NEEDS:

For the City Council to consider engaging executive search services to identify a successor Chief of Police. 1. The search for a Police Chief is a significant undertaking involving a concentrated and statewide recruitment. William Avery & Associates, a California-based public sector management consulting and executive search firm, who has a continuing relationship with the City of Paso Robles dating back to 1981, proposes to conduct the search at a (discounted) fee of $13,900, plus expenses not-to-exceed $5,500. The search and placement should be concluded this calendar year.

3. ANALYSIS & CONCLUSION:

William Avery & Associates has assisted the City with labor relations and executive search since 1981. Consequently, Mr. Avery has a unique understanding of Paso Robles, the City organization and employee groups. His firm has conducted a number of Police Chief searches during the past two years. Avery & Associates has abundant historical knowledge of City operations, completed successful searches for Paso Robles in the past (most recently Directors of Administrative Services and Community Development), and offers his services at a discounted fee. His proposal is presented for consideration.

RESOLUTION NO. 12-xxx AUTHORIZING THE CITY MANAGER TO APPROPRIATE $19,400 & EXECUTE A CONTRACT WITH W. AVERY & ASSOCIATES FOR EXECUTIVE SEARCH SERVICES WHEREAS, William Avery & Associates has proposed to assist the City in searching for a Chief of Police; and WHEREAS, William Avery & Associates has substantial executive search experience, expertise and knowledge of the City. NOW THEREFORE BE IT RESOLVED by the City Council of the City of El Paso de Robles that $19,400 is appropriated from General Emergency & Contingency Fund to Account #110-130-5224-116, and the City Manager is authorized to execute a contract with, William Avery & Associates to conduct an executive search for Chief of Police.
