VACANCIES ANNOUNCEMENT
The Public Service Recruitment Secretariat was established in accordance with section No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process. On behalf of the Prime Ministers Office Regional Administration and Local Government (Local Government Training Institute), the Public Service Recruitment Secretariat invites qualified Tanzanians to fill vacant in various public institutions as shown below.

THE LOCAL GOVERNMENT TRAINING INSTITUTE

The Local Government Training Institute (LGTI) is a higher learning institution under the Prime Ministers Office, Regional Administration and Local Government (PMORALG). The institute was established by Act of Parliament No 26 of 1994, as a body corporate, to provide training, research, advisory and consultancy services in the fields of local government finance, administration and management. As such, the institute falls under the subject sector of Business and Management. The said subject sector includes Accountancy, Financial Management, Materials Management, Human Resource Management Law, and other related subjects. 1.1 ASSISTANT LECTURERS 8 POSTS 1.1.1 DUTIES AND RESPONSIBILITIES Teaching up to NTA level 8 (Bachelor Degree); Prepares learning resources for tutorial exercises; Conducts Research, Seminars and case studies; Carries out Consultancy and community services under supervision;

Supervise Students Projects; Prepares teaching manual; and Perform any other duties as assigned by Supervisor. 1.1.2 QUALIFICATIONS AND EXPERIENCE 1.1.2.1 LOCAL GOVERNMENT ADMINISTRATION AND MANAGEMENT - 1 POST Masters Degree in Local Government Administration and must have obtained an upper second with a minimum GPA of 3.5 in first degree in Local Government Administration from a recognized higher learning Institution. 1.1.2.2 ACCOUNTING AND FINANCE - 3 POSTS Masters Degree in Accounting and Finance and must have obtained an upper second with a minimum GPA of 3.5 in first degree in Local Government Accounting and Finance from a recognized higher learning Institution. 1.1.2.3 COMPUTER - 1 POST Masters Degree in either Computer Science, Information and Communication Technology or Information Technology and must have obtained an upper second class with a minimum GPA of 3.5 in first degree in Computer Science or Information and Communication Technology from a recognized higher learning Institution. 1.1.2.4 HUMAN RESOURCES MANAGEMENT - 2 POSTS Masters Degree in Human Resources Management or Public Administration Human Resource Management and must have obtained an upper second class with a minimum GPA of 3.5 in first degree in Human Resource Management or Public Administration - Human Resource Management from a recognized higher learning Institution. 1.1.2.5 COMMUNITY DEVELOPMENT - 1 POST Masters Degree in Community Development or Rural Development and must have obtained an upper second class with a minimum GPA of 3.5 in first degree in Community Development from a recognized higher learning Institution. 1.1.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PHTS 8 1.2 TUTORIAL ASSISTANTS - 8 POSTS 1.2.1 DUTIES AND RESPONSIBILITIES Teaching up to NTA level 6 (Ordinary Diploma);

Assist in conducting tutorial and practical exercises for students under close supervision; Prepares learning resources for tutorial exercises; Assist in conducting Research, under close supervision; Carries out Consultancy and community services under close supervision; and Perform any other duties as assigned by Supervisor. 1.2.2 QUALIFICATIONS AND EXPERIENCE 1.2.2.1 PUBLIC ADMINISTRATION - 1 POST Bachelor degree in Public Administration, with a minimum GPA of 3.5 from a recognized higher learning Institution 1.2.2.2 TUTORIAL ASSISTANT LAW - 1 POST Bachelor degree in Law (LLB) with a minimum GPA of 3.5 from a recognized higher learning Institution 1.2.2.3 MARKETING/ENTREPRENEURSHIP - 1 POST Bachelor degree in Marketing or Entrepreneurship with a minimum GPA of 3.5 from a recognized higher learning Institution 1.2.2.4 HUMAN RESOURCE MANAGEMENT - 2 POSTS Bachelor degree in Human Resource Management with a minimum GPA of 3.5 from a recognized higher learning Institution 1.2.2.5 COMMUNITY DEVELOPMENT - 1 POST Bachelor degree in Community Development with a minimum GPA of 3.5 from a recognized higher learning Institution 1.2.2.6 PLANNING - 1 POST Bachelor degree in Regional Planning, Economics or Project Planning with a minimum GPA of 3.5 from a recognized higher learning Institution 1.2.2.7 COMMUNICATION SKILLS - 1 POST Bachelor degree in Linguistics with a minimum GPA of 3.5 from a recognized higher learning Institution 1.2.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PHTS 6

1.3 ASSISTANT ACCOUNTANT GRADE II - 3 POSTS 1.3.1 DUTIES AND RESPONSIBILITIES Control and prepare accounts up to trial balance; Ensure that all accounting documents are properly filed; Prepare invoices from bills; Prepare revenue accounts schedules and reconciliation; Prepare monthly pay slips for each employee, and keeps records and pay-roll registers; Remit net salaries to employees respective banks; Maintain the employees ledger for staff advances, loans and imprests; Follow up on outstanding imprests; Maintain registers for debtors accurately and up-to-date; Responsible for banking of all cheques coming into the Institute; and Perform other duties assigned by his/her supervisor. 1.3.2 QUALIFICATIONS AND EXPERIENCE Bachelor Degree or Advanced Diploma in Accountancy from recognized Institution 1.3.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 13 1.4 ACCOUNTS ASSISTANT II - 1 POST 1.4.1 DUTIES AND RESPONSIBILITIES Receive and pay cash, cheques, and salary tax computation; Prepare bank reconciliation of imprest; Post and balance ledger accounts; Write payment vouchers and cheques of small amount and posts to vote books; and Perform other duties assigned by his/her supervisor. 1.4.2 QUALIFICATIONS AND EXPERIENCE Certificate Course in Accountancy and Finance or Accounting Technician Certificate from recognized Institution 1.4.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 6 1.5 ASSISTANT INTERNAL AUDITOR II - 1 POST 1.5.1 DUTIES AND RESPONSIBILITIES

Carry out periodical inspection of the physical asset; Carry out investigation in any case of theft, fraud and misappropriation; Inspect payment and retirement of imprests; Inspect ordering and payment local goods and service; Check maintenance of vote book; Check bank reconciliation; and Perform other duties assigned by his/her supervisor.

1.5.2 QUALIFICATIONS AND EXPERIENCE Bachelor Degree or Advanced Diploma in Accountancy from recognized Institution 1.5.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 13 1.6 HUMAN RESOURCES AND ADMINISTRATIVE OFFICER II - 1 POST 1.6.1 DUTIES AND RESPONSIBILITIES Collect, analyse, tabulate and maintain personnel records and statistics; Assist in the preparation of manpower development plans; Oversee the day to day smooth running of the Registries; Advice on disciplinary matters to junior staff; Deal with protocol functions; Oversee the general cleanliness of office premises; and Perform other duties assigned by his/her supervisor. 1.6.2 QUALIFICATIONS AND EXPERIENCE Bachelor Degree/Advanced Diploma in either Public Administration or Human Resources Management from recognized Institution. 1.6.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 13 1.7 PUBLIC RELATIONS OFFICER II - 1 POST 1.7.1 DUTIES AND RESPONSIBILITIES Assist in routine public relations activities such as writing features for the Institute Newsletter, carrying out photographic assignments; Report public criticism and complaints to his or her supervisor; Coordinate awareness activities for Institute; Prepare annual reports, booklets, brochures, speeches and prospectus; Assist in organizing official functions and tours for the Institutes visitors; and

Perform other duties assigned by his or her supervisor.

1.7.2 QUALIFICATIONS AND EXPERIENCE Bachelor Degree or Advanced Diploma in either Mass Communication, Public Relations or Journalism from recognized Institutions. 1.7.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 13 1.8 LIBRARY ASSISTANT II - 3 POSTS 1.8.1 DUTIES AND RESPONSIBILITIES Undertakes various basic library duties under close supervision; Prepares book orders; Receive new materials; Handles simple enquire from readers; Undertakes bibliographical searching; and Performs other duties assigned by his/her supervisor. 1.8.2 QUALIFICATIONS AND EXPERIENCE Holder of form IV Certificate and who have attended Certificate Course in Library and Information Studies or equivalent qualifications from recognized Institution and must be a computer literate. 1.8.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 6 1.9 JANITOR II - 3 POSTS 1.9.1 DUTIES AND RESPONSIBILITIES Assist in supervising hall attendants; Assist in enforcing students rules and regulations; Assist in keeping and maintaining proper residence records; Assist in ensuring security in and around halls of residence; and Perform other duties prescribed by his/her supervisor. 1.9.2 QUALIFICATIONS AND EXPERIENCE Diploma in either Social Work, Education, or Home Economics from recognized Institution.

1.9.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 9 1.10 TECHNICIAN II (ELECTRICITY) 1 POST 1.10.1 DUTIES AND RESPONSIBILITIES Carrie out specified tasks connected with research, practical under close supervision; Assist in the repair and maintenance; Assist senior staff in the relevant fields or operation; and Perform other duties assigned by his / her supervisor. 1.10.2 QUALIFICATIONS AND EXPERIENCE Full Technician Certificate (FTC) Course in Electricity or Diploma in Electricity from recognized Institution. 1.10.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 9 1.11 COMPUTER SYSTEMS ANALYST II 1 POST 1.11.1 DUTIES AND RESPONSIBILITIES Assist in standard software and hardware installation; Assist troubleshooting LAN and hardware / software problems; Assist students and other ICT users in system analysis and design; Supervise IT / Computer laboratory technicians; Assist in managing server operating systems; Assist in managing and maintaining networks; and Perform other duties assigned by his / her supervisor. 1.11.2 QUALIFICATIONS AND EXPERIENCE: Bachelor Degree or Advanced Diploma in either Computer Science, Information and Communication Technology or Information Technology from recognized Institution 1.11.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 13 1.12 TECHNICIAN II (COMPUTER) - 1 POST 1.12.1 DUTIES AND RESPONSIBILITIES

Carries out specified tasks connected with PC maintenance under close supervision; Assist in the repair and maintenance; Assist senior staff in the relevant fields or operation; and Perform other duties assigned by his / her supervisor.

1.12.2 QUALIFICATIONS AND EXPERIENCE Full Technician Certificate (FTC) Course in Computer Science or Information and Communication Technology, or Diploma in Computer Science or Information and Communication Technology from recognized Institution. 1.12.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 9 1.13 PERSONAL SECRETARY II - 1 POST 1.13.1 DUTIES AND RESPONSIBILITIES Type all general correspondence and non-confidential matters; Take proper care for all machines under his/her charge and make sure they are used properly; Maintain flimsy file; Receive and direct visitors; Attending telephone calls and taking messages; and Perform other duties assigned by his/her supervisor. 1.13.2 QUALIFICATIONS AND EXPERIENCE: Form IV Certificate with passes in English and Kiswahili, and who has completed a Certificate Course in Secretarial Studies from recognized Institution. 1.13.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 6 1.14 RECORDS MANAGEMENT ASSISTANT II - 1 POST 1.14.1 DUTIES AND RESPONSIBILITIES Receive all mails and enters them in the relevant registers; Receive and distribute official publications according to standing instructions; Sort, address, dispatch letters, files and other documents; File letters and other documents; Prepare file indexes;

Maintain safe keeping of files; Prepare file movement cards and ensures that daily markings are made; and Perform other duties assigned by his/her supervisor.

1.14.2 QUALIFICATIONS AND EXPERIENCE Holder of Certificate of Secondary Education who has attained Certificate Course in Records Management from recognized Institution. 1.14.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 6 1.15 TECHNICIAN II (PLUMBING) - 1 POST 1.15.1 DUTIES AND RESPONSIBILITIES Carries out specified tasks connected with estates plumbing installations and maintenance under close supervision; Assist in the repair and maintenance; Assist senior staff in the relevant fields or operation; and Perform other duties assigned by his / her supervisor. 1.15.2 QUALIFICATIONS AND EXPERIENCE Full Technician Certificate (FTC) Course in Plumbing or Diploma Course in Plumbing from recognized Institution. 1.15.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PGSS 9 1.16 HEALTH OFFICER II 1 POST 1.16.1 DUTIES AND RESPONSIBILITIES Inspect environmental sanitation around campus; Inspect sanitary of buildings and cafeteria; Inspect food taken by students according to standards set by Government; Perform other duties assigned by his/her supervisor. 1.16.2 QUALIFICATIONS AND EXPERIENCE: Form IV Certificate with a Diploma in Public Health, Health Sciences or Environmental Health Sciences from recognized Institutions.

1.16.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PMGSS 6 1.17 CLINICAL OFFICER II - 1 POST 1.17.1 DUTIES AND RESPONSIBILITIES Diagnose and provide preventive health services / treatment; Treat wounds; Provide first aid to patients of the Institute; Delivering health care education to community; Counseling the community on cost sharing to health care services; Attend general outpatients clinics; and Perform any other duties assigned by his/her supervisor. 1.17.2 QUALIFICATIONS AND EXPERIENCE Holder of form IV Certificate or form VI Certificate who has attended three years Diploma Course in Clinical Medicine from recognized Institutions. 1.17.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PMGSS 6 1.18 NURSE MIDWIFE II - 2 POSTS 1.18.1 DUTIES AND RESPONSIBILITIES Perform general nursing care of patients; Perform maternal and child care services; Administer drugs and treatment as per prescribed by the Medical Officer; Provide Health education on family planning, nutrition, vaccination, sanitation and child spacing; Monitor pregnancy development; Sensitizing the community on maternal and child health; Analyzing the health statistics report and its impact (meaning) to the Institute; and Perform other duties assigned by his/her supervisor. 1.18.2 QUALIFICATIONS AND EXPERIENCE Holder of form IV Certificate who has attended Nursing and Midwifery Course from recognized institution and attained Grade A Nursing Certificate from a recognized Institution registered by Nurses and Midwives Council.

1.18.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PMGSS 4 1.19 HEALTH LABORATORY TECHNICIAN II - 1 POST 1.19.1 DUTIES AND RESPONSIBILITIES Prepare re-agents for routine examination of patients; Carry out diagnostic procedures; Assist senior staff in various fields of operations; and Perform any other duties assigned by his/her supervisor. 1.19.2 QUALIFICATIONS AND EXPERIENCE Diploma Course in Health Laboratory Science or its equivalent qualifications from recognized Institution 1.19.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PMGSS 6 1.20 MEDICAL ATTENDANT II - 1 POST 1.20.1 DUTIES AND RESPONSIBILITIES Maintain cleanliness of the infrastructure including floors, windows; Making beds and tides rooms and wounds; Ferry and distribute food to patients; Assist nurses in administering drugs, dressing wards; Take specimen; Monitor and records temperature, blood pressure; and Perform other duties assigned by his/her supervisor. 1.20.2 QUALIFICATIONS AND EXPERIENCE Holder of form IV Certificate and who has completed a one year Pre-nursing Course from recognized Nursing Training Institution. 1.20.3 REMUNERATION Attractive remuneration package in accordance with the Institutions salary scale PMOSS 3
