Elemental cost analysis (EGA) has been identified as an effective cost control tool in project development and as such they may be used in preparation of preliminary estimate to determine the cost limit of a project.

a)

Explain the criteria in selecting the most suitable EGA to be used as the basis of an estimate. (5 marks)
Briefly describe the possible adjustments that may be done to the EGA to ensure that the estimate is reliable by giving a sample project. Use the following format (of EGA) as your guidelines in identifying the possible adjustments, i. Form 1 - Information on project and analysis of single building ii. Form 2- Simplified brief cost analysis iii. Form 3- Brief specification (20 marks)

Discuss the approach that the Quantity Surveyor should take to control cost during post contract stage. (15 marks)

b)

Explain how cost of variation works could be controlled in a government project. (10 marks)

QUESTION 4

a)

"Tender-based index is generally accepted by the estimator to be more suitable in achieving reliable cost estimates than other types of indices".

Discuss this statement and give your reasons why this statement might not always be true. (15 marks)

b)

List down the reasons why some estimators are reluctant to use indices in doing adjustment for their estimates. (10 marks)

One of the methods used by Jabatan Kerja Raya (JKR) to prepare preliminary estimate is Floor Area Method. Estimate the cost for One-unit Government Quarters Class F (standard design), which will be built in Mac 2006 at Johor (area D) based on the information given below.
