Conceived as the outer most ring encircling Ahmedabad urban agglomeration,theRingRoadencompassesanareaofabout400sq. km, which includes most of the developed and developing areas and coversapopulationof40lakhs.TheSPRingRoadhasbeenplannedas a fourlane divided road with facilities such as exclusive bus lane for Bus Rapid Transit System (BRTS), service road, footpath, utilities and plantationsoneitherside.

The SP Ring Road is an arterial road, facilitating traffic movement withinthecitybyprovidingeasyaccessinandfromthecityoutskirts. PreviousStatus
The peripheral areasof Delhi have witnessed phenomenal growth in the last few years. In the absence of proper infrastructure and road network, the outer city areas were becoming prone to haphazard development.Theproblemoftrafficcongestionwasgettingworsened duetothemixingofcitytrafficandregionaltraffic.Thishadbecome mostprominentonthetwobypassesofthecity(easternandwestern bypasses). It was observed that traffic volumes exceed the carrying capacitiesatmanyplaces,furthersubstantialadditionstotheexisting traffic volumes were estimated by the year 2011. Thus, a need was felt to plan the road network keeping in view present and future needs.

StrategiesAdopted
LandacquisitionItwasachallengeforAUDAtoacquirelandinthe stipulatedtimefortheentire76.313kmroadlengthwithinvicinityof Ahmedabadcityarea.AUDAdeclaredmostpartoftheringroadasa TownPlanningSchemearea.TheTPschemeswereformulatedinsuch a manner that the ring road could traverse through the proposed scheme. The landowners and tenants who owned land along the valuable stretch were assured final plots in rectangular shape at the endorneartheRightOfWay(ROW)oftheringroad.Thisencouraged landownersandtenantstohandovertheirlandfordevelopmentof theringroad.Areasthatweredesignatedasagriculturalzoneinthe

ConceptualizingtheRingRoadTheSardarPatel(SP)RingRoadwas conceptualized in the Revised Development Plan of 2011 of AUDA. The road was planned with a longterm vision. A 76.3 km road was

master plan and where TP schemes could not be declared were acquiredbytheconventionallandacquisitionmethod. Public consultations were also held to acquire land for the ROW. Extensive consultations were organized by AUDA in all the villages fallingenroutethisringroad.Inthemeetings,AUDAexplainedtothe land owners and villagers the importance of the project and the financialgainbyappreciationoflandvalueduetothedevelopmentof theringroad. ProjectfinancingRs.230croreswererequiredforconstructingthe twoline road in Phase 1. As a local body, AUDA initially had limited funds for this project. It approached various financial institutions for loans.Afteravigorousfollowup,AUDAsucceededingettingaloanof Rs. 100 crores from a consortium of six nationalized banks. The remaining amount of Rs. 130 crore was spent by AUDA from its generalfund.Inordertorepaytheloan,AUDAstartedtollcollection whichcurrentlystandsatRs.1crorepermonth. Phase2,BOTModelAsdiscussedearlier,Phase2oftheprojectis undertheBOTmodel.UndertheBOTcontract,theprivatepartywill get a concession period of 20 years. Under this contract, the private party will be responsible for designing, engineering, financing, procuring and constructing the road during the construction period, whichis18months.Duringtheoperationperiod,itwillberesponsible for managing operation and maintenance of the project road till the endoftheconcessionperiod. ThemainfeaturesofthisBOTstructureisthatAUDAwillreceiveRs. 230 crores from the concessionaire in 18 equated, monthly installments.Thispaymentisfortheexistingfacilityofthetwolanes whicharebeinghandedovertotheBOToperatorfortheconcession period.Asviabilitygapfunding,AUDAwillhavetopayRs.36croresas agranttotheconcessionaireintwoyears.Theconcessionairewillbe

giventollcollectionandadvertisementrights.Totalrevenueoverthe periodof20yearsisestimatedatRs.2,350crores. TheMunicipalityinitiatedaprocesstoorganizeDalitwomeninJetpur city and involve them. The families responded positively. In order to ensure that all families benefit from the process, it was decided to enroll only one woman from each family. A total of nine Sakhi Mandalswereformedinwhich100womenwereenrolled. In order to ensure sustainability of this approach, an institution consisting of the members of the Dalit community was formed. This wascalledtheShriSaurashtraBhangiHarijanVikasSamiti.TheSakhi Mandalsweremadeoperationalthroughthisorganization.ThisSamiti isalsoresponsibleforskillbuildingoftheSakhis. After the formation of Sakhi Mandal, a Memorandum of Understanding(MoU)wassignedbetweentheSakhiMandalandthe Municipality for doortodoor collection of waste including the collection, monitoring and reporting. Mutual responsibilities were defined in the MoU. Doortodoor waste was to be collected from 18,993 residences and 5388 commercial units a total of 24,381 units.Forthiswork,theMunicipalitywouldpayRs.5perunit,which amounts to Rs. 1,21, 905 per month. Additionally, the Municipality decided to provide instruments for cleaning like tricycle bins and handcart. The Sakhi Mandal was to appoint supervisor for all wards, allotspecificareatoeachSakhi,covertherepairofinstruments,daily report of work, and deposition of the waste at a point fixed by the Municipality.

Achievements/Results
TheSPRingRoadisofstrategicimportancetothecityasitintegrates land use planning with road network and other infrastructure facilities. It is planned to be a part of an efficient Bus based Rapid

Sustainability
ThePPPmodelanditsfinancialconfigurationdiscussedabovereflect the sustainability of the project. It is a winwin situation for all stakeholders namely, the AUDA, the BOT concessionaire, the city traffic, transporters and most importantly the original land owners whoconsentedtogiveawaytheirlands.

Replicability
ThePPPmodelwithvariationsfordevelopmentofroadinfrastructure is being used for several other infrastructure projects by urban local bodies in India such as redevelopment of markets, for design, construction, operation and maintenance of compost pants for solid wasteandlandfillsamongothers.
