THE COMPANY Central Mine Planning &Design Institute Limited (CMPDI),A subsidiary of Coal India Limited(CIL),IS A Schedule-B company ,presently having a total strength of 3173 employees. It is ISO 9001 certified since March 1998.It has been conferred with Mini Ratna (Category 2)status by the Government of India in May 2009. Authorised capital of the company is Rs 50 crores ,of which Rs 19.04 crores is subscribed and paid-up, totally by the holding company Coal India Limited. As a company ,CMPDI has always been in profit .Its present net-worth ,as on 31.3.09,is Rs 52.32 crores. Formation of CMPDI was proposed to the Government of India in 1972 as a comprehensive set-up under one roof. This roof for planning support to the entire Indian mining industry, which was then operating on a rudimentary planning system. This was also the time when Indian coal-industry was being nationalized to enable it to support the high growth of energy sector required growth of the country in the coming years. In the above circumstances ,the need for scientific planning for the coalmining sector became paramount ,and so ,the Government of India approved the proposal of CMPDIs formation in December 1973,restricting its field of activities initially to the then nationalized coal-industry. So,the planning wings of Shanti Bhawan (BCCL) and erstwhile National Coal Development Corporation (NCDC)formed the nucleus of CMPDI, and it started
functioning in January 1974 as a division of the then Coal Mines Authority Limited (CMAL). On 1st November 1975,BCCL and CMAL were merged to form Coal India Limited, and CMPDI attained the status of a public limited company under CIL with declared scope of its business broadly in line with its original proposal .

FUNCTIONING
CMPDI functions through its corporate headquarters at Ranchi and its Regional Institutes (RIs)numbered 1 to 7 located at Asansol, Dhanbad, Ranchi, Nagpur, Bilaspur, Singrauli and Bhubaneshwar respectively along with various field units including 20 coal exploration camps. Presently ,the services offered by CMPDI fall under the following two broad heads. A) B) A. Its business functions Its corporate responsibilities CMPDIs Business Functions, ie, those contributing to the earnings of the company. These cover consultancy and support services especially to the mineral, mining and allied sectors, both within and outside coal industry and the country. Relating to this, the total scope of CMPDIs business activities is as follows ,which is also covered under its company wide ISO 9001 -2001 Certification. a. Consultancy in mineral exploration and environmental management ,with associated laboratory support . b. Planning & Design in mineral, civil & architectural engineering ,coal and mineral preparation, electrical &mechanical engineering ,mining electronics,
Consultancy for implementation ,certification ,and maintenance of ISO 9001 and its industry specific translations .ISO 14001,ohsas 18001,SA 8000,other management systems and their desired integrations.

Presently these business functions of CMPDI are largely restricted for its sister coal producing companies within CIL as this constitutes more than 80% of companys total turnover. B) CMPDIs Corporate Responsibilities :In addition to the business functions as above, CMPDI also has some corporate responsibilities as follows. 1. Assisting ministry of coal (MoC) and Planning Commission in taking strategic decisions relating to coal sector at the national level, eg through maintaining inventories of coal deposits ,coal mining potentials and operations etc. 2. Functioning as a nodal agency on behalf of Government of India ,eg for schemes funded by MoC VIZ S&T projects, exploration work in non-CIL blocks, Environmental Measures and Subsidence Control (EMSC ) projects, and CBM clearing house ; and for projects funded by MoC Viz S&T projects ,exploration work in non CIL BLOCKS, Environmental Measures AND Susidence Control(EMSC)projects and CBM clearing house ;and for projects funded by CIL R&D Board.

Liasion between MoC, CIL, and sister coal producing companies on technical and operational matters. Acting as an in-house planner and guide of nationalized coal producing companies as their integral part.
As a result ,the present corporate identity of CMPDI is basically that of an inhouse consultant to Coal India and its subsidiaries and the Government of India rather than that of a consultancy business organization for market customer.
CMPDI functions through a Board of Directors constituted by the Government of India. A full time Chairman cum Managing Director ,4 full time functional Directors,2 nominated part time Directors (one each from CIL and MoC). And 4 non official part time Directors constitute this Board. As stated earlier .CMPDI functions through its corporate headquarters at Ranchi and its seven Regional Institutes (RIs)at Asansol ,Dhanbad.Ranchi Nagpur.Bilaspur , Sigrauli,and Bhubaneshwar. 7 Regional Institutes each linked to one of the seven sister coal producing companies within CIL,provide in-house planning and execution support to them. Ranchi Headquarters provide in-house planning and execution support to CIL companies in specialized areas ,offer consultancy to open market customers in a limited manner ,and discharge corporate responsibility of coordinating the activities of RIs and providing support to CIL and GOI. This functional organization of CMPDI is given in annexure 2 at A , which also shows the set up for undertaking various functions of CMPDI. A total 28 departments operate in CMPDI of these 14 are technical departments -7 operating both in HQ and RIs , and 7 only in HQ. 14 are service departments -7 operating both in HQ and RIs ,and 7 only in HQ.

KEY FUNCTIONS OF THE BUSINESS DEVELOPMENT DIVISION Foreign collaboration Presentation Customer relationship management. Screening of media for perspective jobs and getting acceptance from the lead division for quoting in those jobs. Identification of outside CIL job opportunities suitable for CMPDIs participation. impact of the particular project on the environment, on the flora and fauna of the surroundings .It also assesses its effect on the water level, etc.

EMP (Environmental Management Plan)-It helps to plan out the ways how the impact on the environment can be compensated. For example: If a particular project results in deforestation then equal amount of trees should be afforested.

Now the BD division contacts the executive/concerned department. The division will make an assessment of the resource requirement regarding: No. of ED(Engineers Day) Other expenditures like 1. TAD (Tools that will be required) 2. Purchase of satellite.

Now the BDD takes the particular assessment to the Finance Department to Convert the same in monetary terms.

Now it takes approval from the CMD regarding the particular project and the Cost vetting sheet.

Now the BDD submits the quotation or the financial offer to the concerned client along with the Scope of Services, Time Schedule, Consultancy Fee,
milestone, request for any input data required, Other Terms & Conditions including Payment Terms and any other requirement.
If the proposal is agreed upon by the client, they sent the acceptance letter to The BDD. Now if the client or CMPDI has any confusion then those clarifications are made and further negotiation is done if required regarding the price, time schedule discussions, etc.

Now a unique job number is assigned to each assignment after acceptance of LOI/work order as per quality system procedure, and then the BDD sends it to the lead division for the further execution of work.

Preparation of Status Report of outside consultancy jobs is done from time to time & the BDD submits the same to the higher management for their appraisal.

RAISING OF BILLS
It advices the Finance department for raising of bills (in case of outside clients only) according to the payment plan on receipt of intimation from the lead division regarding completion / achievement of any milestone activity related to Payment Terms.

At last BDD sends the final report to the client and collects the feedback of the client regarding the service provided and the satisfaction they had.
CONCLUSION
CMPDI was originally proposed to the Government of India in 1972 as a comprehensive set-up to provide support to entire India mining industry. It was established in January 1974 as the Planning Division of the then CMAL with its field of activities restricted to the in-house planning needs of then recently nationalized coal-industry .In November 1975, it became a public limited company under CIL with the scope of its business declared under its Memorandum of Association broadly in line with its original proposal. CMPDIs business activities are largely restricted to the support and guidance to its sister coal-producing companies within CIL; and present corporate identity of CMPDI basically that of an in-house consultant to coal India and its subsidiaries and the Government of India, rather than that of a consultancy business organization for market customers. It has been learned by CMPDI that it has decided to peruse the following goals by 2014; A. Be a Rs.1000 crores company by 2014; and B.Achieve a postpaid-tax profit of 5% of turnover by 2014. CMPDI provides a vide range of services under one roof, which no other global or national operator provides. This also guards CMPDI against the ups and downs of any particular industry segment. All these capabilities have been created through systematic investments in infrastructure over years, and command a definite scope for CMPDI to increase its market share in the emerging market both within and outside coal mining sector and the country.
