1.1

COMPANY PROFILE
INTRODUCTION
HILTRON LTD is a multi-disciplinary company formed to provide advice on medical equipment and information technology to government organisations, healthcare providers, project contractors and funders. The company also provides medical equipment and IT consultancy, planning assistance to architects and consulting engineers and managerial services for a wide range of healthcare facilities. The company is entirely independent and has no financial or commercial dependency on any manufacturer or supplier. Hiltron does not manufacture, supply or act as agent for any supplier.

EXPERIENCE
Hiltron is a medical equipment and planning consultancy organisation who have been contracted by major funding institutions, and public and private healthcare organisations in many parts of the World. The company has been in business for 20+ years and has worked on a large number of projects in the UK and in many other countries including Saudi Arabia, Cyprus, Malta, South Africa, Libya, U.A.E., Pakistan, Nigeria, Ethiopia, Portugal, Egypt, U.S.A. The company has been, and is, working in Malaysia, Cyprus, Saudi Arabia, Kuwait, Nigeria, Malawi, Dubai, Pakistan, Tanzania, Malta, Sierra Leone, Egypt, Qatar, The Russian Federation and several countries in Europe. Engagements have ranged from feasibility studies to complete project management. THE HILTRON SYSTEM


BACKGROUND
In addition to consultancy services, Hiltrons offers planning software which is used by many funding agencies, companies and organisations not only in the UK but in many of the Countries listed above. The service has been further extended by offering Clients internet connection to the Hiltron servers through a Citrix link. This allows continual access to the latest medical equipment database, a facility maintained by Hiltron as part of their medical equipment consultancy work. It also allows design teams, funding bodies etc to use the same project data whilst working from different locations, sometimes on different continents.

The databases of the Hiltron Planning System (HPS) are designed for continued use in projects from initial inception, through various design phases, through the purchase phase and finally for asset management. There is no need for additional software. However if at any time the Client requires additional facilities the data can easily be exported since the databases are supported by Microsoft and satisfy all the requirements of open access.

2.2

BASIS OF THE SYSTEM


HPS is written in Visual Foxpro (VFP), a Microsoft development language, and is fully network compatible. It is usual for Clients to site the required databases on a main server with the executable files on local work stations. However there are many other possible variations. A feature of VFP is the small size and high speed of the databases, making the system very portable. VFP is a Windows based system, and the user throughout is presented with recognisable Windows style interfaces which makes use of the system to a large degree intuitive. All the usual copy, cut and paste facilities are implemented and the program directly exports to Excel and Word. The software is written and maintained by Hiltron and has been developed over 20 years to match the requirements of its consultancy which specialises in all aspects of the tendering, purchase and support of medical equipment. It has been developed for and used in all aspects of hospital work.

2.3

THE HILTRON DATABASE


The Hiltron Database is a means of storing and retrieving vast amounts of information. Over the years, Hiltron have accumulated information on over 15,000 items. Hiltron are constantly updating this information and adding new items. A large amount of information is stored about each item, including: Specification; An icon for use in loaded architectural drawings; Supplier information, including the items part number, its cost (with applicable currency and discount where appropriate); Dimensions and weight; Any services it requires, such as an electric spur or piped gas; Specific requirements of any services, such as water temperature and air pressure; and Details of who supplies, installs and maintains the item. The information is stored in a logical structure, depending on the class of item: Electrical (E), Mechanical (P), Architectural (A) or Medical Equipment (M).

2.4

USE OF THE HILTRON PLANNING SYSTEM IN PROJECTS


In very simplistic terms projects can be thought as having the following phases: Initial conception/budgeting General and detailed design Tendering Purchase/Commissioning Asset management HPS has been developed to assist in all of these phases

2.4.1 INITIAL CONCEPTION/BUDGETING


HPS includes template rooms for a variety of types of medical facilities from small rural clinics to tertiary referral hospitals. It enables the user to rapidly schedule by copying from either that template or from any other previous project. The equipment database is costed and so budget estimates are available at the same time.

2.4.2 GENERAL AND DETAILED DESIGN


HPS user friendly interfaces allow simple modification and fine tuning of room by room data, perhaps during discussions with clinical users. The scope of the produced Room Data Sheets (RDS) allows integration of not just medical equipment but all aspects of the requirements of the room, such as size, maximum temperatures, air conditioning requirements etc. These can be separately input by the architect and mechanical and electrical consultant as required.

2.4.3 TENDERING
The equipment databases of HPS are structured to allow separation of equipment into appropriate tendering groups (Anaesthetic, Endoscopy etc) and the extensive print options makes the issuing of tenders an easy task. Also the databases include template specifications for medical equipment and furniture which can either be used directly or modified by the user in VFP or Microsoft Word.

2.4.4 PURCHASE/COMMISSIONING
The purchasing module of HPS is directly linked to the room by room equipment scheduling and gives the user the ability to show each item of equipment as being transferred or needing purchase. The module includes a version of the shopping basket approach well known on the internet and this can give outputs suitable for use by other financial auditing systems.

2.4.5 ASSET MANAGEMENT


The project databases carry all fields necessary for the ongoing management of medical equipment and furniture. Our Clients have in the past requested a variety of forms to be displayed either on screen or in printed form tailored to their particular needs. The system is very flexible and since it is written and maintained by Hiltron any required special features can normally be easily included. However data such as manufacture, agent, tag/ID number, date of purchase, date of warranty, part number, serial number, dates of testing for national safety conformity, service history (memo fields), dates of required routine maintenance, dates and details of breakdown maintenance, spare parts required, users comments etc would normally be considered as standard.

2.4.6 SUMMARY
HPS is a simple to use and inexpensive solution to the various needs of Clients in the creation and maintenance of medical and other projects. It has an easy learning curve for users. Hiltron is an independent consultancy company registered in the UK for 25 years and is uniquely qualified to offer full support not only for the software but also the various processes it is meant to undertake. Hiltron provides and supports a specialized and proprietary computer system (the Hiltron System) that meets the medical equipment planning system requirements of its customers. This system includes a vast database of equipment and supporting information, including graphics, supplier information and specifications. Hiltron's consultants use the Hiltron System as an integral part of the planning process. The system also allows the creation and population of a project hierarchy with equipment and design data and to make global and specific changes.

2.5

USING THE PROGRAM IN THE NORMAL PLANNING PROCESS

2.5.1 THE SCHEDULE OF ACCOMMODATION


After detailed discussion with the client relating to the structure of the project and the types and level of information to be reported on, the schedule of accommodation is entered into the Hiltron Planning System in the agreed format.

2.5.2 POPULATING THE SCHEDULE OF ACCOMMODATION


Using our wide spectrum of current and recently completed projects (in conjunction, where available, with reviewing operational policies, etc) and consulting with the end-users, Hiltron make an initial schedule of: Equipment Fixtures and fittings (architectural, electrical and mechanical and plumbing)

Design data (room dimensions, population of room, room relationships, operational notes, lighting and sound levels, ventilation requirements, temperature parameters, etc.) This initial schedule provides the first indication of the quantities and costs for equipment in the project at all levels of the agreed location hierarchy.

2.5.3 REVIEWING THE DATA


Once completed, the data is handed over to the client to be reviewed by the Equipment or Project working Groups (if these are not established, Hiltron can assist in establishing the appropriate number and membership of groups to best reflect the contents of the new project). Any changes can be discussed with and implemented by Hitron. This process is re-iterated until the client is satisfied with the data in the system.

2.5.4 REPORTS
Once information has been entered into the Hiltron system, it can be extracted in the form of various reports. This is an invaluable tool during the development and review stages. Available reports are: The Fixtures, Fittings and Equipment Report (Equipment and Furniture Schedule), which shows details of items in the selected location. The Bill of Quantities (Asset Bill), which shows quantities and, optionally, costs and suppliers, of items in the selected location. The Item Placement Report, which shows the location(s) of the selected item within the selected location. The Index of Rooms, which shows brief details of rooms in the selected location. Generic Equipment Specification Reports, which lists the generic (i.e. non-supplierspecific) specifications of items in the selected location. The Design Sheet Report, which shows detailed design and environmental information about rooms in the selected location. The Audit Trail Report, which shows changes to items in rooms in the selected location, for example items added or removed and who made the change. SERVICES FOR MEDICAL EQUIPMENT


The company uses knowledge gained over many years to design and specify equipment and facilities suitable for the country under consideration with the knowledge that medical science in all countries is advancing rapidly. The services offered include a range of planning, advisory and management: Initial feasibility studies. Due diligence reviews including: o o o consideration of the viability of medical equipment managed services, equipment specifications and budgets, staff requirements etc..

Room by room design review including: o consideration of equipment requirements based on what is most suitable for the end users local environment, modern practice and discussions with the Clients medical team. o budget considerations; effect of change on present and future requirements. o o IT implications for EPR, RIS, HIS and PACS integration liaison with Architects and Engineering consultants on space, service and environmental criteria affected by medical planning and equipment requirements. Hiltron is able to provide expert advice and support on a wide range of clinical IM&T issues impacting upon healthcare providers. Our consultants understand the needs of senior management and the imperative of delivering value and results. Hiltron advisors enable healthcare provider organisations to find their way through the clinical IM&T maze and to achieve best value from their IM&T capabilities and opportunities. Hiltron offers the following IT consulting services: IT Strategy Hiltron can provide advice, support and project management for the development, assessment and refreshment of IM&T Strategies. Hiltron can also review existing IM&T strategies across your organisation and support the achievement of improved cohesion and better value. Y Year Begun 2005 Key Tasks TA Brief Description Technical Advisors to the Funders Hiltron were appointed in 2005 as Technical Advisors to the Funders, lead by MacQuarie's Financial Services, for the Oxford Churchill PFI Project, a large 109M development principally focused on Oncology and related services, including 5 linear accelerators and extensive diagnostic imaging. The duties involved contractual advice to Funders, and presence in contract negotiations, advice during pre and actual construction and certification of payments against delivery/Installation/Commissioning of equipment, most of this equipment being supplied under a managed equipment contract. The project was completed in late 2008. IM&T Advisors Hiltron were appointed as IM&T Advisors to the Board of the Queen Elizabeth Hospital (QEH). The QEH has approximately 600 beds and is the principal public hospital in Barbados and the only public facility offering specialist care, teaching and research.
