City of Dallas Code of Ethics Complaint April 24, 2012 According to SEC.

12A-26 (a): I, Damarcus Offord, resident of the City of Dallas, TX, am filing a sworn complaint against the City of Dallas elected official as Mayor, Mike Rawlins aka Mayor Mike and Mayor Mike Rawlins. (1) A. Mayor Mike Rawlins violated the City of Dallas Code of Ethics SEC 12A-10.(a)(1) which states :

SEC. 12A-10. POLITICAL ACTIVITY. (a) City officials. In any election, except his or her own, a city official shall not: (1) use the prestige of the city officials position with the city on behalf of a candidate, political party, or political committee, except that a city official is not prohibited from lending his or her name so long as the office held with the city is not mentioned in connection with the endorsement;
B. Mayor Mike Rawlins violated the City of Dallas Code of Ethics SEC 12A-10.(f) which states:

SEC. 12A-10. POLITICAL ACTIVITY. (f) Elections. A city employee shall not use the prestige of his or her position with the city on behalf of any candidate, political party, or political committee.

(2) Mike Rawlins aka Mayor Mike Rawlins already established a relationship with the incumbent and current board trustee. As Mayor Mike Rawlins, he referred to EducateDallas as the PAC. By referring to the PAC as our Education PAC, it presumed he is speaking on behalf of the citizens of Dallas and suggesting we should embrace and include them. He also stated as Mayor Mike Rawlins that he would support and work in concert with Educate Dallas. The Mayor has a documented history of bias with Educate Dallas and with the incumbent. He cannot have months of documented history supporting the PAC, Educate Dallas, and a documented history stating he will use his prestige as Mayor to support the incumbent and then send a public press release stating he is endorsing the candidates as a private citizen when the articles including the press release refer to him as the Mayor. You cannot differentiate the two while he is currently Mayor of the City of Dallas. The statement of facts supporting this complaint are: A. In an Q&A article submitted to the Dallas City Hall Blog, as Mayor Mike Rawlins, he established a relationship with Educate Dallas, I will step out in that regard and will work closely with our education PAC, EducateDallas, and listen to them and work in concert. B. He has an established relationship with the incumbent. Mike Rawlins attended a February 13, 2012 DISD Retreat (http://blogs.dallasobserver.com/unfairpark/2012/02/mayor_mike_rawlings_gives_dall. php) and in a March 12, 2012 Q&A submitted to the Dallas City Hall Blog, as Mayor Mike Rawlins stated he would use his position to help the trustee: Its about creating relationships with the board of trustees, and It takes leadership skills and ability to be a servant leader to say, All right, Mr. or Miss Trustee, how can I help you out? C. In the articles reporting that Mike Rawlins endorsed the candidates it is referenced in that he is Mayor Mike Rawlins: (a) Dallas Morning News/Dallas ISD Blog
Several weeks ago, Dallas Mayor Mike Rawlings told us he'd be endorsing candidates for the Dallas Independent School District board of trustees. But a few days he came back and said, well, he'd be endorsing, all right, just not as "Mayor Mike Rawlings," since the city's code of ethics prohibits elected city officials from using their titles when making nods. (3) The Ethics Provisions Violated are: SEC.12A-10(a)(1) and SEC.12A-10(f) SEC. 12A-10. POLITICAL ACTIVITY. (a) City officials.
