Introduction
The Maritime Safety Committee held its 90th session under the Chairmanship of Mr Christian Breinholt (Denmark). The following is a report on the most significant outcome of the meeting related to each agenda item.
Major SOLAS amendments adopted (scheduled to enter into force on 1 January 2014)
Means of rescue All ships are to be provided with plans and procedures for recovery of persons from the water. On-board blending of cargoes Physical blending of bulk liquid cargoes during sea voyages will be prohibited on or after 1 January 2014 (blending while in port is acceptable). Free-fall lifeboat testing Simulated operational testing will be allowed carried out during the renewal survey. Stability Computers New passenger ships (over 120 m in length or having more than 3 main vertical zones) shall have onboard stability computers or access to shorebased support to provide information to the Master for facilitating the safe return to port after a flooding casualty. FSS Code Revisions Chapter 6 on Fixed foam fire-extinguishing systems and Chapter 8 on Automatic sprinkler, fire detection and fire alarm were revised.

3 Consideration and adoption of amendments to mandatory instruments Amendments to SOLAS Enter into force 1 January 2014
Chapter II-1, Regulation 8-1 System capabilities after a flooding casualty on passenger ships Existing regulation is replaced. Applies to passenger ships with a length of 120 meters and above with three or more main vertical fire zones. With regards to SRtP (safe return to port) an on-board stability computer is required, or shore-based support for the purpose of providing operational information to the Master after a flooding casualty, Chapter III, Regulation 20 Operational readiness, maintenance and inspections A new subparagraph 11.4 has been added regarding operational testing of the release systems for freefall lifeboats. All parties concerned are encouraged to implement the new subparagraph 11.4 to Regulation 20 at the earliest possible opportunity. Chapter V, Regulation 14 Ships manning Existing text has been re-written with reference to IMO guidance requiring that the manning shall be established following a transparent procedure. Chapter VI, Regulation 5-2 Prohibition of the blending of bulk liquid cargoes and production processes during sea voyages This new regulation describes the prohibit blending of bulk liquid cargoes on-board during sea voyages. However, this prohibition does not apply to the blending of products for the use in the search and exploitation of seabed mineral resources (e.g. oil and gas). Chapter VII, Regulation 4 Documents Existing paragraphs 1 and 2 have been re-written specifying which documents shall be available to parties involved when carrying dangerous goods in packaged form. Chapter XI-1, Regulation 2 Enhanced surveys This regulation has been amended with updated reference to IMO Resolution A.1049(27) (2011 ESP Code)
Amendment to the International Convention on Load Lines, 1966 and the Protocol of 1988
Details regarding Winter Seasonal Zone off the southern tip of Africa have been included in captioned IMO instruments.
6 LRIT-related matters
The Committee adopted resolution MSC.330(90) on Amendments to the Revised performance standards and functional requirements for the long-range identification and tracking of ships and resolution MSC.331(90) on Amendments to resolution MSC.298(87) on establishment of a distribution facility.
The Committee furthermore approved the amendments to LRIT Technical documentation (parts I and II, respectively), including the additional draft amendments to be implemented during a future modification testing phase of the LRIT system, and requested the Secretariat to issue updated circulars as MSC.1/Circ.1259/Rev.5 and MSC.1/Circ.1294/Rev.3. The Committee also approved amendments to MSC.1/Circ.1376 on Continuity of service plan for the LRIT system and requested the Secretariat to issue an updated circular as MSC.1/Circ.1376/Rev.1 and approved COMSAR.1/Circ.54 on Audits of LRIT Data Centres and of the International LRIT Data Exchange conducted by the LRIT Coordinator. Furthermore the Committee approved MSC/Circ.1412 on Principles and guidelines relating to the review and audit of the performance of LRIT Data Centres and of the International LRIT Data Exchange.
10 Safety of navigation
The Committee adopted several new and amended Traffic Separation Schemes, and other routing measures than traffic separation, in accordance with resolution A.858(20). The Committee also adopted Resolution MSC.333(90) Adoption of revised performance standards for shipborne voyage data recorders (VDRs). The Committee did not approve the draft revised text of SOLAS regulation V/22 intended for adoption at MSC 91, but sent it back to NAV for further consideration because it was still considered to contain vague expressions. Furthermore the Committee approved new MSC circulars on Unified Interpretations of COLREG 1972, as amended, on Pilot transfer arrangements and on the clarification of SOLAS regulations V/19.2.3.4 and V/19.2.9.2. The Committee adopted Resolution MSC.334(90) Adoption of amendments to the performance standards for devices to measure and indicate speed and distance (resolution MSC.96(72))
11 Fire protection
The Committee approved the following circulars: MSC.1/Circ.1430 Revised Guidelines for the design and approval of fixed water-based fire-fighting systems for ro-ro spaces and special category spaces MSC.1/Circ.1431 Guidelines for the approval of helicopter facility foam fire-fighting appliances MSC.1/Circ.1432 Revised Guidelines for the maintenance and inspection of fire protection systems and appliances MSC.1/Circ.1433 Unified Interpretation of SOLAS regulation II-2/10.6.4 and chapter 9 of the FSS Code MSC.1/Circ.1434 Unified interpretations of SOLAS chapter II-2 MSC.1/Circ.1435 Unified interpretations of the FTP Code MSC.1/Circ.1436 Amendments to the unified interpretations of SOLAS chapter II-2, the FSS Code, the FTP Code and related fire test procedures (MSC/Circ.1120) MSC.1/Circ.1437 Amendments to the Interim explanatory notes for the assessment of passenger ship systems' capabilities after a fire or flooding casualty (MSC.1/Circ.1369).
25 Work programme
The Committee added the following new work programmes of the sub-committees, with target completion date in brackets, as follows: BLG Amendments to the provisions of SOLAS chapter II-2 relating to the secondary means of venting cargo tanks (After 2014) Review and modernize the Global Maritime Distress and Safety System (GMDSS) (2017) Requirement for hoist winches to be tested following any maintenance, repair or modification work which might affect the safe working operation of accommodation ladders (MSC.1/Circ.1331) (2013-2014) Clarification of SOLAS requirements for steering gear trials (regulation II-1/29) (After 2014) Amendments to the Guidelines for vessels with dynamic positioning (DP) systems (MSC/Circ.645) (After 2014) Life safety performance criteria for alternative design and arrangements for fire safety (MSC/Circ.1002) (After 2014) Development of interpretation of SOLAS regulation II-2/13.6 on means of escape from roro spaces (2013)
