JUSTIFICATION
The Ateneo Debate Union is not only about competitions and excellence through distinctions in these competitions. The Union is also about service: service for the Ateneo and service for the youth of the entire Zamboanga Peninsula. The Union Debate Education Program (UDEP) is the Unions program that educates young people about debate and public speaking. We travel to schools in the peninsula and try to help young people by teaching them how to speak in public and express themselves in the most effective way, with special focus on respect and truthful and diplomatic discourse to enable them to properly represent themselves and their community in times of highly relevant and significant discussions. ADU values dialogue and respect, so it tries its best to share ways on how to achieve both in public discussions to the community to affect positive change in the society. We never stop honing ourselves to be an instrument of change in our society. Even if we have to go through hours of traveling from Zamboanga City to different parts of the Peninsula, we still exert our utmost efforts to achieve our goal of educating, encouraging and honing young minds to develop in them the skill of public speaking and debate that empowers them to be free, unbiased, and understanding. The vital skill of public speaking is shared though our network of schools that are one with us in reaching our dream that one day there will be no more ignorance and that every person is able to express himself to the public with dignity, knowledge, and confidence to stand for what he/she believes in. In the service of God and country lives our desire to continue this noble cause the value of service not only to our own community, the Ateneo, but also to other communities that need help especially in the name of dialogue, proper representation, and education.

OBJECTIVES
The Vision
We envision a Zamboanga filled with young people who exercise critical thinking and openly discuss issues which are personally, locally, nationally and internationally relevant. We envision a Zamboanga filled with young people who are emboldened to act for social change and protect universal rights. We envision a Zamboanga that is a breeding ground of a citizenry who is intellectually, politically and socially mature. Lastly, we envision an Ateneo Debate Union that is active in social change not only through intellectual discussions and debate but also through active involvement in the realization of aforementioned goals.

The Mission
In light of our vision, we commit to mobilizing the youth of Region IX by: 1. Aiding them in organizing and forming a debate association representing their respective institutions; 2. Giving appropriate, innovative, systematic and quality debate seminars and workshops to them; and, 3. Organizing debate and public speaking competitions to convene them and provide an avenue for them to challenge their skills.

ADOPTION OF BY-LAWS
Rationale
UDEP is the social arm of ADU founded in 2007, died shortly after and was revived in 2010. It died because of a lack of system to govern it. With that in mind, the UDEP Coordinator and Deputy UDEP Coordinator thought of possible improvements to the system after a successful run in the academic year 2010 2011. After a week of pondering, the system of procedures that will perpetually govern the UDEP was formalized in the 2011 UDEP Code. It emphasizes the following program competencies: 1. A formalized and consistent module to be implemented in each of its debate seminars or workshops. 2. A systematic implementation of the UDEP mission through the creation of 2 teams with a portfolio of debate organizations or formal or informal associations of youths and the definition of job descriptions of coordinators and ADU members who will be take active involvement in UDEP. 3. A system that will bind UDEP and its participants even after the conduct of seminars and workshops to realize continuous and incremental improvements of participating youth. Relationships between UDEP and the debate organizations or youth associations after the conduct of debate seminars and workshops were simply pursued informally before the adoption of the 2011 UDEP Code.

The UDEP Code of 2011


The provisions of the code were implemented immediately after the code became effective. UDEP Team 1 was headed by Glenn William Alcala and was composed of Adriel Earl Toribio, Angelica Maria Fidelis Camins, Milarose Barraca and Ridzanna Abdulgafur. UDEP Team 2 was headed by Kelvin Culajara and was composed of Sarah Gail Galvan, Ibn Khalid Lozano, Ryan Murcia and Leyson San Juan. The code that was adopted by UDEP is presented in the following pages.

The Union Debate Education Program Code of 2011


Title I. Name and Guiding Principles Section 1. Name. This document shall be known as the Union Debate Education Program Code of 2011. For brevity, it will be referred to as the 2011 UDEP Code. It governs the conduct of the Union Debate Education Program, or otherwise known as UDEP, a subgroup of Ateneo Debate Union, or otherwise known as ADU. Guiding Principles. UDEP spearheads ADUs efforts in educating and empowering the youth of the Zamboanga Peninsula through public speaking and debate education and spreading the culture of organized and critical discussions relevant to the immediate locality, the nation, and the world, which is debate. UDEP is geared towards the formation of strong debate and public speaking clubs in high schools in the Zamboanga Peninsula. For this end, it shall provide student-debaters throughout the Peninsula quality debate trainings, initiate debate opportunities through UDEP-organized competitions, and create and maintain a database of matter that can be accessed freely by members of its network.

Title II. UDEP Structure Section 1. UDEP shall be headed by the UDEP coordinator who reports immediately to the ADU President and who has the following qualifications: a. a permanent member of ADU; and, b. elected for the position by the permanent members of ADU. The UDEP Coordinator shall be assisted in his endeavors by a Deputy UDEP Coordinator who has the same qualifications as enumerated by Section 1 of Title II of this document. The Deputy UDEP Coordinator reports immediately to the UDEP Coordinator. All members of ADU shall be actively involved in UDEP activities and are effectively part of this subgroup. Debate Education Approach. UDEP shall make use of a team-portfolio approach in its efforts in educating youths in debate. Each team is determined after the new set of permanent members has been declared and is tasked to coach and update the debate organizations in its

portfolio. The composition of teams and their respective portfolios is decided by the UDEP Coordinator and Deputy UDEP Coordinator. The team captains shall pick from members of ADU in filling up his speaker and workshop facilitator pool. UDEP Team 1 UDEP Coordinator

Job Descriptions 1. Team Captains are tasked to organize seminars, workshops and cross-trainings with debate organizations in their respective portfolios. All paperwork, logistical needs, communication efforts and decisions on speaker assignments shall be made by them or their duly assigned agents who are also part of their respective team. They should be present in aforementioned UDEP-organized activities when they are engaging a public speaking or debate organization for the first time. They may be absent in other UDEP-organized activities only when they are able to present a truthful and reasonably acceptable reason for such absence. They can present a talk and facilitate workshop

sessions. 2. Speakers are tasked to present the presentation assigned to them by their team captain. They shall be given the presentation at least three days before the public speaking or debate seminar. They have the right to modify, augment or omit parts or the whole of the presentation in agreement with the ADU Vice President for Trainings and UDEP Coordinator. 3. Workshop Facilitators are tasked to facilitate workshop sessions assigned to them by their team captain. They shall be given the workshop module at least three days before the public speaking or debate workshop. They have the right to modify, augment or omit parts or the whole of the module in agreement with the ADU Vice President for Trainings and UDEP Coordinator. Title III. UDEP Network Section 1. The UDEP Network shall be composed of high school level and college level debate organizations in the Zamboanga Peninsula who made an intention to join said network. Qualifications. The following are the qualifications to be part of the UDEP Network: 1. Duly recognized public speaking or debate organization of a Region IX educational institution where they operate and which they represent. 2. Have participated in a UDEP-organized activity. 3. Elected or appointed a UDEP representative or point-person in their own debate organization. The UDEP representative shall be the liaison between UDEP and his/her debate organization. He/she may hold another position in his/her debate organization. He/she should: a. Communicate to his/her organizations UDEP coach his/her organizations debate education needs; b. Update UDEP on the transition of his/her debate organization from one set of officers to the next; and, c. Update his/her debate organization of the events of UDEP or of the Zamboanga Peninsula debate community. Section 3. Benefits. The following are the benefits promised by the UDEP Network:

1. Efficient networking with the Zamboanga Peninsula debate community through the Facebook Group platform. 2. Fast communication of updates on activities of UDEP or Zamboanga Peninsula debate community. 3. Access to reliable and helpful matter and debate manuals. Section 4. Responsibilities. The debate organization should commit in the observance of the following responsibilities: 1. The debate organizations UDEP representative or point-person should abide by his responsibilities as enumerated in point 3 of Section 4 of Title III of this document. 2. The debate organization shall make sure that its members shall abide by the UDEP Network forum rules: a. Observe respect at all times in the postings and informationsharing in the Facebook group. b. Share information with care, that is, he/she should verify the truthfulness of the matter. c. Avoid spamming when unnecessary and/or when the information is irrelevant.

Title IV. UDEP Modules Section 1. There shall be fixed modules for speaker presentations and workshop sessions for consistency. These modules shall be provided by ADU members and be made fixed by the discretion of the UDEP Coordinator. The modules and parts of it may be modified, augmented, and/or omitted by any member of ADU after agreement with the ADU Vice President for Trainings and UDEP Coordinator.

Section 2.

Title V. UDEP Classification of Debaters Section 1. There shall be a classification for debaters for the purposes of UDEP to aid it in the drafting, improvements and execution of its modules.

Definition of Terms Used 1. Debate Format pertains to the particular debate format defined by the intention of the seminar and workshop organizer or by the participants, e.g.: Asian Parliamentary Debate Format and British Parliamentary Debate Format. 2. Debate Strategy pertains to the use of strategy and techniques which encompasses the different aspects of matter, manner and method, i.e. signposting; arrangement of the different parts of a debate speech, argument, and rebuttal; presentation of arguments and rebuttals; use of persuasion; use of points of information; responses to points of information; and pre-emption. 3. Debate Experience pertains to the number of debate rounds participated in as a debater or an adjudicator. Explanation of Measurements Used

Knowledge of Format
1. Low generally low comprehension of the rules and mechanics of the particular debate format resulting to poor performance in terms of technicalities in a debate round. 2. Average substantial comprehension of the rules and mechanics of the particular debate format leaving little room for doubt or question on rules and mechanics. 3. High perfect comprehension of the rules and mechanics of the

Level of Application of Debate Strategies


1. Low limited and sometimes unconscious use of debate strategies. 2. Average effective and conscious use of debate strategies resulting to good performance in a debate round. 3. High very effective and conscious use of debate strategies resulting to excellent performance in a debate round. 4. Extremely High very effective and conscious use of debate strategies resulting to undoubted win in a debate round.

Debate Experience1
1. Low participation as a debater or adjudicator in 5 20 debate rounds. 2. Average participation as a debater or adjudicator in 21 60 debate rounds. 3. High participation as a debater or adjudicator in 61 or more debate rounds.

Title VI. Amendments Section 1. The provisions of this document shall be subject to amendments initiated by any member of ADU. The ADU member who initiated amendments to this document shall formally explain in detail his/her reasons for such action before the members of ADU. The amendments shall be passed in the instance that 2/3 of ADU agree to such amendments, their votes being cast through a parliamentary procedure. The amendments shall take effect immediately after they are passed as governed by Sections 1 and 2 of this Title. The fact that this code is amended shall be recorded with details as to the date of and reason for

such amendments after the last Title of this document. That section of this document shall not have any formal heading. Section 4. The provisions of this Title do not include amendments to UDEP modules. Amendments to said modules are properly governed by Title IV of this document.

Title VII. Effectivity Section 1. This code shall take full effect on November 25, 2011.

ACTIVITIES IMPLEMENTED
Debate Seminar and Workshop for Novices
The Debate Seminar and Workshop for Novices is the initial formal engagement between UDEP and the requesting debate organization or youth association. The Debate Seminar and Workshop for Novices is a program offered by UDEP defined to be the initial program administered to newbie debaters. The module for the said program consists of two phases. The first phase concentrates on talks and simple exercises that aim to: (a) introduce the UDEP network and the benefits and responsibilities in being part of the network; (b) introduce the British Parliamentary Debate Format or Asian Parliamentary Debate Format; and, (c) infuse into the participants an interest in critical thinking, public speaking and debate. The second phase concentrates on debate exercises to compliment the debate concepts and mechanics taught to participants in the first phase. It is practically a session of debate rounds with an emphasis on adjudication on debate mechanics and speaker improvement. The following are the schools and youth associations to whom we conducted said program: 1. 19th Ateneo Senior Summer Program (ASSP) Organized by the Office of Admissions, the 19th ASSP gathered 60 brilliant young minds all over the peninsula for two months worth of exposure to introductory collegelevel classes and a social experience filled with practical learning in light of the values upheld by the Ateneo. The debate seminar and workshop for novices named as BOTTOMLINE: The 2011 ASSP Debates was held from May 3 7, 2011 in Ateneo de Zamboanga University. The participants were incoming fourth year high school students from different schools in the peninsula. The bulk of the discussion on the first day revolved around the following topics: 1. 2. 3. 4. 5. Definitions of basic terminologies; Brief overview on manner, matter and method; Introduction to the Asian Parliamentary Debate Format; Introduction to speaker roles; and, Substantial discussion on debate strategies.

The second day saw a demonstration debate from seasoned debaters from ADU with the motion: this house regrets the rise of social networking sites. This demonstration debate was done in order for the participants to experience debate firsthand before subjecting them to the annual ASSP debate competition. The last 3 days of the program was allotted for the debate competition. 2. 1st Convention of Youth and Student Leaders Union Jovenes de Zamboanga organized the 1st Convention of Youth and Student Leaders which gathered approximately 60 student leaders. UDEP, through Deputy UDEP Coordinator Kelvin J. Culajara and ADU member Sarah Gail C. Galvan, administered a program very similar to the seminar and workshop for novice. It was held on July 22, 2011 in Oasis of Dialogue, Pitogo. The talks given in the seminar focused on: debating ethics, argumentation development and rebuttal-structuring. The second phase of the seminar and workshop saw two (2) rounds of debate with the following principled motions deemed: this house will allow euthanasia and this house will legalize death penalty. 3. Zamboanga City Chong Hua High School UDEP Team 1s first assignment is the program the team administered last November 26, 2011 in Chong Hua High School. The participants were members of Chong Huas English Club. That day saw only the first phase of the debate seminar and workshop for novice. The focus of the seminar was: the British Parliamentary Format, argumentation, rebuttals, public speaking skills and adjudication. The second phase of the program was administered on February 4, 2012. The second phase was composed of 3 debate rounds. During the Sixth Crimson Debate Cup hosted by Western Mindanao State University, a team from Zamboanga Chong Hua High School which was mentored by UDEP emerged as the champions a first in for said High School. 4. Marian College (Ipil) On January 9, students from Marian College requested for a basic debate seminar and workshop. Union President Ryan Murcia conducted said seminar and workshop to an estimated group of thirty students.

5. Annual ADZU Statistics Camp The Mathematics Department of ADZU organizes an annual Statistics (Stat) Camp for high school students across the peninsula. This years Stat Camp was held in the ADZU Tumaga Campus from January 27 29, 2012. A simplified version of the seminar and workshop for novice module was administered on January 28 for chosen Stat Camp participants by Vice President for Trainings Leyson San Juan and UDEP Coordinator Glenn William Alcala. The seminar was followed by a debate competition organized by ADU. All motions used were related to Statistics.

I do not fear public speaking, and for the most part, I do speak publicly. But my kind of public speaking comes with sheets of papers either to be memorized for oratorical contests or to be delivered for emceeing a program. To put it simply, the public speaking I do can be practiced long before it should be delivered. I grew aware of debate when I was a freshman. Naturally, I declined the idea of joining the Ateneo Debate Congress. I am debatophobic. Words like impromptu, extemporaneous, and spontaneous surely did not seem friendly to me, they scare me. However, I had a new perspective of debate when I attended the seminar with the Ateneo Debate Union along with my 19th Ateneo Senior Summer Program (ASSP) batch mates. Truth is, I understood the key terms of debate during the three-day seminar better than what I have learned in junior year in two-month span. I can remember that I did matter loading because I enjoyed it, not because I was forced to. I can equally remember the adrenaline rush I felt when I was in the peak of my arguments. Debate was fun, and learning it became enjoyable for me that the short training I did was conducive for learning. I give my thanks for ADU for its great contribution to my appreciation in debatingand for encouraging me to do so.

EVENTS ORGANIZED
1. Public Debates The Union believes that efforts to increase social awareness should not be limited to the organization. As much as possible, we aim to educate and raise social awareness in our communities. Implicitly, this has been a trait of the ADU lifestyle. Simply looking at most of the Union members Facebook profiles will tell you which information are vital and trending as far as the local, national, and global interest is concerned. A solidified effort in the aforementioned trait is the public debates which the Union sponsors. For this year, there were three (3) public debates held on the following topics: a. Giving alms to beggars b. Complete transparency of public officials c. Rizal being the national hero (Conducted during the celebration of Rizal@150) 2. 1st Rookie Debate Cup (RDC) The RDC is a collaborative effort of the three (3) premier college-level debate organizations of Zamboanga City. Its main goal is to provide an avenue for young minds to engage in competitive debate and pass on the culture of critical thinking. 3. Col. Salipsip Debate Championship 2011 The Union also aids ADZU colleges and departments in spreading the love for critical thinking and debate. Hosted by the English Department of the School of Liberal Arts, the Col. Salipsip Debate Championship is an annual debate competition pitting rookie debate teams from English 211 (Public Speaking and Debate) classes against each other with the goal of maximizing the learning experience by giving them an opportunity to apply what they have learned inside the classroom. The Union members primarily helped in the logistics, pre-tournament seminar, and adjudication.

4. AtFest Debates 2011 The Unions participation in the AtFest Debates is similar to that in the Col. Salipsip Debate Championship, i.e. logistics, adjudication, and conduct of the pretournament seminar.
