Series 2011 - 2012 May 2012 (To be read or distributed at a regular Post meeting and filed)
1. The 2012 Department Convention will be held at the Holiday Inn Select, Columbia, Missouri, June 7 June 10, 2012. Hospitality rooms information has been mailed to District Quartermasters. Individual room reservation form for the Holiday Inn Select is being sent out with these General Orders. A block of rooms have been reserved at the Laquinta Inn and Suites for those not wishing to book for (3) days. You may make reservations by calling 573-445-1899. Be sure to identify yourself as being with the VFW State Convention. Reservations must be done by phone to get into the VFW block. 2. Ads for the Department Convention magazine are now being accepted. Deadline for receipt in Department Headquarters is May 7, 2012. Cost of ads and instructions for submittal are attached to these General Orders. 3. Pursuant to Article II, Section 222 Delegates, District Convention & Meetings, Department and National Conventions of the National By-Laws and Manual of Procedure: (a) Delegate strength shall be one for every thirty members or fraction thereof in good standing. Delegates and alternates shall be elected in accordance with the Manual of Procedure. (b) Delegates elected under this section shall not be considered instructed and may exercise full authority in the duty to be performed. (c) Each Post will pay, in accordance with the Department By-Laws, a delegate registration fee for each delegate to which the Post shall be entitled. Post Delegate fees will be six ($6) dollars per every 30 members in good standing on May 1. A notice will be mailed to the Post Quartermaster in early May. Failure to pay delegate fees will result in your post not being allowed to vote at the Department Convention. Please do not remit delegate fees until this notice has been received by the Post Quartermaster. Do not remit a delegate fee for the Post Commander or the alternates. Every delegate must register themselves. There will be no group registration. Each delegate must present their current Membership Card to the Sergeant at Arms to attend all Department Convention meetings. (d) Each Post will pay, in advance, a national registration fee of twenty-five dollars ($25) which shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the national convention will pay a ten dollar ($10) delegate fee. All posts are required to register in advance and pay the initial twenty-five ($25) dollar fee for at least one delegate to the National Convention whether or not any member(s) from the Post attends the convention. The registration form was included with the mailing of the Post Election Report by National Headquarters in early March. Failure to pay National Delegate fees will result in your charter being placed on suspension by National.

4. Newly installed District and Post Officers do not assume their duties until the Department Commander is installed on June 9, 2012. 5. Post Installing Officers are reminded that it is their duty to determine if a Report of Election of Post Officers has been submitted to the various Headquarters by the current Post Quartermaster. If the Report of Election has not been completed and forwarded as required, it then becomes the responsibility of the Installing Officer to complete and mail the form in accordance with the instructions. 6. Attention is called to Section 213, National By-Laws, which covers arrearages for financial and other obligations. This includes failure to register a delegate to the 2012 National Convention or any other Department arrears. Arrearages on the District level are covered in Section 420 of the Manual. Post in arrearages or failing to submit Post Audit reports will not be allowed to vote at the Department Convention. 7. The 113 VFW National Convention will be held in Reno, Nevada, during the week of July 21 25, 2012. Missouri has been assigned to the Peppermill Hotel. Registration opened on February 13. The Passkey housing system will be used again this year. Reservations may be made by mail, fax (do not mail if faxing) or via the internet through the convention web site located at www.vfw.org . (Housing form attached) 8. The All State deadline is April 30, and the State Commander wishes to congratulate the Posts that have achieved this high status. But, the All-American and membership program does not complete until June 30. All Posts are asked to continue to recruit and get their members paid up for the 2012 year. 9. All resolutions to be considered by the 2012 Department Convention must reach the Department Adjutant no later than May 15, 2012. 10. By-Law amendments submitted for consideration at the Department Convention will be submitted to the Posts with their convention registration fee notice in early May. 11. All Department Officers, District Commanders and Committee Chairmen shall submit a written report to the Department Adjutant at the convention covering their activities of the past year. Oral reports will not be given. 12. 13. All Posts should properly observe Memorial Day on May 28 2012. The following District Conventions for the month of May are announced.
