BS-Doboj: Selection of consultant to supervise rehabilitation works (EIB) 2011/S 196-318530 Bosnia and Herzegovina Regional Railways Project (II): Project Implementation Consultants CONSULTANCY SERVICES INVITATION FOR EXPRESSIONS OF INTEREST The Bosnia and Herzegovina Public Railways Corporation (BHRPC) and the Railways of the Federation of Bosnia and Herzegovina (ZFBH) and Railways of Republika Srpska (ZRS) intends using part of proceeds of the Loan from European Investment Bank (EIB) towards the cost of the Regional Railways Project (II): Project Implementation Consultants. The main objective of the assignment is to provide expertise and services in designing, tendering, engineering supervision and monitoring to assist the Project Implementation Unit (PIU), established within BHRPC, implementing a Euro 70 million investment programme concerning track overhaul and repair of structures, reconstruction of signalling and interlocking, power supply and OLE and telecommunications. The services include: General consultant services for all project components Organisation and management of the tendering process for each contract Continuous supervision of construction works Overall technical and financial administration of the contracts Technical assistance for the dispute cases occurred in project implementation period Assistance with reporting requirements The interested consultant or group of consultants should have extensive experience in the following areas: Appropriate experience and knowledge with design, procurement and engineering supervision of projects in railway sector financed by international financial institutions Appropriate international experience with providing consulting services for implementation of railway sector projects in the similar environment Experience of supervising contracts with FIDIC regulations The Consultant's Team will include a procurement specialist, with substantial international project management experience. Other members of the Team should have specific technical expertise with special emphasis on design and engineering supervision in railway infrastructure projects. The maximum budget of the contract is EUR 3,0 million. Provisional date of invitation to tender is November 2011. The assignment is expected to start in February 2012 and last about 3 years. The contract will be financed from the proceeds of the loan and consulting firms from any country are eligible for short listing and selection. Interested firms are hereby invited to submit expressions of interest. A short list of qualified firms will be formally invited to submit proposals following this invitation. Firms originating from all countries of the world are eligible to apply. All eligible natural and legal persons or groupings of such persons (consortia) may apply. A consortium may be permanent, legally established grouping or a grouping which has been constituted informally for a specific tendering procedure. All members of consortium (i.e. the leader and all other partners) are jointly and severally liable to the Consultancy Authority. Consultants may associate to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy. listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and subcontractors in their application. Unclear expression of interest in terms of "in association with" and/or "in affiliation with" and etc. may not be considered for short listing. No more that one application can be submitted by a natural or legal person (including legal persons within the same legal group), whatever the form of participation (as an individual legal entity or as leader or partner of a consortium submitting an application). In the event that a natural or legal person (including legal persons within the same legal group) submits more that one application, all applications in which that person (and legal persons within the same legal group) has participated will be excluded. Any tenders received from tenderers comprising firms other that those mentioned in the short-listed application forms will be excluded from this restricted tender procedure. Short-listed candidates may not form alliances or subcontract to each other for the contracts in question. On the basis of the application received, at least three (3) and at most six (6) candidates will be invited to submit detailed tenders for this contract. The award criteria will be specified in t he tender dossier annexed to the letter of invitation to tender which will be sent to short-listed candidates. The following section will be applied to candidates. In case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole: 1) Economic and financial standing of the candidate(s) (i) For each of the last three years, total annual turnover of candidate(s)/applicant(s) must exceed one and a half time the maximum budget of the contract 2) Technical capacity of the candidate(s) (i) The candidate should have a demonstrated track record in managing large scale PIUs in the railways sector and providing technical assistance to railway authorities, including the management of major railroad works (ii) Proven experience (at least two major assignments within the last 5 years) in running large Project Management Units/ Project Implementation Units, preferably in the Balkans region (iii) Proven capacities to provide backstopping and to recruit and manage assistance teams Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, vailabilty of appropriate skills among staff etc.). In order to determine the capability and experience of consulting firms seeking to be short listed, the information submitted shall include the following: company profile, organisation and staffing; In the case of association between two firms or more, please include the name, address and profile of the participating firm(s), details of experience or similar assignments undertaken in the previous five years, including their locations, CVs of staff who could be available to work on the assignment. All written communication for this selection must be in English.
