Rules of Procedure

Article 1 These Rules apply for the Organization of American States (OAS). Modifications will be made only by the Secretariat-General. Article 2 The Official Language in OAS will be English. Article 3 Every State will be represented by a delegate, and every delegate will be ruled under the precept of one nation, one vote Article 4 The accredited observers will have the right to speak, but they will not have the right to vote on resolutions or amendments. Article 5 The Chair will be composed of a President, a Chairperson, an Adviser and a Conference Officer. The Chair will have the support of the Ushers. Decisions taken by the chair are unappelables. The President: Declares the opening and closure speech of each sessions, directs the course of the debates, makes complete the present rules, announces the decision of the chair, besides of approving working and resolution papers. The Chairperson: Directs the debate and applies these rules besides attending the president, as is the prime moderator of the debate. In the event of the absence of the president, the chairperson takes the Presidents place. The Adviser: Counsel the delegate during the course of the debate, whether about the rules o procedure or about the topics.

The conference Officer: Operates the interface, is the one in charge of the communications inside the committee, besides of carrying about the roll call and the counting of the voting. The Ushers: Attends the Conference Officer with the exchange of the diplomatic notes as the delegates cant keep-in-touch with each other in case a fault to the protocol is found, the note will be delivered to the chair. Attends de personal needs of the delegates, but the wrong collaboration of the ushers by the delegates will be sanctioned. Article 6 The president will be able to start the debate when there exists quorum, which will consist of the fourth part of the members is present. Article 7 Every delegate must show courtesy and respect both to the Chair as to his/her fellow delegates. The Chair will be able to call the attention to every delegate that doesnt fulfill this rule. Any serious lack of discipline inside the committee, will grant the Delegate a Warning. The Delegate that reunites two warnings will be expelled of the session, and three Warnings will expel the delegate from the model. Article 8 Each member will have a vote. Votes will be <<For>>, <<Against>> or <<Abstention>>, and will be carried out with the rising of the placards, except in the case when the Votes shall be by Roll Call procedure. The votes must not be interrupted, except for points of order and/or personal privilege, which shall refer to the way the voting is being carried out. In case that a delegate feels an unconformity with the result oh the voting, the delegate will be able to request the Chair to repeat the voting, via a point of personal privilege. Article 9 Any proposal related to de fluidity of the debate will be carried out with a Motion of Procedure to the chair. The motion will only be in order when the floor is open and will be subjected to the approval of a simple voting.

Article 10 The first motion will be the adoption of the agenda, which means the opening of a topic. This motion as any other motion- shall be seconded, if not, it will be out of order. When the motion is adopted, the chair will request to speak against and only against of opening the topic. If so doesnt happen, the topic will be automatically adopted. Article 11 Once the agenda is established, the delegates will have to move for a motion to set up a Speakers list, which will be the one that carries out the general debate. When moving to the motion, the delegate must specify the duration of the speeches No less than 30 seconds, no more than 3 minutes. Any delegate will be able to be added to the speakers list by raising the placard. Further request to be added to the speakers will be made with a diplomatic note to the chair. When there are only 10 seconds to finish, the delegate will be notificated of this. If the delegate exceeds the time for the speech, the chair will request him/her to end. Article 12 The delegate can yield the remaining time of the speech: To the chair: The time will be simply taken by the chair and the debate will be carried on To questions: The remaining time will be used by the rest of the delegates who raise the placard to make questions to the speaker delegate about the delivered speech. To comments : The remaining time will be used by the delegates who raise the placard to make comments about the delivered speech. To another delegate: The remaining time will be granted to a particular delegate that the speaker selects. As the second speech will remark point from the first one, there will be no more time to yield and the Chair understands a previous agreement between delegations, so, if the delegate does not accept the time, the speaker delegate will be warned.

Article 13 In any moment that the floor is open, a delegate can move for a motion to establish an extraordinary session of questions to any of the past three speakers. In every case, the delegate will specify the number of questions to do -2 to 5 questions-. The first question will be granted to the delegate who moved for the motion, the second one to the delegate that seconded the motion. If in case, the rest will be assigned according to the moderators criteria. In case the delegate wants to make a question about the answer just given, a followup may be requested, except in case that the previous answer had been a monosyllabic. Article 14 In any moment that the delegate feels uncomfortable or has a personal inconvenience, a Point of Personal Privilege may be requested. Although this point can interrupt any speech, it shall be used with discretion. Article 15 When a delegate feels that a fault to the protocol has occurred, that some information given cannot be verified, or when the integrity of a nation has been disqualified, a Point of order may be arisen. Although this point can interrupt an speech, it ought to be used with the maximum discretion. There is no point on point. Article 16 If a delegate has a doubt about the rules of procedure, or the status of the debate, a Point of parliamentary Inquiry may be arisen when the floor is open and only when the floor is open. Article 17 If a delegate feels that his/her nation has been offended, a Right of reply may be requested. This will be done by sending a diplomatic note to the chair with the headline Right of Reply; within the note, the delegation must explain the motive of the replys request. If approved, the president will explain the Right of Reply and the offending Delegation must present its apologies in front of the committee. If does not so, the delegation will be warned. Article 18 In order to improve the fluidity of the debate, a delegation can move for a motion to open a caucus. Besides the time of the caucus no longer than 20 minutes-, the delegate must also specify the modality of the Caucus: Moderated Caucus: Its used to quick-up the debate. The delegates shall raise tier placards and the moderator will assign the right to speak to a delegate.

Immoderate Caucus: During this time, the delegates can stand up and negotiate directly, keep-in-touch, redact documents, form working groups and other ad-hoc actions that help to the debate. Article 19 When the chair considers it, and when the floor is open, a delegate can move for a motion to close the session, postponing the debate for the next session. Article 20 The first document to be presented is the Working Paper. This is a simple paper where ideas and proposals are simple written down with no need of formalisms. Although they are not official documents, they have to be signed by the 33% plus one of the committee. Once the chair has approved and recognized the working paper, a delegate can move for a motion to Introduce the working paper. If adopted, two delegates will present it before the floor. In order to debate de document, whether an unlimited session of questions or an unlimited moderated caucus would be in order. Article 21 Next document to be elaborated is the Draft Resolution. This is the result of the debate of the working paper(s) and is the preamble of a Resolution. The procedure to introduce and debate it is the same established in Article 20, but a Draft Resolution needs to be signed by the 50% plus one of the committee. Even when there can exist many Draft Resolutions, there ought to be only one Resolution. Article 22 A Draft Resolution can be voted to turn into a Resolution. Although this is meant to be the culmination of the work, it may be corrected by the Amendments. Two types of amendments exist: Friendly Amendments: Used to correct tiny details, needs only of the acceptance of the sponsors, or a simple voting. Hostile Amendments: Used to substantially change the way of a sentence or clause, needs the support of the 20% of the committee, the paragraph and line of the sentence, the way it is written and the way it should be written. After a little debate, a voting will be carried on. Article 23

The adoption of the resolution will be mediate by a three-round Roll Call voting procedure directed by The President, in which only the Member States of the OAS will be present. In the First Round, delegates may vote <<For>>, <<Against>>, <<Abstention>> or <<Pass>>, as well as ask for a <<right of explanation>> for their voting. At the end of the round, the delegations that requested the right of explanation will be granted with 30 seconds to explain their vote. In the Second Round, delegates may only vote <<For>>, <<Against>> <<Abstention>>. Those delegates who passed shall vote this round. or

In the Third Round, delegates shall vote only <<for>> or <<against>>. At the end of the round, the result will be announced by the chair. SAMPLE WORKING PAPER

organizations and no-governmental organizations humanitarian assist to people of Burundi; to provide emergency

g) Decides to remain seized of the matter.
