Gov. Timothy M. Kaine has ordered Virginia Tech to provide all educational and health records
about the Tech gunman requested by his panel investigating the murders of 32 students and
professors.

With the consent of the family of Seung-Hui Cho, Tech already has given the 8-member panel
some mental health records about the student responsible for the April 16 rampage.

In an executive order given the commission broad powers, including subpoena powers, Kaine
stressed that the information should be handed over provided it doesn't violate state and federal
privacy laws.

In another major development, the panel has obtained from a General District judge in
Montgomery an audio tape and all written records about Cho's appearance before a special
justice last Dec. 5.

The special justice found that the 23-year-old Cho, of Centreville, was suicidal and a danger to
himself. He ordered him to seek psychiatric treatment as an outpatient.

It is uncertain what, if any, counseling he sought or received.

Dear Chief Flinchum:

After the horrible murders at Virginia Tech, I felt I had to share this with you. Attached are three
disturbing articles that were published in Asian Week, a weekly newspaper based in San Francisco that
caters mainly to the Asian-American community. The author of these articles is Kenneth Eng, a self-
proclaimed "Asian Supremacist" who in these three articles is stirring up racial animositiy in the name of
"Asian Supremacy". I find the three articles; "Proof That White Inherently Hate Us", "Why I Hate
Blacks" and "Why I Hate Asians" disturbing and inflammatory.

This is the kind of race-baiting when published in a paper which proclaims itself to speak for a specific
group of people, could inspire the emotionally disturbed people among us to commit this kind of
violence. I am particularly disturbed by the "Why I Hate Asians" article because it is inflammatory and
could possibly incite young Asians to commit violence. It even goes so far as to to ask: ...."whatever
happened to the days of the samurai? When honor meant more than life?" Whatever happened to the
age of Sun Tzu when we used to kick ass?" I wonder if Mr. Eng now feels that Seung-Hui Cho has done
an honorable thing?

Is there a link between this type of racially inflammatory ranting by a self-proclaimed "asian supremacist"
against other Americans and the murders at Virginia Tech. Was it this kind of hate mongering that
inspired Seung Hui Cho to "kick some ass" as Mr. Eng advocates.

Chief Flinchum, I think you ought to look into this. The last time I visited asianweek.com shortly after the
incident at Virginia Tech, these articles had been removed and the paper had published an official
apology about the "Why I Hate Blacks" article.

Nonetheless, I think you should look into it. I don't know if Kenneth Eng belongs to some "Asian-
Supremacist" organization or whether he's acting alone. There were links to other websites at the end of
these articles but I was not able to forward them with what I'm forwarding to you. My browser would not
allow me to copy them.

We as Americans and all the world are deeply touched by this tragedy and we all continue to ask... why?

I wrote a book, a very angry and detailed book, that has the same kinds messages in it that Seung
Hui Cho expressed in his writings, etc., that was posted on the Internet from my home in Fairfax
County and advertised locally in a timely enough fashion to be consistent with whatever
planning stages took place to set up his murder spree. I also have posted whatever information I
have been able to think of that links what happened on April 16 to my book in other blogs in
Myspace.com account.

I have tried for weeks to relate this information to law enforcement without them be willing to
consider my story as relative. My work is highly politically sensitive to a lot of people including
law enforcement in Va. and the feds. I can only assume that is why they are ignoring me. Either
that or I am a suspect and they are following what I do closely which would be fine except I have
more information I want to share with them that they are not seeing because I don't know how to
express it in writing where they would have to let me show it to them to understand my concerns.

But since they won't even give me a hint of a response, I have to keep trying to get someone to
listen because my evidence shows that there will be a third attack, a bombing. What I see taking
shape based on posts in MySpace account by I believe Cho and or his accomplices, they planned
three attacks, a small, medium, and large one. They use symbols and metaphors like the 911
attack. The first one was the girl and the dorm attendant. Then there was the mass killing. And
sometime in the future, unless this terrorist group's message is realized before it happens, there
will be a bombing, I believe in Dallas Texas, or Houston, or Fort Worth. That's why Cho had the
bomb threat note with him.

I am just trying to do the right thing and I don't understand why the authorities would ignore
important evidence when innocent life is at stake simply because I am a political threat to a lot of
people in Washington. I was put through a horrible ordeal by the federal government because I
figured out something they didn't want me to know. I beat them in their own game and wrote a
book about it. And I believe Cho or whoever had him do what he did read my book and acted on
it. The information I give out in the book is highly charged and has a great deal to do with the
problems going on in the world today that has a lot of people very upset. So I guess they are not
willing to give me a victory because a bunch of terrorists acted on what I wrote, which I don't
want anyway. I would not still be trying to get this message out if it weren't for the fact that I
believe there will be a second attack, or third the way they look at it.

So anyway, I just thought your office might look at my information more seriously than others.
If I am right and there is another attack, well at least I can sleep half the night not feeling like I
didn't try hard enough to warn people. I don't know what will happen to all the people who didn't
listen. I think the questions I raise are serious and deserve answering, or I am lead to think there
are some very bad reasons why they are not looked at like politics comes before innocent life
when it comes to enforcing the law in this country.

From where I am sitting, I don't need this to be successful in getting my message out. So all
that's being accomplished by not addressing the motive for all those peoples lives being taken
from them is to cover-up something that's going to surface anyway. I am willing to work with
investigators to try to find out who is behind this without capitalizing on the fact that my book is
at the center of it but will certainly express my dissatisfaction with the response I got from
authorities if nothing happens until after there is another attack which will be done in such a way
to make it clear that my book was the motive, or at least that is my impression.

So if I am correct in what I believe caused this tragic event to take place, there is no way to cover
up the motive. Even catching whoever did it and not telling anyone about it will not stop me
from pursuing my work which is legal and peaceful. I am an activist who was done a great
injustice who is trying to cooperate with the same people who did it to me to prevent further
tragedy. I have done nothing wrong. There is a lot of finger pointing to be done but none that can
justly come my way. You can be part of the solution or part of the problem.

Sooner or later, without riding the skirts of terrorists, my work will be successful. And this issue
will be the first thing I want to revisited when I have a voice people are willing to listen to. I will
want to know if my book and what happened at your university were connected in any way and
why law enforcement ignored my trying to tell them that it was part of the motive for what
happened.

Va. Tech shooter had accomplices

Seung Hui Cho first shot a Emily Hilscher and Ryan Clark. Then he went back to his room to
prepare a package to send to NBC. Meanwhile authorities were hunting down Emily Hilscher
boyfriend because they found out he was into guns. They had him in handcuffs as the second
wave of shootings began.

They didn't shut down the campus because they felt confident they had their man. Later
investigators announced they found absolutely no connection between the Emily Hilscher and
Cho.

So how did he know he had time to go back to his dorm to prepare his final suicidal crescendo
killing 30 more people leaving behind strange symbolic messages in his writings, photos, and
video to American Idle which we have been given no key to deciphering?

If he had walked away after the first shooting, the Emily Hilscher boyfriend would be looking at
death row right now. Are we supposed to think this was a coincidence, that this was not part of a
structured plan? And who would have been able to give him the information he would have
needed to be able to calmly carry out two attacks where it appears the first one was a practice run
to allow him to prove to himself and conspirators that he could follow through with the rest of
the plan before he was able to send the package to NBC.

Look at the Professor who was a holocaust survivor who was murdered trying to save lives, on
holocaust remembrance day. April 16 is also the date which the Romans entered the Temple
Mount of Masada in 73 AD. Over 900 Jews killed themselves on that date just before the

Romans got through the mountain fortress wall. It is a very important date in the history of the
Jews.

April 16 is also the date last year when Shia Muslims celebrated their prophet Muhammad's
birthday. The Islamic calendar moves around so it comes on a different date every year. And it
appears this shooting began to be planned last year. Cho also scrolled Esmail ax on his arm and
A. Ishmael as the return address on the package he sent NBC. There is a sect of Shia Islam that
are known as Ishmaelites. Some of them are descendants of the Hashashins who began using
hashish and sex to brainwash their followers into being assassins in the first millennium.

The story of Abraham in the bible is about the beginning of the twelve tribes of Israel and the
twelve Arab tribes who descended from Abraham's sons Ishmael and Isaac. There is a long
running dispute over who God granted rule of the Middle East which is the bottom line of what
divides Israel and the Arab nations but no one ever discusses it. It is an unsolvable problem
because the bible gives varying versions of the story that conflict with each other while there are
no other records to reflect on to settle the argument.

In fact the biblical accounts are stories handed down word of mouth for thousands of years until
someone wrote it down. The stories parallel other myths from the same regions so there is no
telling if it is plagiarized from another culture by the Hebrews, which was a common practice for
cultures to share each other myths, or if it is a credible accounting of a story that is so old that
there are varying aspects of the story in the bible that are at odds with each other.

I have often wondered why the media and scholars ignore this aspect of the problems in the
Middle East when clearly it is something that needs to be discussed by people who are not
influenced by faith as a way to try to reason with the more moderate populations in both these
fanatical religious cultures. Then I see this guy had scrawled Esmail Ax on his arm while
murdering a Jew holocaust survivor on Holocaust Remembrance Day which is also the
anniversary of the mass suicide at Masada and the Ishmaelite celebration day for of Muhammads
birthday? And he went by the name Question Mark.

Most people don't know this but the Masad, Israel's secret service which is named after the
Temple Mount Masada, inspired and funded the beginning of the terrorist group Hezbulah who
control much of Lebanon. Israel wasn't very well liked in the Middle East when the religious
state was first founded. All the Arab states were run by secular governments at thew time with
mostly moderate religious populations.

Israel funded the beginnings of extremist Islam to build momentum for support of fundamentalist
religious states in the Middle East because he thought they would be more friendly to their own
religious state. But all it did was create a Middle East full of violent religious states that want to
turn the world Islamic who have no patience for anything outside their own view of religion.

And one of their main arguments for standing next to Israel in claiming that God granted them
the right to rule the world is this debate about whether God was referring to Ishmael or Isaac
when he granted one of their descendants the right to rule the future kingdom of God.

Seething beneath this strange untold part of ongoing history is the fuel that keeps moderate
Arabs from siding against Muslim extremists, the fact that Israel is not at all a democracy that
US supports unabashedly as being the only reasonable influence in the region that the West can
wholly support.

The truth is that when the state of Israel was founded, they expect Jews from all over the world
to descend on the region where they would build their paradise. The problem was that most Jews
were happy in the lands they lived in so Israel was left a religious democracy with more Arabs
living there than Jews. What this meant was that Arabs would win elections while Jews would be
second class citizens living under their own star of David.

So what they have done is segregate the native populations who have been their since before the
time of Moses while always engaging them in some kind of conflict that prohibits them from
being able to vote. So Israel is not at all a democracy and never has been.

But then being as the whole region is full of religious fanatics. both Jewish and Islamic, while
Israel has nuclear weapons, we have to be careful about trying to isolate Israel on these issues.
Really the best thing for Arabs is to stand down and engage a peaceful process so Israel has no
excuse to use its weapons of mass destruction where then the world could discuss the facts as
they sit. Then Israel would be forced to start World War III rather than making it look like they
are defending themselves when they do. This would put them in a position where they would
have to become either more true to their claim of being a democracy which would lead to them
removing the star of David from their flag, or standing up for us all to see the tyrants they appear
they have a great potential to become, which would never happen. It would make their religion
irrelevant and they know it.

My motive for writing this is not to give you a lesson in current affairs in the Middle East but to
point out that if these very sensitive issues were to become part of a national or world dialogue as
inspired by Seung Hui Chos' murderous rampage, it could have a profound effect on world
history effecting directly people on both sides of this fanatical spectrum who have a well
documented history of using allegories and metaphors combined with brainwashing and terrorist
attacks in the US to create radical movement for change.

From where I'm sitting, especially from my seat right here in front of this computer, not only did
Cho not act alone, but the people investigating the shooting know it. And you have to ask
yourself why did George Bush decide to rush to the aid of Va. Tech staff and students when the
place was already in complete chaos with reporters and investigators the day after the shooting.

To tell you the truth, the first big clue I had that there was more to this story than we were being
told was his visit. It was totally uncalled for, unless of course the Secret Service need an excuse
to introduce themselves into the investigation. And then you have the Queen of England, which
it was England who granted Israel the right to build their state on Palestinian land while
persistently playing a major role in keeping the Arab world into a state of chaos where trillions
of dollars a year are leeched from the region using the corrupt systems of governments and royal
powers installed during the days of British, French, and German colonialism.

So of course since the signs are so obvious to the trained eye that the Va Tech shooting was part
of a carefully planned terrorist attack that the facts about are being kept from the public, British
intelligence would have a high priority on wanting to know what the details of the investigation
show and who was behind it. Seeing that the Queen had a scheduled trip to the region where she
made a special point to interact with victims of the shooting and offer her condolences, it made it
seem innocent enough for British intelligence who would be part of her advance security team to
offer assistance in the investigation especially with a special task force run by Tom Ridge who
was the head of our homeland security office who is convening on new security measure to be
implemented on college campus and universities nationwide to try to prevent this kind of attack
from happening in the future.

The point of this article is to ask the question of how many of these kinds of attacks are we going
to pretend were nothing but loose screws in the minds of our young people before we are willing
to have a national dialogue about what the real problems in the Middle East are. The argument
could be made that to allow this attack to pursued us to change our direction in how we approach
policies in the Middle East would be caving into terrorists. But then in the next attack, they
might not leave behind a bunch of coded messages that should have the public asking questions.

They might put their message out where we can clearly see them while blowing up a building
full of people and prove that investigators knew about why the first attack happened but kept it
service because they saw it as more important to protect the interest of Israel than the innocent
lives of American people, all because if we look too closely at the religious differences between
Arabs and Jews, it all boils down to neither one would have a good enough argument for why the
bible says they have a right to inherit some kind of rule over the Middle East. This would lead to
average Jews or Arabs not wanting to shed blood or give up their lives in pursuit of a Holy War
that God was not specific enough in declaring who was to be anointed victorious in. So what the
motive for wanting to see war in the Middle East to go on without end?

How could the cops have tracked this guy down in less than a day if there is no connection
between him and the first victims as you claim? Generally cops take weeks, months or years, not
hours to track down killers without an immediately apparent connection to the victims, often
after they have committed 5 or more chronologically seperate murders. To claim it's evidence of
conspiracy that he knew they wouldn't track him down in the time it takes to make a video is
bizarre. I know that they wouldn't be able to track him down in that time, boyfriend or no
boyfriend. The idea that people get on death row because they are gun nuts and their girlfriend
gets murdered and there is NO OTHER EVIDENCE THEY COMMITTED THE MURDER is,
frankly, nuts.

You miss the point but make it yourself in a kind of obvious way that you might have missed.
The authorities did track down the killer, or so they thought, in a matter of an hour.

The point is that Cho knew he had time to get away with the first shooting without the campus
being crawling with cops after the first shootings. I mean are you saying that it would be normal
to walk onto a university campus where they have their own police, and would have to bring in
outside investigators in the event of a murder, and know the whole campus wouldn't be shut
down after two students were murdered, unless of course authorities were sure they knew who
did it, that it was an isolated domestic event.

The point is how could Cho have known that authorities would immediately believe they had a
suspect in the boyfriend because he was into guns if Cho had no connection to her at all? He had
to have known he could take his time getting his package to the news media ready and mailed at

the campus post office before he walked calmly to the second scene of his murder spree without
worrying he would run into cops.

I mean it's hard to believe that even if the authorities had a clear idea who did the first shooting
that they still wouldn't have been closing down the university. So whoever authored Cho's script
was intimately familiar with how the authorities would react.

I see that you didn't address the other aspects of the motive addressed in my theory. Are they all
coincidences along with the mistakes that law enforcement made?

You know I bet there were more than a few cops that were kicking themselves in the ass, who
probably still are, wondering how they could have made such a sequence of mistakes that
allowed Cho to execute the second wave of his plan. If it were me, I would feel like I was set up.
I mean we have to consider that Cho somehow knew enough about Emily Hilscher where her
boyfriend would have been considered a suspect immediately so that the campus would still be
safe for the second shooting. But then it turns out he had no connection to her whatsoever. So
how did he know?

He didn't make the video when he went back to his dorm. He already had it ready. He obviously
had the second shooting planned all along because he had the content of the package ready to
mail. So why the first shooting? It had to be a test run that gave him a way to not go through with
the second shooting if he wasn't up for the task.

Look at this. Why in the play Richard McBeef was Richard John's step father and not his
biological father? Obviously it's because Cho did not want to give the impression that his own
father sexually molested him.

So if he cared that much for how his father would react, why would he write such a story in the
first place? Why not make his message known a different way? To me, the play was written by
someone else and he edited it because he was concerned for his father's feelings.

The guy cared about something, he cared about his father's feelings. This tells me that he wasn't
sure if he would go through with the mass killing so he needed a test run, a way out if he got cold
feet. This tells me that he was not a complete psychopath which means he had to have had a
motive which would have to be stated in the many messages and symbols he left behind. But no
one is talking about what he did being anything but a deranged stereotypical angry outcast black
sheep of the university murder rampage.

This is easy to get people to believe because that puts them above the murderer to think he was
just a loser. Too look deeper into the motive for what he did gives him a higher esteem by
admitting their was some kind of intelligent pattern behind how he went about his slaughter of
innocent life, which I get.

But if he didn't work alone, and there is a message in what he did that they sent as some kind of
warning or because they knew it would be ignored, then law enforcement is setting themselves
up to make the same mistake they already made once by not shutting down the campus after the
first shooting. They are playing right into the terrorists who planned this hand by not focusing on
what's obvious because it leads back to politically sensitive topics.

They have to admit that the reason they did not shut down the campus after the first shooting is
because they were being sensitive to the university's reputation, being discreet in the event of a

tragic domestic crime. They went into an immediate state of denial to protect the university
which they already felt was harmed bad enough by what they thought was a domestic shooting
so they in no way at that time would be willing to accept that there was getting ready to be a
mass killing that would result in 30 more fatalities and numerous injuries.

But they should have shut down the university in the event of a domestic related shooting
involving a boyfriend shooting a girlfriend, and then a dorm attendant who was a witness to the
domestic shooting. Shooting a witness turned the crime scene into much more than a domestic
murder but they didn't want to look in a direction that worsened the reputation of the university
which is something that could have been anticipated on most university campuses.

But when I look at Cho's background and demeanor, I don't see the kind of person who would
understand how society worked to the extent that he could figure these kinds of things out so
thoroughly. If he had that kind of intelligence, he wouldn't have had so much trouble getting
along with people or pointing himself in a direction in life that would fit with a more socially
functional pattern.

To think he worked alone would mean he would have had to figure out how to execute his crime
spree and then do it, alone. The way he carried out his crime was more like an operation, one put
together by a team where he would simply have been a actor following a script, a robot since he
was socially and mentally vulnerable, like the kind of people used in the Middle East as suicide
terrorists.
