode In LA mode the MCS is adapted to the radio link quality using BEP measurements. The MCS selection is not based on that the receiver uses IR and, hence, the MCS selection is more robust. On downlink the LQC mode will be LA when RLC acknowledged mode is used and LQCMODEDL is set to 0. On uplink the LQC mode will be LA when RLC acknowledged mode is used and EGPRSIRUL and/or LQCMODEUL is set to 0. LA mode is also used on downlink and uplink in RLC unacknowledged mode (in which case no retransmissions are performed).
3.2.3
EIT Indication
In case the feature Support for EIT Streaming is switched ON the decisions take the R99 QoS attributes Traffic Class and Transfer Delay into consideration. This approach provides a method to differentiate between bitrate and delay sensitive packet flows. A delay sensitive packet flow is identified as such when attribute
Traffic Class is Streaming and the value of the attribute Transfer Delay is equal to or lower than 800 ms. Such a packet flow is carried by EIT Streaming TBF. Any other packet flow is considered as bitrate sensitive. For more information on Quality of Service and Support of EIT Streaming see Reference [4]. If EIT is indicated and RLC acknowledged mode is used, then the LQC mode will be LA/IR-BLER on downlink and LA/IR-BLER or LA on uplink. On uplink, if EGPRSIRUL is set to 1 and LQCMODEUL is set to 1 or 2 then the LQC mode will be LA/IR-BLER, otherwise the LQC mode will be LA. Separate MCS selection tables and BLER penalty tables will be used when EIT is indicated.
3.2.4
BEP Measurements
For a downlink TBF the MS measures the Bit Error Probability (BEP) for each of the four bursts in every radio block it receives. The MS then calculates the mean value of BEP and the coefficient of variation (defined as standard deviation divided by the mean value) of BEP for the radio block. The mean value of BEP and the coefficient of variation of BEP are then filtered in the MS in the linear domain. There are separate filters for GMSK and 8-PSK measurements. After filtering, the coefficient of variation of BEP is quantized and put into the channel quality report as CV_BEP. The mean value of BEP is however first transformed to a logarithmic scale and then quantized before being put into the channel quality report as MEAN_BEP. The measurement procedure, including filters and reporting, is described in 3GPP Technical Specification 45.008. The filter constant BEP_PERIOD determines how old and new measurements shall be weighted together, and it is set to 7 (which implies that the forgetting factor is 0.3). The MS will send a channel quality report to the PCU on request. Each report contains measurements of the radio link quality in the downlink and is reported for GMSK and/or 8-PSK, depending on the MCS(s) used during the measurement period. The channel quality report is included in the EGPRS PACKET DOWNLINK ACK/NACK message and defined in 3GPP Technical Specification 44.060. For an uplink TBF the BTS performs the BEP measurements. For each radio block the mean value of BEP and the coefficient of variation of BEP are calculated and sent to the PCU. The PCU filters the BEP values for either GMSK or 8-PSK with the same technique as used for a downlink TBF (3GPP Technical Specification 45.008). If 8-PSK is allowed then the BEP values for 8-PSK are filtered, and any BEP values for GMSK are transformed (see Section 3.2.6 on page 9) to BEP values for 8-PSK before filtering. If 8-PSK is not allowed then no transformation is needed and the BEP values for GMSK are filtered. Note that only the BEP values for the current suggested modulation method are used, the rest are discarded. Note also that the mean value of BEP as reported from the BTS to the PCU has the range 0-127 compared to the range 0-31 for a downlink TBF. This improves the accuracy of the filtering. The PCU translates the mean value of BEP to the range 0-31 before selecting the MCS. For downlink TBFs in LA/IR-BLER mode the BEP measurements are further filtered in the PCU. MEAN_BEP and CV_BEP are filtered with a forgetting factor of 0.07. This means that the BEP values used in the algorithm are more
stable over time and a more stable MCS selection is a result of that. Still a quick adaptation can be done to rapid changes in the radio environment.
3.2.5
BLER Calculations
When running in LA/IR-BLER mode the BLER is calculated per RLC data block with a forgetting factor according to the below formula: BLER(n) = (1k) * BLER(n-1) + k * ACK_NACK Where: k = 0.01 and ACK_NACK = 0 for an ACK and 1 for a NACK. The calculated BLER value is used with the penalty table to adjust the MEAN_BEP value before selecting the MCS (note that BLER is used in percentage format). On downlink the calculated BLER will be used in combination with the BEP measurements when at least three ACK/NACK bitmaps are available (from EGPRS PACKET DOWNLINK ACK/NACK) and the penalty is updated at reception of about every fifth EGPRS PACKET DOWNLINK ACK/NACK. For an uplink TBF the calculated BLER will be used when at least 50 RLC data blocks have been received and the penalty is updated every 50th RLC data block.

On uplink if 8-PSK is allowed, then use MEAN_BEP and CV_BEP and Table 7 on page 23 in Section 6 on page 21 to find the most optimal MCS. Otherwise use MEAN_BEP and CV_BEP and Table 8 on page 24 in Section 6 on page 21 to find the most optimal MCS. Selecting MCS in LA/IR-BLER mode When no BEP measurements are available, typically for the first few radio blocks within a TBF, MCS-2 will be used as the initial MCS. When BEP measurements are available, the most optimal MCS will be selected based on the values of MEAN_BEP and CV_BEP. On downlink the MEAN_BEP is first adjusted by using the calculated BLER, current suggested MCS and Table 23 on page 42 in Section 6 on page 21. The penalty from the table is then accumulated to the MEAN_BEP. If the current suggested MCS is based on 8-PSK and MEAN_BEP 8-PSK is available, then use adjusted MEAN_BEP 8-PSK and CV_BEP and Table 9 on page 26 in Section 6 on page 21 to find the most optimal MCS. Otherwise use adjusted MEAN_BEP GMSK and CV_BEP and Table 10 on page 27 in Section 6 on page 21 to find the most optimal MCS. If EIT is indicated, Table 24 on page 45 will be used instead and the optimal MCS will be obtained from Table 11 on page 28 or Table 12 on page 29. On uplink the MEAN_BEP is first adjusted by using the calculated BLER, current suggested MCS and Table 25 on page 46 in Section 6 on page 21. The penalty from the table is then accumulated to the MEAN_BEP. If 8-PSK is allowed, then use adjusted MEAN_BEP and CV_BEP and Table 13 on page 30 in Section 6 on page 21 to find the most optimal MCS. Otherwise use adjusted MEAN_BEP and CV_BEP and Table 14 on page 32 in Section 6 on page 21 to find the most optimal MCS. If EIT is indicated, Table 26 on page 49 will be used instead and the optimal MCS will be obtained from Table 15 on page 33 or Table 16 on page 34. Selecting MCS in LA mode When no BEP measurements are available, typically for the first few radio blocks within a TBF, MCS-2 will be used as the initial MCS. When BEP measurements are available, the most optimal MCS will be selected based on the values of MEAN_BEP and CV_BEP. On downlink, if the current suggested MCS is based on 8-PSK and MEAN_BEP 8-PSK is available, then use MEAN_BEP 8-PSK and CV_BEP and Table 17 on page 35 in Section 6 on page 21 to find the most optimal MCS. Otherwise use MEAN_BEP GMSK and CV_BEP and Table 18 on page 36 in Section 6 on page 21 to find the most optimal MCS. On uplink, if 8-PSK is allowed, then use MEAN_BEP and CV_BEP and Table 19 on page 38 in Section 6 on page 21 to find the most optimal MCS. Otherwise

use MEAN_BEP and CV_BEP and Table 20 on page 39 in Section 6 on page 21 to find the most optimal MCS. If EIT is indicated the optimal MCS will be obtained from Table 21 on page 40 or Table 22 on page 41. When RLC unacknowledged mode is used it is possible to have a more robust selection of MCS. By setting the parameter LQCUNACK to 1 or 2, the selected MCS can be shifted 1 or 2 steps lower. For example if the MCS selection indicates MCS-8 and LQCUNACK is set to 2, then MCS-6 will be used. However, if there is a shift from an MCS based on 8-PSK to an MCS based on GMSK, then MCS-2 to MCS-4 will not be used due to the low amount of channel coding compared to MCS-5. For example if the MCS selection indicates MCS-5 and LQCUNACK is set to 1, then MCS-1 will be used. See Table 2 on page 12. Table 2 Steering the Selection of MCS to a More Robust Coding Scheme

indicate a higher (or lower) MCS, then that MCS will be used. Note that, on uplink, the suggested MCS is not allowed to return to the same (or to a less robust) MCS ordered during the last 360 ms. In this way any frequent ping-pong in the MCS selection is avoided. On downlink if the last amount of data in the PCU buffer can be fitted into an RLC data block using a more robust MCS within the same modulation method, then that MCS will be used instead. For example, if the suggested MCS is MCS-9 and the last amount of data in the PCU buffer can be fitted into one RLC data block using MCS-5, then MCS-5 will be used instead of MCS-9. This reduces the risk of having to retransmit the last RLC data block. In LA or LA/IR mode On downlink to trigger a change from an MCS based on GMSK to an MCS based on 8-PSK, the number of channel quality reports that indicate an MCS based on 8-PSK must fulfil a leaky bucket algorithm. For every channel quality report that indicates an MCS based on 8-PSK the bucket size is increased with one unit, and for every channel quality report that indicates an MCS based on GMSK the bucket size is decreased with two units. The change to an MCS based on 8-PSK is performed when the bucket size reaches five. This is to avoid any frequent ping-pong in the MCS selection. The first change, in a TBF, to an MCS based on 8-PSK will however be performed upon the reception of the first channel quality report that indicates an MCS based on 8-PSK. In LA/IR-BLER mode On downlink, if the amount of data in the MS buffer in the PCU is less than 600 Bytes, a safer MCS is selected according to Table 3 on page 13. This reduces the risk of having to retransmit the last RLC data blocks and, hence, it reduces the latency for small amounts of data and for data at the end of large transfers. Resegmentation of Retransmissions
When LQC runs in LA/IR or LA/IR-BLER mode, resegmentation into other MCSs for retransmissions will not be performed. However, when switching from MCS-9 to MCS-3 due to poor radio conditions, MCS-6 will be used for retransmissions of old radio blocks and MCS-3 will be used for all new radio blocks. The reason is that a change from MCS-9 to MCS-6 is not a resegmentation since one MCS-9 block can contain two RLC data blocks. MCS-7 and MCS-8 can also contain two RLC data blocks and they can be retransmitted with MCS-5 and MCS-6, respectively, without performing a resegmentation. When LQC runs in LA mode the retransmissions can be resegmented. The same applies when LQC runs in LA/IR or LA/IR-BLER mode and the MS indicates memory problems. An RLC data block will be retransmitted with a more robust MCS if the current suggested MCS is lower than the MCS that the RLC data block was previously encoded with. The RLC data block will then be retransmitted with the highest possible, but not less robust, MCS in the same coding family. For example if the suggested MCS is changed from MCS-9 to MCS-5 then the retransmission will be made with MCS-3. A resegmentation will be performed if the RLC data block needs to be split into two parts. Note that after six retransmissions of an RLC data block on downlink it will always be sent with the most robust MCS, within the same coding family. Note that the resegmentation rule still applies. This reduces the possible delay variation. In LA/IR-BLER mode this limit is two retransmissions (in total three transmissions).

Hardware Requirements
A prerequisite for EGPRS and LQC is that the MS and the hardware and software in the cell support EGPRS. There are three types of PDCHs: B-PDCH is capable of handling GPRS CS-1 to CS-2 G-PDCH is capable of handling GPRS CS-1 to CS-4 E-PDCH is capable of handling EGPRS and GPRS CS-1 to CS-4

A TBF can be reserved on several PDCHs. EGPRS will be used if the MS supports EGPRS and all reserved PDCHs are E-PDCHs. If at least one of the reserved PDCHs is not capable of handling EGPRS, then GPRS will be used. For more information on PDCH allocation and reservation, see Reference [3].

Engineering Guidelines
It is recommended to switch LQC ON for the downlink and uplink directions (LQCACT set to 3) and to use LA/IR-BLER mode for downlink TBFs (LQCMODEDL set to 2) and LA/IR mode for uplink TBFs (EGPRSIRUL and LQCMODEUL set to 1) in RLC acknowledged mode. It is not recommended to change LQCHIGHMCS in order to limit the highest allowed MCS. Higher bit rates can be achieved if the radio link quality is improved. The reason is that the higher MCSs can be used more often. For example, the performance can be better in a separate channel group with sparser frequency reuse since the interference level is lower. Frequency hopping (see Reference [2]) has a moderate impact on the EGPRS performance. MCSs with high amount of channel coding benefit from the increased quality variation while the performance is reduced for MCSs with low amount of channel coding. The overall impact of frequency hopping on the EGPRS performance varies depending on the radio network. In environments where the average radio link quality is high (C/I > 20 dB), the overall performance is slightly reduced. The usage of 8-PSK on the BCCH carrier may affect the signal strength measurements performed by the MSs. The maximum average output power for 8-PSK is 3 dB lower compared to GMSK if the transceiver unit is configured with maximum output power. Even so, the average power decrease will be small unless 8-PSK is used simultaneously on almost all timeslots. Further, any effect on the signal strength measurements will be reduced by filtering and hysteresis in the MSs and BSC. It is therefore not recommended to disable 8-PSK on the BCCH carrier (using PSKONBCCH) since that would limit the performance of EGPRS.

Appendix
The suggested MCS in LA/IR mode for downlink TBFs depending on the values of MEAN_BEP and CV_BEP for 8-PSK is shown in Table 5 on page 21. The mappings of MEAN_BEP and CV_BEP to actual ranges of values can be found in 3GPP Technical Specification 45.008.

BEP The Bit Error Probability (BEP) is the radio link quality measure for EGPRS. It is measured per burst and gives a more accurate picture of the radio link quality than C/I measurements. A Packet Data Channel (PDCH) used for the transfer of GPRS CS-1 to CS-2. A Coding Scheme (CS) is an error correction and protection scheme for radio blocks used to reduce the bit error rate and restore the information. CV_BEP is the filtered and quantized value of the coefficient of variation of BEP. The coefficient of variation of BEP is defined as the standard deviation of BEP divided by the mean value of BEP. Enhanced Data rates for GSM Evolution (EDGE) is a standardized set of improvements to the GSM radio interface. It defines a new modulation method (8-PSK) and new radio protocols that bring higher maximum data rates and increased spectral efficiency. EDGE is applicable to both GPRS traffic (EGPRS) and circuit switched traffic. Enhanced GPRS (EGPRS) supports the GMSK and 8-PSK modulation methods and defines nine Modulation and Coding Schemes (MCSs). MCS-1 to MCS-4 are modulated with GMSK and MCS-5 to MCS-9 are modulated with 8-PSK. EGPRS supports net bit rates up to 59.2 kbps per timeslot. GPRS
GPRS is a feature that makes it possible to send packet data over the GSM network with GMSK coding schemes (CS-1 to CS-4). GPRS supports net bit rates up to 20.0 kbps per timeslot. Incremental Redundancy (IR) is an approach to adapt the amount of channel coding to the channel quality. The data is encoded with a low rate code and divided into several subblocks, each separately decodable. If decoding of the first transmitted subblock, corresponding to a high rate code, failed a new subblock is transmitted. The receiver can combine the two subblocks using joint decoding. The procedure continues until decoding is successful. For each of the subblocks the information is stored as soft values. If the same subblock has to be retransmitted, the soft values from the first transmission is combined with the retransmission using soft combining. Link Adaptation (LA) is an approach to adapt the MCS to the channel quality. The radio link quality is estimated from measurements and based on that estimation the optimal MCS is chosen. MEAN_BEP is the filtered and quantized value of the logarithm of the mean value of BEP. The Packet Control Unit (PCU) is a logical unit in the BSS which is responsible for the handling of the RLC/MAC and parts of the physical link layers of the radio interface. Push to talk over Cellular, unidirectional voice service over GPRS/EGPRS. A radio block is a sequence of four bursts carrying user data or a control message. Radio Link Control (RLC) and Medium Access Control (MAC) are protocols responsible for segmentation of data and multiplexing of users. A Temporary Block Flow (TBF) is a logical connection between the BSS and the MS. A TBF is set up when there is data to send at the BSS or MS side.
