Heartbreak loss for Jessica as Phillip takes Idol title

SAMAL, BataanAmerican Idol did not hand the crown to Jessica Sanchez on Thursday, but in this seaside town north of Manila she is second to none, and in the worldwide net she is the World Idol. Thousands of people watching the show on a huge TV screen at the town plaza clapped their hands and stomped their feet as host Ryan Seacrest named Phillip Phillips, 21, the new American Idol who hugged Sanchez, 16, whose mother is a member of Samals Bugay clan. She may not be the American Idol, but she will always be our idol, said Carina Nanasca, a government employee. We will still be celebrating. We are so proud of her, said Samal Mayor Gene Malibiran de la Fuente. Phillips, a bluesy Georgia guitar man, was the fth male Idol winner in a row. He appeared stunned after the host announced his name. Phillips received the winning share of the record-high 132 million votes cast after Wednesdays nals showdown with Sanchez. The vote count was not announced, which was typical for the contest. In their showdown on Wednesday, Phillips, a pawnshop worker from Leesburg, Georgia, sang Home by Billy Joel, the song that could be his rst single. Corona clears way to be at trial today


WASHINGTONSecretary of State Hillary Rodham Clinton says the United States failure to approve the UN Convention on the Law of the Sea has weakened its advocacy for allies in the disputed South China Sea. She said Chinas claims in those waters exceeded what was permitted by the convention. She was speaking at a hearing Wednesday of the Senate Committee on Foreign Relations, where she and top military leaders offered an impassioned plea for the US to join the pact. To Chinas chagrin, the Obama administration has asserted since 2010 that although the US is not itself a claimant state in the South China Sea, it has an interest in the peaceful resolution of the disputes and in the freedom of navigation in waters that carry a large chunk of global trade Clinton said the US supported the countries being threatened by Chinas claims. House leaders on Thursday rejected Coronas challenge and castigated him for tossing the burden back to them. We are not the ones on trial here, was the common reply that the lawmakers offered when asked if they, too, would sign a waiver that they wanted Corona to sign to lift the secrecy over their bank accounts. PH bananas get cleared by Beijing

AS MANY as 170 40-foot container vans of fresh bananas have entered the Chinese market as of May 23, the Agriculture Department said Thursday. The latest report we received from our pest quarantine team in Beijing is that around 170 40-foot container vans of bananas were granted entry by the Chinese Plant Quarantine Ofce, Agriculture Secretary Proceso said. 56 fires hit schools despite rain onset


THE rainy season has begun, but that hasnt reduced the number of res in schools, the Bureau of Fire Protection said Thursday. The agency had recorded 56 res affecting schools so far this year compared with the 42 it recorded in the same period last year, ofcerin-charge Samuel Perez said. He said that called for a higher re safety awareness in schools, which must conduct re drills regularly. School buildings and their electrical connections should also be inspected regularly. Fire extinguishers should be available, and re exits and must be free from obstructions, Perez said. Christies International estimates its Hong Kong sale of wine, contemporary art, traditional Chinese paintings, watches, jewelry and antiques over the next ve days will raise as much as HK$2 billion ($260 million). Alcala conrmed a report from Malacaang saying 30 to 40 40-foot container vans of Cavendish bananas entered Beijing almost four days ago. That was four days ago. Now our shipment is about 170 [container vans] already, he said. Alcala said the Philippines might have had a hand on the issue of infested fruit shipments for allowing small banana growers to directly ship their produce to China. He said small banana growers in Davao had been resorting to pole vaulting---exporting goods that do not go through the packaging system of accredited packaging houses to save on expenses. The big banana growers should be more careful about inspecting cargoes before shipping them to their intended destinations, Alcala said. Roy also rejected insinuations that Corona was faking his illness, and that his sudden exit from the witness stand was actually a walkout drama orchestrated by him. Were tired of all this insinuation that this is a show, he said. The real show is put on by prosecutors who launched this impeachment complaint. That was a show. Roy also denied Drilons insinuation that he had orchestrated the walkout drama. None of the lawyers can dictate on the chief justice, he said. If he demands certain witnesses called or decides to stop cooperating, there is nothing we can do.

He said he had requested the hospital to send a medical team on standby at the Senate in case of an emergency. Although Corona can talk, he can barely move as he is still recuperating after a hypoglycemia episode. His physicians earlier said he was being treated for a possible heart attack. Coronas son Francis said his fathers condition had improved as of Wednesday. He is stable. He is getting better already, he told reporters. On Wednesday, Senate President Juan Ponce Enrile ordered the defense panel to bring Corona back to the witness stand by today, so that the senator-judges could render a verdict early next week. After his lengthy testimony, Corona excused himself and immediately walked out of the session hall, astonishing the senator-judges. That prompted Enrile to order all the exist sealed, preventing the chief justice from leaving the building. A medical bulletin released Wednesday said Corona was in a stable condition, but a spokesman said he would have to sign a waiver if he chose to leave the hospital to testify today. The hospital said that given Coronas underlying coronary artery disease, the risk of an acute coronary event occurring in a highly stressful circumstance is real. Herrera-Dy and Tinio said they did not have dollar accounts but declared P8.72 million and P1.16 million in net worth, respectively. Butil Rep. Agapito Guanlao said he would sign the waiver only if the rest of his colleagues also signed it. Gabriela Rep. Luzviminda Ilagan said she, too, was willing to sign the waiver, but that she would do so after the trial. Like the House leaders, she accused Corona of muddling the issue. Prosecutor and Akbayan Rep. Arlene Kaka Bag-ao said Coronas challenge was a diversionary tactic to burden the prosecution. We should not allow the chief justice to hide behind challenging the House. He should face his impeachment, Bag-ao said. Batangas Rep. Hermilando Mandanas, who was stripped of his House positions immediately after he refused to sign the impeachment complaint, said he was willing to sign a waiver even if he was not among Coronas accusers. I am signing the waiver if only to take on the challenge of the chief justice for transparency. This is a challenge all of us in the House have to face. counts if only to uphold transparency, Mandanas said. He said he was an investment banker before he became a congressman, and that he traveled to various countries and held many foreign currency accounts. Deputy presidential spokeswoman Abigail Valte said Coronas challenge was a prime example of that tactic. He has spread the peanut butter thickly so as to implicate everyone, she said. The Palace did not see the need to heed calls for the 189 lawmakers to sign a waiver in the spirit of transparency, Valte said. In his speech Thursday during the National Career Advocacy Congress, President Benigno Aquino III took a shot at Coronas three-hour opening statement on Tuesday. I do not want to be accused of not having said anything after speaking for three hours, Mr. Aquino said. Opposition lawmakers said Thursday they were willing to sign a waiver in the interest of transparency. I do not have dollar accounts, and I have nothing to hide, said Zambales Rep. Milagros Magsaysay, who declared a net worth of P76.325 million. Magsaysay said she saw no reason for the members of the prosecution panel and the 188 lawmakers who signed the impeachment complaint against Corona not to rise to his challenge. But Marikina Rep. Federico Romero Quimbo, a prosecution spokesman, said he would not sign the waiver. The waiver is a sham. That is not a complete waiver because it sets conditions, he said. Drilon on Thursday said he believed Coronas walkout Tuesday was planned, but that Cuevas was not in on it. I could conclude that Justice Cuevas did not know what was happening because he was trying to address the court and say I have additional direct questions, not knowing that his client was already leaving the room, so it was to me clear that he had no control over what was happening, Drilon said. You know, the justice is of [the] old school. I dont think he will stand for this kind of technique of walking out. Drilon said most of the senator-judges had already made up their minds on the fate of Corona, but that they would still want to cross-examine him today. Tobacco rm pleads for moderate tax rate


THE manufacturer of Winston cigarettes is pleading for moderation in the sin tax hikes following the Lower House Ways and Means Committees approval of HB5727 and submission of the bill for oor deliberation. The House bill proposes to raise excise taxes by close to 1,000 percent, triggering concerns that it could cause drastic reduction in the business of legitimate cigarette makers and induce rampant smuggling of counterfeit cigarettes into the country. The bill needs adjustments to ensure a moderate and predictable -- as well as equitable -- tax structure for the tobacco industry without total denormalization, said Manos Koukourakis, Japan Tobacco International Philippines general manager. Were glad that Congress is willing to listen to the many concerns raised by the various stakeholders. Recently, Speaker Feliciano Belmonte assured stakeholders in the tobacco industry that changes could be introduced to the excise tax bill during plenary debates. Koukourakis called on Congress and the Department of Finance to revisit the structure as well as the provisions of the bill, which include among others steep increases ranging from 250 and 808 percent of current excise tax levels. Under the current tax system, Winston pays a tax of P7.56 per pack. But the amended HB 5727 lumps the brand with high-priced and premium brands and slapped with a 374 percent tax increase at P28.30 per pack in the rst year of the bills implementation. On the second year, the tax increase would spike to 396 percent at P30.00 per pack.

THE House of Representatives has begun deliberations


on the proposal to increase the tax on cigarettes and alcoholic products.
In his sponsorship speech Wednesday, Davao City Rep. Isidro Ungab said House Bill 5727 was designed to respond not only to the need for additional revenue for the government, but also to the social development requirement of the people. The bill authored by Cavite Rep. Joseph Emilio Abaya sought to restructure the excise tax system for alcohol and tobacco products by adopting a unitary tax system. The current excise tax system is in the form of a specic tax which is computed by using a unit measure for distilled spirits, per proof liter; for wines and fermented liquor, per liter and for cigarettes, per pack. The excise tax rate is imposed depending on the classification of alcohol and tobacco products based on their net retail prices, which excludes the excise tax and the value added tax as of Oct.1, 1996, Ungab explained. The current law under RA 9334 provided adjustments in excise tax rates of 8 percent on distilled spirits, wines fermented liquor, and 6 percent on tobacco products and a specic amount on cigarettes. The law took effect on January 1, 2007 and would remain effective until it was amended.

Two sued for tax evasion

THE Bureau of Internal of Revenue on Thursday charged two companies with evading P84.80 million in taxes by way of undervaluing their sales. Those accused before the Department of Justice were Teresita Develuz Aslam, sole proprietor of Hudges Industries, and Jolinecaa Corporation. In the case of Aslam, the BIR said that she sold merchandise and supplies worth P84.59 million in 2009 and P85.66 million in 2010. She paid only P9,696 and P7,568 in income tax during those years. The tax agency pegged Aslams tax deciency for the two-year period at P67.79 million, including surcharges and interests. In Jolinecaas case, the BIR said it failed to pay deciency taxes for 2006. It also failed to declare and settle the value added tax for the P6.78 million sugar sales that it had declared in its income statement and annual income tax return. The BIR computed the sugar companys total tax liability for 2006 at P17.1 million.

P2-trillion investment eyed


PRESIDENT Benigno Aquino III on Thursday said four private companies would be investing P2 trillion in the next ve years following a strong showing of the domestic economy in 2011. During the National Career Advocacy Congress on Thursday, Mr. Aquino noted that foreign and local investments reached P746.8 billion last year, a 37.6 percent increase from the P542.7 billion posted in 2010. The President said this translated into around to two hundred thousand new jobs last year. We expect more jobs to be created in the coming year because the most successful companies in our country four private companies have already committed to investing P2 trillion in the next ve years, Mr. Aquino said. He did not elaborate on the four companies.

Season of hatred
THE self-righteous critics of Chief Justice Renato Corona who call into question his moral ascendancy to hold ofce would do well to examine the depth of their hatred for the magistrate, and ask themselves what exactly makes his actions so reprehensible. As a way of clarifying their thinking, we suggest we begin with a simple outline of the facts, and move on to a comparison with other celebrated court cases to put these emotions in perspective. After all the hullabaloo, the media hate campaign encouraged by the Aquino administration, and a protracted trial, the main complaint is that the chief justice failed to submit a truthful account of his assets, liabilities and net worthan offense that is open to interpretation, given the laws governing banking secrecy. Assuming for a moment that the chief justice erred in his interpretation of such laws, is this truly the kind of high crime that the Constitution speaks of when it refers to the grounds for impeachment? Was this crime worth mobilizing vast state resources and ignoring the more pressing national concerns? By way of comparison, was this truly a more serious crime than, say, a military comptroller who used his position to squirrel away millions of dollars in bribes and public funds, and whose sons were caught redhanded trying to smuggle wads of dollars into the United States? Did the same strident critics of the chief justice raise a hue and cry when the government allowed the former general to plead to a lesser offense and absolved his family members of all liability? Or how about the involvement of a powerful political clanled by a former governor and a mayorin the brazen massacre of 58 people in Maguindanao province in November 2009? Do the same self-righteous critics who seethe with hatred for the chief justice denounce the heinous crime with the same passion they reserved for the ongoing impeachment trial? Unlike the rushed impeachment proceedings that are drawing to a close, the murder trial drags on more than two years after what has been described as the single worst incident of political violence in our countrys history. Why do we not hear the administrations allies beating their chests over the injustice of it all? Why do we not hear them reminding this administration that if they can move heaven and earth to punish an erroneous statement of assets, liabilities and net worth, they should do no less when the murder of 58 men and women is involved? Sadly, in this season of hatred spawned by a vindictive administration, we seem to have lost all perspective.

SENATOR Franklin Drilon, the prime mover of President Noynoy Aquinos campaign to remove Chief Justice Renato Corona in the Senate, has refused to sign a waiver that will allow investigations into his bank account. Drilon told a television interviewer that he could not accept Coronas challenge because of the damage these investigations would do to the banking system. I suspect that politicians like Drilon and the 188 congressmen who signed the impeachment complaint against Corona in the House of Representatives have a lot of money hidden in local banks, safely protected by the laws that uphold the secrecy of bank deposits. But I didnt know that if all that money was discovered, the banking system would collapse. As far as Drilon himself is concerned, he has been linked not to bank accounts but to the purchase and sale of land inside ultra-posh North Forbes Park in Makati City, which was once owned by his step-daughter, Maria Eduarda S. Genuino. If the authorities truly wanted to look into the wealth of Drilon, the property at 17 Kawayan Road, North Forbes, would open a Pandoras Box of questions for the senator, if they were only half as industrious as they were when they investigated Corona. At prevailing prices of around P100,000 per square meter in Forbes Park these days, the property in question would be worth P154.2 million just for the land. And how, as the anti-Corona commentators would say, could someone who worked most of his adult life in government be able to afford land like that just to build a house on? Heres how the paper trail went in the strange case of the Forbes Park mansion: The 1,542-square meter property was originally registered to Amalia Mata Montecillo and her husband Manuel, covered by Transfer Certicate of Title no. 95557, in 1962. In a series of mortgages, the property went through Philippine American Life Insurance Co. (1964), Philippine Veterans Bank (1974), Philippine Trust Co. (1988) and, eventually, Bank of the Philippine Islands. The lot, by then covered by TCT 319410 in the Makati Register of Deeds, was sold by BPI to Genuino in 2004 for P50 million. *** Who is Eduarda Genuino? You have to wonder how the story would have been told, had it been Drilon who was being impeached.

wife, Violy, died. Genuino, in the 2004 deed of sale with BPI covering the Forbes property, listed as her address the house of Drilon at 49 Polk Street, North Greenhills, San Juan. By then, the Genuino family had already moved to the senators house; Eduarda listed her civil status as single. Eduarda Genuino is reportedly a friend of one of the members of the rich Tantoco family and that friendship has landed her an executive position in the company that locally owns and operates the Starbucks coffee chain. But did that job pay enough to be able to purchase a Forbes house for P50 million? People who know the Genuino couple, Milagros and her late husband Vic, are aware that they dabbled in real estate, according to one source. But their earnings in that trade still did not make them wealthy enough to live in Forbesor even to hold property there for speculation in the name of their single daughter for ve years. But that is what happened, according to the paper trail. On June 10, 2009, Eduarda Genuino sold the 17 Kawayan place for P98 million to a company calling itself Triple 8 Enterprises & Trading Corp. The sale, representing an almost 100 percent increase in value from the BPI purchase, authorized Triple 8 president Wilson V. Ko in a secretarys certicate to buy the property from Drilons step-daughter. A columnist, Louie Logarta, got wind of the sale and wrote an item about it in the Tribune last year, citing as his basis a two-page document which was slipped to me by a source whose identity, naturally, shall be kept under wraps for the obvious reasons. The item drew a swift and stronglyworded denial from Oscar Yabes, Drilons chief of staff. The senator categorically denies that he owns the property, Yabes wrote in his published reply. [While it] was indeed registered under the name of his step-daughter, Eduarda Genuino, [it] was already sold, and there was no way that the good senator had been involved in the transactions. It was owned by the Genuino family. It has already been sold as part of the business of the Genuinos, Yabes continued. [The Genuinos] are engaged in buy and sell and bid and sell of properties and have the capacity to buy the subject property which was sold in 2009, while Senator Drilon was in the private sector. Senator Drilon did not spend any for it and he never used any of the proceeds of the transaction. All taxes have also been paid by the Genuino family. You have to wonder, though, how the story of 17 Kawayan Road would have been told, had it been Drilon who was being impeached on orders of the President, instead of Corona. But I guess well never know.

FIRST THINGS FIRST
MADRID MADRIDIt does not feel right to be not in Manila after that spectacular performance by Chief Justice Renato Corona at his own Senate impeachment trial, and just when the countrys hottest afternoon TV live is winding up. Lest any kindred spirit suggest I have decided to stage my own walkout, I have to explain why today I shall not be watching the trial from my usual place in court. I had to y to Madrid late Wednesday evening to address the 6th World Congress of Families in this citys Palacio de Congreso. From here I y to Milan for the World Meeting of Families with Pope Benedict XVI. And from there, to London for yet another international human life and family event. It is humanitarian work, which my wife and I have tried to do these past 25 years. Wherever needed, be it Rome, New York, Moscow, Ottawa, London, Prague, Geneva, Rio, Istanbul, Amsterdam, Doha, Bangkok, Taiwan, Kuala Lumpur, Butuan or Cebu, we try to be there. But perhaps this European call comes at the wrong timefor I would rather be watching the nal days of the Corona trial. Chaos reigned in the Senate on Tuesday afternoon after Corona suddenly left the witness stand at the end of his statement to the court. It caught everyone by surprise. Immediately, Senate President Juan Ponce Enrile sensed a walkout and ordered the Sergeant-at-Arms to lock all the doors to prevent the Chief Justice from leaving the premises. Enrile was right to be

particularly jealous about the dignity of the impeachment court, which some senator-judges had described, beyond belief, as superior even to the Supreme Court. But it turned out that Corona, a diabetic for many years, was having a hypoglecemic attack, and had to remove himself from the witness box before he collapsed or something. He had not had any lunch that day, and was clearly under severe emotional stress. Such was his emotional state that earlier in his statement he seemed unable to carry on further after one long pause; retired Justice Seran Cuevas, his lead counsel, had to ask the court for a minute or so to allow him to regain his bearing and speech. The trouble, though, was that in that nal instance, after saying almost inaudibly, The Chief Justice would like to be excused, which Enrile apparently heard as, I am the Chief Justice, and I want to be excused, he instantly excused himself before Enrile could give him leave. It caught everyone, including the defense lawyers, by surprise. Enrile had to suspend the trial while the Sergeant-atArms and the defense tried to locate the missing witness. They found him in a wheelchair being wheeled inside the Senate doctors clinic. He was subsequently returned to the hall where an indignant presiding ofcer threatened to strike out everything he had said to the court if he did not submit to cross examination by the prosecution. Cuevas assured the Chair there was no intent to evade cross examination; he pointed out, however, that he was not yet done with the direct examination of the witness. In any case, Corona was in no condition, physically or mentally, to carry on, and the hour was late. Enrile gave him until the next day to return to the witness box.

Corona left the Senate late. I was leaving the building myself, and had just entered the elevator when he was wheeled in, followed by a herd of photographers who behaved exactly like a herdon stampede. Corona might have been crushed, and I with him, were it not for a group of plainclothesmen who stood against the onrushing herd. From there, Corona, who already had two heart bypass surgeries, was rushed to Medical City, the hospital in Pasig, where doctors monitored his heart condition, among others, and placed him in the Intensive Care Unit. I visited Corona the next morning, but failed to speak with him or hear him speak. I spoke to his wife Tina and his children Carla and Francis. The chief justice had been under sedation since evening, and through the glass panel that separated his bed from the outer room, I could see him asleep. Ecce homo, I found myself saying behold the man! He came to the Senate to ght for his political life, honor and reputation, what Othello calls the immortal part of oneself. Now, he was ghting for his very life. Given his condition, there seemed reason to hope that the animosity and rancor that had shrouded the Senate court the day before would lift as soon as it became clear that this much younger mortal was not as well-built and indestructible as the 88-year-old Senate President. Sadly, that was not to be. So today, 25 May 2012, whether Corona be on his feet or not, the defense must terminate its case, not necessarily because it is ready to do so, but rather because it is the order of the court. CORONA is right; its not just him on trial, but the court system itself. I wrote about this sometime back (December 9 and 10 last year) in what I called the Dysfunctional Court System. This was written before the impeachment trial, but now gains more immediacy because of it. Once the fate of the chief justice is decided, the fate of the whole sorry mess of the courts here where if theres a system its hard to nd needs to be xed. Its a court system where people languish non-bailably (sic) in jail longer than the period theyd be incarcerated for if found guilty. Even though theyre supposed to be presumed innocent until found guilty, theyre already treated effectively as criminals. Its a court system where cases can drag on for 5, 10, 20 even more than 25 years unresolved. Its a court system with close to 1,800 judges handling more than 600,000 cases. This is an impossible work load. Decisions that have affected business are made by a Supreme Court that doesnt apparently understand business and doesnt ask for expert advice before making decisions. One wonders how decisions like these are made. Let me list a few. As a start the Supreme Court junking the Truth Commission because it violates the equal protection clause of the Constitution as it singles out investigation of graft and corrupt practices in the previous administration. Come on! Of course it does, thats the whole intention. If someone commits a murder you dont investigate the whole society, you look for likely suspects and investigate them. The Arroyo

Airlines must now pay


Fortunately, the Supreme Court has ruled that the Tariff and Customs Code of the Philippines precisely mandates such payments. Otherwise, that would constitute involuntary servitude. From the time the airlines stopped paying, the amount due Customs employees has ballooned to more than P2 billion. And then recently, the BAR has been objecting to the payment despite the Supreme Court ruling! claiming malversation by Customs personnel. There were also attempts to delay the payments by the airlines, who tried urging Customs to resort to a three-shift system at the Naia. Thats an entirely different issue, I believe. But now, with the nal ruling, more than 400 employees can expect to be paid. If the airlines still procrastinate, the Ofce of the Solicitor General should mandate the payment. Otherwise, the airlines may be committing estafa. Even aircraft can then be held as lien for the payment. Santa Banana, when foreign airlines question the implementation of a nal and executory ruling by the Supreme Court, they can be held in contempt. That would now be an international issue. *** Having three shifts of Customs personnel working at the airport, even though it has been approved by Finance Secretary Cesar Purisima and Customs Commissioner Ruffy Biazon, is easier said than done. To implement this, Customs has to hire more than 1,000 Customs people in addition to the more than 400 now working at the Naia. This would entail more than P1 billion, something that Customs just does not have. Purisima would have to go to Congress to ask for that kind of money. Customs would also have to train these recruits for three to four months to enable them to discharge their duties as Customs examiners well. This leads me to ask: Are Purisima and Biazon now working for the airlines? *** The Kapisanan ng mga Brodkaster sa Pilipinas reacted to my column, where I blamed it for what happened to the Tulfo brothers who had been suspended for issuing threats against Raymart Santiago and Claudine Barretto. The show business couple figured in a brawl with columnist Ramon Tulfo at the Naia Terminal 3. I said the KBP was useless because it did not impose its standards on the Tulfo brothers. Why did it fail to do so when it can impose sanctions when its standards are violated? I should know. I re-organized the KBP in 1973 and I helped create its Code of Standards. The KBP said it did not anymore pursue the case because the Movie and Television Review and Classication Board had already acted on it. I accept this explanationbut I still believe that the KBP has outlived its usefulness.

Then there was the temporary restraining order to stop Congress from proceeding with the impeachment case against Ombudsman Guiterrez. Subsequent events show she did indeed deserve to be impeached. Dissenters were Justices Carpio, Morales, Sereno. While nine justices, amongst them Corona, agreed Romy Neri could continue to refuse to divulge what he knew about the anomalous NBN-ZTE deal. Why would the Justices want to stop discovery of the truth? Carpio and Morales were among the dissenters. And we mustnt forget the one thats all the news today, the impeachment of the chief justice. Here, nine justices supported Coronas claim that his midnight appointment was constitutional despite the fact that its obvious to any fair-minded person that the intent of the Constitution was that an outgoing president could not and should not usurp the incoming leaders rights. As to Corona himself, look at the way hes voted in some very questionable cases the high court made. He agreed the Truth Commission was unconstitutional. He supported not allowing President Aquino to revoke other midnight appointments. He concurred in the decision keeping from the public the details of the Japan-Philippines Economic Partnership Agreement. Why, what was there to hide. He protected Neri (and Gloria Arroyo) by allowing executive privilege to continue over the NBN-ZTE deal. He agreed that executive and military ofcials could only appear at a congressional investigation if the President (Arroyo) approved it. And he wanted to disqualify then-presidential aspirant Fernando Poe Jr. on the ground that he was not a natural-born citizen even though the majority in the court found he was. I wonder why. Then theres instances where he disagreed with a decision the Court made. He didnt agree that the Memorandum of Agreement on Ancestral Domain entered into by President Arroyos peace negotiators with the Moro Islamic Liberation Front was contrary to law and the Constitution when it so clearly was. He wanted the broadcasting of the wire tap of Arroyos talk with Garci to be blocked. He basically supported Arroyos Presidential Proclamation 1017 which placed the country under a state of national emergency where the court declared it partly constitutional, partly unconstitutional. Corona did not agree that the contract entered into by the Commission on Elections with the Mega-Pacic rm was invalid for not undergoing the required public bidding. Theres more, but you get the message. This is a justice whose decisions can certainly be questioned as to their independence. This is a justice who harangues an impeachment court for three hoursin Tagalog. Why Tagalog when for 39 days the case has been in English? One reason only, hes trying to play to the public, not something a countrys chief justice should even consider. Then tease the court with a condition he knows wont be met Ill show you mine, if you show me yours. Fine for 10-year-olds, unacceptable for those in their mid-50s. He must open his bank accounts to public scrutiny or hes nished. Mind you, he is, anyway. He may be totally innocent of it all as he claims, but 73 percent of the populace no longer think so. His credibility is irretrievably shattered. A countrys chief justice must be under no question. Renato Corona is.

WE MAY say many things about the impeachment trial of Supreme Court Chief Justice Renato Corona, but it has served its purpose and has proven to be salutary in many ways. First, it has shown that democracy in the Philippines is alive and well. The three branches of government are co-equal and independent. Second, it has established that there is rule of law and that due process must be observed. This is for the benet of the chief justice who is being accused of culpable violation of the Constitution and betrayal of public trust, as well as for other impeachable ofcials who may be slapped with similar charges in the future. In this way, people are able to ponder how the rule of law works. The trial has been very educational for law students, legal practitioners, businessmen and the public as a whole. There is no doubt that Senate President and presiding ofcer Juan Ponce Enrile stands out, not only for his fair and balanced ruling on both prosecution and the defense but also for his credibility and integrity as the rst among equals. I also commend the lead defense counsel, former Justice Seran Cuevas. He gives us a view of how it is to be a litigator. Lawyers and law students have learned a lot from Cuevas. In contrast, the prosecutors are obviously still wet behind the ears. Aside from Enrile and Cuevas, Senator Miriam Defensor Santiago also has my high regard. She has given color to the trial with her outbursts. I believe Santiago makes a lot of sense; after all, she used to be a judge herself. People will surely miss her when she goes to the International Criminal Court at The Hague, Netherlands. There can only be one Miriam! *** I got hold of a copy of an April 18 decision of the Supreme Court which denied the second motion for reconsideration led by the Board of Airline Representatives. The decision says that the airlines must pay the overtime, transportation and meals of over 400 employees of the Bureau of Customs assigned to the Ninoy Aquino International Airport. The ruling is now nal and executory. The Customs employees waged this fight because the airlines had stopped paying for their overtime, transportation and meals when they work beyond their mandated schedule of eight in the morning until five in the afternoon. They assist departing and arriving passengers even outside of their working hours. According to the airlines, such payments would constitute double compensation.

The Supreme Courts decision is nal and executory.

A safety lesson from Pakistan

WE DONT know if the local pharmaceutical industry and Filipino patients are aware of this, but our Asian neighbor Pakistan is still reeling under the aftershocks of a deadly scandal involving unsafe drugs. Perhaps our legislators who have been strong advocates of importing cheaper medicines from India and Pakistan can take a long and hard look at this issue and nd out whether this is a threat to Filipinos. Pakistan is now trying to recover from this scandal where some 40,000 Pakistanis were reported to have been given contaminated medication for the heart. Some 100 died after taking the drugs which were later discovered to have been contaminated with antimalarial chemicals. Maybe, since the deadly incident took place in Pakistan, that scandal was hardly noticed here in the Philippines. This is unfortunate. The reason: the local pharmaceutical industry is actually littered with cheap drugs imported from Pakistan. What many Filipinos know is that we import a lot of pharmaceutical products from Indiathe aftermath of the debate over expensive maintenance drugs in the country. What many Filipinos do not know is that we are a major market for Pakistani cheap drugs. These cheap Pakistani drugs are among the top two items imported by the country from that Asian neighbor of ours, the other being garments. Both aggregate a total of more or less $50 million a year. The big question is: are Filipino

patients who look for cheap drugs actually buying those coming from Pakistan? Are they informed that the cheap drugs they are buying come from Pakistan? And, have they been informed that the source of these cheap drugs is a country wracked by a pharmaceutical industry scandal triggered by the death of 100 Pakistanis? While the local reaction to this scandal may have been lukewarm, such was not the case in other countries. For example, just a few months ago, the Sri Lankan government ordered a ban on the import of drugs from Pakistan. The Sri Lankan Health Ministry said the ban had everything to do with the drugrelated deaths in Pakistan. Just like the Philippines, Sri Lanka is obsessed with giving its people access to affordable medicines. In the quest for low-priced drugs, the two countries may have been mesmerized by the cheap drugs coming from Pakistan. The difference is that Sri Lanka quickly reacted to the drug-related deaths from the country selling the cheap medicines. We do not remember our government registering the same reaction. Conclusion: the cheap Pakistani drugs must still be ooding the local market as they are being bought by our underprivileged countrymen. Somebody should educate the public that cheap is not all that matters when one chooses which medicine to buy. They should be told that there are two very important factors that must be considered: rst, safety; second, efcacy. The medicine they buy must both be safe and effective. Otherwise, they would have simply been robbed of the few pesos they shelled out to buy what could very well be a contaminated piece of poison masquerading as cheap medicine. Heres the lesson from that Pakistan

scandal: we better nd out what shortcuts in the manufacturing process were done by the makers of these cheap imported drugs. It looks like some Pakistani pharmaceutical rms opted to do shortcuts on safety in the bid to come up with products they can sell lower than competition. The shortcuts led to contamination. Yes, they probably saved money by doing away with disinfectants and eliminating cleaning from the post-production phase of their process. We cant blame our countrymen for going after everything cheap. Anything sold cheap appeals to them and makes them disregard the other important criteria. For example, cheap airfares are a big hit. To cut down prices, some airlines eliminated in-ight dining, check-in baggage and seat reservations. Hopefully, they did not eliminate steps in the pre-departure checklists for safety in the bid to beat competition in the fare war. Unfortunately, cheap oftentimes proves to be very, very costly especially when it comes to medicines. One hundred Pakistanis paid for cheap with their lives. Could this happen in Sri Lanka? Unlikely. Its government was quick to react. How about in the Philippines? We dont know. Last we heard were still buying the cheap Pakistani drugs without many people knowing that we are doing so. We hope nobody actually believes the lives of Filipinos are cheap cheaper than those deadly contaminated drugs which killed 100 people in Pakistan. Some people are making a killing importing cheap medicine from Pakistan. We just hope that this is just gurative and not literal.

Singapores shoebox apartments are inhuman

SINGAPORE should curb the increasing trend of so-called shoebox apartments because they are almost inhuman, CapitaLand Ltd. Chief Executive Ofcer Liew Mun Leong said. The government last week said its concerned that shoebox apartments are mushrooming in the city-state as private home sales surged to a three-year high with record purchases of units that are smaller than 50 square meters (538 square feet). I am dead against shoebox developments, Liew said in an interview at the downtown Singapore headquarters of Southeast Asias biggest developer. The government should intervene. Singapores land is very precious and you are wasting your scarce resources by building shoebox apartments. The island-states population growth, scarce land and surging property values have prompted developers to shrink apartment space. Home prices surged to a record at the end of 2011 in a city thats about half the size of Los Angeles. The government may introduce measures to regulate the sale of shoebox apartments after a record number were sold in the rst quarter, Khaw Boon Wan, Singapores National Development minister, said in Parliament on May 14. Developers sold 1,764 shoebox units in the rst quarter, or 27 percent of all home sales, the most since the Urban Redevelopment Authority began collating the data in 2007. Apartments that cost less than S$750,000 ($587,000) made up 42 percent of new home sales in the rst quarter, up from 25 percent in the previous three months, the data showed. Almost inhuman Its almost inhuman, its not good for the welfare of the family to feel that constrained, said Liew, 65, who grew up in a one-bedroom apartment with nine people and often slept along the corridor. At CapitaLands latest project, the 509-unit apartment in a central Singapore suburb designed by architect Moshe Safdie, the smallest homes are one-bedroom units measuring 710 square feet. Liew said Singapore should impose a minimum size for homes. Singapore developers built smaller apartments in the rst quarter, with median size of homes shrinking 24 percent to 667 square feet, according to CBRE Group Inc. Median prices for the period slid 18 percent to S$786,340, it said. The government has been attempting to rein in prices since 2009 when it barred interest-only loans for some projects and stopped allowing developers to absorb interest payments for apartments still being built. In December, it imposed additional taxes of as much as 10 percent on home purchases. Government controls havent slowed housing transactions in Singapore, driven by suburban projects, Liew said. He reiterated the companys aim to sell as many as 1,000 homes annually over the next two to three years. We dont think we have an issue with the target, he said. If youre aiming for the high-end, central core areas like Orchard Road, the numbers will not be so optimistic. If youre selling to the mass market, then the demand is still there. The next set of curbs may be targeted at the smaller apartments, said Wilson Liew, Singapore-based analyst at Maybank Kim Eng Holdings Ltd. The Singapore government will rst address the shoebox unit phenomenon, he said. More measures are on the way. Limiting shoebox homes Singapore may limit the number of shoebox units to 10 percent of each development, especially for projects in the suburbs, he said. The government could also set the minimum size for apartments at 50 square meters to ensure the quality of life isnt compromised, the analyst said. The trend of shoebox units may not be unique to the city- state, said Pratik Burman Ray, an analyst at HSBC Holdings Plc in Singapore. Philippine developers have built homes smaller than 20 square meters, while those in Thailand and Indonesia are less than 35 square meters, he said. In Hong Kong, apartments smaller than 500 square feet house two or three people, he said. I wonder if this phenomenon is Singapore specic or a shift in buyer preference, and then the question is should it be regulated at all, Ray said. Whats needed is greater transparency to protect home buyers, which is perhaps more critical. Developers will be required to provide more information including oor plans that reect the actual size of the apartments, Khaw said. Model homes should also depict the units accurately, he said, adding that the changes will be introduced in the second half when the law is passed. CapitaLand is lobbying against the shoebox units, said Liew, citing a recent visit to a 400-square-foot unit in Hong Kong. I used to joke that when I sat on the sofa, I dont need the remote control to switch on the TV, I use my toes, he said. If you build 200 square feet, 300 square feet for a family of two or three, you might as well stay in a box. There needs to be some degree of comfort level. Bloomberg

Union raps Metro wage hike

THE Trade Union Congress of the Philippines questioned on Thursday the P30 wage increase granted to minimum wage earners in Metro Manila, saying the increase was grossly inadequate and does not conform with Republic Act No. 6727, or the Wage Rationalization Act.

The NWPC said this brings to P456 the minimum wage of workers in the National Capital Region. The rst tranche of P20 would be given when the wage order takes effect 15 days after conrmation of the NWPC and publication in a national newspaper while the balance of P10 will take effect after six months. But workers said a wage hike of less than P90 would make workers unable to cope with the increasing prices of their basic needs and even data from the NWPC showed that by the end of 2011, the minimum family living wage was P993.

QC govt vows to block sale of Quezon House

THE Quezon City government will block any attempt to sell the 3,678-square-meter property of former President Manuel Quezon at Gilmore Avenue in the New Manila district because it has supposedly been declared a national heritage site, a senior city hall ofcial said on Thursday. Mayor Herbert Bautistas chief of staff Aldrin Cua said Vice Mayor Joy Belmonte and the mayors senior adviser Manuel Alba have been tasked to negotiate with Quezons daughter, Ma. Zeneida Nini Quezon-Avancea, for the purchase of the house on Gilmore Avenue bounded by Seventh and Eighth Streets in Barangay Mariana. We are very much interested to keep and preserve the property, Cua told the Manila Standard. Granting the property has been disposed of to someone, we still have all the authority to reclaim it because it has been declared a national heritage site. Although he declined to identify the purported buyer, sources at the city hall said the Quezon family has been negotiating with property developer Jose Gerry Acuzar, owner of the New San Jose Builders and the Ciudead Real de Acuzar, a heritage park featuring houses that were disassembled and rebuilt in Bagac, Bataan. The sources said initial talks with the Quezon family indicate that they are willing to turn over the property to the city government, but needed to hurdle a legal impediment. The city started negotiating for the acquisition of the property since 2008, when Speaker Feliciano Belmonte Jr. was still mayor of the city. Belmonte ordered an inpsection of the property in the same year. The property is registered in the name of Avancea, who lived in the two -storey house for decades before moving to Muntinlupa City. Her father, who was president of the Philippine Commonwealth from 1935 until his death in 1944, supposedly lived in the house shourtly after it was bought in the 1920s. Upon learning of the plans to sell the house, the QC government asked the National Historical Commission to declare the house a national heritage site.

Store raided for selling shabu-like cigarettes
AN ordinary-looking store in San Jose del Monte, Bulacan was raided by agents of the Philippine Drug Enforcement Agency and policemen for allegedly selling methamphetamine hydrochloride, or shabu, PDEA Chief Jose Gutierrez said Thursday. Gutierrez said the store was located at Block 13, Lot 85, Santeh GK, Towerville in Barangay Sto. Cristo, San Jose del Monte City. The store is owned by Teresita Yambot, alias Tess Cawaling. During our surveillance operations, we were able to verify intelligence reports that Yambot has been using her sari-sari store as faade to cover up her illegal drug transactions, the PDEA chief said. Twelve plastic sachets of shabu and several drug paraphernalia were recovered from the suspects store. Shabu is being sold in Yambots store like cigarettes. Clients go to her store and walk away with the merchandize after paying. SEVERAL roads in Makati City will be closed to trafc starting today, Friday, until Sunday, May 27, to give way for various activities lined for the citys 342nd foundation anniversary. Public Safety Director Herminigildo San Miguel announced on Thursday that starting at 10 a.m. today until the morning of May 27, both lanes of Makati Avenue, from Valdez Street to Kalayaan Avenue, will be closed for activities in the Sampiro de Makati celebration. Sampiro comes from San Pedro de Makati, the citys original name. On Saturday, about 2,000 participants will join the Sampiro grand parade and the following roads will be temporarily closed starting at 12 noon: Makati Avenue, both directions from J.P. Rizal to Jupiter Street; Valdez St., from J.P. Rizal to Burgos St.; Nicanor Garcia (formerly Reposo St.) from J.P. Rizal to Jupiter; Jupiter St., N. YOUNG aces hope to further prove their mettle as they battle for supremacy today in the third leg of the 2012 Philippine National Karting Series at the short, but fast Boomland Kart Track of the CCP Complex in Pasay City. Tai Zulberti of CityKart and Jose Luigi Lachica of One Racing aim to keep the solo leadership in the entry level Formula Cadet classes of this event sanctioned by the Automobile Association Philippines and sponsored by Motorstar and Aeromed. Zulberti is eyeing his third straight win in the Formula Cadet Expert class against Dylan Arambulo and AT Tuason of Castrol-TRS Kids. Zulberti garnered a total of 129 points or a 10-point margin over Arambulo with Tuason in third with 82 points. Joining them are Jacob Chamness (79 pts), William Casequin (75 pts) and Xedrei Daquigan of XPD (54 pts) Lachica, likewise, guns for his third consecutive triumph in the Formula Cadet Novice against rivals Francis Tanlu of AUTS Racing and Sean Draeco Abalajon of Kart Wreckers. JUN Reyes defied the tremendous challenges of nature and his competitors as he won the 10-kilometer trail run in the recent second Wild Mambu Trail Run and Aquathlon, hosted by the Municipality of Mamburao in Occidental Mindoro. MANNY Pacquiaos trainer Freddie Roach said the Filipino champs focus this time around is very good. As Pacquiao winds down a hard week of sparring, in which he is expected to go 12 rounds on Thursday at the Wild Card Gym, Roach told the international media in a conference call that they dont have days when Pacquiao comes in tired. Its because he has no nightlife whatsoever, besides bible study. He is very focused on the ght. He and God are very close right now and he is just a better athlete with no distractions, said Roach. Pacquiao conducts his Bible study every evening after his workouts, with Pastor Jeric Soriano, who is his spiritual mentor. Asked whether he was concerned that the same-sex marriage comments or noncomments by Pacquiao would be a distraction, Roach replied that everyone is entitled to his opinion, but I see no problem, whatsoever. Impressed by Pacquiaos sparring over 11 rounds on Tuesday, in which he demonstrated his incredible hand-speed, power and ability to turn it on whenever he wished with furious combinations, Roach condently predicted that Pacquiao is red up and ready to go. He is motivated. We have had great workouts and sparring sessions. We had four new sparring partners that came in for this camp. Everything is right where it is supposed to be, said Roach. We have to start from scratch all over again. This is a new conference and were hoping to have another good run, said Cone. Were ready. Cone and his wards are all excited to start their chase for the title with yet another young and prolic reinforcement in Marqus Blakely. According to Cone, Blakely is a tremendous talent, who could bring his team to the top again, just like Commissioners Cup Best Import Denzel Bowles. Were so excited to have him. Almendras urged all stakeholders to promote the e-vehicle industry and push for the passage of the Alternative Fuels Vehicle bill which provides incentives for the manufacture, assembly, conversion, importation and use of vehicles using alternative fuels such as electricity. The bill seeks to reduce the price of electric vehicles by at least 30 percent through a blend of tax breaks and non-scal incentives aimed at consumers and emerging local electric vehicle manufacturing and servicing industry.

BCDA seeks higher bond


STATE-RUN Bases Conversion and Development Authority asked the regional trial court in Baguio City to increase the amount of bond to be posted by Camp John Hay Development Corp. to P3.2 billion from P736 million. BCDA said in a statement Thursday the increase would cover the total obligations of CJHDevco, owned by businessman Robert John Sobrepea, to the government. Judge Cleto Villacorta III earlier ruled that CJHDevco should post a bond worth P736 million before the writ of preliminary injunction can take effect. CJHDevcos total arrears to BCDA, however, stands at P3.077 billion. The probable damages that the injunction will cause to government will be covered by the bond. This will ensure that the government justly gets what is due it, BCDA president and chief executive Arnel Paciano Casanova said in a statement. THE Teco Group, the worlds third-largest manufacturer of electric vehicles, plans to invest $40 million to $50 million in the Philippines, a company ofcial said Thursday. Teco Group chairman Theodore Huang told Manila Standard at the sidelines of the 2nd Philippine electric vehicle summit in Ortigas the company was planning to invest in electric vehicle manufacturing in the Philippines where it already has a long-term presence in electrical components production. We are ready [to invest more] because we are already in Subic for 15 years. We have our plant, our location, our premises. We have many locators, friends in Subic, Huang said. Huang said Teco had initiated talks with the Subic Bay Metropolitan Authority for the e-vehicle project which they intended to proceed in phases. The Teco Group of Taiwan and Yaskawa Controls Corp. of Japan forged a joint venture to put up Taian (Subic) Electric Inc. and establish a manufacturing site at the Subic Bay Freeport in March 1997. The Tainan (Subic) Electric plant produces magnetic contractors, thermal overload relay and circuit breakers. We met with the component parts association members and we understand the component [association] are ready. I dont know how much their capacity, their capability, but probably we want to cooperate with them, Huang said. Huang said Teco is a part of an international consortium including Japanese rms that are looking at developing whole electric cars, but we are very keen in component part manufacturing. We want to be suppliers for electric motors and that is our core business for 50 years, he said. ABOITIZ Equity Ventures Inc. said Thursday it would vie for an airport project that the government plans to auction to the private sector. Aboitiz Equity president Jon Ramon Aboitiz said the company was looking at other infrastructure projects other than power, banking and food as the company diversies its investments. I believe that airports are going to be important, just like ports are. More and more people are travelling by air, because you got the low-cost airlines. I think the airports have to be modernized, they have to be efcient and to be operating 24 hours a day. So I think there are great opportunities of growth there, Aboitiz said on the sidelines of the stockholders meeting. He said other airports besides Mactan could be privatized. We are denitely looking at them if opportunities come. Whatever comes up, we will denitely look at it, he added. Business outlook for 2nd quarter improves

MORE businessmen became optimistic about the economy and their operations in the second quarter, on the back of strong domestic demand that offset the weakness in global markets, the Bangko Sentral said Thursday. The increased condence of businesses suggests that a faster pace of economic expansion could be expected in the second quarter of 2012, the Bangko Sentral said, citing the results of the latest business expectations survey. The second-quarter survey showed the overall condence index rose for the fourth consecutive quarter to 44.5 percent from 40.5 percent in the rst quarter and 31.8 percent in the second quarter of 2011. The index is computed as the percentage of rms that are optimistic minus the percentage of those that are pessimistic, with respect to their views on a given indicator. The underlying resilience of the economy is anchored on domestic demand. Ination expectations are well anchored. We are seeing a consistent benign ination outlook. This means the purchasing power will not be eroded, and this would help propel the engines of growth, said Bangko Sentral Assistant Governor Ma. Cyd TuanoAmador. Results of the survey linked the continued optimism of businesses to an increase in orders and new contracts/projects leading to higher volume of production; expansion of businesses and new product lines; increased government spending; and seasonal uptick in demand during summer and the enrollment and harvest seasons. Also contributing to the businesses improved sentiment were the prevailing favorable macroeconomic conditions such as lower interest rates and manageable ination as well as the steady growth of remittances that contribute to a healthy external payments position. The sentiment of businesses in the Philippines mirrored the improved business outlook globally, particularly in the US, Germany, Australia, New Zealand, Hong Kong, Korea and Singapore. Businesses anticipated economic expansion to continue in the third quarter, although growth could be slower based on

lower index. The next-quarter condence index remained positive, but declined to 44.6 percent from 55.4 percent in the previous quarter. This is due in part to expectations of slower demand and slack in business activity during the rainy season in the industry, wholesale, retail and services sector, according to the Bangko Sentral. Companies engaged in international commodity trading were more optimistic in their outlook in the second quarter. Importers were the most bullish while exporters manifested the biggest improvement in sentiment largely due to continued high metal prices and stronger production volumes.

Total set to beef up network


TOTAL Philippines, a unit of Total S.A. of France, plans to invest P300 million in putting up an additional 26 stations this year, a company ofcial said Thursday. Ernst Wanten, Total Philippines president and managing director, told reporters the company wanted to increase its retail network this year to 200 stations to celebrate its 15 years of operations in the country. We set a nice target, we want to get to at least 200 stations this year. And were quite condent about our plans and we will hit this target, Wanten said. The company operates 176 service stations, mostly located in Luzon and Visayas. About one-fourth of the stations are company-owned and the rest are run by dealers. We are accelerating our growth, because we have to get bigger and we have to be more out there and visible to the public. We are accelerating our growth plans, which is also a reection of the condence that the company has in this country, Wanten said. He said Total would also build additional depots to complement the expansion of the retail network. We will build [depots] since we will always need it for our logistics, Wanten said. He said smuggling remained a serious concern for foreign oil companies such as Total. BANGKO Sentral Governor Amando Tetangco Jr. downplayed the impact of the European debt crisis on the Philippines, saying the economy can absorb the shock from the turmoil. I think at the standpoint of the Philippines, Europe can be likened to pain in your shoulders. Its right there, you can feel it, but it doesnt cripple you, Tetangco told reporters. He said while the European debt problem could remain for some time, other countries, especially emerging markets, would withstand the effects of the crisis. We dont believe that theres going to be a collapse of the European economy. There will be hiccups here and there but the core economies are still doing relatively well, like Germany for instance, said Tetangco. Its really the peripheral countries that are at greater risk. Although the concern is there might be contagion.

Multilateral institutions, including the International Monetary Fund, are preparing credits that could prevent the crisis from spreading. IMF has a rewall, which means that if theres a problem, hopefully that problem can be contained within that country affected and not spread to other countries, said Tetangco. PHILIPPINE Airlines president Ramon Ang will be traveling to the US at the same time that President Benigno Aquino III will be meeting US President Barack Obama in Washington this June. Ang is set to nalize the deal for the acquisition of two brand new Boeing 777-300 ERs as part of the expansion of Philippine Airlines by opening non-stop, direct ights to New York. Ang, whose San Miguel group now controls management of PAL, has a self-imposed one-year deadline to turn the troubled ag carrier back to protability. SUMMER is ending. Workers and students are coming back from long, lazy days of vacation. American Idol has just announced its 2012 winner and the Corona impeachment trial continues. And thanks to the most recent installment of Glee, the lyrics of Room for Two (Hassman and Anders) are rolling around my head. Beginnings It is a song about the future, a song about choices and beginnings, a song about courage and, ultimately, a song about hope and discovery. It seems appropriate for this song to be rattling around in my head as summer ends. My eldest is starting a new job, my middle child is beginning job hunting and my youngest needs to decide on a college major. The song lyrics reect many of the things I believe not only about making choices about the future but also generally about how to live life. The journey forward must begin with a journey inward. I gotta have roots before branches, to know who I am before I know who I wanna be. The pursuit of dreams requires courage and hope. And faith to take chances, to live like I see a place in this world for me. Progress requires practicality. I cant get it all without my feet on the ground. Success requires resilience. The more that it rains, the more I will grow. Meant The beginning and heart of this song, though, is about destiny and meaning. I wanna know how I know Im meant for something else. That is a question that is not reserved exclusively for young people. It is, in fact, a question that is at the heart of employee retention and organization performance. Employees who feel they are in the correct place are more likely to be satised and are more likely to perform well. At the most basic of levels, the question is about t. Is there alignment between the job and the individuals needs and desire? There is, however, a more profound question. Is this where I am meant to be? That is a question of destiny and is a far harder question to answer. In fact, many employees and many managers manage to nish entire careers without ever facing that question head on. It is, however, probably a question worth facing. It should be obvious that an individual who believes passionately that he is doing what he is meant to be doing would be far more engaged in his job than would be one who is simply in the job for the wages. Motivation The literature on employee performance is clear on some general matters. Motivated employees are happier, more creative, more willing to take risks and take on new tasks, and are generally more productive.

INTEGRATIONS

The journey forward must begin with a journey inward.

A positive attitude, high levels of enthusiasm and energy also result in improved performance. The Australian governments job access Web site (jobaccess.gov.au) identies three types of energy used in job performance: physical, mental and emotional. The site goes on to identify mechanisms for improving workplace energy. A quick reading of the proposals conrms what most managers already knowphysical energy is easiest and simplest to address. Unfortunately, the reality, as all managers know, is that physical energy is closely connected to emotional energy. Some things are generally accepted and fairly easy: fair treatment, a positive work environment, open communications, clarity in roles, clear and specic feedback, positive reinforcement. Most management researchers also agree that employees who nd meaning in their jobs are happier and more motivated. This question of nding meaning, of course, is far more difcult than simply ensuring physical comfort or fairness. This is particularly important for companies who rely on the continued creativity of knowledge workers for corporate success. Creativity Jonah Lehrer addresses the question of fostering creativity in the workplace in his new book Imagine: How Creativity Works. Lehrer argues that creativity involves a fairly large set of cognitive toolsand hence must involve multiple approaches. From the Aha! moment of insight that spark fresh new approaches to the continuous plugging away required to solve some engineering problems, Lehrer points to factors and mechanisms likely to result not only in the initial creative spark but also to the nurturing of that spark into full-blown commercial innovation. Lehrer brings together research on neuroscience, how the brain works with case studies of inventions and creative companies in order to explain the factors that foster creativity. According to Lehrer, at least three things are important in fostering those creative sparks. First, ideas are born from a base of relevant knowledge and expertise. Second, ideas are born of periods when a particular region of the brain, the superior anterior temporal gyrus (aSTG) which puts disparate information together becomes more active. Lehrer explains that humor, relaxation and even alcohol have all been shown to foster this increased activity in the aSTG. Finally, Lehrer explains that increased contact between individuals, especially of different backgrounds, increases the likelihood of creating that inventive spark. Of course, what should be clear to any student of human behavior is that creativity is unlikely to ourish when employees are unhappy and uninspired which brings us to back to the question of meaning. Dubbed as the Toyota Road Trek, the event involved the media driving the complete line up of Toyota vehicles amid mental and physical challenges adding a sense of competitiveness. This year, we opted to just have less on the physical part and focus more on the mental games, said Raymond Rodriguez, TMPs First Vice President for vehicle sales operations.
This year, Toyota provided its two best sellers, the Innova and the Vios as this years ofcial vehicles that saw the media drive through scenic Bohol and historic Cebu. From the Bohol airport, participating Road Trekkers drove six kilometers East of Tagbilaran to the historic Baclayon Church for the rst challenge. Completed in 1727, the Jesuit built Baclayon church is regarded as one of the oldest places of worship in the country. Here, participating teams had to count in less than 10 minutes the number of bags placed in the rear cargo hold of the Innova and the Vios. Our trip to Baclayon was also part of the TMPs Corporate Social Responsibility (CSR), as the countrys largest vehicle manufacturer donated school bags and school supplies to the local residents. Here is Babarans recipe for Apple Strudel: Apple Strudel For the lling Ingredients: 600 g Apples 25 ml Lemon juice 60 g Breadcrumbs 30 g Butter, for frying breadcrumbs 30 g Almond akes, roasted 100 g Rened sugar, sifted 4 g Cinnamon powder, mix into sugar 30 g Raisins, seedless, soaked in rum pc Lemon zest 100 g Claried butter Confectioners sugar as needed for dusting Grease baking pans for the strudel. Preheat the oven to 180-182C. Method: Mix apples with cinnamon sugar, raisins and lemon zest. Sprinkle dough with claried butter and toasted buttered bread crumbs. Place (spread) apple lling on the strudel dough with the rest of the bread crumbs. Mise-en-place: Prepare a clean pan and utensils. Prepare ice water bath for cooling vanilla sauce. Method: Combine milk, heavy cream, salt and one-third of the sugar in a sauce pan, split vanilla pod and then scrape the seeds and add into the milk. Bring to a boil over medium-high heat, stirring occasionally to prevent formation of skin. Blend the egg yolks and the remaining sugar, using a wire whip. Temper the egg yolks mixture by gradually adding one-third of the hot milk, whipping constantly. Return the tempered mixture to the remaining milk in the sauce pan and continue cooking on low ame until the mixture thickens enough to coat the back of the spoon (Nape) about 80 to 85C. Strain the sauce into metal container or bowl, set on an ice bath stirring occasionally until cold. Cover tightly with plastic wrap and store under refrigeration, until ready to use.

WITHOUT a doubt, Filipinos have a penchant for anything Korean. Starting from
Koreanovelas, our obsession has since evolved to include K-pop stars, fashion, makeup, and now Korean-style fried chicken.
This after noticing the surprisingly rapid expansion of some food joints serving Korean-style fried chicken in the Metro in such a short span of time. They are almost everywhere. To the unfamiliar, a New York Times article by Julia Moskin describes the Korean-style fried chicken as prepared by frying the chicken (usually the wing and drumstick parts) rst before seasoning it with either a sweetish garlic-soy glaze or a hotter red-pepper sauce. The nished product is almost similar to Buffalo wings. The latest brand of Korean-style fried chicken to hit the Philippines is 4 Fingers Crispy Chicken located at SM North Edsa. Alfonso Hortaleza, president of Mindblowing Delicious Food Corp., brought the franchise from Singapore. "We thought of bringing 4 Fingers here because it offers something different to Filipinos who love crispy chicken wings," Hortaleza shares. "It combines a unique concept with great food." The Korean-style fried chicken at 4 Fingers, Hortaleza says, is made out of fresh ingredients and a secret recipe that infuses various Asian spices and avors. Diners

of sauce. This is to ensure that their fried chicken stays crispy on the outside and juicy on the inside. For those who have tried 4 Fingers' fried chicken, each bite is truly comforting not to mention delicious. There are also other

Entering the restaurant, customers will immediately notice the industrial lighting, grafti walls, and the badass mural. Even the 4 Fingers logo reminds one of an underground movement insignia. "What we've done is we've taken inspiration from a New York subway station that is underground, a little noisy sometimes, being used by people everyday. So we've taken it into a concept and made it into a store format," Jord Stefan Figee, one of the original founders of 4 Fingers in Singapore, explains. Figee adds that the Philippine branch, measuring 180 square meters, is the biggest among all the 4 Fingers stores located in Singapore, Indonesia, Malaysia and India. The restaurant can sit about

110 persons. Soon, according to Hortaleza, more branches will be opened in Makati, Alabang and Pasig. Hortaleza and his friend Anton chanced upon 4 Fingers during a trip to Singapore to watch the F1 Grand Prix in 2010. Tired of eating at hawker centers in Singapore, Hortaleza says that a friend told them about the restaurant that was located at the ION Orchard mall. "We were really impressed during our first visit there [4 Fingers]. The food and the whole packaging of the restaurant were really different. So everyday we ate there," Hortaleza recalls, adding that they saw a number of Filipinos lining up at the restaurant each time they dropped by. Seeing an opportunity to introduce a new food concept in the Philippines, Hortaleza immediately sent an email to the 4 Fingers Web site to inquire about franchising. As luck would have it, Figee and his partners were looking to open a store in the Philippines. Hortaleza and Figee met and the rest is history.

ACCORDING to experts and best of rankings, the Philippines has some of the most incredibly challenging waves. Siargao, of course, is always at the top of the list and this is the reason that surng enthusiasts from all over the world visit the otherwise idyllic town, either to surf for fun or to participate in the annual international Billabong competition. But Siargao is a long way from Manila and most of us don't have the spare cash to y all the way there and spend a few nights, where accommodations aren't cheap. Thankfully, there's Urbiztondo Beach in San Juan, La Union, where room rates are more affordable and, luckily for non-pros, the waves are more forgiving. Getting to San Juan is simple. Buses going to Laoag or Vigan pass by multiple times a day. The beach itself is within walking distance from the

national highway and, once you get there, you have plenty of resorts to choose from. Of course, a favorite is the San Juan Surf Resort, home of celebrity surfer Luke Landrigan's surf shop. If you want to learn how to surf or try it for the rst time, this is exactly the time to do so. Because summer is surng's off season, there won't be killer waves that can wipe you out and you'll be sharing the beach with newbies like yourself. An hour's worth of surng lessons, both on the sand and in the water, is only P400, inclusive of surfboard rental. The waves are usually stronger in the afternoon and, also, the sun's not that harsh, so that's the best hour to brave the waters. However, precisely because it isn't surng season, don't expect to nd professional surfers that you can watch riding the waves or showing off their half-naked selves on the beach. Although, maybe you can stalk Luke to nd out when he'll be there. (So if your plan is to ogle at hot surfers from different parts of the world, reschedule your trip in July.)

INTERNATIONALLY-acclaimed British restaurateur, TV personality and Knorr brand ambassador Marco Pierre White ew halfway across the world from England to heat up Singapores culinary scene through a series of Unilever Food Solutions (UFS)related events. White marked his rst-time visit to the Lion city by headlining the World Gourmet Summit 2012, a gastronomic showcase giving international chefs talents front and center recognition. The three-day schedule of culinary activities included a tour around Singapores famed Tekka market in Little India, one of the largest wet markets in Singapore, an exclusive cooking workshop, and a Master class demonstration from the master himself. Over 30 aspiring chefs from the Philippines, Thailand, Singapore, Malaysia and Indonesia were very fortunate to witness a live demo of White showcasing the use of Knorr as essential modern ingredients in preparing delicious and nutritious meals, a practice he has consistently applied in his kitchens over the years. Held at the At-Sunrice Global Chef Academy, participants experimented with various avors and textures and learned various cooking techniques under Whites tutelage. They were also given the opportunity to interact with White through a Q&A session. Professional chefs from the region also got the chance to rub elbows with the top chef as they worked together to create their own renditions of Asias Signature Dish for the culminating portion of the program. Mobile shopping taking root in emerging markets


THE gap in online shopping between established and growth markets is narrowing in Asia/Pacific largely due to increased enthusiasm for mobile shopping in South East Asia markets, according to the latest MasterCard Worldwide Online Shopping Survey. The survey, which serves as a benchmark that measures consumers propensity to shop online, was conducted across 25 markets between 5 December 2011 and 6 February 2012. The report for the Asia/ Pacific1region included interviews with 7,373 respondents from 14 markets who were asked questions about their online shopping habits. The survey and its accompanying reports do not represent MasterCards financial performance. In terms of online shopping and purchase intent, the results show that once again, the gap is closing for online shopping in Asia/ Pacific markets between the mature and emerging markets. Thailand leads the pack both in terms of online shopping (80 percent) and likelihood to make an online purchase in the next six months (93 percent), alongside China. Korea (84 percent) and Malaysia (79 percent) also show high intent to purchase over the next six months, with Vietnam also showing similarly high intent to purchase (87 percent) despite a low percentage of people using the internet for online shopping (61 percent). Overall, big increases occurred in Thailand (+13 percent), Australia (+10 percent), Indonesia (+15 percent), New Zealand (+9) and the Philippines (+15) in terms of online shopping, with declines recorded in India (-14 percent), Singapore (-10 percent), and Korea (-17 percent); although the latter still had high intent to purchase (84 percent). Although a majority (71 percent) of respondents said they would rather use their laptop for shopping, the mobile phone is rising rapidly as the device of choice for Asian shoppers i n e m e rg i n g m a r k e t s , w i t h respondents in Thailand (59 percent), China (37 percent), Vietnam (32 percent) and India (32 percent) all leading more established markets. Among the reasons given for using the mobile for shopping, most said it was more convenient (57 percent) and also cited the growing availability of apps that make it easier to do (46). Music (24 percent) and apps (31 percent) topped the list among those who have made purchases through their mobile phones, followed by coupon deal sites (17 percent), retailers for clothing and accessories (17 percent), and cinema (16 percent). This survey shows that the markets once considered to be emerging in South East Asia are now in fact challengingand in some cases overtakingtraditional and mature online markets in the region, said Philip Yen, group head, Emerging Payments, Asia Pacific Middle East Africa at MasterCard Worldwide. IN the face of the forthcoming 2013 elections, formidable party Lakas ng Tao-Christian Muslim Democrats (Lakas-CMD) will continue to be a critical partner in national development while seeking for the senatorial candidates that it will endorse.
Senator Ramon Bong Revilla Jr., reinstalled president of the party and newly elected chairman of its Council of Leaders, assured the Filipino people. Revilla points out that LakasCMD does not act as a party with an opposing view but as partners in any administrations efforts for socio-economic development. According to the senator, Lakas-CMD will maintain its ideals as partners in good governance. Even when we are not the ruling party, LakasCMD continues to pursue its advocacies, which is primarily to empower the Filipino people. We always act as partners of the government in nation-building, he pointed out. Lakas-CMD, he says, is a party to reckon with in the Philippines political arena. Recently, it held an executive committee and national council meeting to strengthen the organization and consolidate its ranks. During the meeting, Revilla was unanimously chosen as chairman of its newly created Council of Leaders and was also given the blanket authority to name people to the council.
