What is government? A government is an institution that makes and enforces public policies for and on a society.

Public policies are the things that a government wants to do in its involvement with society. However, in order for a government to make and enforce its public policies, it must have something we call power. Every government has 3 kinds of power: 1. Legislative Power. Legislative power is the power to make laws and public policies. 2. Executive Power. Executive power is the power to execute, enforce, and administer the law. 3. Judicial Power. Judicial power is the power to interpret laws and problems within a society. Really, there are 2 main ways for a government to exercise these 3 powers: 1. Dictatorship. A dictatorship is a government in which 1 person or small group exercise these powers. 2. Democracy. A democracy is a government in which a majority of people exercise these powers. What is a state? There are 4 things that define a state: 1. Population. A state must have people. The existence of a state has nothing to do with the size of its population. There can be a population of 3 people, and that would still be enough people to establish a state. To add to that, the people that make up the population do not have to share the same traditions, language, or ethnic background. 2. Territory. A state must have land. Again, the size of the land does not matter. There must obviously be enough land to satisfy the population of the people. 3. Sovereignty. A state must have the power to carry out its own foreign and domestic policies. It does not answer to any higher authority among men. 4. Government. A state must be politically organized. Through a government, a state is able to use its power. How did the state come into being? There are 4 reasons as to how states were established:

1. The Force Theory. This theory states that states were established by force. A stronger group of people used their strength to control a weaker group of people. 2. The Evolutionary Theory. This theory states that states were established gradually through the customs of a family. In the beginning, somebody became the head of the family. As the family grew into a clan, and in turn grew into a tribe, the head of the family held power. 3. The Divine Right Theory. This theory states that states were established by God. God gave a line of people or family the right to rule over a state. 4. The Social Contract Theory. This theory states that states were established by the consent of a majority of the people. People saw a need for government and thereby gave up some of their freedom to the government so that the government can protect what little freedom they have left. What is the purpose of government? There are 4 things that a government does: 1. Form a more perfect union. A government is supposed to unite its people. 2. Establish justice. A government is supposed to provide justice. In one sense, the law is created to protect people from injustice. So then, a government provides justice in carrying out the law. 3. Insure domestic tranquility. A government is supposed to keep its peace. Most people don't enjoy living in chaos. It is the government's job to prevent anarchy. 4. Provide for the common defense. A government is supposed to defend its state. It must defend its state from its own people and the people that don't belong in the state. 5. Promote the general welfare. A government is supposed to benefit its people. Some benefits are public education, access to water, and clean air. 6. Secure the blessings of liberty. A government is supposed to keep liberty abroad. People have the right to make their own decisions and choices.

State vs Government The State refers to the present state of system. It also refers to a governed entity such as a province. A government on the other hand is a kind of agency through which authority is exercised by political units. There are different types of states such as Sovereign state, Member state, Federated state and Nation state. The term government on the contrary refers to the civil government of a sovereign state. There are different types of government such as Anarchism, Authoritarian, Communism, Constitutional monarchy, and Constitutional republic, Democracy, Dictatorship, Monarchy, Oligarchy, Plutocracy, Theocracy and Legalism. A state is an organized political community occupying a certain territory. A government on the contrary is an organization that has the power to make and enforce laws for a definite territory. The word govern has the meaning of power to administrate. It is interesting to note that a state generally occupies a certain geographic area. A state is characterized by the presence of culture, language, people and history as well. One of the major differences between a state and a government is that a state is like an organization whereas a government is like a management team. A state is an independent entity characterized by certain tasks to be carried out. It is interesting to note that these administrative tasks are carried out by the so called government for the proper functioning of the state. In short it can be said that a government has the complete right to exercise power over people and the region. In other words a state is the territory and the government has the right to exercise its power over the territory. One of the important differences between a state and a government is that a state is a geographic entity covering people and trade, whereas a government is a political administration of state or a country.
