1. 1.1.

GENERAL Scope This document was prepared to offer the principles of the material management activities at site only for the successful execution of the Jubail Export Refinery Project Package 5B in an efficient, orderly and consistent manner. The scope applies to the all material, tools and equipment including spare parts on the Contractor-supplied materials that purchased from OOK or IK, from the site arrival until issued for fabrication or installation. The materials supplied by Subcontractor, such as for civil, building, steel structure, painting, insulation, etc. including relevant construction tools and consumables shall be controlled by the Subcontractor under the supervision of Contractor according to the Notes for Protection & Preservation in attachment #3

Definitions

Definitions presented in this procedure have precedence over other definitions. Conflicts between various definitions will be brought to the attention of Company Representative by Contractor for resolution. COMPANY means SAUDI ARAMCO TOTAL Refining & Petrochemical Company (SATORP) Company Representative means a designated person from Company or an assigned third party representative CONTRACTOR means SK Engineering & Construction Co., Ltd SMCM means Site Material Control Manager Project means Jubail Export Refinery Project to be constructed at Jubail Industrial Area, Kingdom of Saudi Arabia WORK means all of the Contractors' obligations under the Contract. Site means land upon which the Plant is to be constructed under the Contract.

Warehouse Supervisor He is responsible for warehouse operation, and he reports to the Site Material Control Manager. He is directly responsible for all physical activities of site material control and control of his subordinate material controllers, including training them. He is responsible for all material receiving, storing, issue, and inventory control, including the followings. 1) To unload the arrived material at storage area. 2) To unpack received cargoes. 3) To check the received material if there is any damage, shortage and/or incorrect items, including preparation of Damage/Shortage/Incorrect Material Report (Attachment 4d). 4) To keep the materials properly protected and preserved.

Supported by the IMMS Operator (IMMS : Integrated Material Management System - SKECs computer system for material control), he shall organize a warehouse operation system covering material receiving, storage, issue and inventory control, including the followings. 1) To set up and update the material storage location plan for each item of bulk materials, including feed back to the IMMS Operator for input into IMMS. 2) To check physically inventory quantity in proper time if there is any difference of inventory quantity between IMMS data and the actual. 3) To feed back all field data such as received, issued, returned and inventory quantities to the IMMS Operator for updating IMMS data. He will ensure that in warehouse area, the dangerous or fragile cargoes are handled safely and stored properly. He also shall conduct appropriate work to maintain safe working condition for all his staffs and labors. He will develop a plan for labors, construction equipments, tools, consumables, etc. for warehouse operation and report to the Material Control Manager. He is also responsible for keeping all construction equipment (trucks, cranes, forklifts, etc.) of the Site Material Control Team in good condition. Malfunction shall be reported immediately to the Site Material Control Manager for repair. Site Material Controller He is directly responsible, in the material discipline assigned to him, for all activities and duties described in above article 2.4 for Warehouse Supervisor. He is controlled by the Warehouse Supervisor, and he reports to the Warehouse Supervisor.

IMMS Operator He is responsible for set-up and operation of IMMS and to control his subordinate IMMS Operators, including training them. He reports to the Warehouse Supervisor and the Site Material Control Manager. IMMS operation at site generally includes the following activities. 1) To update receiving data including relevant reports. 2) To update issue and inventory data including relevant reports. 3) To review all contents of Material Request Slip submitted by the Material Requester for correct

He is also responsible for keeping the original of all documentary evidences created during receiving, issue and return of the materials. He shall set up the filing system for those documents. WORK FLOW AND PROCEDURE Cargo Arrival Upon receipt of photocopy of shipping documents from Contractors home office, prior to the site arrival, the Site Material Coordinator shall distribute the Packing List with the cover form Packing List Distribution (Attachment 4a) to all relevant discipline in Contractor s site organization. The Off-Shore Cargo Arrival Status (Attachment 4b) will be updated by the Custom Coordinator and forwarded to all relevant persons in Contractors site organization by email on weekly basis. The On-Shore Cargo Arrival Status (Attachment 4c) will be updated by the IMMS Operator and forwarded to all relevant persons in Contractors site organization by email on weekly basis. In case of large volume, huge quantity or heavy cargo, the Site Material Coordinator shall coordinate with the concerned disciplines to arrange the required work force and equipment for unloading the cargoes at site, including convoy if required. Heavy or fragile cargo unloading at warehouse area or construction field shall be conducted by the Site Material Controller and/or the Construction Supervisor. The Site Material Controller shall check the Trucking Bill (Trucking Subcontractors standard form) accompanied with the cargo by the truck driver if there is any mentioning for cargo damage (Example : Box #2 Damage Found at Port). If any, attention shall be paid to the damaged cargo, together with taking digital photos. Should there be any further damage found on the cargo, each damaged cargo shall also be marked with its Packing No. (Example : Box #4 Damage Found Upon Site Arrival) in the Trucking Bill, together with taking digital photos.

In order to identify any missing or short-landed cargo in a shipment, a marking shall be made at each packing no. listed in the Packing List during the unloading. Any damaged, missing or short-landed cargo mentioned in above 3.2.2, 3.2.3 and 3.2.4 shall be immediately reported to the Site Material Control Manager for subsequent action such as tracking and/or claim to the Insurance Company, Shipping Forwarder and/or the Trucking Subcontractor. Upon completion of unloading from each truck, the Trucking Bill shall be certified by the Site Material Controller. A copy of the certified Trucking Bill shall be retained in the Sited Material Control Team for record. After unloading, the damaged cargo shall be protected properly from the weather until unpacking for receiving inspection.

Unpacking and Receiving Inspection Preparation of Provisional Field Receiving Report by IMMS. 1) Generally, upon arrival of cargo at the job site, the IMMS Operator shall prepare a provisional Field Receiving Report by IMMS strictly according to the Packing List. 2) The provisional Field Receiving Report shall be made on the assumption that it will be directly switched over to official Field Receiving Report if there is no any damage, shortage or incorrectness found in the receiving inspection. 3) The provisional Field Receiving Report shall be given to the Site Material Controller together with a copy of the Packing List for actual field receiving inspection. Note : The original Packing List received shall not be given to the Site Material Controller and shall be filed in order of shipment no. by the IMMS Operator in the master file of shipping documents.

3.3.2

Arrangement of Unpacking and Receiving Inspection

unpacking shall be done for receiving inspection in order to check if there is any damage, shortage and/or incorrectness in the received material versus Packing List, referring to Purchase Order if necessary. Priority shall be given to the damaged cargo. 2) The receiving inspection shall be carried out by the Site Material Controller together with QC Inspector. The QC Inspector is responsible for providing the Company with necessary information for their monitoring of the cargo arrival and receiving inspection. According to the information from QC Inspector, the Company may witness the inspection if the Company wants not every receiving inspection. 3.3.3 Supporting Document for Receiving Inspection 1) In case of the equipment/materials procured by the Contractors home office, the following documents will be provided as follows. - Packing list will be delivered to site together with the cargo. - Material Test Report/Certificate for bulk materials will be provided to site by the Inspection Coordinator in Contractors home office. - General Arrangement or assembly drawing, if required, will be provided to site by Contractors engineering group. 2) In case of local-procured materials, those supporting documents will be delivered to the job site normally together with the cargo. 3) The Site Material Control Team is responsible for ensuring that those supporting documents data are received at the job site before receiving inspection. 4) The QA/QC Team is responsible for review of those supporting documents to verify compliance with the PO requirement. 3.3.4 Marking Instruction for Receiving Inspection In order to avoid any confusion by different marking style, it is instructed to mark as per following marking instruction 1) Marking in the Packing List

- If the received quantity is same as the Packing List with no damage, shortage or incorrect item, a circle shall be marked by hand around the quantity. Example: 12 Ea - Should there be any damage found, the damaged quantity shall be marked by hand in a circle beside the quantity. Example: 12 Ea 3 Damage - Should there be any shortage found, the shortage quantity shall be marked by hand in a circle beside the quantity. Example: 12 Ea 2 Shortage - Should there be any incorrect item found, the incorrect item quantity shall be marked in circle by hand beside the relevant quantity. Example: Valve SW 1 12 Ea 4 Screwed 2) Marking in the provisional Field Receiving Report by IMMS After completion of marking on the Packing List, the total accepted quantity for each item shall be compared with the respective quantity specified in the provisional Field Receiving Report. - If same, a circle shall be marked by hand around the quantity in the provisional Field Receiving Report. Example: 12 Ea - If any quantity is to be corrected by damage, shortage and/or incorrectness, the total accepted quantity shall be marked in circle by hand beside the relevant quantity. Example: 12 Ea 9 3.3.5 Damage/Shortage/Incorrect Material Report 1) Should there be any damage, shortage or incorrect material in the received material, the Site Material controller shall prepare a Damage/Shortage/Incorrect Material Report (Attachment 4d) and submit to the Site Material Control Manager for approval and subsequent action such as claim to the Vendor, etc. 2) The definition of category of Damage, Shortage and Incorrectness are as follows. - Damage - Shortage - Incorrectness : Broken, dent, corroded so as to be repaired or replaced : Short delivery comparing with the packing list, referring to Purchase Order : Incorrect specification such as material, type, size, etc. mainly for bulk materials

3) In case that damaged and/or incorrect item is found in the major equipment and/or engineered item, the Site Material Controller shall involve QC Inspector and Field Engineer for co-inspection including the estimation of reparability and to complete the Damage/Shortage/Incorrect Material Report including other necessary supporting reports and/or documents such as NCR (NonConformance Report to be issued by QA/QC Team in detail for a technical Non-Conformance of material/equipment) to be attached to the Damage/Shortage/Incorrect Material Report. 4) The Damage/Shortage/Incorrect Material Report approved by the Site Material Control Manager shall be sent by the Site Material Coordinator to the Contractors home office for subsequent action such as claim to the Vendor or the Insurance Company. 5) The Site Material Coordinator shall keep all the original of Damage/Shortage/Incorrect Material Report for record. 3.3.6 Finalizing the Field Receiving Report

1) The Site Material Controller shall hand over all field receiving data including the original of the followings to the IMMS Operator to update IMMS data for finalizing the Field Receiving Report. - Provisional Field Receiving Report marked with accepted quantity - Packing List marked with damage, shortage and/or incorrect item quantity - Any vendor documents received with material (for hand over to QA/QC or Engineering Team) 1) Referring the field receiving data from the Site Material Controller, the IMMS Operator shall prepare the final Field Receiving Report. 2) Then, the Field Receiving Report shall be signed by the Site Material Controller and shall be certified by QC Inspector and Companys representative. 3) The following documents shall be attached to the original Field Receiving Report and shall be filed as a package of document. - Provisional Field Receiving Report marked with accepted quantity

The Site Material Controller shall, after receiving inspection, quarantine the rejected items (damaged and incorrect items) and then store the accepted items in the designated areas as specified in the Field Receiving Report. 3.4
3.4.1

Storage, Protection and Preservation


General

1) Upon arrival at site, materials or equipment may be stored either in the warehouses or open outdoor area with proper and safe protection until unpacking. 2) The Manufacturers storage instruction or guide shall be reviewed before placing in storage and followed. 3) All material storage areas shall have safe and accessible passage for trucks and mobile equipment to unload and load. 4) All materials except concrete item shall be stored clear off the floor or ground on pallets, racks, bins, planks or timber in order; To allow air circulation. To provide a sufficient passage for forklift or other means of lifting gears underneath. To protect the material from flooding (outdoor storage)

4) The materials or equipment shall be stored with protection & preservation according to Material Storage Classification with Notes for Protection & Preservation (Attachment 3). 5) The Site Material Controller shall always check the storage condition of the materials and equipment to ensure that proper storage is maintained. He shall, however, take immediate action to improve storage condition whenever necessary. Such a check shall be surely made especially after rain.

6) In case of rotating equipment, Rotating Equipment Preservation History Card (Attachment 4i) shall be used to keep the record of preservation activities. 7) The Site Material Controller shall physically check inventory quantity of bulk materials in proper time if there is any difference of inventory quantity between IMMS data and the actual. Should there be any difference, the Site Material Controller shall feed back the actual quantities to the IMMS Operator for updating inventory quantity in IMMS data. 3.4.2 Storage Area Class Storage area classification is as follows. 1) Air-Conditioned Indoor (Class 1) : It means the air-conditioned room, generally provided in the warehouse. The air temperature shall be maintained between 10~35C. 2) Indoor (Class 2) : It means generally the warehouse. The warehouse is to be located in well-drained area not affected by flood, and the floor shall be paved or finished. 3) Covered Outdoor (Class 3) : It means open shed/shelter or tarpaulin type (or equivalent) overhead cover. This area shall have good surface drainage to prevent stagnant rainwater. 3) Open Outdoor (Class 4) : It means open yard without roof or overhead cover. This area shall have good surface drainage to prevent stagnant rainwater 3.4.3 Protection & Preservation Class Material protection classification during storage is basically as follows. However, the Notes for Protection & Preservation specified in the Material Storage Classification with Notes for Protection & Preservation (Attachment 3) shall be followed in addition to the followings. 1) Special Storage (Class A) : It means a special storage as per Manufacturers storage instruction. It is recommended to keep the material in the original shipping box (wood or carton) if possible. 2) In Weather-Proof Packing (Class B) : It means the storage in vendors original weather-proof type shipping box. 3) Covered Against Rain or Sunlight (Class C) : It means the covered outdoor storage keeping the material in either of the following conditions. - To keep the material in a box with plywood, tarpaulin, vinyl film or other plastic cover on top of the box for protection against rain or sunlight. - To keep the material free standing with tarpaulin, vinyl film or other plastic cover on top and/or side for protection against rain or sunlight. 4) Basic Protection (Class D) : It means the storage with only a basic protection without special requirement for storage. The material belonging to this class may be stored unpacked or in the original packing such as wooden box, carton box, sack, etc. at Site Material Controllers preference considering its storage area class and characteristics of material. However, it is recommended to keep the material in the original packing as far as possible. 3.5 3.5.1 Issue for Fabrication and Installation Material Request for Issue 1) The Material Requester shall prepare a Material Request Slip (Attachment 4e or 4f). Each Material Request Slip shall be certified by the Contractors Construction Supervisor in charge with his full name prior to submission to the Site Material Control Team (IMMS Operator). 2) In case of piping material, the materials destined for shop painting, shop pre-fabrication or field installation shall be requested separately with respective Material Request Slip. 3.5.2 Preparation of Material Issue Slip 1) Upon receipt, the IMMS Operator shall check if the Material Request Slip was certified by the Contractors Construction Supervisor. 2) Should there be any missing content found in the Material Request Slip, further processing for issue shall be suspended until satisfactorily clarified by the Material Requester and/or by relevant disciplines. 3) Once the requisition is confirmed to be proper, a Ref. No. shall be assigned to Material Issue Slip with date.

4) The IMMS Operator shall issue Material Issue Slip to the Site Material Controller. 3.5.3 Material Preparation for Issue In coordination with the Material Requester, the Site Material Controller shall prepare the material according to Material Issue Slip as follows. 1) The materials stored in warehouse rack are generally prepared by the Site Material Controller on pallets for issue. 2) Other materials such as pipes and main equipment are generally picked and issued directly from the stored location without prior preparation to avoid duplicated handling work. However, the Site Material Controller shall have the material checked prior to issue. 3.5.4 Physical Issue 1) At the appointed time, the physical issue of material shall be performed at the warehouse area. 2) Material Receiving Party (Contractors Construction Team or Subcontractor) shall provide and mobilize the followings. - Carrying Equipment such as truck or trailer, including driver - Manpower, tools and gears for loading & fixing the cargo on truck and care during carriage - Loading equipment such as forklift or crane, if unavailable from the Site Material Control Team 3) The Site Material Controller reserves the right to deploy his workforce, equipment, etc. with priority to unload arriving cargoes from port to warehouse area. 4) During the physical issue of material, the Material Receiver shall follow the Material Issuers conduct for safe and systematical work. 5) Upon completion of material loading, the Material Receiver shall sign with his full name on Material Issue Slip. As the pipe is actually issued in the nearest full-lengths, there is always a difference between the net length according to MTO and the actually issued length. The actual issued lengths shall be recorded on the Material Issue Slip. The difference shall be recorded and controlled as surplus-issue quantity in IMMS. 7) Updating Material Issue Data After actual issue, the Site Material Controller shall feed back the signed Material Issue Slip to the IMMS Operator for update IMMS data, especially the difference of pipe length mentioned in above 6). 3.5.5 Material Stock Level Control at Subcontractor In principle, stock level of the material issued to Subcontractor will be controlled to be within the quantity for their 1 weeks work. The Material Controller shall monitor the stock level at each Subcontractor. If the stock level obviously exceeds the above-said level, he shall report it to the Warehouse Supervisor for relevant action with such as suspension of further issue until the stock level comes down to the above-said level or instruction to the Subcontractor to return the excessive quantity to the Contractors Warehouse. 3.6 3.6.1 Return of Surplus material to Warehouse In principle, Subcontractors are not allowed to dispose any materials supplied by the Contractor, whether usable or unusable, without the Site Material Control Managers approval. The surplus materials leftover in construction field or subcontractors off-site shop shall be returned to the Contractors Warehouse or another designated area according to the Site Material Control Managers instruction to be given at proper time(s), in mutual discussion. 5) Should there be any short quantity found during the hand-over inspection, both parties shall make a note of such shortage for the Contractors action to fill up later and shall continue the inspection. 6) Upon completion of such inspection, the accepted spare parts shall be physically handed over to the Company and the Companys representative shall sign as a receiving party on the Spare Part Inspection and Hand-Over Report 7) To finalize the hand-over, the Spare Part Inspection and Hand-Over Report and its attachments shall be photo-copied for the Companys record, and the Original shall be retained by the Contractor. 3.7.3 Use of 2 Years Operational Spare Parts during Commissioning When the Contractor needs to use any of 2 Years Operational Spare Parts during the Commissioning, it can be used by the Contractor. However, the 2 Years Operational Spare Parts used by the Contractor shall be promptly filled up by the Contractor. 3.8 3.8.1 Surplus Material imported under Duty Exemption or Duty Paid The Surplus Materials will be controlled in the same procedure as other materials in accordance with the aforesaid procedures. Collection of the Surplus Materials shall be carried out as per following procedures. 1) All Surplus Materials except scraps will be collected to the Contractors warehouse. 2) At a proper time around completion of the PLANT, the Contractor will prepare the Surplus Material List (Attachment 4j) 3) The Surplus Material List shall be submitted to the Company. 4) In the presence of the Site Material Controller, the Companys representative shall check the Surplus Material List 5) Upon completion of check, the Surplus Material List shall be submitted to the Company for the approval.

6) The approved Surplus Material List shall be photo-copied for the Companys record, and the original shall be retained by the Contractor. 7) According to approved Surplus Material List, contractor shall pay the custom duty amount imposed on useable surplus material to Company prior to re-export or shifting the useable surplus material from the job site. 8) In the case the useable surplus material scrapped by the Contractor, the applied custom duty on the same shall not be refunded to Company same as non dutiable surplus material. .
