Hannah Rockbrune Paula Butler WMST3963 March 19, 2012 Essay Proposal The topic I wish to explore for

my essay is the Federal Court Case of Canada that is charging the Canadian federal government with racial discrimination against Native Canadian children on the grounds that child welfare services on reserves are underfunded relative to provincial child welfare agencies. This topic is of interest because the inequalities plaguing the native community are unjust. I would like learn in more depth the role of the Canadian Federal Government in perpetuating discrimination against First Nation children on the basis of race and national ethnic origin. Furthermore, I am interested in discovering why the Federal Government is fighting this case and the basis of their arguments as the government is evidently mistreating and disadvantaging First Nation children and their families. Furthermore, I find this topic compelling because the Government has previously made an effort to suppress the hostility between First Nations and the government with the apology for residential schools in 2008. It is evident that the government continues to fail to provide equality by denying First Nation children the adequate welfare funding they need. The question I intend to explore throughout my essay is why and how the Government of Canada continues to oppress First Nation children on reserves by providing them with less government child welfare funding, therefore benefitting other children. This journal article compares child welfare services provided to Aboriginal and Caucasian children in Canada. These article will help provide evidence to reinforce the argument being made in my paper because it provides reasoning and empirical evidence suggesting why aboriginal children and their families are disadvantaged. Furthermore, this article provides data and an analysis of factors that account for aboriginal children's over representation in Canadian child welfare system. The higher rates of of maltreatment substation and out-of-home placement due to inadequate living conditions can be related to the disproportionate presence of risk factors amongst aboriginal families. The colonial past and childhood abuse contribute to the complexity of the problems facing Aboriginal communities. Furthermore, this article will be useful for my essay because it acknowledges the role of the government in control of child welfare services and the inequalities embedded. The lack of welfare and resources given to aboriginal families sometimes results in children being taken away by social services because families cannot provide adequate living standards for their children.In this article it is suggested that a significant decrease of aboriginal children in foster care will only occur when resources are allocated to address the social problems that undermine aboriginal parents and families abilities to care adequately for their children on the reserve. This article is important to the construction of my essay because it provides information on the governments stance in this trial and the inequalities plaguing the first nation children. In this article it is made clear that first nation children require more welfare funding then other children in Canada. Furthermore, the Canadian government has failed to implement solutions their continuous discrimination and marginalization of aboriginal children on reserves. This article presents all the facts

This is important because it explores the values and principles of the first nation and cultures and provides empirical evidence describing the discrimination that is felt from the government as they continue to be ostracized by Canadian policies. It has been reported that aboriginal families face more hsycial, or sexual abuse and higher reports of substance abuse then any other group. The cases discussed in this article will help connect theory will the real life experiences of First Nation people. Furthermore, it identitifies that aboriginals are the most common group living below the poverty line . Evidently, this article provides clear evidence that the Canadian Government is wrong in their actions of restricting adequate welfare funding to First Nation children.
