Abolish 3735 Central laws and about 30000 State laws Posted on October 22, 2009, 10:55 am, by admin. All laws, rules and administrative systems created by English people in our country are dangerous. This entire system was created to keep our entire country as slave permanently. This entire system is to strengthen slavery further and further and it supresses the sense of freedom. Different laws were enacted to strengthen this dangerous system. So there is no doubt that all these laws must be abolished. But our difficulty does not end there. After we got independence, the laws enacted in last 50 years are also the same kind of laws strengthening the entire system meant for keeping the entire India under strict slavery. So naturally, slavery has increased and freedom has decreased in last 50 years. Numerous controls have increased and powers of Government have increased many fold. Many new laws have come up and powers of bureaucrats to harass the people have become stronger and stronger and consequently people are suffering more and more terror and repression. Naturally this has resulted into more and more corruption and helplessness of the people and so corruption and scandals are constantly increasing and today India is considered as the heaviest corrupt country of the world. We should understand this basically how this happens. English Government devised the entire administration in such a way that any Government officer can rule the people, make injustice to the people, can harass to the people but he is not responsible to the people. e.g. Talati (Patwari) of the village panchayat can exercise authority on entire village. He can take corruption from the entire village. But nothing can be done to him because he is not responsible to the village. But he is responsible to Taluka Mamlatdar. He can exercise authority over the village but not responsible to the village ! This system is basically the system of slavery. In this way, Taluka Mamlatdar can exercise powers on entire Taluka and he can take corruption from entire Taluka. But nothing can be done to him because he is not responsible to the people of Taluka. He is simply responsible to one person i.e. his boss Collector of the District. If he manages the affairs with the Collector, then whatever he does in Taluka or he harasses the people of entire Taluka, but people can not do anything to him. Similarly, Collector can exercise authority on entire District, but he is not responsible to the people of that District. He is simply responsible to one person i.e. his boss Secretary in the Sachivalaya of the State. Once he manages with the secretary, even all the people of the District can not do anything to him. This entire system is a naked slavery and should not run even for one day after independence. Similarly, Police inspector of Taluka can exercise authority on entire Taluka but he is not responsible to people of Taluka. He is responsible to District police officer. Police inspector can repress the entire Taluka,

extract corruption from them and harass them. But nobody can do anything to that police inspector. Once he is able to manage with his superior and allocate the share of corruption to him, then he is completely safe. Then he can repress the entire Taluka but nothing will happen to him. He is not responsible to the people of Taluka. Similarly, officers of irrigation department are not responsible to the people, but they are simply responsible to their boss i.e. only one person. So they can harass the people can extract corruption openly from the people and can live fearlessly because they manage the affairs with their boss. So nobody can do anything to them. This happens in each and every department. This entire system must be uprooted and thrown away at a stretch. This entire system was fabricated to keep India under slavery. In a real Swaraj, every public servant must be directly responsible to the people. In fact, people should not tolerate any such system and revolt against it in which public servants are not responsible to the people but they are simply responsible to their boss. So it is not enough to abolish all the laws made by English people. But after independence, the laws made by our super English leaders in last 50 years are far more dangerous, far more unjust and far more capable of increasing slavery in our country. So it is essential to abolish all such laws. Then entirely new system should be evolved in which every public servant must be responsible to the people directly. Until this is done people can never experience real Swaraj. State Government also have made numerous laws in last 50 years and they have increased the repression on the people tremendously. So harassment to the people through the laws made by our super English leaders after independence are far more dangerous and reprssive than the laws of English people. So it is absolutely essential to abolish all the laws enacted after independence. In fact independence earned from English rule was entrusted immediately to the bureaucracy which was addicted to repress the people mercilessly. This bureaucracy misused and made many new laws in every state to repress the people, to harass the people so that people can not raise their head. So freedom of the people has been snatched away completely and powers of the Government officers to harass the people have increased many fold. Whatever terror the people are suffering from is the result of new laws passed in last 50 years. Just take the example of forest officers. There repression has reached to the culmination. Forest officers are ruling to the people almost as autocrat. Peoples voice is nowhere heard. Forest officer can arrest anybody and kill him and still nothing can be done to him. This much dangerous powers are enjoyed by forest officers. Civil supply

officers harass the merchants and industrialist of various fields unimaginably and they take heavy corruption quite openly from everybody. Irrigation officers extract heavy corruption from farmers. Officers of electricity board behave like more than autocratic kings and they are able to extract any heavy amount from industries by sending heavy bills of any amount occurred in their mind. In this way, every officer from every department has full powers to repress and harass the people and to extract heavy corruption from everybody quite openly. People are totally helpless. They are no more than slaves. So this is not a slightest Swaraj. This is the most dangerous bureaucracy. The main reason of this situation is that big IAS officers sitting in the capital secretariat went on making various types of laws since last 50 years with the sole purpose of repressing and treading the people by the Government officers. Now people are suffering this repression indescribably. So it is essential to abolish all these laws and it is essential to curtail law making powers of the Government by amending the constitution. So in the chapter of Restrictions on Governments, it has been proposed that no any law or Act passed by the parliament or state legislature or district authority will be effective in any village unless it is ratified by the concerned GRAM SABHA of that village. Once this is implemented, then only Parliamentary Terrorism described by Gandhiji will end and people can experience real swaraj. Policy of free land for house to every family in villages and towns Posted on October 22, 2009, 10:54 am, by admin. When village will have almost all constitutional powers, allotment of a free plot to every family will be completed in a few days only. Gram Sabha will enjoy all the revenue powers. So Gram Sabha will be the final authority to decide what to do with the land of the village. So naturally, work of providing residencial plot to the villagers will be of top priority. There will be also planning that every person will have business premises within 2 to 3 km from his house. Laws and rules will be made with the central theme that citizen should not travel more than 3 km to earn his livelihood The following constitutional provisions are essential There shall be complete ban on advertisements on Radio or TV throughout the country. There shall be no any restriction to run the radio stations for public service within 100 km. range. No any license will be required for such radio stations. No any Government interference will be for such radio stations. However, such radio stations can not be utilized for converson of religions. By such small radio stations run by people, real democracy will develop e.g. at every village or every Taluka place, farmers radio stations can be established in which discussions will be for

agricultural development. The forecasting of rain fall and floods will be narrowcasted on it. Diseases of crops, its remedies, prices of the crops and all such information and guidance can be made available. Associations of women also can have their own radio stations in which information about injustice to women and their remedies can be discussed and narrowcasted. Child care home industries self reliance for women and all such activities can be run through small radio stations. In this way, television centers can be also decentralized at village level, taluka level and district level which will work specially for social service. Purpose may be educational for agriculture, for cottage industries, for consumer interest, for social security, for social reform, for eradication of superstition for Gauseva, for animal husbandry or any such matter related to public interest. Such thousands of radio and TV centers should be run by people directly. Central Government or State Government should not have any authority to restrict or control such small radio or TV stations. All the powers relating to this activity should vest in district panchayat. A very few programs will be national programs for entire nation. Such national programs can be worked out by the association of district panchayats of the country. No any program will be imposed on the people from central Governmen Decentralization of energy and electricity Posted on October 22, 2009, 10:50 am, by admin. Every citizen of India will be free to produce electricity without any interference of Government. No Government will have any power to impose any tax on generation of electricity for self purpose or for family purpose or for running industries. The first priority will be given to the individual, village, taluka etc to produce solar energy, wind energy, bio gas energy or energy by using livestock. Wherever there is possibility of installing micro hydro power stations, it will be done by local people without any interference of the Government. Thermal power stations also will be small as far as possible to satisfy the need of the village or cluster of the villages so that transmission of electricity will be minimized and villages will be self reliant in case of energy. There must be encouragement to industries to produce their own powers. All the present laws are either made by English people or made by our super English people. The main bad motive of making any law is that at any cost people should remain suppressed by the Government officers. So all these laws are not consistent with the thinking and feeling of Indian people. Any law which is consistent with the thinking and feeling of Indian people, there must be

wide scope of discretion. Interpretation of any law should be subject to the discretion of concerned person. So any wrong interpretation can not be made by twisting the law. Interpretation of law must be consistent with the purpose of making the law. This means that if the law is made for the security of life and property, the culprits can not get benefit of doubt by wrong interpretation. At present it happens that murderer who has done murder in the presence of many people at any prominent place in the market is set free giving benefit of doubt due to wrong interpretation of law. Reason of this is complexity of laws wrong interpretation and lack of power to use discretion. The judge should have wide discretionary powers to punish the murderer without insisting on evidences simply by understanding by his discretion that particular murderer is really murderer and he must be punished. The judge must have full discretionary powers not to accept wrong arguments of the advocates and technicalities. Moreover, there must be provision in every law to punish the implementing officers against the misuse of the law. Whether the law has been misused or not should not be decided by officers but by the people who have to observe that law. If this happens, then only misusing the law and harassing the people and extracting corruption will end. So in every law, sufficient provision against misuse of law must be introduced. Top priority should be awarded to conserve the drinking water in the underground tanks in every house by collecting rain waters. Every village must have its village pond. There must be policy to construct check dam at every possible site. Somewhat bigger check dams can be constructed by the joint efforts of a few villages. There should be systematic planning to construct small dams at many places in all big rivers and thus to utilize water for drinking or irrigation or also for electricity generation if possible. Not a single big dam should be allowed to construct. It is very risky to provide drinking water to every village from far away central source of water. It is against the concept of Swaraj. Wherever there is a scheme of providing drinking water to lakhs of people from the pipeline coming from 50 to 100 km. away, such people can be made slave very easily by controlling the pipeline. During the war, it becomes very easy to stop water pumps of such pipelines and to kill the people by thirst only. Aazadi Bachao Andolan looks such scheme as dangerous for Swaraj. So in the concept of Swaraj envisaged by Aazadi Bachao Andolan, there is no place of centralized scheme for basic primary need of water.

Mainly tax collection authority will vest in village, town or District Panchayat. State or Central Government will have no such powers. Central Government will have only one tax i.e. custom duty on import items. Whatever tax income Village or District will earn, 80% will be kept by them and 20% will be passed on to the State Government from where Central Government will have their proper allocation. So automatically, repressing force of Governments will decrease. Governments will become somewhat subordinate to Districts and Villages. When this happens, Government will become real Government for people. Their repressing capacity will be no more. Their guiding and helping capacity to the people will cultivate considerably. In this circumstances, obviously people will have no any reason to fear of Government. So people will become fearless. Then real democracy will develop. This will be real swaraj. However it is possible that State or Central Government may be assigned the responsibility to collect certain taxes. Then also 80% share of the taxes will have to be distributed to the villages and districts immediately. So Government will have no any control on 80% of the tax revenue. So Governments will have to make full economy in their expenses. They can not afford to give big big salaries. So present day scene that a team of a few hundred egoist IAS officers harass the entire India of 100 crores of people will be seen no more. Moreover, 80% of the tax revenue will be spent for the welfare of the village itself. So real happiness and prosperity and amenities will start increasing in villages. So people living in villages will no more be considered as subordinate citizens. On the contrary, happiness and peace in villages will be so much sufficient that villagers will not like to go to cities as it happens in Europe. When this happens there will be real balance between villages and cities. Then urbanization will also end and cities also will become pleasant places of living free from present day problems of dense population, heavy traffic and pollution. Impart training to the unemployed to produce zero-tech products Posted on October 21, 2009, 12:18 pm, by admin. Government has established Industrial Training Institute (ITI) in every district. But all such ITIs have primary objective to offer the courses to train and prepare labors required for big factories. Such courses should be immediately discarded and completely new courses should be introduced which can enable the trainees to make their own independent occupations at small scale level. Intensive training should be given for agro processing activities at very small scale level. The test

of such ITIs should be that their trainees must be able to make their own business and they do not go for the job of big factories. So such ITIs should run the short term courses to produce soaps, candles, tooth powder, tooth paste, potato chips, papad, wafer, Ayruvedic medicines etc. All such items should be of daily use to the people of villages and towns and cities. Similarly, such ITIs should run the courses for agro industries to produce jaggery, sugar, oil and for spinning, weaving etc. At present, many ITIs run completely unnecessary courses which are not useful anywhere. E.g. course of fitter is run in every ITI but such fitters are no where required. Such unnecessary courses should be closed and important courses described above should be introduced. However, blacksmith, carpenter, pot maker, cobbler, etc. are still having some skill, knowledge and art of production of goods. Such traditional skills and professions should be modernized and encouraged to the maximum possible level to utilize their skill and knowledge to develop agriculture and village industries in the villages and thereby to increase the wealth of villages. So all the banks should be compelled to make available at least 20% of their finance to such traditional professions and industries. Government should arrange to sell the production of such traditional industries into cities and also should arrange for export of such products of such traditional industries. We do not want to refrain from the splendid benefits of the revolutions in the computer and telecommunication technology. We also want to introduce such high technology in our country and we want to avail the happiness and facility accrued from such technology. But for this purpose we need not import the goods of such technology. But we should do technical collaboration to produce high tech goods in our country. But in such collaboration also we should see that we are not exploited by foreigners under the excuse of such high tech collaboration. So such collaborations should be limited only for 5 years and conditions of royalties etc should not be detrimental to the interests of our country. We should know that in our great country there exists enough intelligence and skill and we are quite competent to produce anything. We have already developed highest high tech product such a super computer without the help of foreign country. We are sending rockets and satellites in the space. If we go ahead with confidence, we can surely compete and defeat to USA. But however we do not want to remain narrow minded. So we can freely make technical collaborations for any high tech product required in our country.

The natural question from the preceding paragraph is that if all taxes such as central excise, sales tax, octroi are abolished, how government will run. One thing is sure that Government should not run if it runs as it runs today. At present, there is heavy wastage and extravagancy in the Government. There is no place for frugality in the Government. Present policy is to suck the blood of the entire population and pamper the bureaucracy. This can never last forever. Salaries to bureaucracy should be in proportion to the income of common people. Government officer should be real servants of common people. They should not have power to harass the people. So lakhs of Governments servant are not required. A few will do the job. Their salaries also will not be very high. So figures of the budgets will be reduced to only 1% of the present budget. If Government runs with clean honesty, a new system of imposing the tax only on rich people will be enough. For this purpose, tax on luxury goods or luxury expenditure will serve the purpose. E.g. Government can meet the badly necessary expenses by imposing the tax on motor car, scooter, air conditioner, bungalows, luxurious flats etc. Tax collection authority will be Gram Panchayat or municipality only. No any State Government or Central Government will have any power to collect the tax from general public. It is absolutely essential that arrangement of processing of every agricultural produce of the village such as groundnut, cotton, sugarcane, paddy, castor seed etc. into finished products is done at very small scale in village itself. Tiny oil mills for groundnut oil should be in villages where groundnut is produced. People of cities and towns should purchase their requirement of edible oil from villages. Processing of cotton cloth right from cotton ginning to spinning, weaving and finishing of cloth should be done in villages. Best quality modern small machines for this purpose should be installed in every village. Castor oil should be produced in villages where castor seed is produced and various grade of castor oil should be supplied to the industries in the cities. Sugar and jaggery should be produced in villages from the sugarcane. Rice should be produced from paddy in villages itself. Thus, only finished products should go to the cities and after satisfying the requirement of cities, only excess production can go to the export. This should be right policy in real Swaraj. Thus creation of wealth will be in villages and so prosperity will increase in villages. Employment will be generated in villages. Thus exploitation of villages will be stopped.

About 10000 cattle are slaughtered every day in Deonar slaughter house at Mumbai and meat is exported. Thousands of slaughter houses small or big are working in the country. This activity should be banned. We can not afford to feed meat to foreign countries by running our cattle wealth. The ruining of cattle wealth means ruining of agriculture. Similarly, valuable agricultural land is wasted to grow flowers for export for decorating dining tables of European people. Such fresh flowers are exported everyday by aeroplanes. We can not afford to grow flowers for foreign countries when our people are starving. This is against permanent values of Indian culture. Immediate ban on such activities must be imposed. Similarly, foreign game like cricket is completely inconsistant with Indian culture. It is a big evil. It occupies crores of the human mind simply for nothing. We can not afford to waste time of crores of people simply for watching cricket. Moreover, it is not a innocent game. Scandals of crores of rupees are generated from the cricket. Speculation of crores of Rupees is carried out. It is just gambling. On the whole cricket spoils the minds of the people. Scandal makers earn crores of rupees by befooling the crores of people by match fixing. So cricket must be banned. The first action to achieve this should be to abolish Income Tax which is the most responsible factor to generate black money. It is estimated that almost 10 Lakh Crores of Rupees are circulating in the economy as black money. For want of enough money and under the excuse of dearth of money, our Government is obtaining loans from foreign countries at heavy interest rates by mortgaging our freedom. The total foreign debt is about 7 Lakh Crores of Rupees and annual interest payment is about 115000 crores of Rupees which is 43% of total tax revenue of the Central Government. This amount is so much high that Government is not able to make payment from internal resources and just to make the payment of the interest, the Government is seeking the further loan from IMF, World Bank etc. by further mortgaging our sovereignty and our freedom. When this is the situation, why not to utilize our own black money circulating in the country. This is the most practicable and patriotic idea. So it is quite practicable and patriotic to abolish Income Tax Act and other such taxes which are responsible for generating black money in the country. There will be some reduction in the income of the Government by abolishing Income Tax. But Government should adopt some frugality measures to reduce its extravagant expenditure and should make both ends meet. The main functions of the Government is to interfere unduly in the life of the people, to harass the people by hook or crook,

to supress them and to impose undue restrictions in the freedom of the people. These functions weeken the democracy and break the morale of the people. So real welfare of the country lies in cutting the size of the Government, in reducing the powers of the Government, reducing the no. of officers and staff of the Government and to stop their extravagant expenses. Then people will have more freedom and there will be more democracy in the country. So both ways it will be beneficial to the country. Since last 50 years, Europe and USA are exploiting unimaginably almost all the poor countries of the world by forcibly devaluating their currencies. They are used to make conspiracy in every country under the excuse of development by providing them complete package of economic model in which all the countries are forced to accept big amount of high interest loans connected with conditions of slavery such as devaluation of currency, opening of their market for multinational companies, easy terms to take away profits earned by them, and many such facilities to MNCs which ultimately results in the ruin of the country and mass scale unemployment. This complete package comes under the name of development. But in fact, it results into heavy price rise in the country, heavy unemployment in the country, scattering of economy of the country, more and more devaluation of the currency of the country and thereby heavy spurt in the foreign debt, more and more imports of foreign goods in the country and thereby, heavy foreign exchange drain from the country, heavy interest payment liabilities arise and ultimately country is trapped into foreign debt which can never be paid and consequently that country becomes slave of World Bank, IMF and WTO. European countries and USA heavily take advantage of this situation. Once their currency become valueless, gang of European countries and USA take away in the name of export, the best quality food, agricultural produce, minerals and special varieties of that country at throw away price. On the other hand, they sell

their equipments, machinery, computers etc. at very heavy price in such poor countries. So they exploit heavily both the ways. The devaluation of the currency of any particular country is the biggest and strongest tool to implement this conspiracy package. To implement and accomplish this conspiracy, this gang of European countries and USA has evolved various types of hypocritical economic theories which are explained to the so called economists and selfish and foolish politicians of that country. The so called economists and politicians impressed by the western influence can not see the reality before their own eyes and they accept this conspiracy package of devaluation by which entire real wealth is drained into European countries and their own countrymen are completely ruined. Consequently mass scale unemployment is spread throughout the country and 90% people are thrown away on the streets and they become the victims of starvation. All this activity goes on in the name of development. In spite of such ruin and economic disaster of the country, many foolish economists and selfish politicians go on making the fool to the people of the country that whatever path they are going is the path of development. In fact it is a path of ruin. Many African countries had their currency far bigger than US dollar. They all have become the victims of this conspiracy of devaluation and now the situation is that all these African countries are virtually finished. Let us take some concrete examples. Sudans currency is Sudanese Pound which was three times stronger than US dollar i.e. 3 US dollar was equivalent to one Sudanese Pound. Now one American dollar is equal to 3000 Sudanese Pound. Sudans economy is totally finished and it has become the slave of Trinity of World Bank, IMF and WTO. Zambia has currency named Kwacha which was stronger than US dollar. At present one US dollar is more than 2500 Kwacha. Ugandas currency is Shiling which was higher than our Rupee. At present US dollar is more than 1000 Uganda Shiling. Similar is the case with Tanzania. Ghanas currency is called Ceddy which was far bigger than US dollar. At present one US dollar is more than 2000 Ceddy. Indonesian Rupaiya was similar to Indian Rupee. At present one US dollar is more than 10000 Rupaiya. Similar situation has happened in Mexico, Brazil and in many other countries. These are a few examples. But throughout the world, the Trinity of World Bank, IMF and WTO is conducting this activity of devaluation conspiracy in full swing and country after country are ruined. It is most deplorable that throughout the world either rulers are selfish so that they sell out their country for their personal gain or they are foolish and credulous not to understand this package of conspiracy in the real naked terms. Most unfortunately, our beloved country India is being driven forcibly in the same direction of disaster by our foolish and selfish politicians and foolish economists. The situation is such a grave that any elite citizen of India can not tolerate it for any longer.

So it is extremely essential to revaluate the exchange rate of Rupee with dollar on justifiable basis which should be between Rs. 1 to 7 for one US dollar. Exchange rate mechanism devised by IMF, World Bank etc specially for developing countries is completely different from the exchange rate mechanism applicable to European countries. The exchange rate mechanism for developing countries has been so much cunningly devised that every developing country has to go on devaluating their currency day by day and often and often; while exchange rate mechanism applicable to European countries has specific provision that in any circumstances their currency can not devaluate more than 2.5%. So there are two separate standards which make total injustice to developing countries. But every sovereign country is free to decide their exchange rate with any other country. It is simply under the pressure of trinity of World Bank, IMF & WTO that exchange rate mechanism heavily detrimental to the developing countries is forced upon them. In fact, any Sovereign country is free to deny to accept fraudulent exchange rate mechanism devised by IMF. So India is in fact free to fix any arbitrary exchange rate with any country. So we have every right to decide exchange rate of Rupee with Dollar as One Rupee = One Dollar. Nobody can legally stop to decide this rate. Whether to make International Trade with us at our own exchange rate is to be decided by the opposite country. If USA does not accept our exchange rate of US Dollar One = Rupee One, they can stop dealing with us. But they can not force to impose their exchange rate on us. If we are firm in our decision, they have to accept our exchange rate arbitrarily decided. This is The Real Swaraj for us. It is very very interesting to know what will happen actually in India if we decide arbitrary exchange rate of One US Dollar = One Rupee. As soon as we decide it, our foreign debt will be reduced drastically from every 46 Rupees to One Rupee. So we have to pay One Rupee in place of 46 Rupees. Similarly interest payment on foreign debts will be reduce 1/46 times. Just understand the significance of this. At present, 43% of the total tax revenue of Government of India is spent for paying interest on foreign debts. So instead of 115000 crores of interest payment, new figure will be only 3000 crores of Rupees i.e. if we make our Rupee equivalent to Dollar, interest payment will become only 1% of our total tax revenue. So Government will save huge amount of money being drained to foreign countries. But the biggest benefit will be to 90% of the people of India because paradise of cheapness will be created throughout the country in every economic sphere due to this action. Then petrol will be available at 70 Paise per litre. Import bill of the petroleum products will be reduced to 1/46 times. Iron & Steel cost 20 Rupees per kg at present. But after new exchange rate, it will cost

only 50 paise per kg. So all the industrial products, machinery and equipments will become 40 times cheaper. Refrigerator will cost Rs. 500/- to 800/-. Motor car will cost Rs. 10000/- to Rs. 20000/-. Every item of import will be extremely cheap. The best computer will be available at Rs. 300/- only. So there are numerous benefits to 90% people of India. Then why Government is not doing this ? The plain reply is that the economy of the Government and economy of the rich people will be paralised. The Government is working for the vested interest of rich people. The Government itself is the vested interest. It always acts against the common masses and in favour of small minority of rich people. At present the most valuable wealth is being drained to foreign countries in the name of export. If we fix arbitrary rates of One Rupee = One Dollar, entire export community will be ruined and they will lose their money. But nothing will happen to the country because 90% of the people will be greatly benefited. Once prices are reduced Governments income will be reduced. Total budget of the Government will become smaller. So they will have to cut their salaries. They have to reduce their staff. Thus, entire disadvantages will be to the vested interest class and entire benefits will be to the common masses of India. But unfortunately administration of the country is running to suck the blood of common masses and to nourish the handful of vested interest class of rich people and bureaucracy. So present Government can not be expected to take such a bold step to revolutionize the economy in favour of common masses. But Aazadi Bachao Andolan is committed to cause to make this revolutionary change at the earliest possible on war basis.

Nationalized banks must be compelled to allocate 80% finance to cottage and small scale industries of villages Posted on October 21, 2009, 11:29 am, by admin. If this is done then 80% people of India will develop in reality, unemployment and poverty will be abolished and standard of living of common people will come up. At present, nationalized banks have huge amount of deposits which they lend to multi millionaire and more recently to foreign companies who are using such huge funds to establish and run their huge commercial enterprises for the sole purpose of exploiting our country. Instead of this present system, if nationalized banks are compelled to lend their finance at least 80% to rural cottage industries and small scale industries in villages, the stream of wealth will be diverted to villages, generation of wealth will be in the villages and development of rural cottage industries will not be hampered for want of finance. So major difference will be that at present all the money with the Banks are utilized for the exploitation of the country by big companies and multination companies, for

increasing poverty in the country, for increasing unemployment in the country etc, the same amount of money with the Banks will be utilized for creating employment in villages, for creating wealth in the villages, for reducing disparity in the villages, for development of cottage industries and villages and thus this amount will be used for real development of the country. But we should think, why huge amounts of deposits are collected by the nationalized banks ? Any such system enabling to collect huge amount of deposit is unjust and not beneficial to the country. So present arrangement of nationalized banks where savings of crores of people are collected in the few hands and it is grossly misused to suck the blood of our country is wrong, dangerous and harmful for the common people of India. So smaller local independent banks should be encouraged so that saving of village can remain in the village and the saving of the village can be utilized for the benefit of the village. In present nationalize banks, there are vested interests of trade unions of bank employees which have grossly affected the efficiency of the Banks. Their vested interests should be abolished and it should be made possible to discharge the bank employees who does not work properly. Until this is done, our nationalized banks are not doing any service to the common people. Ban on import of goods produced in the country Posted on October 21, 2009, 11:27 am, by admin. Valuable foreign exchange is wasted in importing numerous unnecessary items right from cosmetics to fresh vegetables and even milk for day to day use. This is not necessary at all. Immediate ban should be imposed to import such unnecessary items. No goods can be imported which is produced in the country. As per WTO condition, more grain and pulse you produce, more you have to import it. This is the condition to ruin our farmers. Such condition is specially to discourage the indigenous production and to continue import. This is the clear condition of slavery. Many motor cars are manufactured in our country. In spite of huge production, importing motor cars is equivalent to kill our automobile industries. For manufacturing better car with better facility, technical collaboration can be done. But we can never afford to go on importing complete motor cars. Not only this, even consumer items such as soaps are also imported, then our country may turn into beggars and vast unemployment will spread everywhere. This can be understood even by layman. But it is very much regrettable that our leaders do not understand such simple matter. Or they understand but they betray to the entire nation and continue import of unnecessary commodities. In all the processes of production, the first priority should be to cottage industries, then small scale industries and then medium scale industries. In rarely exceptional cases only, we have to resort to heavy industry. This should be industrial policy. The present industrial policy is clearly to exploit 100 crore people. Entire exploitation of the present age is through big industries. So every big industry is essentially associated with big exploiting power. So real way is to abolish big industries. Moreover, as big industries produce mass production at one place, the structure of big industries does require transport web spread throughout the country. Decentralized production is in every village and consumption is also there. So minimum transport is required. This is biggest benefit. More is the transport, more is the exploitation. Whatever you spend on transport, it is a wastage of resources because transport itself does not add any happiness to the people. On the contrary, happiness does decrease due to transport. If big industries are decentralized into lakhs of cottage industries, millions of people will get self employment i.e. they will be their own masters. They will be no more employees. So wealth is distributed among millions of people evenly. At present, 700 textile spinning mills hardly employ 7 Lakhs workers. As production in big industries is through costly automatic machinery, their owners tendency is to employ minimum of workers. So in the production cost, salary to the workers constitute a very small fraction. While interest on capital and depreciation constitute a very big fraction in the production cost. This amount of interest and depreciation goes to the capitalist and rich people. If this entire textile industry is decentralized into half million villages, about one crore families will own their own small production units having some activity of spinning, weaving or related to it in their homes. They will not go elsewhere for jobs. They will work in their homes as per their own desire. In this system of decentralized production, earning of livelihood for crores of people becomes the major fraction in the total production cost of the cloth. In totally decentralizaed production, balance of cost and prices are automatically so adjusted that depreciation and interest on simple cheap machines has not to be accounted for at all. Only earning the subsistence will be the production cost. Thus, the creation of wealth is distributed among crores of people evenly. So there is a strong reason for making production through cottage industries instead of big industries. Numerous items can be manufactured in cottages and villages and at small scale level. For producing such goods, no permission can be given to install factory. Edible oil, soap, foot wear, tooth paste, tooth powder, papad, potato chips, and hundreds of such items can be produced in

homes and cottages. Crores of people can get employment in their homes in producing such items. The real wealth of the nation lies in the development of cottage industries. China and Japan are excellent examples. As cottage industries produce goods locally. For local consumption, transport is saved. Marketing expenses are saved. Advertisement is saved. Middle men are avoided and people get the goods at lower rates. Moreover, crores of people can get employment. So problem of unemployment is solved and resources of the country can be best utilized. So cottage industries are in the interest of our country. No any factory can be permitted to establish to produce such items. But some items which can not be produced in cottage industries can be manufactured in small scale industries. But no big factories can be allowed to establish which can be produced in small scale. Consumer items such as high grade toilet soap can not be permitted to produce in big factories. High quality toilet soaps can be manufactured at small scale level. So multinational companies and big indigenous companies also can not be permitted to produce such items. Cancel agreement with GATT and all such international agreements Posted on October 21, 2009, 11:22 am, by admin. At present our country has become virtually slave of World Trade Organization (WTO). We should immediately cancel the agreement with WTO and we should immediately terminate the membership of WTO. Aazadi Bachao Andolan considers this matter of top most priority and of emergency importance. To become the member of WTO is synonymous and same as to become slave of WTO. Once we become the member of WTO, we become the slave of WTO. As soon as we become the member of WTO, we have ceased to be sovereign country because then our Government is nothing more than dancing doll as per the desire of WTO. Bills and laws to sell out the country are passed in our Parliament openly. The Government has already changed the Patent Act to facilitate the multinational companies to exploit the entire country as per their desire. Our Patent Act was safeguarding the interests of our people. Because of our Patent Act, prices of medicines in our country were lowermost throughout the world. The prices of the medicines in our country were so much low that a specific medicine which is available at the rate of Rs. 20 to 25 in foreign countries, it was available at only one Rupee in India. In spite of this much low prices of medicines, we made a tremendous progress in producing medicines and drug industry in last 30 years. Before 30 years, our annual production of medicines was worth Rs. 70 crores which increased in last 30 years upto annual production of 14000 crores. Medicine manufacturing units increased upto 80000 units in which lakhs of people are working. Though prices of medicines are very low, quality of the medicines is so much high that they are able to export medicines worth Rs. 2000 crores every year.

In this way our medicine manufacturing industry was highly developed. But it pinched to multinational companies. So they pressed our slave Government to change the Patent Act in such a way that real rights of manufacturing all such medicines are handed over to multinational companies. Due to the new Patent Act, situation is created that nobody in our country can manufacture any such medicine without paying heavy royalty to multinational companies. This is nothing but accepting slavery of multinational companies. Now multinational companies can sell medicines at any higher price they desire. The direct result of this new Patent Act will be that the medicine which is available at one rupee today will be sold at Rs. 20 to 25 as is the case in foreign countries. So our common masses and general public will be fully exploited by multinational companies. They will take away all this heavy profit into their countries and our country will become poorer. This is the benefit of membership of WTO ! Medicine is only one commodity. There are hundreds of other commodities. Farmers will be ruined. Foreign grain pulses and milk have started being imported without any restrictions. In a very short time, crores of farmers will be ruined to starvation. Industries in our country are closing speedily. 8 crores of people have already lost their job and have become unemployed and have been thrown to starvation. Many such conspirations and conditions of slavery are being imposed on us one by one speedily. But still ministers of our slave Government are befooling the people that all these are the signs of development. People very well know that who is developing. Only 3% people comprising of traitors, fraudulent ministers, corrupt administrators and dishonest rich people are developing. 90% people are loosing heavily or becoming poorer. Reality is that all these politicians, bureaucrats and top industrialists are all corrupt and traitors and are betraying to our country. They have given free access to 4000 multinational companies to rob our country mercilessly and indiscriminately. All these multinational companies have come to our country by committing to pay heavy percentage of commission to corrupt politicians and administrators by way of sharing the amount of robbery they make in India. So it is very clear that our politicians, leaders and top bureaucrats are partners with multinational companies in robbing our country or atleast they are commission agent in this robbing business. This activity goes on openly in our country in the name of WTO and so called globalization, liberalization and development. Just recently, Mr. Fiddle Castro, President of Cuba, while addressing the international conference, specifically narrated that globalization and liberalization is worldwide conspiracy to rob the poor countries and all the leaders of poor countries participating in this conspiracy must be arrested and punished by establishing special summery trial courts as was done with Hitler. Shri Rajiv Dixit is also of the opinion that our about 500 corrupt leaders, if proved guilty of corruption should be hanged to death. Such statements give

the idea to us to what extent and with what speed, our country is being sold out to multinational companies. The only way to come out from this situation is to terminate the membership of WTO immediately. Aazadi Bachao Andolan considers this matter very serious and hence movement is going on to collect one crore signatures in the memorandum addressed to Prime Minister requesting him to come out from WTO immediately. The purpose of this movement is that sufficient pressure of the public opinion will be created and Government will be compelled to yield to such pressure of the public opinion and thus Government will be compelled to go on the right path by canceling the membership of WTO. By chance, if Government does not yield to the pressure of the public opinion, Aazadi Bachao Andolan on behalf of one crore people, intends to go to the Supreme Court to cancel the membership of WTO and to save our country from the slavery of WTO and multinational companies. Every village should plan to produce their requirement of cloth, edible oil, soap, shoes through modern but simple technology. So first of all, need of the villages and towns should be satisfied and only excess production should go out of the village. Similarly, after satisfying needs of the entire country, only excess production should be exported. But everything is reverse at present. The people of country are suffering from hunger on one hand and best quality fruits, best quality basmati rice and best quality food items are exported. It has no any relation with the need of the country. This is not tolerable at all. Commodities produced in the country must be for the people of the country. After consumption of the entire country, if there is excess production, then only it should go for export. This is real economy. At present, poor people of Simla even can not taste the apples of Simla. Because entire crop of apples goes to the cities and also exported through transport system. Best quality of mango of Saurashtra goes to the wealthy class in the cities and by making processing mango pulp tins goes to London and foreign cities while the poor people of villages where best quality mango tree grows, they are not able to taste it because of their poverty. The best quality vegetables are produced throughout the country but at poor peoples bad luck, they have to pull on with only dried stale Roti and a little Salt. They can not eat vegetables because all the good vegetables goes to the cities and even it is exported by aeroplanes. This should be stopped at a stretch. It is bad luck of our country that our industries have been heavily centralized. Entire textile industry of India has been centralized into 700 spinning mills through which huge amount of 40000 crores of rupees is exploited. In fact, this industry should be decentralized into every home and every village through modern tiny machines and its benefit should reach to the millions of people. Cotton is produced in every village and cloth is consumed in every village. So cloth should be produced from cotton in every home and every village. If this is done, then only wealth in villages can increase and unemployment can decrease. Just before 150 years, there was not a single textile mill in India. At that time cloth was produced in every house simply by hand. Today, we have electricity. So to decentralize this industry into every home by utilizing electricity is immediate and essential requirement of today. 1. So three lakhs of tiny cotton ginning machines running on single phase 1 HP motor can be established in rural areas which will gin the entire cotton production of India. One such gin may cost only 5000/- rupees. 2. 50000 tiny bailing presses are required which will press bales of 20 kg weight instead of 170 kg weight. At present India produces 200 lakhs of bales of 170 kg annually. If this process is decentralized into villages, 1000 lakhs of tiny bales of 20 kg can be built into 50000 presses. And rest of the lint cotton will be consumed in loose condition. Such a press may cost less than one lakh rupees. 3. At least 90 lakhs of tiny spinning units of 8 spindles are absolutely required in our villages throughout India. Then major source of drain of wealth from villages will be plugged and it will create vast opportunities for self employment of villagers. At the same time cloth production will be undoubtedly cheaper in this manner. 4. Similarly, entire sugar industry of India consists of 400 to 500 sugar mills. Great scope of decentralization exists in this industry. By imposing Central Excise Duty on sugar, Central Government has virtually given the monopoly of sugar production to giant sugar mills by using vacuum process technology. There is a vast scope of establishing about one lakh tiny sugar cum jaggery mills which can simultaneously produce sugar and jaggery without producing any molasses. This will yield 14% combined recovery. At present, alcohol and wine is produced from molasses. This very big evil can be avoided by producing sugar and jaggery with no molasses at all.

5. Similarly, cement industry is considered as very heavy industry. Entire cement production in the country is through 80 to 100 giant cement plants. All these giant cement plant form their cartel and raise the cement prices exorbitantly and exploit the entire country. In fact, cement is not a mysterious product. It is simply a mixture of natural compounds accruing by burning limestone with clay in suitable proportion. No giant plant is necessary for this. Tiny and small cement plants from 10 to 50 TPD capacity can be established wherever limestone is available. Such small cement plant will definitely compete to the present giant cement plants of one million tonne per annum capacity. About 50000 to one lakh such tiny and small cement plants are absolutely necessary in the country. In Saurashtra area alone, there is a scope of establishing about 4000 small cement plants of 10 to 50 tonnes per day capacity. This way cement can be made considerably cheaper. 6. Present annual production of 200 lakh tonnes of oilseeds are crushed for edible oil into 25000 expellers throughout India. This industry exploits 4000 crores of rupees from villagers every year. If two lakhs of tiny oil mills are manufactured and established in villages, entire exploitation and adultration from edible oil industry can be stopped and pure and fresh oil can be fed to the people. 7. About two lakhs of tiny rice mills can be established as cottage industry which can easily compete to present big rice mills. Such a tiny rice mill may cost not more than Rs. 50000/-. 8. There is a possibility of establishment of one lakh micro hydro projects by harnessing every stream of river. This will give cheaper electricity locally. 9. There is a scope of about one lakh tiny soap making units in villages. About one lakh unemployed chemistry graduates can be self employed in this industry very easily. Giant soap units run by multinational companies are not necessary and they must be banned. 10. About half million tiny solar power plants are required for half million villages. 11. Millions of tiny solar power plants are required for running cottage industries and small scale industries and providing lighting and cooking amenities to rural and urban population of India. In this way, many industries such as drug industry, chemical industry, machinery industry, automobile industry, electricity generation industry can be decentralized to great extent. Such decentralization will lead to real development of the country and common masses will be benefited. At present, entire industrial structure is in the hands of upper class 3% population only

Out of the most important issues raised in the Bharat Swabhimna Andolan one is that of high currency denomination. Baba Ramdev demands that all high denominations of Indian currency i.e. Rs.500 and Rs.1000 should be immediately removed from the whole country. Moreover Rs.100 should be used as sparsely as possible. This will help curb a lot of national problems very easily. In a country where 84 crore people or nearly 3/4 th of the whole population has a capacity to spend only Rs. 20 per day whats the use of Rs. 500 and Rs.1000 denomination ? Removal of higher currency denominations will immediately stop a lot of national problems which include : 1. Black Money Lots of business transactions are done in cash to evade taxes. If only lower currency denominations like Rs.50 are available, high-value transactions in cash would become difficult, promoting the use of the banking system which will reduce the flow of unaccounted money in the economy. 2. Corruption Corrupt Government officials, beureaucrats, etc easily take huge amounts of bribe in cash because of the availabilty of Rs.1000 notes which makes it very easy to pack up amounts like Rs.1 crore. With lower denominations it would be rather impossible for corrupt people to exchange so much bribe. Trucks will be required to transport money in form of Rs.10 , Rs.20 or Rs.50 notes to carry such huge amounts and warehouses would be required to store them. 3. Fake currency Injection of fake currency into the Indian economy has become a huge threat. If not controlled the disasters will be much more than the economic recession. Increased money flow would not only increase prices but also help in promotion of black money, corruption, and terrorism. The only way to fight this is the use of low currency denominations and the prohibition of Rs.1000 and Rs.500 notes which will reduce the printing of fake currency inside and outside the borders of India. 4. Terrorism Today terrorists from across the border are using fake currency to fund their activities against India. If high denominations of the currency(Rs.1000 and Rs.500 notes) are removed printing, storing, and transporting fake currency itself will cost more than the value of

the money. Imaging Rs.200 crores being transported accross the border in trucks carrying Rs. 10/50 note bundles. It will be easily caught. The above mentioned 4 issues have become cause of deep concern and can be curbed by abolishing all high denominations of Indian currency which will help in reducing various economic and social issues in India.

D.R. Goyal joined the RSS as a schoolboy but realised within a few years that its professions were not all true. D.R. GOYAL is known to have written the most authentic account of the Rashtriya Swayamsewak Sangh (RSS), in 1978. He was an RSS member from 1942 to 1947. His analysis of the hate-mongering culture of the RSS since Independence has earned him great respect in academic circles. As a school student, he joined the RSS, which projected itself as one of the organisations fighting for Indias independence, but it did not take him long to realise that the organisations professions were not necessarily true. Since then, he has been a chronicler of various developments in this cultural organisation. In 1962, when he was a Delhi University lecturer, he set up a unit of the Communist Party of India at the university. He later joined Subhadra Joshi (then Member of Parliament from Jabalpur, who also holds the distinction of having defeated Atal Bihari Vajpayee) to form the Sampradayikta Virodhi Manch. The organisation is at present named the Qaumi Ekta Trust. He has also written a biography of Maulana Hussain Ahmed Madani of Dar-ul-Uloom and is now working on a book on Indian

madrassas. In an interview to Frontline, the author of Rashtriya Swayamsewak Sangh elaborates on how the present crisis within the Bharatiya Janata Party (BJP) is historically linked to the RSS. How do you understand the present crisis in the BJP? What is the role of the RSS in influencing the BJPs recent decisions such as the expulsion of Jaswant Singh, the sidelining of Yashwant Sinha, or the issuing of a show-cause notice to Arun Shourie? First of all, I would say that the present situation in the BJP is like the Mahabharat. Kauravas and Pandavas fighting each other. Instead of Krishna coming and trying to solve [the conflict], the RSS jumps in. Though it has always been influencing it, for the first time the RSS chief has come and issued a public statement before the Chintan Baithak of the BJP. He made a statement on TV that older people should retire and the leadership should be given over to people in their 50s and 60s. This kind of thing has never happened earlier. Another feature of Mohan Bhagwats visit to Delhi was that he did not even show the courtesy of visiting the ailing Atal Bihari Vajpayee, who was a major leader of the political formation founded by the RSS in 1951. Vajpayee was at that time attached to Shyama Prasad Mookerjee and until the other day he led the party and the BJP government for six years. So, an ordinary human courtesy required that the head of an institution that founded the BJP should visit him. Not necessarily for any consultation, but even Vajpayees advice, if he could speak, would have been useful because he knew people more. Advani, in fact, came into the political scene much later, only in the 1960s. Before that he was only an RSS pracharak. Now it seems that Mohan Bhagwat has displayed a preference for Advani over Vajpayee, which means that he has rejected all those people who were with Vajpayee. In other words, for Bhagwat, Jaswant Singh, Arun Shourie, Yashwant Sinha and all these people are personae non gratae. He didnt talk to any of them whereas he talked to everyone who was either with Rajnath Singh or with Advani. For him, the BJP means only those who are with Rajnath or Advani. The result of this was that in the Chintan Baithak of the BJP, no one could discuss the reasons for its defeat, which was the purpose of the meeting. If it had happened, discussions on ideology would have come in. The RSS did not want that. All these days, there have been discussions only about the real role of Hindutva. Although Advani tried to undermine it, he is known to be a person who is attached to Hindutva. In 2002, Vajpayee was in favour of dismissing [Narendra] Modi, but Advani defended him. So in the RSS view, Advani is the real RSS man, a defender of the RSS ideology, not Vajpayee. Therefore anybody who is attached to Vajpayee has to be discarded. Now what is the way ahead? Bhagwat says that he can only advise them [BJP leaders] but cannot suggest. In other words, he doesnt want to take names although he has talked to all these people collectively as well as separately. Talking to [Arun] Jaitley, [Sushma] Swaraj, [Venkaiah] Naidu, Ananth Kumar means he was talking to people who were against Rajnath. Therefore, he talked separately to Rajnath. Another thing to be noticed is that Bhagwat went to Murli Manohar Joshis house for lunch and

didnt go to anybodys house until then. Murli Manohar Joshi had not come to meet him. He, therefore, went to his house. In other words, the RSS has a soft corner for Joshi also. That is why there is talk that there might be a place for Joshi either as the Leader of the Opposition in the Lok Sabha or as president of the BJP. What happened at the meeting, one doesnt know; because the RSS makes statements that are partial. It has never abdicated its role as the real mentor of the BJP, or even the Jana Sangh. When the Jana Sangh was founded, Shyama Prasad Mookerjee was told by [M.S.] Golwalkar to set up an organisation and the RSS would give it its cadre but only on condition that its ideology would be promoted. So this was a political party of the RSS meant to promote Hindutva, which also means Hindu nationalism. Therefore, if the BJP does anything against the minorities, the RSS has no objection to it be it the 2002 Gujarat carnage or Kandhamal and Karnataka in 2008. The RSS speaks only when there is a crisis inside the BJPs organisation. Why do you think not talking about ideology in the Chintan Baithak of the BJP would be beneficial for the RSS? If they didnt come out with any kind of discussions in the Chintan Baithak, it is because they didnt want to disclose that there were people who were reporting to the RSS. What does Bal Aptes report mean? That ideology was one of the reasons for the defeat. The RSS was never bothered about the future or fate of the political party. Ideology is prime. Therefore, Rajnath in his own defence repeatedly says that there can be no dilution of the ideology. In other words, whatever Golwalkar has said about nationalism, whether it was his book We, Our Nationhood Defined or later on inBunch of Thoughts, still holds. In We, Our Nationhood Defined he said that the minorities would have no rights except as second-class citizens unless they accepted the culture of the Hindus. In other words, unless they converted, they had no rights as citizens. And in the other book, Bunch of Thoughts, he says that there are three enemies of nationalism: Muslims, Christians and communists. If they have to adhere to that ideology, they cant have any alliance with any of these three. The sin of Vajpayee was that when confronted with a question on the dilution of Hindutva in the U.S., he said that unless the party had twothirds majority, ideology couldnt be implemented. So he becomes an unwanted person. Advani will never say that. Atal Bihari also defends the Gujarat carnage, Karnataka and Kandhamal implicitly because he doesnt speak a word against these incidents. Do you suggest that the present crisis is a fight between the Advani and Vajpayee camps and is doctored by the RSS? You see, the RSS doesnt need Vajpayee. He was tolerated, not accepted. The RSS wants a young leadership in the BJP. In a way, all the present outcastes such as Jaswant Singh, Shourie and Yashwant Sinha are more than 70 years old. Young leaders like Jaitley and Sushma Swaraj are close to the RSS and also fall in the age bracket that Bhagwat suggested. Does it suggest some kind of remote controlling of the BJP by the RSS through a superficial talk of young leadership in order to sideline the people who were not close to it?

The idea of the youngsters is intended to promote the people who are from the RSS stream. The present crop of older leaders like Jaswant have not been trained in the RSS. The RSS knows that these people will not work for ideology. They will work for power. Until the BJP came to power, there was no problem between the RSS and the BJP. It was only in the 1990s, when there was a possibility of the BJP coming to power. At that time, there was a BJP conference in Bombay [now Mumbai]. There was also a parallel conference of the BJP that was addressed by the then RSS chief K.S. Sudarshan. He said that the BJP needed to be careful about the corruption that had entered in its ranks. A biography of Advani called Advent of Advani was issued. Even in this biography, it was suggested by the RSS that the BJP had got addicted to five-star cultures, which showed in the places where they conducted their meetings. Even the Shimla meeting was conducted in a luxurious hotel rather than a place suggested by the State government. What has been the role of the RSS after Independence in determining the organisational decisions of the BJP and the Jana Sangh? The RSS doesnt only influence their decisions. The relationship between these political formations and the RSS ensures that the parties do not function independently. Political formations are meant to advance the ideology. In fact, earlier the RSS was not in favour of entering politics by itself. It thought unless it created an atmosphere in which its ideology was acceptable, it would not enter politics. Our culture will be our politics, it said. Therefore, it is very difficult for the RSS to enter politics directly or give up the influence it exerts in these political formations that it has created. That is the dilemma for the RSS. Jaswant Singh was expelled on the grounds of writing something that violated the ideology of the RSS and the BJP. Even Arun Shourie came forward to confront the leadership of the party, but he was not expelled, perhaps because he is seen as a staunch Hindutva ideologue. Does this mean the RSS needs more people like Shourie who could engage intellectually with the civil society in favour of its ideology despite certain criticisms against it? Once Arun Shourie was invited to preside over the Vijayadashami function, their annual function, in the Nagpur headquarters of the RSS. A person who has been invited to such a function is normally considered a promoter of the ideology, though he may not be close to the Sangh. Moreover, his objection to the functioning of the BJP is that the ideology has not been promoted in the way it should have been. Therefore, the RSS should take over, he means, but the RSS cannot do that. At the same time, Mohan Bhagwat had to say that he is a respected journalist and an intellectual. So you think this is the reason the RSS has not been criticising Narendra Modi despite his efforts to distance himself from the RSS over the last few years? Modi is doing what the RSS wants. The only problem between Modi and the RSS in Gujarat is that Modi has not been able to win over the castes that are against him. Do you mean to say that the RSS is a very strong organisation? The only thing that matters to it is its ideology. Is it itself free from power politics?

The RSS is not free from power politics. Sometimes problems do arise, but it solves those by dissolving them. There has been a lot of discussion on whether pracharaks should marry or not and on matters such as these. But there has been no difference on ideology. For instance, the difference between Mohan Bhagwat and K.S. Sudarshan was on whether the organisation should tolerate a person like Advani or not. When Bhagwat left Delhi, Sudarshan met him in order to explain that he was not against him. In other words, the difference between the chief and ex-chief was about the treatment that should be given to Advani because there were complaints of ideological corruption against Advani also. How different is Mohan Bhagwat from his predecessor Sudarshan? What difference does it make to the BJP? Since the influence of the RSS is so strong and Bhagwat for the first time came out speaking before the Chintan Baithak, could a step such as the expulsion of the president over any indiscipline be repeated in future? Jana Sangh presidents Mauli Charan Sharma and Balraj Madhok were expelled from the party on the RSS order. Advani was just asked to resign from the presidentship, though. It doesnt make any difference to the BJP. Bhagwats only problem is that he wants a younger generation to come up in the BJP. Sudarshan had also wanted this. He had said this to both Advani and Vajpayee. But Bhagwat went a step ahead to prescribe the age limit of the leadership (between 50 and 60). So Murli Manohar Joshi is also out in that way. He has not named any of them. But apart from the prominent four or five, it could also be Bal Apte and Ram Lal. These are people who are delegated in the BJP by the RSS to look after its political formation. Jana Sangh president Balraj Madhok was expelled because he had written a letter that the organising committee should not be chosen by the RSS but be elected by the respective units of the Jana Sangh. They would be paid by the Jana Sangh, not the RSS. What Madhok meant was that the Jana Sangh should be detached from the RSS. Advani is not able to project such an approach though he says that the RSS should not interfere in the BJPs day-to-day decisions. What does it mean? Does it mean the RSS should not appoint the organising secretary? His only objection is that the RSS should not speak up when the BJP makes a statement that the RSS is critical of. After the Jinnah controversy, Advani was just asked to resign and was not expelled because unlike Madhok he was ready to accept the terms and conditions of the RSS. M.S. Golwalkar, who believed that the minorities should have no rights except as secondclass citizens. In 1985, when the BJP took stock of the reasons for its abject defeat and Vajpayee was asked whether it marked a return to the Jana Sangh type of politics, he countered, When did we get away from the Jana Sangh? The Jana Sangh was openly a political unit of the RSS, which the BJP claims it is not. Even the RSS claims that. On November 6, 1977, however, he said exactly the opposite. When we joined the Janata Party we had given up our old beliefs and faiths and there was no question of going back. It was almost the same case with Advani regarding the question of Hindutva before the election. Is this some sort of ideological confusion or temporary dishonesty for political gains? What is that which prevents the BJP from charting its own path and emerge as a right-wing organisation with its own brand of Hindutva for political gains? Neither of the two parties, the BJP or the Jana Sangh, has grown in politics. They have grown in the RSS. The RSS has put them in politics. Therefore, they have to surrender. There was a journalist who brought out a magazine called Mother India from Bombay. It was about the film industry, but there were editorials, which talked about politics. He once made a comment that Vajpayee says something but when it comes to the crunch, he goes and kneels before the RSS chief. There is no difference between the BJP and the RSS. I always say that the BJP grew by accident. The BJP grew because of the ideological mistakes committed by the Congress. First, Indira Gandhi destroyed all the second-rung leaders. When Rajiv Gandhi came, he was an inexperienced politician. He took decisions that were not in conformity with his party. For example, he permitted the foundation stone of Ram Mandir to be laid in Ayodhya. He also changed the law in the Shah Bano case. He was almost doing what the BJP wanted to do. Before that in 1983, Mrs. Gandhi made speeches in Jammu and later in Delhi, which, according to [K.R.] Malkani, were in accordance with the ideology of the RSS. When you begin to walk in those lines, then naturally the other party becomes acceptable. So the Muslims, Dalits, OBCs [Other Backward Classes], all of them got alienated from the Congress. It was these mistakes of the Congress which led to the rise of Jana Sangh and then the BJP. If there was no Emergency, in 1977 how could a conglomerate of various parties come to power? When the BJP makes statements accepting different cultures in India, they have never defined

culture. In fact they have never differed from Golwalkar who said that religion is the basis of culture, in his book We, Our Nationhood Defined. If religion is the basis of culture, then those who do not believe in the Hindu religion are not a part of this culture. It is not even temporary dishonesty. It is just meant for public consumption, not for practice. People went gaga over Vajpayees tolerance, but was he able to dismiss Modi? Did he differ from Modi when Advani approved the killing of Graham Staines? The RSS was happy with a leader who tolerated the ideology. You have shown in your book how the RSS believes in lie-mongering and has a convenient memory. Despite their claims of being the most nationalist force, Savarkar appealed for clemency from the British. In your book, you reproduced the apologetic letter by Balasaheb Deoras to Indira Gandhi during the time of Emergency so that they were not arrested. Almost in the same vein, Advani lied when he claimed ignorance about Jaswant Singh accompanying terrorists in the Kandahar hijack episode. Jaswant Singh called his bluff. What does this history suggest? You see, they had basically no objection to the Emergency. In fact, Balasaheb Deoras, the RSS chief, told Indira Gandhi that if she was prepared to join them, they would help her to fight the communists. They were prepared to support the Congress. Even now, if the BJP adopts all the economic and foreign policies of the Congress, the RSS will have no objections. If one enemy can be fought with the help of the Congress, the RSS doesnt mind it. Why do they go to Jinnah again and again? Now Jaswant Singh has gone overboard and therefore got expelled. Advani said Jinnah is a great man. One should understand that if you are a follower of Savarkar, you are bound to be a follower of Jinnah too. Savarkar in 1937, before the Pakistan resolution in 1940, had made a statement that Hindus and Muslims are two separate nations and cannot live together. The hue and cry is just because Jaswant Singh is not acceptable to the RSS and not about Jinnah. Some in the RSS are repackaging Hindutva. Something like anyone who is born in India is a Hindu. Bhagwat even said that they are open to all. This goes against the Golwalkar (in his book Bunch of Thoughts, Chapter 10) and Savarkar. Both of them denounced territorial nationalism and strictly defined who is a Hindu. Only a person who embraces Hindu culture could be a Hindu. So do you see a shift in the ideology of the RSS or does that amount to the same thing? They have been using religiosity and nationality almost in the same vein, in terms of an all-encompassing Hindu nation. S. SUBRAMANIUM

For example, the RSS would not support what Varun Gandhi said, but they would have no objection if you, like Modi, create a situation in which the minorities are killed. That is the difference. They realise that Hindus at large would not accept their original ideology. Therefore, they want to mould Hindus into their ideology. In fact, the idea is not to convert Muslims or Christians. The idea is to convert Hindus to Hindutva ideology. For them, the weakness lies with the Hindus. Since you have spoken so much about Vajpayee, do you mean to say that Vajpayee was not a strong Hindutva ideologue himself? For this, you have to go back to the genesis of the political formation. When, after 1948, the RSS was banned, there was a lot of discussion. In the old files of the Organiser between 1946 and 47, there are a whole lot of letters where people say that unless you advance into politics, you will not be able to defend yourself. Because when there was a ban on the RSS, there was nobody to defend it. If you want some defence, you have to take the plunge into politics. I remember one of those letters, which read, Whatever cuts in politics, cuts in life. This means whoever is effective in politics, he is also able to defend its ideological practice in life. Therefore, a political formation was created to defend what the RSS does, in its own name or in any other name. Whatever the Bajrang Dal or the ABVP [Akhil Bharatiya Vidyarthi Parishad] does, it is defended by the BJP. You have always been an acute observer of the RSS both from inside and outside. Over all these years, what change have you seen in the working of the RSS? M. KARUNAKARAN

One big change that I see is that the RSS now does not attract school students or even young college students. Youngsters in shakhas are slowly becoming invisible. Life has changed. A child would watch TV in the evening rather than go to a shakha. In the morning, they go to school. Therefore the ABVP is the recruiting ground for political work and violence. After all, where has Arun Jaitley come from? Finally, where do you see the BJP going from here? It is very difficult to find a suitable person to preside over the party. I dont see any future for the party for the next 10 years, at least until 2014. In fact, I am sorry to say that the communists have blundered badly, otherwise, here was a chance [for them] to become the main opposition party. Politics today is more fluid than it ever was. After Independence, the freedom fighters were dictating terms as long as they were alive. But today, ideology is there but idealism is no more there.
