I do not have a PayPal account and my debit or credit card is being denied. Why?
PayPal's process for accepting credit cards payments is rigorous. This helps prevent people from paying for things with stolen or unauthorized cards. The screening process is complex and, on rare occasions, it will impact valid cards.
If you know your card is valid but your payment still doesnt go through, we suggest that you try another credit card or try your transaction again later.
Another option is to pay with your bank account. Paying with your bank account is a quick and easy way to keep track of spending and avoid using your credit card. If you do online banking, it usually just takes a few minutes to link your bank account to your PayPal account. To start, just go to the PayPal website and click Sign Up at the top of the page.
Once youve linked your bank, using it to pay for things is secure. Merchants get paid but they never see your bank account details. They wont even know what bank you use.
Emails from PayPal will always address you by your first and last names or by your business name. We never say things like "Dear user" or "Hello PayPal member." Our emails dont link directly to pages that ask you to enter sensitive information like your bank account, credit card, and national identification or Social Security numbers.

Is PayPal secure?
Yes. PayPal uses SSL technology to keep your information safe. In addition, when you send a payment using PayPal, the recipient won't receive sensitive financial information like your credit card or bank account number. This way, you don't have to worry about paying people you don't know.
Sending money Personal payments: It's free within the U.S. to send money to family and friends when you use only your PayPal balance or bank account, or a combination of their PayPal balance and bank account. There is a fee to send money as a personal payment using a debit card or credit card. The fee in the U.S. is 2.9% plus $0.30 USD of the amount you send. For example, if you send $100.00 USD by credit card, the fee would be $3.20 USD ($2.90 + $0.30). For personal payments, the sender can pay the fee or pass it on to the recipient. If the recipient doesn't want to pay the fee, they can choose not to accept the payment. Receiving money Personal payments: It's free to receive money from friends or family in the U.S. when they send the money from the PayPal website using only their PayPal balance or their bank account, or a combination of their PayPal balance and bank account. If you receive a personal payment made from a debit card or credit card, the sender has the option to pay the fee or pass it on to you. If you don't want to pay the fee, you can choose not to accept the payment. If the fee is passed to you, it is 2.9% plus $0.30 USD of the amount you receive. For example, if you are sent $100.00 USD by credit card, the fee would be $3.20 USD ($2.90 + $0.30). This fee also applies if you click Request Money on the PayPal website and request money from friends and family. The fee applies if your friend or family member pays you using only their PayPal balance or their bank account, or a combination of their PayPal balance and bank account. Goods and services Purchase payments: Theres no fee to use PayPal to purchase goods or services. However, if you receive money for goods or services (such as from selling an item on eBay), the fee for each transaction is 2.9% plus $0.30 USD of the amount you receive. International payments: There is a fee when you send a payment to someone in another country or if you receive a payment from someone in another country. Please note that exchange rate fees also apply if there is a currency conversion. The Fees section of the PayPal User Agreement has specific information. Does PayPal prohibit transactions for pyramid, matrix, and multi-level marketing programs?
Yes. To determine if transactions violate this policy, PayPal considers these factors:
Commissions offered to recruit new members Requirements for new distributors to purchase costly inventory or "start-up kits" Members' profits derived from recruiting new members or from the sales of newly-recruited members ("downline") rather than their own sales Payouts from fees or contributions paid by new or existing members Money paid into the system that is significantly greater than money paid out Unrealistic or unsupported promises regarding profits or return on investment Percentage of the company's goods sold by a non-distributor Flow of money derived from new members predominantly moves "upline" Preservation of the business rests on the exponential growth of new members or customers Offers of speculative real estate or non-development property Business functioning as an auto-surf investment program or a high-yield investment program Warnings from governmental agencies about the business model
PayPal defines these programs as follows. Pyramid schemes Existing members receive payouts funded by new payments into the program from new member fees or existing member contributions.
Matrix programs Individuals pay primarily to be added to a waiting list for a product. The individual at the top of the list receives the product only after a set number of people have joined after that individual. "Get rich quick" schemes Include any type of self-employment, start-up business, or investment opportunity where the claims of profit or returns on investment are unrealistic or unsupported. Multi-level marketing programs Individuals receive proceeds from their sales of goods or services and from those of recruited members. PayPal generally prohibits multi-level marketing programs that offer payouts to both the seller and the individual(s) who recruited the seller. PayPal reserves the right to permit certain multi-level marketing programs at its sole discretion.
How does PayPal approve merchants who use PayPal to offer stocks, bonds, securities, or related certificates?
Merchants must seek prior approval if they intend to use PayPal to sell stocks, bonds, securities, options, futures, or investment interest in an entity or property, including (but not limited to) corporations, partnerships, and non-development property. PayPal requires approval to ensure the safety of PayPal users and compliance with the regulatory and licensing requirements that apply to this industry. Merchants can inquire about approval in accordance with this policy by sending contact information, business URL, and a brief business summary to compliance@paypal.com.
What is PayPals policy on transactions that involve sexually oriented goods and services?
Physical Goods PayPal allows U.S. only transactions for certain sexually oriented physical goods, such as videos, DVDs, magazines, or other products physically delivered to the customer. PayPal does not permit transactions for sexually oriented physical goods by users outside the U.S. To determine which types of physical goods to permit, PayPal considers these factors:
Regulations or restrictions on the purchase or sale of the product in the applicable jurisdiction. Classification of the product by a recognized ratings board. Description or depiction of sexual conduct in a patently offensive way. Dominant theme of the material or website. Literary, artistic, political, or scientific value. Impact on the safety and protection of PayPal's customers. Potential medicinal or educational uses.
Digital Goods PayPal prohibits all account holders from buying or selling sexually oriented digital goods, including downloadable pictures or videos, subscriptions to websites, or other content delivered through a digital medium.
Other Prohibited Goods and Services PayPal prohibits all account holders from buying or selling any sexually oriented goods or services involving minors or made to appear to involve minors, and any services for which the purpose is to facilitate meetings for sexually oriented activities. PayPal does not include sexual preferences or viewpoints as a factor to determine what this policy prohibits.
What is PayPal's policy regarding transactions for narcotics, steroids and controlled substances?
PayPal prohibits all transactions for illegal drugs and any product that it determines may be a risk to consumer safety. To identify products that jeopardize consumer safety, PayPal reviews laws, regulations and other government actions, other available evidence, and marketing content related to the product. Some products may be regulated differently depending upon the jurisdiction of the user. PayPal prohibits the following products regardless of the regulations in the account holder's jurisdiction: anabolic steroids, certain steroid precursors or hormones, Human Growth Hormone, Gamma hydroxybutyrate (GHB), Rohypnol, and products containing ephedra.

Related Products PayPal may restrict transactions for recalled drugs, unapproved drugs, and dietary supplements that have been banned by governmental agencies. Medical Devices The sales of medical devices must comply with all applicable regulations and PayPal may restrict transactions for products that violate those regulations.

Other names for switchblades include spring-blade knives, snap-blade knives, gravity knives, and butterfly knives. A disguised knife is a knife designed to look like a harmless item. Examples of disguised knives include belt buckle knives, cane swords, shobi-zue, lipstick case knives, air gauge knives, and writing pen knives. Unless the merchant has been approved by PayPal, account holders may not use PayPal to send or receive payments for any form of gambling activities, including but not limited to payments for wagers, gambling debts, and gambling winnings, whether conducted online, in person, or through any other means of communication. What is PayPal's policy regarding payments for goods and services that may promote hate, violence, or intolerance?
PayPal is a worldwide company with account holders in many countries where the possession or sale of certain items associated with hate organizations is a criminal offense. To determine what goods and services should be prohibited, PayPal carefully considers the following factors:
The promotion or glorification of hate, violence, or intolerance because of a person's race, religion, national origin, ethnicity, gender, disability, or sexual orientation. Any graphic portrayal of violence or victims of violence. Previous activity associated with the account holder. Any transactions that involve financial exploitation of a crime.
Items that appear to be sold to fund or that imply or promote support for membership in the Irish Republican Army (IRA) or other prohibited organizations under U.K. law. Items containing Nazi, SS, or Ku Klux Klan symbols, including authentic German WWII memorabilia
How can account holders verify if their product is in compliance with the Acceptable Use Policy?
Account holders with questions about the Acceptable Use Policy can send a description of their product or service and their business URL to aupviolations@paypal.com.
Use PayPal to complete your payment. Pay for the item with one payment. Items purchased with multiple payments aren't eligible. Let the seller know there's a problem with the transaction by opening a dispute in the Resolution Center within 45 days of making your payment. Then, escalate the dispute to a claim within 20 days of the date you opened the dispute. Keep your PayPal account in good standing.
If your transaction qualifies for PayPal Buyer Protection you are covered for the full purchase price plus the original shipping charges. You can report your problem in the PayPal Resolution Center or the eBay Resolution Center. Either way, youll receive the same coverage. Buyers and sellers are responsible for making sure that their transactions comply with PayPal policy and the law. Items bought and sold must be legal in both the sellers and the buyers locations.
Items that fall into highly regulated categories or industries, many of which are also regulated by government and other agencies worldwide. One such category is animal and wildlife products, including the sale and delivery of live animals or any part of an endangered or protected animal. Embargoed goods -- items that are subject to government sanctions or a ban on trade with particular countries, businesses, organizations, or individuals. Merchants must comply with the rules and regulations enforced by the U.S. Treasury Office of Foreign Assets Control. The resale of entertainment and event tickets, including sporting events, concerts, and plays. Professional sports club and football tickets in the United Kingdom, including the resale of tickets for football matches. Such transactions are highly regulated, and can even be subject to criminal prosecution. We dont allow transactions for tickets to professional football matches that take place in England or Wales; take place outside England or Wales but in a country or region where English and Welsh national and club teams are eligible to play; are held anywhere in the world as part of a competition or tournament organized by FIFA or UEFA, if an English or Welsh national or club team has participated or is eligible to participate.
We may allow authorized dealers and professional sports clubs to sell tickets to these matches, but only with our prior approval.
Law enforcement and police-related items like badges, equipment, or anything thats restricted (or prohibited) by domestic and international law enforcement agencies. Merchants in industries that require licensing or registration with a government or other official agency. We may request special documentation from such merchants before they can buy or sell using PayPal.
PayPal generally prohibits transactions for all types of tobacco products, including cigarettes, cigars, and smokeless tobacco due to legal requirements and industry regulations for online tobacco sales.
What is PayPals policy on transactions that involve credit repair or debt settlement services?
PayPal does prohibit transactions for certain credit repair, credit counseling or debt settlement services based upon the consideration of several factors. PayPal will prohibit transactions for services associated with any of the following activities:
Marketing services with potentially false or misleading claims. Charging fees prior to the completion of advertized services. Failing to provide adequate details in the contract offered to the customer, including the cost, description of services and timeframe for completion. Offering services that include adding a customer's name to an established loan or a line of credit with the intention of improving the customer's credit score. Engaging in activities that are the subject of investigations or warnings by governmental agencies.
At its discretion, PayPal may allow certain services that have been approved or certified by a recognized public or private organization.
Besides the items specifically named in the Acceptable Use Policy, does PayPal regulate any other goods or services?
PayPal account holders are responsible for ensuring that their transactions comply with the laws and regulations in their jurisdiction. PayPal prohibits any transaction we determine or suspect may be illegal. The following are examples of items from highly regulated industries that are subject to the requirements of the Acceptable Use Policy.
Animal and Wildlife Products The sale and delivery of live animals and certain endangered or protected animal parts are regulated by governmental agencies worldwide. Transactions for these items must comply with all applicable laws.
Embargoed Goods Various governmental agencies have sanctions that substantially regulate or ban all trade with particular countries, businesses, organizations, or individuals. PayPal requires all merchants to comply with sanctions enforced by the Office of Foreign Assets Control of the U.S. Department of the Treasury. PayPal prohibits transactions that violate any of these requirements.
Event Tickets The resale of entertainment event tickets (including sporting events, concerts, and plays) must comply with all laws and regulations in the applicable jurisdiction.
Professional Sports Clubs and Football Tickets in the United Kingdom The resale of tickets for football matches is highly regulated in England and Wales, and criminal law often prohibits the resale of such tickets. PayPal prohibits transactions for football tickets to professional matches that meet any of the following criteria:
Take place in England and Wales. Take place outside England or Wales where English or Welsh teams (including both National and Club Teams) are eligible to play. Take place anywhere in the world as part of a competition or tournament organized by FIFA or UEFA in which an English or Welsh national or club team has participated or is eligible to participate.
PayPal may allow authorized dealers to accept payments to these matches after prior approval from PayPal.
Professional sports clubs must receive prior approval from PayPal to sell tickets.
Police-Related Items The sale of law enforcement badges or law enforcement equipment is restricted by domestic and international law enforcement agencies. PayPal prohibits sales that violate these laws.
Related Industries PayPal performs due diligence on merchants in various industries and may request documentation from any merchant operating in an industry that requires licensure or proper registration with a governmental body.
Raffles/Lotteries: A website hosting a house raffle/lottery provides its users the opportunity to purchase chances to win a specific house.
Auctions: A website allowing its users to sort through property listings and place a bid on their desired property. There are many variations to the winning process, but typically the highest bidder or the individual who comes closest to the value of the house wins. Reverse Auctions: A website would typically offer properties for sale by a reverse auction process, where rather than the bidder with the highest bid winning, the winner is the individual who has the lowest unique bid. There is an administration/bid fee paid to make a bid. Tax Lien Certificate Auctions: A website allowing users to place bids on tax lien certificates. The certificate represents a lien on a property for the sum of the unpaid taxes. The winning bidder will become the tax lien holder of the property in question. Timeshare Sales: A website allowing its users to sell, buy, or rent out their timeshares.
What is PayPal's policy for merchants who use PayPal as money transmitters or to issue stored value cards?
PayPal defines a money transmitter as any business that accepts and transmits currency or funds, or the value of the currency or funds, by any means. PayPal defines stored value cards as funds or monetary value represented in a digital electronic format. They can be stored on electronic media, and retrieved and transferred electronically. PayPal prohibits reselling pre-paid debit or other stored value cards unless they are associated with a single vendor. Merchants must seek prior approval if they intend to use PayPal as a money transmitter or for first-party issuance and sale of pre-paid debit and stored value cards associated with a single vendor. To be approved, merchants must provide proof of license or registration with the applicable country-specific regulatory bodies and their anti-money laundering policies and procedures. Merchants can inquire about approval in accordance with this policy by sending contact information, business URL, and a brief business summary to compliance@paypal.com
Just keep in mind that if you have a balance in your PayPal account, we'll use that before your debit or credit card. If you don't have a PayPal account, you can enter your debit or credit card information during checkout to complete the payment.

Enter the recipients email address and the amount you want to send. Select Purchase or Personal, then choose the reason for the payment. Click Continue. Review the amount, the payment method, and shipping address. Add a message (if you want to), then click Send Money.
Well send the recipient an email to let them know that you sent them money. If they dont have a PayPal account, we explain how to sign up for one. PayPal members must confirm their email address before the money will be credited to their PayPal account. When you send money, we use your PayPal balance first. If you dont have enough money in your PayPal balance, well use the payment method you select.
I sent money to the wrong email address, but the payment is completed. What do I do?
PayPal cannot reverse payments that have been claimed. We recommend that you contact your recipient directly and make arrangements to have the money refunded to you via PayPal or another method of your choosing.
If you dont have a PayPal account: 1. Check your inbox for an email from PayPal. 2. Click the Pay Now button in the email. If you dont see the button, click the link in the email or copy and paste the URL into your browsers address bar. 3. Click Continue and follow the instructions to sign up for a PayPal account and pay. 4. If you dont want to sign up for a PayPal account, click debit or credit card and follow the instructions to pay with your card.
Payments are automatically made using your PayPal balance first. To send a payment:
1. Log in to your PayPal account and click Send Money at the top of the page. 2. Enter your payment information and click Continue. 3. Review your payment and click Send Money.
A payment sent to an email address is not associated with a PayPal account. Once the email address is added to a PayPal account, the payment is automatically credited to the balance of that account. A payment is sent to a recipient with an unconfirmed email address. For security reasons, PayPal can only credit payments sent to a confirmed email address.
Here's how to cancel a payment: 1. 2. 3. 4. Log in to your PayPal account. Click the My Account tab. Click the History subtab. Click Cancel in the Order status/Actions column of the transaction in question. 5. Click Cancel Payment.
Note: If Cancel is not an option in the Order status/Actions column, the payment has been claimed and cannot be cancelled. If you cancel an eCheck payment or Instant Transfer, the money will be withdrawn from your bank account but credited back to your PayPal account balance. If you can't cancel the payment, then you still have the option to request a refund.
What are my payment and funding options when I use my PayPal account?
If your PayPal balance isnt enough to cover a payment, you can choose how you want to pay. You can pay directly from your bank account or with your debit or credit card. Adding money to your PayPal balance To add money to your PayPal balance, you can link your bank account. If you do online banking, you can usually link your bank account and your PayPal account in a few minutes. (If you dont do online banking, it only takes a few days to link accounts.) To add funds,

Log in to your PayPal account. Click Add Funds at the top of the page. Click Add Funds from a U.S. bank account. Choose the bank account you want to take funds from. Enter the amount to transfer and click Continue. Review the transfer details and then click Submit.
Payment methods When you pay for something, the first thing well do is check your PayPal balance to see if you have enough to cover the payment. If you do, well use your balance to make the payment. If you dont have money in your balance, you can choose to pay directly from your bank account or your debit or credit card. To make sure youre using the payment method you want, click More Funding Options or Change before you send your payment. Instant Transfer:
An instant transfer is an immediate transfer from your bank account. You must have linked a credit card and bank account to your PayPal account.
eCheck:
An eCheck takes 3-4 business days to complete. The date we expect the payment to clear can be found on the Transaction Details page.
Services: to pay for things like your internet service. Goods: to pay for non-eBay goods. eBay Items: to pay for your eBay purchases.
Gift: to send money as a gift, like for a birthday. Payment Owed: to pay your friend back for your share of a dinner bill, or other item that your friend paid for you. Living Expense: to pay for things like rent or utilities. Other: for other reasons that are not a purchase of good or services.
Note: Unfortunately, weve had to stop allowing personal payments to be sent to and from India. If youre sending money for a personal payment to India, we ask that you find another way to pay until were able to restore personal payments to this area.
When I make an eCheck payment, when will the money be debited from my bank account?
PayPal sends the request to your bank as soon as you make the payment. Just like a regular check, it can take up to 5 business days for the payment to clear and the money to be deposited into the recipients PayPal account. A bank may decline an eCheck payment. For example, a payment will be denied if you dont have enough money in your bank account. If this happens, the payment can be delayed up to 7 more business days. Youll always find the date we expect the payment to clear on the Transaction Details page. To find out your eChecks expected clearing date: 1. Log in to your PayPal account. 2. Click History at the top of the page. 3. Click the Details of the transaction. The expected clearing date is next to the status of the transaction.
When you send an Instant Transfer, money is securely transferred from your bank account to another PayPal members PayPal account. The recipient never sees your bank information. Enter who you want to pay and how much, then click Continue. Click Change. Select Instant Transfer. Click Continue. Review your information, then click Send Money.
I received a money request or invoice but deleted the email. What should I do?
You can pay a money request or invoice even if you don't have the email: 1. 2. 3. 4. Log in to your PayPal account. Click History at the top of the page. Click Pay under Order status/Actions next to the transaction. Review the information and click Continue or Pay to complete your transaction.
If you don't have a PayPal account, you can sign up for one to complete the payment.
Can I request money from someone who does not have a PayPal Account?
Yes. Recipients receive an email notification prompting them to sign up for an account. This feature is available for the following Website Payments buttons: Buy Now, Donations, and Add to Cart buttons. Recipients can pay you with their credit cards through PayPal if you are a merchant and have the PayPal Account Optional feature turned on.

Yes. You can cancel a money request or invoice at any time:

I received a payment notification email, but the payment does not appear in my PayPal account. Why?
If you have received an email notification stating that a payment was sent to your PayPal account but the transaction has not posted to your History page, the sender may have entered an incorrect email address. It is recommended that you contact the sender and confirm that the payment has been sent to the correct email address.
Unfortunately, weve had to stop allowing personal payments to be sent to and from India. Any personal payments that have been recently sent to you from India have been automatically reversed, and the money returned to the sender. If youre receiving money for a personal payment, such as gift, then we have requested that the sender find another way to pay you until were able to restore personal payments to and from India. If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: 1. 2. 3. 4.
