It was developed to introduce important information related to Small & Medium Enterprise Development in Sri Lanka and it will guide you to fulfill your business requirements from right place at right time. Ministry of Industry & Commerce National Enterprise Development Authority (NEDA) comes under the purview of the Ministry of Industry & Commerce and is one of the prime state institutions that render valuable services and guidance to the small and medium scale entrepreneurs. The majority of the enterprises in Sri Lanka are small and medium scale enterprises and their contribution to the development of national economy is significant. Our aim is to encourage and render assistance to the small and medium scale entrepreneurs. I am glad to note that NEDA has taken steps to publish the small and medium entrepreneurs Guide Book 2011 in all three languages, Sinhala, Tamil & English. The 2009 edition was published only in Sinhala and English. I hope that the Tamil Edition will be of great use for small and medium entrepreneurs and agriculturists in the Northern and Eastern Provinces. It is with great pleasure that I send this message.

In the objective of our government to make Sri Lanka the economic hub of Asia, the Small and Medium scale entrepreneurs who already make the largest contribution to the National Economy turn out to be its leading shareholders. Those who are planning to be entrepreneurs in future as well as those who have already become small and medium scale entrepreneurs anticipate facilities to realize their entrepreneurial objectives. Equally, the institutions that provide services to small and medium scale entrepreneurs make various endeavours to enlighten them of their institutions and the services those institutions provide to the small and medium scale entrepreneurs. Most often, in these endeavours, neither the correct target group meets the institution that supplies the service nor the expectants of such services meet the appropriate service and such service provider. As an institution operating for development of enterprises hand in hand with international entrepreneurs, service providers and individuals from grass root level, National Enterprise Development Authority established under the Ministry of Industry and Commerce launches this Small and Medium scale Enterprise Instructions Manual by including information of the institutions supplying financial and technical services to small and medium scale entrepreneurs and this can be introduced as a bridge that links small and medium scale entrepreneurs and their service providers. It is with the heartiest pleasure that I convey my compliments to this Guidelines Manual as the Deputy Minister of the Ministry of Industry and Commerce as well as a Sri Lankan who wishes for development of enterprises in Sri Lanka.

Target Group Applicants should be permanent residents, above 18 years of age & should not figure as a defaulter in any financial institution. Preference will be given to who are posses vocational qualifications and experience. The maximum individual loan size is Rs 200,000/= 18 % per annum Maximum repayment period is five(05) years (including the grace period) by weekly or monthly installments. The Industrial Technology Institute (ITI) is statutory which came into existence on 01st April 1998 by virtue of the Science and Technology Act No. 11 of 1944. Establishing 300 new industries by starting at least one industry in Each Divisional Secretary Division
Purpose : Facilitating local industrialists who are to invest in regional level To whom : Medium & Large scale industries Conditions: Should be located in any area out side Colombo & Gampaha administrative districts Not formed by the splitting up or reconstruction or acquisition of any undertaking which was previously in existence. The sum invested in plant, machinery, furniture & building (expect land) prior to 01st April 2010 should not less than of Rs. 30 mn. Minimum employment generation on 01st April 2010 should be 200 and maintained at the level for year of assessment (for Information Technology, Printing on paper or the manufacture of any packaging materials minimum employment is only 50) Benefits Exemption of Import Duty and VAT on import of new plan and machinery. Income Tax exemption for 05-10 years depending on the investment and the location of the project. Minimum Requirements: Same as Conditions A-D

Obtain Application from Business Registration Section of Divisional Secretarys Office Submit the completed Application Form along with the relevant documents. Business Registration Section, Divisional Secretarys Office Divisional Secretarys office forwards the application for the recommendation of Grama Niladari After the recommendation of Grama Niladari, if required, field inspection carried out by the Development Officer of Divisional Secretarys office. Approval Divisional Secretary. After the payment of fee to the Shroff, Administrative Officer signs the Certificate of Business Registration. Applicant obtains the Certificate of Business Registration.
