FYI!
This workshop will target local stakeholders inclusive of producer groups, private sector nurseries, processors, quality certifiers, trainers, artisan manufacturers and agro-tourism operators as well as the Cocoa Industry Board, Ministry of Agriculture and other research and funding organisations, including the Centre for the Development of Enterprises (CDE). The CDE is an ACP (African, Caribbean and Pacific)/European Union (EU) joint institution created to support the development of the private sector in ACP countries. The workshop is being held in an effort to address the challenges faced by fine/flavour cocoa producers in the Caribbean, particularly those of declining production and low productivity as well as food safety and other quality concerns; and secondly, to identify ways to generate additional sources of incomes for cocoa producers from their investment in their plantations and value added products. Aside from production, the workshop will help to promote the development of the agri-tourism sector. At the end of the workshop organizations should be aware of the investment required for the project and would be able to begin planning their investments. At the end of the Workshop, declaration of support letters from each institution with responsibility for implementation of a specific component will be invited. The objectives of this meeting include: discussing the CARICOM/Brazil cooperation on disaster risk reduction initiatives from the Caribbean Disaster Emergency Management Agency (CDEMA); a review of disaster-related losses to the agriculture sector in CARICOM member states in 2010; as well as focus on governance mechanisms for the Model Caribbean Disaster Management (CDM) Policy. Topics for discussion will include the changing global investor base for government securities, primary market operations in particular exchange and buy-back auctions, and new interactions between public debt management and monetary policy under fiscal dominance. Sovereign (government) debt management has become increasingly important to Caribbean states which have had to increase reliance on debt-financing to support development activities in the depressed global environment. Agricultural financing, as a result has been mostly stifled, making debt management important to furthering national financing of agriculture.
