The DC Department of Employment Services (DOES) is seeking a Supervisory Unemployment Compensation Claims ExaminerFull-time, 8:30 am to 5:00 pm, Monday through FridaySalary Range: $66,953 - $93,734 Location: 4058 Minnesota Ave N.E.Closing Date: Open Until Filled. Duties and Responsibilities: Performs work of considerable difficulty involving the administration and maintenance of a unit responsible for benefit claim processing, eligibility determination, liability determination, tax assessment, or management support under the Districts Unemployment Insurance Program. Plans and develops program procedures; determines automated processing needs; implements policy and procedure changes; interprets policies and renders decisions for issues not specifically covered by policies; communicates with employers, claimants, and other interested individuals to increase the understanding of the Unemployment Insurance Program, and to resolve problems and complaints; may develop and/or analyze management information; supervises a staff of employees; trains employees; monitors and evaluates employee performance; establishes priorities; and oversees the quality and quantity of work performed.

Supervises unemployment claims examiner personnel in processing of all phases of unemployment compensation claims and coordinates claims operations with other departmental personnel engaged in related unemployment compensation activities (e.g., plans work procedures, trains & evaluates staff, conducts staff meetings to review policies & procedures and to discuss problems, suggestions and errors; conducts office computer claims processing training sessions; coordinates activities with other sections & makes recommendations to management regarding operations). Reviews complex claims, resolves any problems related to processing claims, determines eligibility for benefits & authorizes payments; conducts and/or initiates initial fraud investigations. Conducts fact-finding interviews with claimants and/or employers on all types unemployment compensation issues; answers verbal, written and telephone questions and inquiries from claims personnel, claimants, employers and other interested parties; makes telephone contacts and conducts correspondence to obtain information necessary to processing claims; handles inter-state claims inquiries and correspondence, determinations, protests & general information questions. Prepares operational reports concerning work activities of unit; responds to complaints and resolves problems; maintains files & records; operates personal computer to enter and/or retrieve data and/or generate reports; participates in office planning and assists in implementation of new procedures and/or programs; travels to on-site locations (e.g., central office; field

Page |2 offices) to conduct field visits (e.g., attends and/or conducts meetings; attends and/or conducts training; provides technical assistance in all phases of assigned claims). Assigns priorities to ensure that work activities are properly conducted and completed in a timely manner. Reassigns work and/or personnel to more effectively accomplish assigned workload or to maximize services to applicants. Counsels staff on matters relative to productivity and other work related issues. Reviews completed work to determine compliance with policies and program objectives and adequacy of completed staff work. Determines the need for, and recommends additional training to insure optimum staff performance, career development, utilization of skills and the inter-changeability needed to varying work demands. Initiates and/or recommends quality performance and/or disciplinary actions. Establishes and approves leave schedules. Keeps subordinates currently informed concerning changes in or establishment of new policies, procedures, program goals, concepts of services, etc., relating to assigned work area. Participates in implementing the DOES career development plan for professional, sub-professional and clerical personnel. Carries out a continuous appraisal of program responsibilities to assure that customers are being provided prompt and courteous assistance in the optimum utilization of services available to them. Assures that effective systems are in place where DOES quality and accurate services to all customers who seek unemployment compensation services in the District. Prepares procedures, instruction and guidance materials relating to center programs. Devises and recommends the establishment of new and/or revised policies, procedures, reporting systems, forms, publicity media and other related program documentation as the need arises. Assures that (1) all information concerning operations of the District's unemployment compensation program is readily available to the public; (2) sufficient copies of "Claimants/Employers Rights" are current and readily available and accessible to the public; (3) subordinate staff are knowledgeable about and are providing information to customers; and (4) customers requiring services beyond that available to them in OUC are referred to other appropriate service areas, including but not limited to the Office of Administrative Hearings.

Supervises the preparation and assessment of statistical data reflecting work activities; identifies problem areas and recommends appropriate action required to effect improvements in operations or services to customers. Participates in the overall DOES reporting system. Attends Center and office staff meetings, conferences and seminars and, as assigned, represents DOES in meetings related to Local Office activities. Performs other related duties, as assigned. Education Requirement: It is desirable that the incumbent possess a degree from an accredited four-year college or university with course work in business or public administration, management, law, or a related field. Specialized Experience: It is desirable that the incumbent have 5 years experience supervising in a production environment. Additionally, must have experience in the acceptance, review, adjudication, or authorization of claims for the payment of benefits to individuals under law, contract, or governmental order. Such experience must have demonstrated the ability to develop and evaluate pertinent facts and evidence, apply and interpret laws, rules, regulations, policies, and precedents, and make decisions on issues of fact and law in the allowance or disallowance of claims. Basic Requirements: Preferred that candidate be able to fluently understand, speak, read, and write Spanish. Ranking Factors: 1. Thorough knowledge of the Department of Employment Services' mission, function, and operational policies and procedures. 2. Considerable knowledge of the D.C. Unemployment Compensation Act and the federal laws, regulations, policies, and procedures related to the program administered. Working knowledge of automated systems, and the principles and practices of supervision and management. 3. Ability to analyze and evaluate conflicting statements and/or allegations and to utilize a high level of ingenuity in developing evidence and information sufficient to corroborate or contravene decisions. 4. Demonstrated experience in providing leadership in a supervisory capacity. Ability to supervise subordinates based on priorities, selective consideration of the difficulty, and the requirements of the assignments and their capabilities. 5. Demonstrated ability to interpret and explain laws, regulations, and procedures; to communicate

Collects additional pertinent details of EBL District resident children from the community health nurse such as, environmental asthma triggers, and slip/trip/fall hazards.
