National Minimum Wage In Place Soon

Wages Council chair Father Kevin Barr. Fiji will soon have a national minimum wage to cover workers not represented by unions or wages councils. It will be a wage below which no worker in the country should be paid, Wages Council chair Father Kevin Barr told the media. He revealed workers represented by the councils were earning wages below the poverty line. Father Barr said they are also working towards a wage increase for workers covered by the garment, security, wholesale and retail, road transport, manufacturing, mining and quarrying and building sectors in July. He said he cannot reveal the proposed increases until they are gazetted. Father Barr said the ten Wages Councils represent over 60 per cent of those in full time employment where in each council there are two employers representatives, two workers representatives and two independent representatives. "All of those we represent are earning below the current poverty line of $185 a week," he said.

Forty-six shops have closed in Nadi town following the severe floods in March. Losses to small business amounts to about $40 million while losses to residential properties are just over $12m. The Nadi Chamber of Commerce and Industry says a survey also revealed looting during the floods and they are trying to get the exact figures and the names of the shops affected. Chamber president Dr Ram Raju said 23 businesses had insurance cover. On the idea to relocate Nadi town, 26 members voted for the relocation while 108 voted against. favoured a Nadi river diversion as the best option and widening, straightening and dredging of the river to reduce risks. Air Pacific Announces Partnership


National airline Air Pacific announced three key strategic partnerships during the 2012 Bula Fiji Tourism Exchange (BFTE) at Denarau Island. The partnerships say the airline will further enhance international travellers in-flight experience on board the "new" revitalized airline. The strategic partners selected by Air Pacific include Panasonic Avionics Corporation (Panasonic), Zodiac Company, Weber aircraft and Singapore Airlines Engineering Company (SIAEC). Air Pacific chief executive officer and managing director David Pflieger said the new partnerships would allow them to provide passengers to the South Pacific even more reasons to fly with Air Pacific. "We're working with Panasonic, Weber or Zodiac and SIAEC and as part of our commitment to providing a world class flying experience for our customers on board the new A330-200s in 2013, and we're confident they will be impressed," said Mr Pflieger.

These were the sentiments shared by Attorney-General and Minister for Industry and Trade Aiyaz Sayed-Khaiyum at the opening of the 34th International Organisation for Standardisation Consumer Policy Committee summit at Nadi earlier this week. "In Fiji, for example, we have adopted laws from Australia and various other jurisdictions," he said. "However, these laws have been drafted for the specific needs of those jurisdictions, meaning every provision of these laws will not necessarily be appropriate for Fiji." He cited parts of the Land Transport Act as an example and specifically in the area of fines for not wearing a seatbelt is $80. He explained that an $80 fine in Australia was appropriate given peoples earnings there and the same however, did not apply here. "An $80 fine in Fiji for someone who is earning $150 per week is more than 50 per cent of their income. So what does that mean? "It means that it leaves room open for bribery and corruption. These are some of the hard core realities that we need to be aware of. "That when applying laws, when putting in place provisions, they need to be tailored for that particular jurisdiction." He said one of the first changes done by the Bainimarama Government was reduction in penalties for seatbelt infringement.

Qantas Earned $500M On Wings


QANTAS is alleged to have earned over $500million from Air Pacific since the mid 1990s, Civil Aviation minister Aiyaz Sayed-Khaiyum said. Mr Sayed-Khaiyum said the airline did not only receive dividends as the 46.3 per cent shareholder of Air Pacific but also gained revenue from the services it provided to Air Pacific. He said that as the partnership between the two airlines progressed, there were services that Qantas provided Air Pacific, which the latter paid for. For example, Air Pacific now arranges its own insurance, which it has found cheaper. The minister alleged that Qantas had super majority powers even though it was a minority shareholder. Mr Sayed-Khaiyum said Qantas had veto powers of 15 areas of operation of Air Pacific, which included the determination of new routes, capital outlays, appointment of the chief executive officer and numerous other areas. Qantas neither confirmed nor denied the $500m claim, only saying it did not have veto powers over Air Pacific's operations. "Qantas does not have veto power over Air Pacific's operational decisions nor do we have effective control over the airline," a Qantas Group spokesman said. "We are a minority shareholder." The government owns 51 per cent shares in Air Pacific, which will be known as the Fiji Airways from next year. Exactly two years ago, Qantas offered to sell its shares to the Fiji government through a proposal to the Prime Minister, Commodore Voreqe Bainimarama. It proposed $70m for its stake in the national airline.

Fijis Consumer Laws Praised At International Meet


The International Standard Organization or ISO the worlds largest developer and publisher of International standards for goods and services has praised Fijis consumer laws. Speaking at the 34th ISO COPOLCO Conference on consumer protection, the Vice President of ISO Mr SadaoTakeda said that the Fijian Government has taken a pro active stand to address consumer protection with the setting up of the Consumer Council of Fiji. He adds that since then, Fiji has an active consumer movement with the rights of the everyday buyer high on the Bainimarama Governments agenda. Takeda and other delegates were informed of the 212 various laws that have been revamped since 2009 with majority targeting consumers such as spot fines for illegal practices by retailers and producers, the labeling of products to be done in the English language and more recently the waiving of fees for those businesses affected by the recent floods. Takeda also praised the resilience of the Fijian people as the country hosts its first international conference just weeks after being hit by a devastating flood. Earlier the Prime Minister Voreqe Bainimarama highlighted to participants that Government upholds the importance of accountability and transparency and has included these values and principles into the various laws. "Fiji is one of the few countries in the Pacific to directly address Standards and Metrology. Relevant laws were amended in 2010 to make enforcement easier and meaningful with the introduction of on the spot fines for illegal practices which has given consumers greater protection."

The Fijian Government confirmed that talks are currently ongoing with international companies who have shown interest in bringing over movie making equipments to be rented out to producers. This was confirmed by the Attorney General Aiyaz Sayed-Khaiyum who said Film Fiji is currently talking to some companies to pursue this. He made the comments when asked if Government would be giving Film Fiji grants to purchase lighting, sound and other equipments which could be hired out to film makers to generate revenue.

Minister Sayed Khaiyum referred to the amount of equipments brought in saying that once Fiji would have its own equipments, things would be easier as film makers would not need to bring over gear as well as people. If you see they have brought in tonnes of equipments and people and once we start training our own people to be able to use these equipments that would make it a lot easier for film makers.

Girmit Day is of great significance to Fiji as it is a time to remember the tremendous difficulties faced by the people who came here to unfamiliar circumstances, said the Indian High Commissioner to Fiji, His Excellency Vinod Kumar. Speaking at the Girmit Day celebrations at the Indian Cultural Centre, Mr Kumar said that while the Girmit era finished in 1916, the sacrifices made by those that travelled miles from their homeland will always be remembered. The Girmit era saw the first ship, the Leonidas carrying Indian indentured labourers to Fiji in 1879 to work in plantations around the country. Their hard work has paid dividends as their grandchildren and great grandchildren have inherited the fruits of their labour. It is remarkable that the Girmityas adapted to their new work place and homeland, faced difficult living conditions and at the same time preserved their traditions, language and culture, Mr Kumar said. During the official handing over of the donation, Ms Mohini Narayin said that it was a wonderful experience for her to be at Mahaffy Girls Home to assist in providing the basic needs of the girls. I feel great to have made this contribution. It gives me happiness to see the smile on the faces of these girls. I am grateful for this opportunity and certainly this is not my last visit here, for I will also consider assisting them with their other needs like cooking stove and its indeed a privilege to have made a positive difference in this way, Ms Narayin added. Meanwhile, the Ministry of Social Welfare, Women and Poverty Alleviation permanent secretary Mr Govind Sami said the assistance would fulfill the educational needs for the girls at the home. The Social welfare ministry acknowledges this timely donation to help Mahaffy Girls Home with educational resources, Mr Sami said. Ms Kaajal Kumar, a representative of Gift of Love Network highlighted how their organisation works towards addressing the needs of disadvantaged children in our communities. We see this as a great opportunity to bridge the social gap that exists for underprivileged children. Our network works with Fijians around the globe and we have done similar programs for Boys Centre and Happy Home, Ms Kumar said. The Mahaffy Girls Home is state residential care home for girls aged between 12 to 19 who are either orphans or in need of care and protection under the supervision of the Ministry of Social Welfare. Currently a total of 14 girls live at this Home and last month a Memorandum of Agreement (MOU) was signed between Ministry of Social Welfare and Global Compassion as the new service provider for the management of Mahaffy Girls Home in Suva.

Australian flag carrier Qantas offer of its 46.3 percent stake of shares in Fijis national airline Air Pacific is too high and certainly not worth the amount offered. This was shared by the Attorney General and Minister for Civil Aviation, Aiyaz Sayed-Khaiyum following Air Pacifics announcement of its re-branding program. Qantas in 2010 wanted to sell its shares in Air Pacific to the Fijian government for $70 million. Qantas made a proposal in their words which we believe is an offer two years ago and we believe that offer is too high for the value of shares, SayedKhaiyum said. Minister Sayed-Khaiyum also added that Qantas should follow provisions outlined in Air Pacifics Article of Association, which states that any offer to sell should be formally made and should a conflict arise on the price offered, the matter should be taken to an independent arbitrator who will then appoint an independent valuer to value the proposed shares to be sold. The worth of the shares by way of reference, the last sale of shares in Air Pacific was in approximately early 2006, when the Solomon Islands government was selling approximately one percent of its shares in Air Pacific. They offered it to the then Fiji government who did not want to buy it. Qantas bought those shares for about $1.74 a share but Air Pacifics financial position then was a lot better, before the $94 million loss that they had, Sayed-Khaiyum said. The Ministry of Foreign Affairs & International Cooperation permanent secretary Mrs Saipora Mataikabara joins 3,000 participants from 181 countries, including government delegates, representatives from business and industry, environmental organizations and research institutions at negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol which runs from the May 14 to 25 2012 in Bonn, Germany. Diplomats from around the world are meeting in an attempt to reignite longrunning climate change negotiations following last years Durban. The two week-long talks represent the first formal meeting of climate change negotiators since the 11th hour agreement of the "Durban Platform for Enhanced Action" a deal hailed by the UN as a "remarkable new phase" in global efforts to tackle climate change. The Durban Platform committed all countries to work towards a new legally-binding treaty or an "agreed outcome with legal force" that would deliver deep emission cuts capable of limiting global temperature rises. During the opening session the executive secretary of UNFCCC Christiana Figueres called for efforts to turn political decisions into action to address the climate change. "Durban was a turning point, where governments agreed on tasks and timelines that give the best chance of avoiding the worst of future climate change. We now need to maintain the momentum, to constantly keep turning political decisions into action, Ms Figueres said. Figueres cited new research which predicted Earth's temperature rising by as much as five degrees Celsius (41 degrees Fahrenheit) from pre-industrial levels on current pledges, instead of the 2 C limit being targeted. "We still have a gap remaining between intent and effort," Figueres said. There has been much debate about how much proportional responsibility the rich and poor world should bear for curbing greenhouse gases. "All countries have a responsibility to do their fair share, particularly those with the largest historical emissions," the Alliance of Small Island States, which Fiji is a member of, said in a statement. Representing Fiji at the meeting in addition to Mrs Mataikabara is the Conservator of Forests Mr Samuela Lagataki and the Counselor at Fijis UN Mission in New York Mr Luke Daunivalu. Fiji became a party to the United Nations Framework Convention on Climate Change in 1992. Cabinet approved the Framework Climate Change Policy for Fiji in 2007 and a National Climate Change Policy (NCCP) on 19th February 2012. Torika Watters To Represent Miss World In Bali In 2013

Fiji Takes Leading Role In Consumer Protection


The Counterfeiting of products and services has been labeled as a nightmare and the Fijian Government is doing all it can to protect consumers. This was the message stressed to the over 200 participants at the country's first ever ISO COPOLCO conference held in Nadi. The conference was opened by the Attorney General and Minister for Industry & Trade Aiyaz Sayed-Khaiyum who said that the Fijian Government recognized the importance of Consumers. In opening the first ever International Conference on consumer protection, the Attorney General highlighted the fact that most Pacific Island countries did not have consumer standards and Fiji was taking the lead in ensuring that consumers were protected. Minister Sayed-Khaiyum said that with Fiji hosting the ISO COPOLCO conference, a major step is being taken as the country is showing that standardization is a crucial process for consumer protection. Aiyaz Sayed-Khaiyum revealed that since 2009, there have been 212 laws that have been revamped and introduced in Fiji with many of them targeted at consumer protection. The Attorney General says that the revamping of outdated laws shows that Fiji is enabling consumer protection as Pacific Island countries are easy targets for counterfeiters. It is hoped that as the ISO COPOLCO conference is hosted by Fiji, this will see the start of initiating standards in the country as well as benchmarks for goods and services. Participants were also informed that the counterfeiting of goods and services and even piracy makes a good and healthy portion of trade with an estimated $500 billion made each year by those companies that copy original goods and services.

Watters says this has been confirmed to her by Miss World Fiji national director Andhy Blake. Watters saiod in a statement that Blake opened his laptop in front of her and paraphrased an email from Miss World chief executive Julia Morley to send the first runner-up Koini Vakaloloma as she was ineligible to compete on the ground of her age. We then held a meeting the next day at which he told me to officially inform the other girls that I would not be going, she said. The disappointed 16-year-old girl said she was becoming very uncomfortable with the situation. I was worried about the lies, the deception, the lack of transparency and the lack of professionalism, she added. I knew there were issues with money, some of the girls had not received the promised prize money and were unhappy. I am sad it has come to this and I wanted the public to hear directly without any outside interference. Commenting on the hate posts by people on the Miss World Fiji facebook page, Watters said she is proud of her identity and has never considered her people as racists. I would like to state that I have no involvement in any of this underhand processes and I have been blind to this entire drama going on behind the scene. Miss World Fiji organisers on their Facebook page have stated that Watters has not been stripped of her title and she will always be the Miss World Fiji winner. They also apologised to her family and have also assured the winners of the special categories that their cheques will be delivered. We wish her well in her future endeavours and offer an apology to her, her beautiful family and friends for any distress this competition would have brought upon her." Proceeds of the fundraising done for mental health awareness by the Miss World Fiji contestants will also be handed to the St Giles Hospital The organisers say they will also file legal action against anyone who has accused the organisation of any wrongdoing. $3M Crematorium
Fiji's first LPG (liquid petroleum gas) fired crematorium is the result of extensive consultation with and support of local secular and religious segments. Owner of the $3 million Dignified Cremations Limited crematorium Maurice Ruggiero said the modern computer-controlled, LPG gasfired cremation furnace included a ceremonial building with a sitting capacity of over 100 people and another 300 standing. Mr Ruggiero, a building services consulting engineer, said extensive consultation with the community indicated the pressing need for a modern, clean and well set out cremation facility. "Over the past decade Fiji's society has evolved and become more sophisticated, yearning for the choice to cremate a loved one's remains in a venue where well organised ceremonies can take place in a clean, expedient and dignified manner," Mr Ruggiero said. A typical traditional open pyre cremation took between eight and 12 hours to completely consume a body, he said. The gas-fired crematorium would reduce a body to ashes in approximately 80 minutes, he said. Located on 3.5 acres of State land adjacent to the Nasinu Cemetery, the crematorium can be accessed through Adi Lady Davila Ganilau Rd just off the Kings Rd. Mr Ruggiero said the land was especially and conditionally leased by government to Dignified Cremations for the sole purpose of establishing a modern crematorium. "We are very grateful for the great support we received from government and the prime minister for this important project," he said. The crematorium is an extension of the Ruggiero family business which deals in the funeral industry. "Our sister company Beautiful Monuments has been fabricating tombstones in Fiji since 1980. The establishment of Dignified Cremations Ltd is a natural progression of our family's long involvement in the funeral industry in Fiji from its original roots in Southern Italy," Mr Ruggiero said. "Families will be given fine powder ashes as a result of this type of cremation. This will completely eliminate the chance of large bones being discarded on our beaches and shoreline," he said adding that ashes would be placed in biodegradable clay urns. The use of biodegradable clay urns, consistent with environment friendly principles adhered to by the company, eliminates the use of plastic bags, ice cream boxes and other unsuitable containers which are often thrown at sea with the ashes, he said. "A lot has been said recently in regard to the control and prohibition of cutting mangrove resources from our shoreline. Much of this mangrove is cut to serve as fuel for traditional cremations. This new LPG-fired crematorium will see the elimination of mangrove as a fuel for cremation purposes," Mr Ruggiero said. The state-of-the-art crematorium offers complete funeral services and is nondenominational. Dignified Cremations Limited founder Maurice Ruggiero said the cremation services ranged from $2600 to $3500. "The ceremonial building features a large LCD screen and PA system which will allow photos of the person whose life is being celebrated to be shown during the ceremony," he said.

Fiji 'Citizen' Dilemma


THE Fiji government is in the process of determining whether Air Pacific is a citizen of Fiji, as per the requirement of the Civil Aviation (Ownership and Control of National Airlines) Decree 2012. Under the decree, no airline may operate under the laws of Fiji unless it is a citizen of Fiji. The decree also requires that at least 51 per cent of the voting interest must be owned and controlled by Fiji citizens and that at least two thirds of the board or any committee must be Fiji citizens. Attorney-General and Civil Aviation Minister, Aiyaz Sayed-Khaiyum revealed the contents of his reply to a letter from Qantas chief executive officer, Allan Joyce saying he wished to handle the Qantas shareholding discussions in a fair and transparent manner. The board membership of Air Pacific includes four representatives each from the majority shareholder which is the government and Qantas which is the minority shareholder. Another member will be the nominee of both. Mr Joyce had written to the minister on April 12, raising his concern on the decree, which he said was specifically targeted at Qantas shareholding (46.3 per cent) in Air Pacific. Mr Joyce was concerned that the decree required the review of corporate governance documents by the minister who may also recommend the amendments of the documents so that they complied with the decree. Qantas also wanted a confirmation from the government that it did not intend to amend the current provision in the Articles of Association of Air Pacific Limited, which govern the sale of shares by an Air Pacific shareholder. "In addition, the decree suggests potential amendments to the Articles of Air Pacific may be required which could have significant implications for Qantas in relation to the corporate governance framework for the management of its joint venture investment in Air Pacific and for its investments in Fiji generally," Mr Joyce stated in the letter. Mr Sayed-Khaiyum said the decree implemented internally accepted convention and practice which required that a country's national air carrier be substantially owned and controlled by the citizens of that country. "Air Pacific Limited (APL) has submitted its corporate governance documents in accordance with the decree," Mr Sayed-Khaiyum stated in the letter. "The minister, under the decree will shortly consider the corporate governance documents submitted by APL and will make a determination under the decree as to whether APL is a citizen of Fiji and which aspect of APL needs to be amended or changed to comply with the decree. "In making a determination on APL's citizenship, section 7 of the decree requires examination of the totality of the circumstances to determine whether a foreign citizen has or could have actual control potential to actually control or an impermissible ability to influence or substantially influence its activities." Mr Sayed-Khaiyum added that the decree did not in any way affect Qantas' shareholding in APL. "As previously indicated, the Fijian government remains keen to acquire QAL's shareholding in APL and is committed to negotiating a sale price with QAL in good faith and in a fair and transparent manner...," Mr SayedKhaiyum said.

Fake Note Alert


Seven cases of counterfeit notes have been reported this month sparking calls from the police for the public to be on the lookout for fake notes. Police spokeswoman Ana Naisoro said the counterfeit notes had appeared in the west with one case reported in the north. "The Fiji Police Force is advising members of the public particularly businesses to be on the lookout for fake notes," she said. "The recent case is from the Western Division in Tavua where a bank teller discovered a fake $50 note believed to be counterfeit while performing a transaction." Ms Naisoro said western police had been advised of the spike and were working to catch the counterfeiters. Ms Naisoro said the note was seized for verification with the suspect being questioned. "The rise in cases is a concern as it clearly shows that fake notes are now in circulation. "We are therefore advising members of the public to be alert when handling money and report any suspicious transactions to your nearest police station or community post, or call 919 or 917."

Young Leaders Depart For Japan


Eight young leaders from Fiji and a representative each from Kiribati and Tuvalu have left the country for a three-week training course in Japan. The participants chosen through the Public Service Commission will receive training in the field of youth development through the Japan International Cooperation Agency JICA. JICA training officer Seema Chand said in a statement the course sponsored by the Japanese government was aimed at promoting human resource in developing countries. She said young leaders would develop specialties through the experience and learning technologies and skills in Japan to increase their willingness to resolve issues on their own. "The purpose of this program is to provide young people who will shoulder the task of future nationbuilding to study their respective fields," she said. The training officer said the tour would deepen the mutual understanding between the group and the Japanese people during their exchange of ideas with their youth counterparts and host families. Fiji To Host 4Th Pacific Strategy Meeting


The 4th Pacific Strategy Meeting hosted by the Fiji Girl Guides Association from May 17th to May 22nd, 2012 will be opened by the Minister for Women Dr Jiko Luveni. The Ministry of Women works closely with the Fiji Girl Guides Association in empowering the young girls in their social, economic and spiritual development. The Ministry also has close networks with the Association in terms of training girls, including single mothers into income generating programs and leadership skills development. The empowerment programs are coordinated through governments 10 year plan for womens national machinery called the Womens Plan of Action (WPA-2010 to 2019) to train young girls as agents of change in their communities. Around 20 to 30 representatives from six Pacific Member Organisations, from Papua New Guinea, Tonga, Cook Islands, Kiribati, Soloman Islands, including Fiji will be participating in this meeting. It is coordinated by the Asia-Pacific Region Office under the World Association of Girl Guides and Girl Scouts. Being the preparatory meeting, preceding the Asia Pacific Regional Meeting (including Australia and New Zealand), and resolutions will be discussed at this regional meeting before it is taken to the World Association of Girl Guides and Girl Scouts. At present the Fiji Girl Guides Associations membership stands at 5,540 comprising of young brownies and Girl Guide. Following this meeting, six senior leaders from the Fiji Girl Guide Association will be representing Fiji at the regional meeting. The first Pacific Strategy meeting took place in Brisbane in 2009 and allowed for Asia Pacific committee to work as a team for the future development of girl guides and the 2nd Meeting was held in the Cook Islands where a total of 5 Pacific Island countries including Fiji participated. Following this, the 3rd Pacific Strategy Meeting was held in Auckland, New Zealand in 2011 where Fiji was recommended to host the 4th Pacific Strategy Meeting and co-host the meeting with Asia Pacific Regional Committee.

Some 60, 553 labourers came to Fiji between 1879 and 1916 1920 - All indenture in Fiji is cancelled 1921 - Census show 84,475 Fijians and 60,634 Indians and a balance of 12,117 made up of Europeans, Chinese, Rotumans and others.

New Passports Delayed To June 20


Fiji's new passports have been delayed further. The Department of Immigration announced that the 40,000 new passports will now arrive on June 20 and the issuing of new passports will start on June 25. Director of Immigration Major Nemani Vuniwaqa says the new delay is due to technical reasons. More Charges In Tamil Migrant Ship Smuggling


Two more people have been charged with organizing illegal entry into Canada in connection with a ship that brought hundreds of Tamil migrants to B.C.'s West Coast. According to documents sworn in B.C. provincial court in Vancouver, Kunarobinson Christhurajah and Lesly Jana Emmanuelwas were charged Monday in connection with the MV Sun Sea, the boat that arrived off the B.C. coast in August 2010, carrying 492 people. Christhurajah and Emmanuel are both named in an amended indictment, bringing to three the total of people now charged in the case. Christhurajah and Emmanuel were both arrested in B.C. "The investigation remains ongoing and we're continuing to gather evidence," said RCMP Sgt. Duncan Pound. "We're not obviously ruling out the possibility of additional charges in the future, and so it wouldn't be appropriate to speak right now as to the specific evidence against these two individuals." Last month, RCMP announced the arrest of the man accused of masterminding the alleged human smuggling operation. Thayakaran Markandu was arrested in France after an international manhunt. Police said they intend to extradite him to face trial in Canada. An indictment filed in provincial court accuses Christhurajah, Emmanuel and Markandu of crimes in the Juan de Fuca Strait off the B.C. coast, as well as in Sri Lanka, Malaysia and Thailand. The indictment, which contains unproven allegations, claims they "did knowingly organize, induce, aid or abet the coming into Canada of one or more persons who are not in the possession of a visa, passport or other document required by the Immigration and Refugee Protection Act." The Sun Sea arrived with 492 Tamil men, women and children aboard. All made refugee claims, pointing to decades of violence wrought by a 26-year civil war in their home country of Sri Lanka. SYDNEY motorists could be charged a "distance toll" based on the number of kilometers they travel, the NSW state government says. Speaking at an Infrastructure symposium on Tuesday, NSW Roads Minister Duncan Gay said a distance toll was one of the options the government had asked Infrastructure NSW to consider to help fund future developments. However, he ruled out a congestion tax. A distance tax would charge motorists on the basis of kilometers travelled, as opposed to a congestion tax, which would apply in the most congested areas. Mr Gay told the gathering of infrastructure industry leaders he wouldn't rule out levying new road charges in the future. "One of the things we've asked Infrastructure NSW ... would be to look into that sort of charging in the future," he said. "Whether that's a distance toll, the key that we're looking for is a degree of fairness and an ability to deliver new infrastructure for that state for the state." A government spokeswoman said the NSW government would consider recommendations contained in the Schott report into infrastructure spending. The report, released in January, also canvassed the idea of a distance toll. "It would make more sense for the toll road network in Sydney to be tolled on utilization based formulae, for example per kilometer travelled and/or differing time charges," the report said. It recommended the treasury and Infrastructure NSW investigate toll arrangements and provide options to the government on opportunities to make the toll road network more efficient.

But five per cent of people said they would struggle to find an alternative to cheques. Those groups most likely to be affected as cheques continue to decline were the elderly, rural dwellers and not-forprofit organisations. Access and usability issues made it hard for these groups to move away from cheques and share in the benefits of the emerging digital economy. The APCA called upon financial institutions to consider ways of improving customers' access to electronic funds transfer payment options, especially small businesses and not-for-profit organisations. Financial institutions could also consider providing assisted computer payment facilities in branches for customers to make online payments. The APCA also recommended that federal, state and local governments develop cross-government policies for payments use that promoted electronic payments.

Despite their having no legal status, same sex couples are able to hold fairytale wedding ceremonies at hotels inside the popular Tokyo Disney Resort, including at the Cinderella Castle, a company spokeswoman said. News of the unions came to light when Koyuki Higashi, 27, inquired about marrying her female partner at the resort. A member of staff who answered the call said there would be no problem with their marrying, provided they dressed "like a man and a woman", Higashi wrote on her blog. The staff member explained a same-sex wedding would create "repercussions" among visitors to the park if both brides were wearing wedding dresses or both grooms wore tuxedos, the blog added. However, a few days later, the resort operator got back in touch to say their initial response had been wrong and gay couples were free to mix and match their attire. "We have never refused an application for a same-sex wedding at hotels here," a spokeswoman at Milial Resort Hotels, a subsidiary of Tokyo Disney Resort, told the media. A CANADIAN man has filed a $2.35 million lawsuit after Ottawa police officers allegedly roughed him up outside the Australian High Commission. Ziad Chebib, a Canadian citizen born in Lebanon, lived in Australia for 10 years until he was deported in 2010. Mr Chebib claims he was peacefully protesting his deportation outside the Australian High Commission in Ottawa in 2010, including pitching a tent, but was arrested and suffered injuries that prevent him from working. He alleges during the arrest officers forced him to his knees, twisted his hands behind his back and slammed his head and neck into a police vehicle despite not resisting arrest, Canada's newspaper reported. Mr Chebib said he passed out in a jail cell and while being transported to a hospital in shackles a police officer covered his mouth, making it difficult to breathe. He is seeking $1 million in general damages, $1 million for loss of income and punitive damages of $350,000 from the three officers, Canada's attorneygeneral and the Police Services Board. Mr Chebib joined his brothers and sisters in Melbourne in 1999, arriving from Calgary with his wife and his four children. He sought permanent residency in Australia but was rejected because he failed to meet the income requirements of his business visa.

All face either child endangerment and/or animal cruelty charges, the sheriff said. The owner of the home was arrested on an outstanding warrant for allegedly writing a bad cheque. However, Teresa Weldon also faces possible child endangerment and animal cruelty charges. Authorities said the infant and 58 dogs they removed from the property were living in "alarmingly unhealthy" conditions. They said the property was strewn with filth and dog feces and that many of the animals lived in stacked crates without adequate food and water. Two dogs were euthanized shortly after the raid and five other puppies later died, according to the Sheriff.

"The concern is that someone is posing as a law enforcement officer and that is how these vehicles end up on the side of the road." Law enforcement agencies are now working together to find out who committed the crimes, and to keep those traveling the highways safe. "We've got extra patrol patrolling the state and county roads. Best Buy Founder To Follow Chief Executive And Resign


The founder of US electronics retailer Best Buy, Richard Schulze, is leaving after it was found he knew the chief executive was having an affair with a female employee but did not disclose it to the audit committee. Chief executive Brian Dunn resigned in April, citing the firm's poor results. It was discovered when an outside firm was asked to look into the matter. Its inquiry found Mr Schulze acted inappropriately when he found out about the relationship. Close personal relationships are against company policy. Mr Schulze founded Best Buy in 1966 and it has grown to be the US's biggest consumer electronics retailer. It tried to enter the UK market but pulled out last year, selling some of its stores to Morrisons. He said in a statement: "In December, when the conduct of our then CEO was brought to my attention, I confronted him with the allegations (which he denied), told him his conduct was totally unacceptable and contrary to Best Buy's policies and everything I, and the company, stand for. "I understand and accept the findings of the audit committee." Best Buy said that in the light of the findings, it would review corporate policies and procedures. It will also recommend that shareholders approve a proposal requiring every director to stand for reelection on an annual basis. Brian Dunn had been with the company for 28 years. His severance package is worth some $6.6m. Mr Schulze will receive the title chairman emeritus, an honorary position, and will formally go as a director in June. He will be replaced by Hatim Tyabji, chairman of its audit committee.

Victims of the Black Saturday bushfires in Victoria's north-east will share in $32.5 million after a Supreme Court Justice agreed to an out-of-court settlement. The 2009 bushfires at Beechworth and Mudgegonga claimed two lives and destroyed 38 houses. The class action group of around 80 people included all those who suffered property damage in the fire. A trial was originally set down for eight weeks in March but an out of court settlement between victims and defendants - who included the Department of Sustainability and Environment and SPI Electricity - was approved by the Victorian Supreme Court. Justice Karin Emerton found the settlement of $32.85 million was fair and reasonable.

It is alleged the fire started when a tree fell across a powerline, but Justice Emerton told the court a cause of the fire was not agreed on. The settlement will amount to around 43 per cent of the total damage bill. The lead plaintiffs, Paul Mercieca and Amelia Coombes, claimed damages for their personal injuries and for property damage to their rented residential and farm property. The class action group sued SPI Electricity Pty Ltd, Eagle Travel Tower Services Pty Ltd, the Department of Sustainability and Environment and Parks Victoria. The matter was due to be settled in an eight week trial that was to have begun in March, but the parties agreed to a settlement on the first day of the hearing, leaving only the final figure to be determined.

A Florida mother who fatally shot her four children before killing herself on Tuesday called three of the kids who had sought help from a neighbour back to the house before firing the fatal shots, authorities said. Three of Tonya Thomas' children had gone to a neighbors front door before dawn to say their mother had shot them, said Lt Tod Goodyear, a spokesman for the Brevard County Sheriff's Office. She then called the children back to the house and killed them, Goodyear said.

The children ranged in age from 12 to 17. "It appeared they had been shot," Goodyear said. "The mother of the children came out of the residence next door, called for the children to return home, at which time they left and went back to the house." The neighbour then heard gunshots and called police. The shooting happened in an area known as the "Space Coast" because it is the home of NASA's Kennedy Space Center, the location of numerous shuttle launches.

Mutilated Bodies Dumped On Mexican Highway


Mexican officials have discovered the mutilated bodies of 49 people stuffed into plastic bags and dumped on an isolated highway. The bodies were found on a stretch of highway that runs between Monterrey, the capital of Neuvo Leon state, and the nearby US border. The killings are the latest in a string of brutal murders linked to a feud between rival drug gangs. Forty-three men and six women were among the dead, whose heads, hands and feet had been cut off. "What's complicating the identification of all the people was that they were all headless," said Jorge Domene, the Nuevo Leon government's spokesman for public security. He added that the other body parts were missing and that the victims could have been dead for days. A security spokesman said many of the bodies were tattooed. Some had images of the Santa Muerte, or "Holy Death" - a female skeletal grim reaper venerated by both gangs and some broader, non-criminal sections of Mexican society. Mr Domene says the brutal Zetas drug gang claimed responsibility for the murders in a message found at the scene. A large black "Z 100%" was spray painted on a road sign close to where the bodies were found. The area has been notorious for slayings by the Zetas, who have been locked in a bloody conflict with other gangs including the Gulf cartel, their former employers. The killings in Nuevo Leon are the worst there since 52 people died in an arson attack on a casino in Monterrey last August. That attack was also blamed on the Zetas. There has been an escalation of gruesome mass killings in Mexico in recent weeks. Last Wednesday 18 people were found decapitated and dismembered near Mexico's second-largest city, Guadalajara. A week earlier, the bodies of nine people were found hanging from a bridge and 14 others found dismembered in the city of Nuevo Laredo, just across the US border from Laredo in Texas. The dead are often connected to the drug gangs but many others have also been killed in shootouts between the cartels and government troops. Hot, Dry Summer Predicted For Conservatives To Eliminate Sin Most Of Canada Card In Latest Cost-Cutting Move
Along coastal BC, temperatures should be near-normal for the summer If you like it hot, you will certainly like one of the first summer forecasts of the season for Canada; most of the country could see a very hot, very dry summer. "It looks like at least two-thirds of Canada will probably be dealing with a very warm-to-hot summer compared to normal," says AccuWeather Senior Meteorologist Brett Anderson. In fact, the US-based forecaster is predicting one of the hottest and driest summers in 20 years for Canada, except in BC and Quebec. "Looking at southern Alberta, and southern Saskatchewan through much of Manitoba, temperatures should be wellabove normal throughout the course of the summer and it also looks like a slightly drier summer compared to normal across these areas," predicts Anderson. "This particular region, though, has been experiencing very warm and dry summers... about 80 per cent of the time over the last dozen or so years, so it's nothing new," he notes. Accuweather predicts coastal BC temperatures will be near-normal for the summer, with the western edge of the heat stretching only as far as the interior of the province. "In my opinion, much of BC will have a very pleasant summer, but there is going to be a difference between the coast and... into the mountains," explains Anderson. "Along the coast, we do expect to see a continuation of below-normal ocean water temperatures through the summer and that should have a slight cooling effect right along the immediate coast, probably leading to a little more fog than usual," he adds. Environment Canada's preliminary outlook calls for a warmer than normal summer for much of Canada, including the Lower Mainland. The federal governments months-long cost-cutting spree killing unnecessary wallet stuffers has claimed the life of yet a third victim: the SIN card. Canadians will no longer receive the redand-white plastic cards, which display a nine-digit social insurance number, but lack high-tech security features found in other identification, such as drivers licenses and credit cards. Plans were unveiled Tuesday at the Senate finance committee as parliamentarians continue to discuss Bill C-38, the Tories omnibus budget legislation. The cut will save taxpayers roughly $1.5 million a year, the committee heard. Beginning in March 2014, (SINs) will simply be issued in a letter, rather than as a separate plastic card, Alyson Queen, communications director for Human Resources Minister Diane Finley, said in a statement. The news follows recent belt-tightening announcements by the Conservatives to ice the penny and cancel government cheques in favour of direct deposits. Those cuts are expected to save taxpayers nearly $30 million annually. Peter Boyd, a Service Canada director general and departmental security officer, told the committee the SIN card is essentially useless and, without any built-in security, can, if stolen, lead to privacy breaches, chiefly identity theft. (The card) is not required for delivering services, he said. Relying on it as a mechanism for identifying clients is not prudent. On Tuesday, the Office of the Privacy Commissioner of Canada applauded the move, suggesting that cards are easily lost. Social insurance numbers and their cards, which were created in 1964 for enrolment in the Canada Pension Plan and employment insurance programs, can be used to apply for credit cards or bank accounts. If fewer people wind up carrying a SIN card with them as a result of the change, that will be a positive development for privacy, said Valerie Lawton, a senior communications adviser at the privacy office. But the eradication raises concerns that people who need to use their SINs, but forget the number, will be left scratching their heads without a card. I think what its going to cause is a lot of inconvenience for people, said Catherine Callbeck, a Liberal senator from Prince Edward Island who sits on the finance committee. Many Canadians have been used to going into their purse and getting their cards with their number and now theyre not going to have it. The committee was told that forgotten numbers could be re-requested by mail or at a Service Canada centre. A 2007 public opinion survey conducted for the Office of the Privacy Commissioner found 35 per cent of respondents had not memorized their SINs. Forty-six per cent reported the SIN card was kept in a wallet a 16-point decrease from 2005 while nine per cent said the card was lost. Service Canada stressed the government will still issue SINs.

ICBC Seeks Rate Cut For LowRisk Drivers


Changes could mean end to at-fault accidents not raising rates ICBC wants to change the way it determines basic insurance rates by using the driver's accident record rather than their vehicle's accident history. If the driver doesn't own a vehicle, a penalty will be applied once they do. But the changes would also mean the end to rules that allow people with a long history without a claim to avoid having their rates hiked if they have up to three at-fault accidents. "Under some circumstance the current system allows some people to keep their maximum basic premium discount even after they have been at fault in two, and sometimes three, crashes," according to information posted on the insurance corporation's website. "This is unfair to drivers who have a crash-free record. In addition there is also a second reason for charging higher-risk drivers a higher premium: it sends a message that there is a financial consequence to high-risk driving." ICBC spokesman Steve Crombie says option would be to limit drivers to one at-fault crash before hiking their rates. "Should we be giving one free crash? Most insurance companies do have one crash forgiveness, so we are asking is that something that people want?" The new scheme could end up seeing about two-thirds of drivers paying less than they do today, while the remaining third could pay more, says Mark Blucher, an ICBC senior vicepresident. Blucher says customers have already told the corporation they believe higher-risk drivers should be identified so that costs will be fairer, and suggests the change will also encourage safer driving. ICBC says it's launching a series of province-wide public consultations to glean whether the structural change has support. Consultations began Monday and will be hosted at public open houses in 12 regional centres across the province starting in Vancouver May 22.

Surrey To Create Bylaw Banning Chaining Of Dogs: Mayor Dianne Watts


Despite Surrey council's promise to introduce an emergency resolution banning dog chaining, it never materialized. On April 23, a group showed Surrey council graphic and troubling images of dogs found chained. Some of them ended up crippled and others had hanged to death on their tether. Coun. Barbara Steele said at the time council would introduce an emergency motion at the Lower Mainland Local Government Association (LMLGA), which took place in Whistler last week. The LMLGA would have forwarded it to the Union of B.C. Municipalities (UBCM), which would have pressed the province for legislation. However, the resolution never made it to the floor. Steele said this week Surrey staff weren't able to draw up the resolution in time and she was also concerned it wouldn't make the threshold necessary for an emergency. Steele said the city will be bringing a resolution the UBCM in September. Mayor Dianne Watts said Surrey is working on its own bylaw to have the practice outlawed. "Any time that you can put in provisions that will assist in the better care of animals, you want it in there as soon as possible," Watts said. She acknowledged its unsettling having cities pick up responsibilities that should be the purview of the province. "It's frustrating, but you have to move forward with these things," Watts said. "Hopefully there are enough people at the UBCM that will support that."

In addition to mismatching EI recipients with jobs, the Conservative government plans to pass a law that allows companies to pay temporary foreign workers up to 15 per cent less than local employees. It's not clear if the imported workers will carry government ministers around Ottawa in sedan chairs, but if they do, it's nice to know the fares will be a relative bargain. You may not have the same economic schooling as Flaherty, but maybe you're right to question why during an economic downturn we'd want to make it cheaper to import help. It would all make sense if you owned a multinational company making big bucks. Prime Minister Stephen Harper may believe he has a competent finance minister but Harper should find an actual human being with a heart to announce financial policy. Flaherty could make a dead man seem warm and cuddly. Change is not always a bad thing but even if you have a brilliant idea, it's awfully easy to screw up how change is implemented. If you have an idea for improvement, then start talking. Cavemen figured this out after they progressed past the grunting stage. Our government has the capacity to discuss and consult with experts, and even average Joe Canadian when it comes to employment. Why not consult with the business community and, yes, even the opposition parties? The Tories have shown continued refusal to discuss, refine and compromise. They prefer government by decree: here's the policy, final sale. It's becoming the Conservative government's Achilles heel. No one is right first time, every time. Decreeing change without discussing it makes it difficult to accept compromise when you realize someone can make the proposed policy better. Harper never wants to lose face by admitting his government's original idea isn't perfect, so we're all stuck with it. Flaherty's attack on EI recipients is an attempt to drive a wedge between the haves and the have-nots. Step one: thoroughly demonize the unemployed. Step two: blame them for being left further and further behind. We should all want the gap between rich and poor to close, not yawn. Should well-educated and skilled workers be forced to take the most basic jobs when unemployed? If companies can pay temporary foreign workers less than Canadians, how will that affect our unemployment rate?

Chicken Braised With Lemon, Fennel And Garlic


Garlic becomes sweet as it cooks gently in this fennel-laced broth. The fennel fronds have a delicate flavour similar to dill. Serve with creamy mashed potatoes and steamed asparagus. Ingredients 1 fennel bulb, (about 1 lb) 1/3 cup all-purpose flour 1/4 tsp each salt and pepper 12 boneless skinless chicken thighs, (about 2 lb) 2 tbsp vegetable oil 20 large (about 2 heads) garlic cloves, peeled 2 cups chicken stock 1 cup white wine Half lemon, thinly sliced 2 tbsp chopped fresh dill Preparation Cut fennel in half lengthwise and core; cut lengthwise into 1/4-inch thick slices. Chop fennel fronds. Set aside. In shallow dish, combine flour, salt and pepper; dredge chicken in mixture to coat all over. Reserve remaining flour mixture. In large shallow Dutch oven, heat oil over medium-high heat; brown chicken, in batches. Transfer to plate. Drain off fat in pan. Add garlic; cook over medium heat, stirring, until golden, about 1 minute. Add chicken stock and wine; bring to boil, stirring and scraping up brown bits. Add lemon and fennel; return chicken and any accumulated juices to pan. Reduce heat, cover and simmer until juices run clear when chicken is pierced, about 30 minutes. Transfer chicken, lemon and fennel to platter; cover and keep warm. In bowl, whisk reserved flour mixture with 1/4 cup cold water; whisk into pan and boil over medium-high heat, whisking, until thickened, about 5 minutes. Stir in chopped fennel fronds and dill; pour over chicken.

So, whether thats checking in for 15 minutes every Monday to see where your time went last week, or checking in at the end of the week, doing that regular review will help keep you on track with recording your time. If you try timesheet tracking for a set period say, a month or one quarter you can get a better sense of where your time is spent so you can adjust as necessary (or, in some cases, hire staff or contractors to take some unnecessary pieces off your plate). And, at the very least, it will give you quantifiable proof of why youre feeling so exhausted.

How A Big Meal Hits Our Waistline In Just 3 Hrs


There may be some truth to the saying 'a moment on the lips, a lifetime on the hips'. Scientists have found that once eaten, fat is stored on the waistline within hours - far faster than previously thought. Within just three or four hours of having a meal, up to two or three teaspoons of fat from the food gets stored. And if eaten again shortly afterwards, the fat stored around the middle will grow and grow. Those who like to tuck in at dinner should take particular note, as fat from meals eaten later in the day is especially likely to be stored around the middle. The finding that it is possible to 'become fat' within three hours contradicts the popular belief that weight gain is gradual. It was believed that fat from food was transported from the gut into the blood, where it could be used by the muscles as needed. Any excess was thought to be gradually removed and stored in the fatty, or adipose, tissue around the waist, hips and legs. However, the Oxford University research indicates a more complex and rapid - process. In the experiments, volunteers ate fat, which could be traced around the body. This was found to take around an hour to be broken down in the gut and then enter the bloodstream as tiny droplets, the media reported. The droplets are then whisked around the body - but not for long - before they are 'caught' and stored. "The process is very fast," said Fredrik Karpe, professor of metabolic medicine. "The cells in the adipose tissue around the waist catch the fat droplets as the blood carries them and incorporates them into the cells for storage." Only a small amount of the fat found in breakfast takes this route. But, by dinner, the amount increases to half. This is because of hormonal changes that occur later in the day which make it easier for the stores in the waistline to trap passing fat droplets. In a dinner with 30g of fat, two to three teaspoons of lard will rapidly gather around the waist. However, the storage system is temporary, with the fat deposited quickly drawn on, or mobilised, to feed our muscles. But when we overeat, it is a different story, Professor Karpe cautioned. "If you eat too much, you don't get into this phase of starting to mobilise it," he said. "There will just be constant accumulation and you will start to put on weight," he added.

Sunscreen Ingredient May Up Skin Cancer Risk


Contrary to popular belief that sunscreen protects bodies from overexposure and possibly from skin cancer, researchers are discovering that the product may not be so safe after all. Cell toxicity studies by Dr. Yinfa Ma, Curators' Teaching Professor of chemistry at Missouri University of Science and Technology, and his graduate student Qingbo Yang, suggest that when exposed to sunlight, zinc oxide, a common ingredient in sunscreens, undergoes a chemical reaction that may release unstable molecules known as free radicals. Free radicals seek to bond with other molecules, but in the process, they can damage cells or the DNA contained within those cells. This in turn could increase the risk of skin cancer. Ma also found that the longer zinc oxide is exposed to sunlight, the greater the potential damage to human cells. "Zinc oxide may generate free radicals when exposed to UV (ultraviolet) sunlight," May said, "and those free radicals can kill cells." Ma studied how human lung cells immersed in a solution containing nano-particles of zinc oxide react when exposed to different types of light over numerous time frames. Using a control group of cells that were not immersed in the zinc oxide solution, Ma compared the results of light exposure on the various groups of cells. He found that zinc oxide-exposed cells deteriorated more rapidly than those not immersed in the chemical compound. Even when exposed to visible light only, the lung cells suspended in zinc oxide deteriorated. But for cells exposed to ultraviolet rays, Ma found that "cell viability decreases dramatically." When exposed to ultraviolet longwave light (ultraviolet A or UVA) for 3 hours, half of the lung cells in the zinc oxide solution died. After 12 hours, 90 percent of the cells in that solution died, Ma found. According to Ma, when the zinc oxide nano-particles in the solution absorb the UV rays, the reaction releases electrons, which in turn may produce unstable free radical molecules in the zinc oxide solution. Those free radical molecules then bond with other molecules and act as parasites, damaging the other molecules in the process. Ma's research on zinc oxide's effect on cells is still in the early stages, so he cautions people from drawing conclusions about the safety or dangers of sunscreen based on this preliminary research. "More extensive study is still needed," Ma said. "This is just the first step." In the meantime, Ma advises sunbathers to use sunscreen and to limit their exposure to the sun. "I still would advise people to wear sunscreen," he said. "Sunscreen is better than no protection at all," Ma added. Besides sunscreen, zinc oxide is used in many commercial products, including plastics, paints, ointments and sealants. The study will be published in the journal Toxicology and Applied Pharmacology.

Food with a lot of fat and few carbohydrates could have a better effect on blood sugar levels and blood lipids for people with Type 2 diabetes, a new study has revealed. The finding from the Linkoping University comes as a surprise as diabetic patients are usually advised to keep a low-fat diet. The two-year dietary study led by Hans Guldbrand, general practitioner, and Fredrik Nystrom, professor of Internal Medicine included 61 patients of Type 2, or adult-onset diabetes. They were randomized into two groups, where they followed either a low-carbohydrate (high fat) diet or a low-fat diet. In both groups, the participants lost approximately 4 kg on average. In addition, a clear improvement in the glycaemic control was seen in the lowcarbohydrate group after six months. Their average blood sugar level dropped from 58.5 to 53.7 mmol/mol (the unit for average blood glucose). This means that the intensity of the treatment for diabetes could also be reduced, and the amounts of insulin were lowered by 30percent. Despite the increased fat intake with a larger portion of saturated fatty acids, their lipoproteins did not get worse. Quite the contrary - the HDL, or 'good' cholesterol, content increased on the high fat diet. No statistically certain improvements, either of the glycaemic controls or the lipoproteins, were seen in the low-fat group, despite the weight loss. "You could ask yourself if it really is good to recommend a low-fat diet to patients with diabetes, if despite their weight loss they get neither better lipoproteins nor blood glucose levels," Nystrom said. In the low-carbohydrate diet, 50 percent of the energy came from fat, 20 percent from carbohydrates, and 30 percent from protein. For the low-fat group the distribution was 30 percent from fat, 55-60 percent from carbohydrates, and 10-15 percent from protein, which corresponds to the diet recommended by the Swedish National Food Agency. The participants were recruited from two primary health care centres and met for four group meetings during the first year of the study. All 61 participants remained in the study for the follow-up. "In contrast to most other studies of this type, we lost no patients at all, which vouches for the good quality of our data," Guldbrand added.

Shah Rukh Khan Defends 'Scuffle' In Mumbai


Bollywood superstar Shah Rukh Khan has defended his actions after angry exchanges and scuffles with staff at the Wankhede Stadium in Mumbai. Khan said he became angry when security "manhandled" children he was with. The Mumbai Cricket Association (MCA) said the actor could be banned from the stadium for misbehaving during the Indian Premier League (IPL) match. MCA officials have filed a police complaint against the actor. He says he plans to report "abusive" staff. 'Completely unpardonable' Khan, who is the owner of the Kolkata Knight Riders team, which won Wednesday night's match against the Mumbai Indians, said he was angry because stadium officials had been "very rude" to him. Ontario police say they are holding a man who allegedly swallowed a $20,000 diamond as long as it takes for him to produce the evidence. Tips To Avoid Door-To-Door Scammers In Canada


1) Never do business with door to door sales people unless you can verify some basic facts about their business. Remember that this is your money they trying to get and you should be able to verify the person at your door. 2) Contractors should always have a local contractor's license. If someone cannot provide a licence, don't do business with him or her. If they say they don't need one for the type of work they do, don't do business with them until you know this for a fact. 3) Get references that are at least several months old and call them. If someone has a bad record, references are hard to give potential customers. Be sure that you call the references on your phone and make the phone calls in your own time. You want to be sure that you are contacting real people, not confederates of the scammer. 4) Don't do business right on the spot. If someone tells you that you have a problem with your property that needs to be fixed right away, get a second opinion from several other contractors. There is nothing so urgent about your property that it must be handled immediately. Anyone that tells you otherwise is attempting to scare you into a project that you don't need. 5) Don't be pressured to sign right now or lose the "fantastic deal". This is a common tactic of scammers to stop you from checking them out, looking for a better price, or giving you time to reconsider your decision. High-pressure salespeople should be avoided. You can often get just as good a price later on. 6) Don't make the cheque out in the name of a person, no matter what kind of deal they offer. Many scammers will use this tactic since it's easier to cash a personal cheque than one in a company name. Many people (and even legitimate business owners) will ask you pay in cash (or personal check) so that they can avoid paying taxes such as HST. The lower price might be a tempting, but you have little recourse if the work isn't done right. 7) Remember that a receipt is worth nothing unless the business is valid and reputable. Fraud artists will give you any receipt that you want, but if they are gone, that receipt is worthless. 8) Never pay for services in cash. Cash can be spent immediately and is not traceable. It is hard for anyone to just cash a cheque made out to a business right out of your account since business cheques must generally be deposited. This means that you at least have a few hours to stop payment on the check if you find something is wrong. Banks also have consumer fraud measures and can often track someone who has committed a fraud. Even better, pay via credit card since Visa, MasterCard, American Express and most other Canadian credit card companies all allow you to dispute a charge even up to 30 days after the transaction. Obviously though, most scammers don't take Canadian credit cards. 9) Don't be afraid to offend a stranger by not doing business with them. Cunning conmen will pretend that you are personally insulting their credibility and honesty if you want to check them out. They have a lot of well-rehearsed psychological tricks that they employ to make you feel like a heel because you want to exercise reasonable business procedures. Assume that anyone that acts offended because you want to check them out is probably nothing more than a thief. Get them off your doorstep and don't deal with them for any reason, even if they apologize. Real business people want to do business with you and understand if they haven't met your comfort level yet. They aren't afraid to prove themselves and they deal with this all day long. Only con artists get offended at being checked out. 10) If you don't feel comfortable, walk away. It's just that simple. Trust your initial reactions and if the person isn't credible, if their story doesn't seem right, if the deal is too good, if they are high pressured, if they won't listen, if they tell you something is wrong but don't want other opinions on it, just don't do business with them for any reason. 11) Just because the person seems nice and honest, doesn't mean they are. Fraud artists aren't very successful if they look and sound like liars. Scammers are very good at tricking people and they have been known to trick smarter and dumber people than you. 12) Make sure that you sign an agreement and that everything you agree to is in that agreement. 13) Before you sign a contract, give it at least a day to think it over. Call friends and relatives and pass the idea by them. Doing so doesn't mean you aren't intelligent. It means that you are cautious and a savvy shopper. 14) If you smell a rat, call your local Better Business Bureau and police department to ask if there have been any complaints of this type or against this company. Even if they don't have a report against this person, it doesn't mean they are legitimate. All it means is that they haven't been reported ... YET! (Or changed their name again). Remember to protect yourself from Canadian door-to-door scams: a) There is nothing so urgent that it cannot be dealt with tomorrow. If you didn't know you needed it an hour ago, you don't have to have it right away. b) There is no deal so good that it cannot be achieved tomorrow. c) There are plenty of businesses that want your business. The person in front of you is just one of them. Make sure they are legitimate. d) And finally, just use my rule: Never buy anything from a door-to-door salesperson. Canadians can target-proof themselves from fraud artists by following the tips listed above. Conmen look for the weak and vulnerable in our society appealing to their victims' optimistic trust in people. But a bargain is never a bargain when it comes from scammers seeking to simply separate you from your hard-earned money. Always remember: Buyer beware!

Use the crevice tool on your vacuum, a bottle brush, or a ruler with a cleaning rag to remove lint down in the lint trap. Yuck! You will be amazed how much comes out. Last, check the exhaust hose to be sure it's not clogged or deteriorating. Use a damp cloth to wipe off all surfaces. Machine Wash Today we move on to the washing machine. Unplug it before you begin. Look inside the tub and rub your hands around to see if there's any loose debris inside and pull it out. If your washer has an automatic dispenser for detergent or fabric softener, pour hot water in it and scrub with a toothbrush or scrub brush, followed by more water. Wipe it down with a cleaning cloth. Clean underneath if you can and dust behind the washer if you can reach it.

Visiting Chennai (Madras) India


Chennai, formerly known as Madras, is the capital of the southern state of Tamilnadu in India and is the country's fourth-largest city. It is on the Coromandel coast of the Bay of Bengal. The 367-year-old city is the 34th largest metropolitan area in the world. Kids And Driveway Safety


The risk to your children and other peoples children I want to mention may be one you are already aware of, and have already taken precautions against, but I want to mention just in case. It's the risk of accidentally backing over a child with your car in a driveway. Forty-eight percent of the children are treated in hospital emergency rooms and at least two children are fatally injured every WEEK. These unthinkable tragedies are happening most often in the driveway of the child's home and in 70% of the incidents the driver of the vehicle is their parent, grandparent, aunt, uncle or older sibling. "Here's the typical scenario: a parent says goodbye to their child, gets in the car, checks the mirrors and takes off. The child wanting to say good bye one last time runs after the car and the parent can't see the child. They have actually named this as 'the bye, bye syndrome.'"

Suzuki's compact five-seat SUV, the Grand Vitara, carries forward unchanged for the 2012 model year, as it did for 2011. Borrowing some of its mechanical workings from the last generation of the Chevrolet Equinox, the Grand Vitara is carlike in its basic proportions, but available with four-wheel drive and offering meaningful off-road capability with its low-range gearbox and frame-based construction. As you might expect, the fourcylinder's acceleration is less than potent in this size of vehicle. Handling is fair, meaning you won't find much to complain about in ride quality (though choppy pavement can be troublesome), but you won't be attacking a canyon road in the Grand Vitara either. The Grand Vitara's cabin is long, providing good leg room at all positions, but narrow, meaning shoulder room in the back seat is scarce and cargo room is disappointing. The side-opening tail gate doesn't help the cargo-area's utility, either, putting the Grand Vitara toward the back of the class in this regard. Safety gear is a hit-and-miss affair: all the expected standard equipment, including front side and side-curtain airbags, stability control, traction control, and anti-lock brakes, but despite that, the Grand Vitara doesn't rank at the top of any safety tests. Still, the IIHS rates the 2012 Grand Vitara its highest overall value of "good," and the NHTSA scores it at four stars of rollover resistance.

Being a head coach in any sport typically doesn't end well. When you consider that a typical year ends when you lose your last game, a coach better have a thick skin. A head coach will typically take most of the blame for a loss and get no credit for the win. After all, it's a heck of a lot easier to replace one guy at the top than a bunch of high-priced underachievers who sell jerseys with guaranteed contracts. Some coaches get a reputation as postseason chokers. Fair or unfair, the success or failure of a team in the playoffs can make or break a coach's legacy. A quick glance at the most successful regular-season coaches won't necessarily show the best postseason coaches. When it comes to the second season, some guys have what it takes to inspire, motivate, drive and even will their team to win. Then there are these guys. Not to say that they will never win, but these coaches aren't getting any younger. In a league that has seen more parity now than ever before in its history, the Stanley Cup is regarded as the most difficult trophy to win in team sports. Don't believe me? Ask any of these guys how tough it is.

Best NHL Coaches Who Never Won A Stanley Cup Title


The senior of the NHL's Murray brothers, Bryan currently calls the shots as the general manager of the Ottawa Senators. Bryan had a successful but unfulfilled career behind the bench for the Capitals, Red Wings, Panthers and Ducks. His last stop as coach of the Senators got him closest to the holy grail of Lord Stanley in the spring of 2007. His talented Sens fell to his previous employer in Anaheim in a cruel and ironic twist. That 2007 Cup finalist was Murray's only team that advanced beyond the second round. In spite of his 620 regular-season wins, his postseason record was a less than impressive 52-60. Predators games are full-blown events in Nashville, and expectations are starting to build. It's ironic to think that a hockey team in Nashville could actually disappoint its fanbase with a second-round exit, but the humble Predators coach wouldn't have it any other way.

Tied with Barry Trotz as the longesttenured coach in the NHL today, Ruff was a Stanley Cup finalist in 1998-99. He is the all-time Sabres leader in wins and playoff wins. Though the Sabres fell short in their playoff push this year, Ruff will have them back contending next year.

Jacques Martin

Jacques Martin started the forgettable 2011-12 season as the head coach in Montreal. He finished the season, well, probably happy he isn't the coach in Montreal. Resting comfortably unemployed at No. 10 on the all-time wins list, Martin is a veteran of two conference finals. He could never get to the Stanley Cup Final, but Martin is known best for bringing the Ottawa franchise to respectability. The knock against Martin has always been underperforming in the playoffs. His track record of success in the regular season and his ability to turn franchises in the right direction mean that he probably won't be unemployed for long.

Bryan Murray

The younger of the "Flying Murray Brothers," Terry was relieved of his coaching duties in Los Angeles after his Kings squad stumbled out of the gate last fall. As the talented Kings take the ice in the Western Conference Paul Maurice finals, Murray probably has some mixed emotions. His most recent stop on the coaching carousel was preceded by visits to Washington, Philadelphia and Florida. Originally helped out by his brother to get into the coaching ranks in Washington, Terry certainly was able to make a slightly better name for himself in the postseason. With a record closer to .500, Terry Murray's teams fell short of expectations. His only appearance in the finals was with the "Legion of Doom" in Philadelphia in 1997. Barry Trotz The crappiest bit of irony for (former) Hurricanes coach Paul Maurice was that, during his two-year absence from the Carolina bench, the Hurricanes won the Stanley Cup (2006). While it could be argued that Maurice's influence helped get them over the hump to Stanley Cup glory, I don't think he got fitted for a ring. Carolina's slow start this season led to Maurice being let go as coach. Despite having loaded teams in the early 1970s with Stan Mikita and Bobby Hull, the Blackhawks couldn't match their regular-season success in the playoffs.

Ron Wilson was the latest and greatest scapegoat to fall short of unrealistic expectations in Toronto. Wilson's record in Toronto wasn't awful, but without a playoff appearance, Wilson had to know his days were numbered. Successful with every team he's coached, except of course Toronto, Wilson lost in his only Stanley Cup Final appearance, getting swept by the Red Wings as the coach of the Washington Capitals.

Pat Quinn

Pat Quinn has the distinction of being the winningest coach to never lift the Stanley Cup. A cup finalist with the Flyers in 1980 and the Canucks in 1994, "The Big Irishman" also holds the unofficial crown as the last coach to get Toronto to the playoffs. Quinn's 684 career wins rank him fourth on the all-time list, and his 94 playoff wins have him sitting fifth in league history. At age 69, chances are, the Leafs won't be buzzing Quinn unless they have a better shot at getting to the playoffs, much less lifting the Cup.

Greatest Teams In Hockey History To Miss The Stanley Cup

As this season has evidenced, a great regular season doesn't guarantee postseason success, not even in the short term. The Presidents' Trophywinning Vancouver Canucks were given an early opening-round exit by the Los Angeles Kings. Throughout the history of hockey, there have been numerous talented and dominating teams that, for whatever reason, couldn't get it done in the playoffs. Here, we'll be examining the best teams to never reach the Holy Grail and win a Stanley Cup.

The Washington Capitals are yet another Presidents' Trophy winner to disappoint in the playoffs. They were bounced by a Montreal Canadiens team who had a hot goalie at just the right time. Jaroslav Halak stole the show in this series and the next against the Pittsburgh Penguins. The Washington Capitals have been making a habit out of failing to live up to expectations once the postseason comes around.

During the 1980s, two franchises reigned supreme: the Edmonton Oilers and the New York Islanders. However, 1982 was not the Oilers year. In spite of having a loaded cast of characters led by "The Great One" himself, Wayne Gretzky, the Oilers failed to succeed in the playoffs. They squared off against the Los Angeles Kings in what was one of the most exciting series in NHL history. This matchup will forever be remembered for the Miracle on Manchester, in which the Kings stormed back from a 5-0 deficit to beat the Oilers.

The Boston Bruins franchise was at its peak during this time. They were led by the great Bobby Orr, and just finished the regular season with a league-best 57 wins. Going into the postseason, they looked to capture back-to-back cups as they won it the year before. However, they would be knocked out in the first round by the Montreal Canadiens, who went on to win the Stanley Cup. The Bruins would recapture their glory by winning the Stanley Cup in 1972.

The Montreal Canadiens finished the regular season with a 38-8-4 record and were heavily favored to hoist the Stanley Cup. However, the Habs were knocked off in the semifinals by a Toronto Maple Leafs team that barely finished above .500.

The San Jose Sharks have long been a disappointment when it comes to the playoffs. The 2008-09 San Jose Sharks looked like they finally meant business. They set franchise records with 53 wins and 117 points. But once the playoffs came around, it was the same story. They wouldn't even make it past the first round as the Anaheim Ducks knocked them out in six games. Now, it appears Joe Thornton may never win a Stanley Cup.

The 1966-67 Chicago Blackhawks built on an impressive previous season by amassing a then-franchise-record 41 wins. The Hawks were the top seed in the playoffs and were led by the likes of Bobby Hull, Stan Mikita and Kenny Wharram. However, they'd lose to the Toronto Maple Leafs in the opening-round series, 4-2.

After a surprise season the year before, the Buffalo Sabres were expected to be one of the best teams the following season, and they did not disappoint. They had a great mixture of size, skill, youth and experience. They ended up winning the Presidents' Trophy and stormed through the first two rounds. Then, in the Eastern Conference finals, they were dismantled by the Ottawa Senators in five games.

2002-03 Detroit Red Wings

Although this Detroit Red Wings team was a No. 2 seed, it was very stunning to see how they went out. They would be swept by the Anaheim Ducks, who would eventually advance to the Stanley Cup Final and lose to the New Jersey Devils. This early-round exit occurred at the height of the Wings dynasty.

The Pittsburgh Penguins were well on their way to becoming an early '90s dynasty with the likes of Mario Lemieux and Jaromir Jagr. The franchise had already won backto-back Stanley Cups and was looking to take home a third. However, they ran into a feisty New York Islanders team. The Islanders ended up knocking off the heavily favored Pens in a sevengame series.

The Toronto Maple Leafs had a very successful regular season and cruised to the Stanley Cup Final. They were led by Syl Apps, who is one of the best little-known NHLers of all time. In the finals, they squared off against the Chicago Blackhawks, who not only staggered into the postseason with a sub-.500 record, but limped into the finals with injuries. In spite of it all, the Hawks knocked off the Leafs to win the Stanley Cup.

This Detroit Red Wings amassed 124 points in the regular season, clearly positioning themselves as the best in the league. However once the playoffs came around, it was a completely different story. The Edmonton Oilers would knock out the Detroit Red Wings in six games, thanks to outstanding play from goaltender Dwayne Roloson.

Another powerhouse of the late '90s and early 2000s were the Colorado Avalanche. They had a stacked lineup that included Peter Forsberg, Joe Sakic, Milan Hejduk and Patrick Roy. Even with all their firepower, the Avs ended up getting knocked off in the first round by a very conservative and disciplined Minnesota Wild team. After going up 3-1 in the series, Colorado dropped three straight and were eliminated from the postseason.

1985-86 Edmonton Oilers

This Detroit Red Wings team had one of the most impressive regular seasons in NHL history. They managed to win 62 games (then a record) and accumulated 131 points (one shy of the all-time record set by the 76-77 Montreal Canadiens). The roster was loaded with firepower: Brendan Shanahan, Steve Yzerman, Sergei Fedorov - just to name a few. Once the playoffs rolled around, the Wings' magic ride would be halted. They ran into their hated rival, the Colorado Avalanche, in the Western Conference finals and ended up losing in six games.

ICBC is launching a provincewide consultation and engagement process to give British Columbians the opportunity to provide input on potential changes to the way ICBC sets premiums for Basic insurance coverage. Our customers have told us they think it would be fairer if lower-risk drivers paid less for their vehicle insurance and higher-risk drivers paid more, said Mark Blucher, senior vice president of insurance at ICBC. To do this, we need to change the structure of our premiums so we can clearly identify higher-risk drivers. As part of the engagement process, ICBC will consult with customers and stakeholders on various options that move towards a pricing system that focuses more on the driver and their driving record, rather than the current vehicle-based rating system which focuses on the claims history of the vehicle. During the consultation and engagement process, ICBC will inform customers and stakeholders about changes under consideration and seek feedback on options for a fairer, more driver-based system. ICBC will highlight various risk factors that could be used to determine each customers Basic insurance premium including driving experience and at-fault crashes. Our goal is to redistribute insurance premiums to benefit lower-risk drivers and give an incentive to others to drive more safely, said Blucher. Depending on public feedback during the consultation and engagement process, about two-thirds of drivers could pay less than they do today and about one-third of drivers could pay more. ICBC is inviting all British Columbians to provide feedback on the Basic vehicle insurance rating system through a variety of consultation and engagement opportunities including a discussion guide and feedback form, online feedback form, stakeholder meetings, public open houses, webinars, online forum and written submissions. The consultation and engagement began on Monday, May 14 and customers can learn more by visiting publicengagement.icbc.com. ICBC will host public open houses in 12 regional centres across the province, starting next week. Toronto FC Ties Vancouver Whitecaps In Canadian Championship Opener


Montreal Impact in the second leg of their Canadian semifinal. That win came after a scoreless first leg and eight straight Major League Soccer losses. Vancouver, meanwhile, defeated Edmonton by a 5-1 margin in its semifinal and sports a respectable 5-32 mark in league play. The Whitecaps pressed in the first 20 minutes, but the Reds kept them hemmed in their half for most of the next 25 minutes. Toronto midfielder Terry Dunfield, a former Whitecap playing his first game in his hometown since a trade last summer, headed the ball over the net from near the goal line in the 26th minute. Three minutes later, Toronto goalkeeper Milos Kocic outraced Brazilian striker Camilo to a long through ball from Rochat. In the 32nd minute, Vancouver goalkeeper Joe Cannon caught a header from Adrian Cann off a Toronto corner kick. Cannon made another good save in the 39th minute, grabbing the ball from a diving Doneil Henry. But the best action of the first half came in the 45th minute as Kocic stopped Le Toux from point-blank range. Vancouver coach Martin Rennie attempted to insert more offence as he substituted Hassli in for Etienne Barbara, who generated little in his first start as a Whitecap. It was Toronto that scored first as Johnson headed in Julian de Guzmans cross from the corner of the 18-yard box. However, Hassli, who was denied a goal in a second leg of the 2011 final between these clubs that was abandoned by a sudden storm, had the last laugh. a submission. If this stays on the feet, Jung could very well have a short night. Jung has been knocked out cold from a vicious head kick before, and that was an experience that had him rethinking his life path. One thing is almost certain, and thats you will probably see some knees thrown in this fight. Flying knees are no stranger to either mans repertoire, or doing so quickly. This fight will be an interesting style matchup, since while both are technical, but Jung is in a much more relaxed and awkward way. Aldo will want to use his quickness and legs for this matchup, and Jung will look to get in close and take him down. If this fight does get made, it will be a big seller, since both men are very popular and very talented. This fight has tremendous fight of the night potential.

The first was the UFCs first ever Twister submission, and the second was the second-fastest knockout in the UFCs history. To top it off, he now has added a Darce choke following an incredible battle with Poirier. Jose Aldo will be facing Erik Koch at UFC 149, so in order for this matchup to happen, Aldo must retain his title against Koch, who is riding a fourfight win streak. Since it is hard to bet

In the blue corner you have Jung, who has shown his dynamic and diverse set of skills and is willing to put everything he has into his fights. He is great on the ground, and does not mind slugging it out on the feet. Appropriately nicknamed The Korean Zombie, Jung will take punishment and keep pressing forward. While his style is sluggish at time, it creates an unorthodox style that is not typically expected. In the red corner you have Aldo, who has proven time and time again his athleticism and explosive strikes. His leg kicks are lethal, and he is quick to throw unorthodox strikes himself. While he is a black belt in BJJ, he has not needed to use his ground game too often. Most of his finishes come by way of his hands or knees. Ranked high in the pound-forpound lists, Aldo reigns supreme over his division and has shown very little sign of losing his belt anytime soon. Jung may have not yet faced an opponent like Aldo, but his unique style and versatility could pose a problem for Aldo. Typically, the technique would win, but having an opponent that does not fight like everyone else, sometimes can cause issues for even the best of fighters. It is like when you play a video game you are very good at and the person you are playing against is so non-technical, it actually works for them a little. If Jung can get this fight to the ground, he is clever and quick enough to find

Indiana Pacers president Larry Bird was voted the NBAs Executive of the Year on Wednesday, becoming the first person to win that award, plus the MVP and Coach of the Year honours. The Pacers went 42-24 and are tied 1-1 with Miami in the second round of the Eastern Conference playoffs. Birds moves to strengthen the team during the off-season included promoting Frank Vogel from interim to head coach and signing starting forward David West. He acquired point guard George Hill in a draft-night deal with San Antonio, and traded for Lou Amundson and Leandro Barbosa to fortify the bench for the Pacers, who earned the No. 3 seed in the East and had the fifth-best record in the league. This is an honour for the Indiana Pacers, not an award for Larry Bird, Bird said in a statement. Everyone in this franchise put in a lot of work and showed a lot of patience as we have tried to get this team to a level on and off the court the fans in Indiana can be proud of.
