First Time and Youth Voters Summer Confab

I. Rationale For roughly two years, the current administrations new type of governance has been generally met with optimism by Filipinos as shown in credible surveys. The Filipino people trust the highest official of the countryand the government as a wholemuch more than they trusted the previous administration. As the opportunities for greater participation are mounting, young people have to level up their strategies for active involvement. Youth agenda benefitting more members of the sector have to be pushed further. As the 2013 senatorial and local elections approaches, youth electoral participation is again an issue. According to the 2010 National Youth Assessment Study of the National Youth Commission, only 52.3% of the youth say they always vote and for the 15-17 age group, they claim that they never vote. This is a clear manifestation that many young Filipinos are still unconcerned in exercising their right to suffrage and actively partaking in an essential democratic process, particularly first time voters. If this mindset-culture is not addressed, youth electoral participation would remain low, and as in domino effect, other forms of political participation and more importantly, the level of the youths consciousness on democracy, would also remain unimproved. It is in this light that the First Time Voters Project (FTV), a non-partisan network of youth leaders in schools and communities, is beefing up on its voters registration and education campaign tagged as Magparehistro. Bumoto. Tuloy ang Pagbabago!

II. Objectives FTV will formally jumpstart its campaign this May 2012, a year before the 2013 elections. The First Time Voters Agenda-Building will start this summer. In order to do this, series of consultations among various youth groups (school and community based) will be held in between covering key cities/regions nationwide parallel with FTVs voters registration and voters education campaign.

The proposed 2-day First Time and Youth Voters Conference to be held in National Capital Region on May 11-12, 2012 will commence all FTV Network initiatives, primarily the crafting of the FTV-Youth 2013 Agenda. Participants will be composed of FTV Network coordinators from key cities/provinces, which are mostly vote-rich areas, particularly Baguio, Tugegarao, Dagupan, Nueva Ecija, Tarlac, Naga, Legaspi, Cebu, Iloilo, Bacolod, Davao, CDO, Zamboanga, NCR, among others. The said conference intends to: Consolidate first time and youth voters network coordinators Create program of activities for voters registration and voters education series Consult youth leaders to develop a modernized 2013 youth agenda III.
