CONGRESS CLEANS UP PRIVACY BILL


THE House and Senate on Tuesday rectied the ambiguity in the data privacy bill and deleted all penalty clauses that would penalize journalists with hefty nes and jail terms for breaches of condentiality. The revisions came following the protests by press groups that called the punitive provisions tools to suppress press freedom and information freedom. The PPI objects to the proposed data privacy bill because it violates the constitutional freedoms of expression and the press, said the Philippine Press Institute led by its president Amado Macasaet. The PPI made its ofcial position known to Senator Edgardo Angara and Pasig City Rep. Roman Romulo, the authors of Senate Bill 2965 and House Bill 4115, respectively. Angara and Taguig City Rep. Govt sets aside P20b to lease 150k classrooms

THE government will spend up to P20 billion to lease school facilities from private contractors to meet the backlog of 150,000 classrooms by 2016, a Department of Education document shows. The guidelines for the public-private partnership program, a copy of which was furnished the Manila Standard, says the private sectors help is needed because the government has enough money to build only 10,000 classrooms annually. Due to budgetary constraints and limitations in institutional capacity, the government only builds, on the average, about 10,000 classrooms annually, Education Undersecretary Francisco Varela said. The government needed to build 30,000 classrooms to address the backlog every year, he said. At least P5 billion was released this year for initial amortization under the program, he said. Ownership of the classrooms would be turned over to the department after a 10-year lease. Varela says the classroom shortage now stands at 66,800 and is expected to swell to about 150,000 by 2016 due to higher enrollment and the implementation of the K12 program that adds two years Next page to the standard basic education.

At the same time, the pressure against naming acting Chief Justice Antonio Carpio as the replacement for Renato Corona, who was removed by the Senate impeachment court on May 29, appeared to increase as a result of Carpios disagreements with Corona. Senator Francis Pangilinan said he was open to the idea of choosing an outsider to become the next chief justice, while Rep. Juan Edgardo Angara said the search for the next chief magistrate should be widened and the evaluation of aspirants should be opened to the public. Vice President Jejomar Binay, who arrived from the United States and Kuala Lumpur on Tuesday, described Carpio as a land mine and said the next chief justice should come from the academe. The next chief magistrate should also be a top administrative ofcer. Presidential spokesman Edwin Lacierda said Binay was free to express his opinions, but insisted that Justice Secretary Leila de Lima and Internal Revenue Commissioner Kim Henares were very much qualied to be appointed as the next chief justice. Aid to coconut areas


THE Philippine Coconut Authority on Tuesday offered to repopulate the coconut farms in Batangas with beetles that prey on scale insects that have destroyed hundreds of thousands of trees in the province. Deputy Administrator Carlos Carpio said the coccinenid beetle, found in Palawan, could control scale insect infestation to save coconut and other trees. A host of this beetle from Palawan could spur a natural predatory cycle that will check and balance the pest population in affected plantations, Carpio said. Scale insects cause a coconut trees fruits to fall off. They have infected about 200,000 trees in Tanauan of which farmers have cut down 20,000 to sell as lumber. They say the infestation could spread to Quezon, another, coconut-producing province. The coccinenid beetle, a natural enemy of the scale insect, may have disappeared in the area because of inter-cropping or fumigation. Carpio said infected trees must be immediately pruned and trimmed. Once this is done, the trees can grow leaves anew and produce healthier nuts, he said. He advised the ofcials in two villages in Tanauan to declare a state of calamity so the farmers could be entitled to nancial assistance. The Philippines is the top producer of coconuts in the world. The councils members on Monday agreed to require the candidates to submit their statement of assets, liabilities and net worth and waive their right to the secrecy of their bank deposits. Pangilinan on Tuesday urged the council to open up its deliberations to the public, saying its past deliberations had been shrouded in secrecy. He also pushed for a stricter vetting process and the hiring of psychologists and investigators to check on the aspirants. his defense of the ousted chief justice, said he hoped Coronas replacement would come from within the Supreme Court. Im an institutionalist. He said he saw nothing wrong with serving even if acting Chief Justice Antonio Carpio, a known rival of Corona, was appointed to the top judicial post. Antonio Tinio warned of a worsening backlog and said the government would be compelled to borrow money because it failed to do anything to address the problem in the last two years. Due to the failure of the Aquino administration to provide adequate funding in the 2012 national budget, the existing shortages in the basic education system will be aggravated by the unmet requirements of K12, particularly its kindergarten component, Tinio said. He said the influx of around 1.6 million 5-year-old enrollees in kindergarten this school year would result in a shortage of around 25,000 classrooms solely for the kindergarten component of K12. That, he said, had contributed to a worsening of the unmet requirements in public schools. After two years, the Aquino administration has been unable to close the gaps in basic education resources. For school year 2012, the total shortages for the whole public school system stands at 132,483 teachers, 97,685 classrooms and 153,709 water and sanitation facilities, Tinio said. Its up to Malacaang to explain why K12 is so grossly underfunded that its undermining whatever promise it has of improving the quality of basic education.

The Aquino Administration alloted P238.8 billion for [the Education Department] for 2012. The budget is P300 billion short of the UN recommendation which is 6 percent of GDP [gross domestic product], Palatino said. During the last Congress committee hearing for the K12 program, Palatino said, the Education Department had said that it needed an extra P100 billion to implement the program. But there was no clear commitment on the part of the Budget Department to nance the additional budget needed. Tinio also disputed the lower gures cited by the government for teacher and classroom shortages. [The Education Department] claims that it will have the teacher shortage down to 11,620 by the end of this school year. But thats only because they include over 49,000 contractual teachers funded by local government units and around 20,000 volunteer kindergarten teachers employed by [the department] in their accounting, Tinio said. In truth, these teachers are generally grossly underpaid and deprived of basic workers benets because of the contractual nature of their employment. [The department] has a legal obligation to regularize them. As to classrooms, [the department] claims that they will be able to construct 30,000 to 40,000 new ones this school year through a socalled Public-Private Partnership scheme. The fact is, these certainly wont be ready by June, and it still remains to be seen whether or not the PPP scheme will deliver.

The revisions also make clear that the penalties apply to those who disclose Santiago said another provision provided for the exemption of Australian forces from taxes. Congress should rst pass a law granting the tax exemption before the Senate concurs with this treaty, she said. The Constitution provides for a vote of the majority of all Congress members, meaning that there should be a majority vote of both the Senate and the House of Representatives. Laundering bill nearing OK

A bicameral conference committee on the proposed amendments to the antimoney laundering law would be held this morning at the Senate.
This followed the approval by the Senate on third and final reading of SB 3009 that sought to add more teeth to the law. A related measure, the antiterrorism nancing bill, was certied as urgent by President Benigno Aquino III by way of electronic signature in London, where he was on a working visit. Senate Bill No. 3009 would enable the antimoney laundering council to inquire into bank accounts and investments of suspected money launderers. The anti-terror nancing bill on the other hand was approved on second reading but there might not be enough time to see it through the June 21 plenary session in Rome of the Financial Action Task

Force, the global watchdog. FATF has the power to blacklist the Philippines and other noncompliant nations, a move that could lead to disruptions in nancial transactions. Senator Teosto Guingona III, who advocated the passage of AMLA amendment measures in the Senate, said the bill would require any court to freeze the account of suspects within 24 hours from ling of the petition. Likewise, no court shall issue a temporary restraining order or a writ of injunction against any freeze order, except that by Supreme Court. Guingona also noted that the approval of the bill in the

It would penalize any person who assisted the principal of the crime by concealing or destroying the effects of the crime, or by harboring or assisting the escape of criminals. The FATF threatened to blacklist the country if it should fail to pass the bills amending the AMLA by this month, a sanction which according to FATF could severely affect the financial transaction of the country including the remittances of Filipino workers.

House senses trouble on SALN


A PANEL chairman in the House of Representatives on Tuesday thumbed down the suggestion from a colleague to invite ousted Chief Justice Renato Corona to a congressional hearing on proposals to amend the bank secrecy law. Leyte Rep. Sergio Apostol, the chairman of the House committee on banks and nancial intermediaries, criticized Paraaque Rep. Roilo Golez for trying to stir another controversy involving the former high magistrate. Apostols panel was deliberating on seven bills led at the House, all asking the courts including the impeachment court to enable it to review certain provisions of the Foreign Currency Deposit Act, which was enacted in the 70s. Golez, during the hearing presided by Apostol, suggested that Corona should be invited as one of the resource persons for the panel. But Apostol frowned on the idea. I dont want him invited; it will mean trouble, Apostol said. He (Mr. Corona) was convicted because of misdeclaration of SALN [Statements of Assets and Liabiltiies and Net Worth] which is whats being talked about. So why invite the fellow? Meanwhile, a petition was led before the Supreme Court seeking to stop the removal of former chief justice Renato Corona. Thousands of farmers may lose livelihood

AN estimated 300,000 farmers from tobacco-growing regions will likely be displaced if the sin tax reform bill is enacted. La Union Rep. Victor Ortega, a member of the Northern Luzon Alliance in the House of Representatives, made the disclosure on Tuesday, as he appealed to this colleagues to keep an open mind on excise tax for cigarettes and alcohol products without having the tobacco farmers and liquor workers suffer the consequences of an exorbitant tax rate. Ortega issued the statement as the House continued its plenary debates on the measure. The original version of the controversial Abaya bill proposed a single tax rate for cigarettes and liquor products. The sin tax bill went through revisions and became House Committee Report No 2172, wihh the Department of Finance calling for a two tax rate structure for tobacco products and three for alcoholic products. Ortega explained that under the revised version of the proposal, cigarettes being sold at P11.50 per pack and less will be charged P12 in taxes in the first year and P22 on the second year.Ortega said cigarettes priced at P11.50 or more would be taxed initially at P28.30 and P30 in the second year. This is too much, Ortega said. At least 300, 000 tobacco farmers in Ilocos will suffer and get displaced. You can now just imagine the magnitude of the impact if these 300,000 farmers are displaced and lose their livelihood. The poor Ilocanos will definitely get affected, and we do not want this to happen, Ortega pointed out. Zambales Rep. Mitos Magsaysay, one of the vocal critics of the sin tax reform bill in the House, also shared Ortegas apprehension. She said the inequitable tax treatment between tobacco and alcohol products under the amended Abaya bill was highly questionable. Magsaysay said that the 700-percent tax on low segment cigarettes was the highest tax increase for a product anywhere in the world. In contrast, she stressed the tax rate for alcohol products, particularly fermented liquor (beer), which was even less than the tax imposed on beer. Ortega said he remained hopeful that the House leadership would be able to consider the plight of all the stakeholders, particularly the farmers.

ADB goes solar, earmarks $300m

THE Asian Development Bank has alloted $100 million for a solar rooftop project in the Philippines with total capacity of 7080 megawatts, an ofcial said Tuesday. Solar prices have gone down in the last few years; maybe we can do rooftop solar project with some funding, ADB senior energy specialist Sohail Hasnie told reporters at the sidelines of the ADB solar rooftop power plant. One megawatt, which costs around $2.5 million, is enough to serve 25 families. Hasnie said the solar rooftop project may be carried out in three to four years. Government agencies are welcome to make use of nancing from the ADB, ofcials said. Seethapathy Chander, ADB director general for Regional and Sustainable Development Department, for his part, said the Philippines has a solar rooftop potential of 10 to 15 MW this year and 50 MW to 100 MW next year. Theres a potential (of 50 MW to 100 MW) because the electricity cost is high in the philippines. I expect that once prices go down, and the manufacturer are able offer lower prices, people should want to buy that, Chander said.

CIVIL society leaders in Baguio City sought the ouster of the Camp John Hay Development Corporation from Camp John Hay for its numerous violations while operating in the former American rest and recreation facility, Camp John Hay. The city residents took turns in lashing out at the CJHDevco as they expressed their collective sentiments during a multi-sector dialogue held last week in this city. The dialogue participants were unanimous in expressing their disappointment and disgust over the turn of events at Camp John Hay in relation to CJHDevcos role as a private lessee and property developer through a leasehold agreement with state-run Bases Conversion and Development Authority. I categorically say that I am disgusted because they (CJHDevco) are earning so much money but not giving back (what is due) to the people, Sheree Nolasco of Causa Nostra said. Nolasco recited a litany of certain alleged shortcomings by the CJHDevco which created eyesores within Camp John Hay. She noted the apparent lack of wastewater management among certain commercial rms. The commissary alone, the sewers gone, Nolasco said, adding that the erring operators tried to conceal their misdeed by covering the wastewater ows with cut grass and GI sheets. This applies also to the CAP (College Assurance Plan) building, where theres a big culvert pointing towards Scout Barrio, Nolasco said. I have the same thing to say about the Old Library. When you start on top of the septic tank that was built by the Americans there, everything is owing out down. Unfortunately, her record in this regard has been painfully consistent. Clearly, with the Presidents blessing, this was a Justice secretary who deed the Supreme Court and refused to carry out a lawful order simply because it favored Mr. Aquinos political rival. This was the same Justice secretary who, in a move that surely curried favor with her master in Malacaang, publicly derided the chief justice, the highest judicial ofcer in the land, as a lawless tyrant. Are we to believe that the secretary who has done legal cartwheels to advance the Presidents political agenda will suddenly become independent once she becomes the chief justice? This beggars belief. Which leaves integrity. Here we have a justice secretary who testied against the chief justice at his impeachment trial,

Unqualied on three counts


It was in July 2010 when De Lima assured the families of the Maguindanao massacre victims that justice would be served on the killers of 57 people in the worst case of political violence in the nations history. Today, almost two years later, the trial limps forward, hampered by the governments inability to provide protection to key witnesses, two of whom have already been killedthe latest one hacked to pieces by a chainsaw. Was this merely a sign of incompetence, or Secretary De Limas misplaced priorities? If De Lima were truly competent, why has the Commission on Appointments consistently refused to conrm her position? Through much of her term, the secretary has focused instead on doing the Palaces bidding, starting with its campaign of persecution against the former President and her perceived allies. And was it independence that Secretary De Lima exhibited when she meekly eagerly campaigning for his position after she contributed to his ouster. This was also the same ofcial who disrespected and deed not only the chief justice but the rest of the Supreme Court, which she now wants to lead. Senator Miriam Defensor Santiago was spot on when she observed that De Lima and Revenue Commissioner Kim Henares, who has also been suggested as the next chief justice, should be disqualied because their testimony at the impeachment trial would raise doubts in the minds of the public that they were testifying to get rid of the incumbent and replace him. Im afraid they have disqualied themselves morally from that vantage point, the senator said. We can only agree. If Secretary De Lima had any real delicadeza left, she would turn down the nominationif and when it cameon the grounds that by her own three measures, she has come up three short.

AS A member of the Judicial and Bar Council, Justice Secretary Leila de Lima has inhibited herself from the deliberations on the next chief justice on the basis that she might be considered for the job. She holds this up as an example of delicadeza or a sense of propriety, but her recent actions have shown nothing but shameless selfpromotion, naked ambition and a lust for position. We rst learned of the secretarys interest in the position last week, when she said she would be open to becoming the next chief justice, even though nobody had yet put her name forward as a replacement for the ousted Chief Justice Renato Corona. De Lima, who sought to conceal her ambition behind a que sera sera attitude, said the next chief justice should have competence, integrity and a high sense of independence. On these three measures alone, we are sorry to say, De Lima has proved grossly unqualied.

Chaos as usual
LOWDOWN
ITS true that any new program encounters resistance, as Malacaang Palace says in defense of its controversial K-12 integrated basic education scheme. But when the opposition to the new plan comes in the form of a lack of 50,000 classrooms, regardless of whether or not two years have been added to the time students stay in school, then we really have a problem. The philosophical explanation provided by a Palace spokesman sounded legit. We need to overcome this resistance in order to put our education system at par with international standards to ensure that our graduates will have the necessary skills and qualications, the rst spokesman said. Still, this laudable goal crumbled when another spokesman was confronted with the severe lack of classroomsa problem that has obviously nothing to do with any newfangled educational program. This mouthpiece could only say, without really explaining why, that the K-12 scheme simply cannot wait for the classrooms to be built. The backlog could be eradicated in two years, as the Palace hopes, but whats worrying is the lack of certainty (even amongst Palace spokesmen) that this will actually be the case. This is because the national government, which wholly conceived and implemented the K-12 program, subcontracted the classroom-building drive. Out of the 50,000 classrooms, 30,000 will be built through the Aquino administrations moribund centerpiece economic recovery program, the Private-Public Partnerships. The remaining 20,000 will be built by the local government units where these classrooms will be located. We are going to roll out, bid out the classrooms by this year, said the beleaguered spokesman, with understandably little condence in his voice. Hopefully, within 18 to 24 months we will be able to build all of the classrooms. Even this clueless bureaucrat, after all, understands that his self-declared timetable is eminently fungible. Given government bidding and procurement regulations and the usual red tape associated with such an ambitious nationwide building program, no one is betting that the local governments can build the number of classrooms assigned to them, even if all the money were suddenly released by the national treasury tomorrow. As far as the classrooms that will be built using PPP are concerned, the

spokesmans stated goal is even harder to reach. Even Malacaang cannot say how many rm commitments it has gotten from the private sector to build the bulk of the classrooms required to say nothing of the current stage of the negotiations with the balky private companies being dragooned into the effort. Perhaps the teachers groups and other organizations who want the K-12 scheme postponed until the required classrooms are put up should check up on the palace spokesman again in 18 to 24 months, to see if the deadline is being met. Thats assuming that he still has his old job, of course. *** But going back to the K-12 program itself, there seems little real opposition to it, apart from the fact that the government is obviously rushing into it without the necessary preparations. And, classrooms aside, that also includes the training of the teachers who will instruct students in the new grade levels and even the instructional materials that will be used by them. This was the cause of the chaos that prevailed during the opening of classes last Monday, especially in hundreds of the nations public schools where K-12 was being tried for the very rst time. And regardless of what the Department of Education and Malacaang tell us, it looks like the confusion, frustration and overall hand-wringing is going to get worse before things get better. In the end, the problems encountered by the K-12 program could all have been avoided if the Aquino administration had prepared for it better. Heck, two years after it was installed, the government had not even considered it important to approve a law authorizing the new basic education schemenever mind if our lawmakers have made it perfectly plain that they will do whatever the palace wants, from passing laws to impeaching chief justices. Like many initiatives of this administration, the K-12 scheme could have been well-intentioned. But the way it was implementedjudging from the lack of nearly everything from classrooms to trained teachers to even an enabling lawmay ultimately kill what sounded like a good idea. This is certainly no way to run a government. Even before the people who decided that basic education should be extended for two years gave the green light, agencies in charge of building the classrooms, training the people and even of shepherding laws through Congress should already have done all of the preliminary work. Oh, but I forget. That sort of inter-departmental coordination only happens when the government decides to go after its enemiesnot when implementing something as boring as a new basic education program.

FIRST THINGS FIRST
LONDON LONDONFor the past two weeks, I have watched at close range the gloom which the global nancial crisis has brought upon the heart of Europe, and how the average Europeans are coping with it. It has changed lifestyles, but it has not extinguished their capacity for worthy celebrations. In Madrid and Milan, where I attended the 6th World Congress of Families and the 7th World Meeting of Families with the Pope respectively, delegates from the various continents gathered together to celebrate human life and the family. In London, where I ew in yesterday, the celebration centered on the Queens diamond jubilee. On Sunday one million Britons lled the banks of the Thames in soggy and wet weather as the Queen rode a royal barge in a uvial parade that tried to bring to life and rival the grandeur of the Lord Mayors Parade painted by Canaletto in 1747. On Monday evening, a royal concert was provided by some of Britains top performers during the various stages of Queen Elizabeths 60 years on the throne. The royal family joined the thousands in attendance, even though the 91-year-old Prince Philip stayed in hospital under observation for a bladder infection. What happened in Madrid and Milan was a touch different from what happened in London, but they all seemed to lift hearts and minds above present economic problems. A genuine celebration of the human spirit. In Madrid, the lavishness and glitz of prosperous times is gone, the leisure crowds at promenades and parks have vanished, the high-end shops are virtually empty, and austerity is everywhere. In the middle of an international conference attended by delegates from the Americas,

Europe, Africa and Asia, the Spanish organizers, who did an excellent job of putting together a three-day congress, did not mind confessing their economic woes and appealing to the foreign delegates to help cover their decit, because of the recession. But they could not celebrate their love of life and the family less; they poured it out in words, dance and music. In Milan, in the rich industrial region of Lombardy, delegates from 150 countries gathered for the 7th World Meeting of Families with the Holy Father. Before Pope Benedict XVI arrived, a reasonably strong earthquake struck the neighboring region of Emilia, causing death and destruction to many individuals and families. Even as the Milanese hosts mourned and sent help to the victims of the tragedy, it did not prevent them from offering the Pope a concert at the famous La Scalla, where a great symphony orchestra played Beethovens Symphony No. 9, Ode to Joy, otherwise known as the national anthem of Europe. In his short address after the performance, the Pope said it was good for Italians to listen to Ode to Joy at this time, to help them mend broken spirits and broken bones. At the pastoral and theological congress that preceded the nal encounter with the Holy Father, theologians, philosophers, sociologists and other experts tried to highlight the need to celebrate the gift of human life fully within the family. Mans relationship with God, reected in mans relationship with man, deserves a permanent celebration, the speakers said in common, and the ideal venue for that is the human family. We need to rediscover the human family and see that every person is a gift to himself and to others; that he or she is not a means to an end but rather an end in itself. God is the creator, and man and woman, united in marriage, are the generators in a divinely ordained relationship which no state has the right to alter. One study showed that 86.5 percent of young people surveyed thought the family is key to the

stability and happiness of individuals and society. In the diocese of Bergamo, where we drove for one of our sessions, a sociologist and an archbishop agreed that unemployment was driving young Italians to leave their city or country in search of employment elsewhere. Their rst problem, though, is their lack of adequate qualications for the jobs they seek. Its only now that they realize that their country has not invested enough in preparing its young people for the future, and this has made them poorer. What I was hearing in Bergamo reminded me of home. We are one of the few countries not threatened by the demographic winter, which is now mutating into an economic winter, and possibly into a political winter in many places. We have a vibrant and dynamic population, a work force younger than the average in any developed country. We should be looking forward to a formidable demographic dividend while others face a decline. But we may not be investing enough in our families and young people, while our politicians allow themselves to be dragooned by the international population control lobby into pushing for population control. If we can but put the interests of our families and young people above those of our political controllers, we may yet set things right for the future. Do we have the clarity of vision and right political will? I hope we could answer that better, after President Aquinos current visit to Washington, DC and London. fstatad@gmail.com

ARE WE THERE YET?
CLASSES in public schools opened last Monday. Fortunately, most private schools chose to delay the start of their classes to June 18 so there was less chaos on our streets. The usual squawking from certain sectors was still there. This time around, the shrillest screeching emanated from certain members of the House of Representatives. They were protesting the implementation of K-12, mainly on account of the fact that Congress still hasnt passed a law that would supposedly enable the Education Department to shift to the new program. Of course they also shot down the K-12 program by citing the perennial problems of the educational system such as the shortage of classrooms and toilets and the lack of teachers. I have questions for our congressmen: Why are you raising the issues only now that classes have already started? Why didnt you raise a howl earlier when solutionswhether long-term or short-termcould still be put in place? Why is it that a few weeks after classes have started and things have normalized, your concerns dont seem so urgent and important anymore that you dont even bother to sit down with the leaders of the educational system to pursue more lasting solutions? More importantly: What is your alternative solution to the problems of the educational system? The implementation of the K-12

A legal quagmire
TO THE POINT
THE guilty verdict on former Supreme Court Chief Justice Renato Corona has brought about a legal quagmire. And this question remains unanswered. It pertains to the fact that in the absence of a chief justice, theres nobody to act as ex-ocio chairman of the Judicial and Bar Council, as provided for in Article VIII, Section 8 (1) of the Constitution. The Supreme Court en banc may have chosen Senior Associate Justice Antonio Carpio as acting chief justice. But nowhere in the Constitution is an acting chief justice mentioned. Likewise, in the creation of the JBC, there is no provision for a vice chairman. To me, thus, the choice of Carpio as acting chief justice and his inhibition as chairman of the JBC, being automatically nominates as Coronas replacement, are both illegal and questionable. When a chief justice is absent because he is on leave, is sick or on vacation, an ofcer in charge is designated, who is traditionally the most senior associate justice. But theres no animal in the charter as acting chief justice. Even before the impeachment trial of Corona, this question was already raised. Note that the President can only appoint a chief justice from a list submitted to him by the JBC. Thats why its imperative that this legal quagmire must be resolved by the Supreme Court once and for all, and immediately. A President cannot appoint anybody to the Judiciary unless nominated by the JBC. Santa Banana, a constitutional crisis may ensue! When the framers of the Constitution created the JBC, they forgot the eventuality of a chief justice being ousted through impeachment. Thats the biggest loophole, among many, of the Constitution. *** The name of Secretary of Justice Leila de Lima has been mentioned quite regularly in media as a probable chief justice. In fact, no less than the President himself has mentioned De Limas name as probably the outsider he wants to replace Corona with. Of course, De Lima is more than friendlyshe is actually submissive to the Presidents wishes. This scenario thus raises eyebrows. For one thing, tradition would be broken. Senior Associate Justice Antonio Carpio was in fact bypassed when former President Gloria Macapagal Arroyo appointed Corona to the top post. In my book, while Tony Carpio may not be looked at too kindly by some sectors, especially by lawyers

Lets make K-12 work

program is not something that was decided on last weekthis matter has been on the table for many years now. I am aghast that there are people who are calling for the withdrawal of the program now that implementation has already started. Why only now? Certain party-list groups have even labeled the education departments implementation of the K-12 program this year as presumptuous and contemptible because congress still has to pass the law that will legitimize K-12. Kabataan party-list national president Terry Ridon shrieked: What if the law is not passed? What will happen to our schoolchildren? Some of our lawmakers would truly benet from the additional years in formal education. Perhaps they would at least have the discipline to engage their minds before opening their mouths. Seriously, is there a single person in this country that thinks there is a possibility that Congress will not pass a law on something as important as K-12? And besides, the thought of this particular Congress defying Malacanan Palace is a hilarious idea it got 188 congressmen to sign an illprepared impeachment complaint, how difcult would it be for this current administration to get a bill that would benet millions of schoolchildren approved? Ridons expression of concern on the fate of our schoolchildren is amusing. The K-12 program is being implemented in stages. This means that the additional two years of senior high school (Grades 11 and 12) will commence in 2016, affecting those who are high school freshmen this year. Surely, Congress would have made a decision in four years time. And on the very remote chance that they thumb down the K-12 program in the next four years, what will happen to our schoolchildren is that they revert to the old system. The opposition to the K-12 program is based mainly on two things. First, that it will be more costly for parents. Second, that the educational system is not prepared to handle the additional burden of additional years of schooling. The additional cost to parents should not be an issue. I dont know of any parent that would begrudge the additional investment they need to make on the future of their children. Most parents would complain for a few minutes, take a deep sigh, and resolve to work harder to make both ends meet. Yes, the educational system is besieged by a litany of problems. We all know them by heart. It would be great if we were able to solve all our problems rst before we implement the K-12 program, but let us stop kidding ourselves; the solutions cannot be implemented overnight. But we have at least four years to make things happen and hopefully, we are able to marshal the necessary resources to make it work. What we need is political will to make things happen and hopefully the implementation of the K-12 program this year is manifestation of our leaders commitment to nally address the problems of our educational system. We can all complain and put up all kinds of arguments about why K-12 will not work. But given that what is at stake here is the future of our schoolchildrenensuring that they measure up to global standardsa better option really is to for all of us to roll up our sleeves and nd ways to make it work.

This must be resolved once and for all, and immediately.

I also wonder how the majority of the Supreme Court justices would take De Lima as chief justice. She deed a temporary restraining order issued by the high court and is in fact facing a disbarment case. Having De Lima as chief justice would be a supreme insult to the Supreme Court! If she has any delicadeza left, she should decline her nomination. Indeed, President Aquino is really bent on controlling the Judiciary, when he already has the House of Representatives as his lapdog. *** Somebody asked me whether or not Palaceappointed directors of governmentowned and controlled corporations and government f i n a n c i n g institutions are required to le their Statements of Assets, Liabilities and Net Worth. The answer is yes, they are mandated by law. They are also public ofcials sitting as board members of stateowned corporations and institutions. In fact, Id say theres more need for it now for them to le their SALN in the wake of so much abuse of perks and benets given to them during the past administration. Malacaang should also ask these ofcials to execute waivers so the Ofce of the Ombudsman could compare their wealth when they assume their positions and when they leave. *** For the past three decades, and every year when public elementary and high schools open this time of the year, government has been faced with the same problems: shortage of classrooms, lack of teachers and inadequate facilities. In fact, its getting worse. Now there is shortage of 132,483 teachers and 97,685 classrooms. Well, at least if its any consolation, theres no longer any shortage in textbooks. All those in charge tell us that we are working on them. They promise that next year will be better. The only silver lining on education now is that with enough political will, DepEd Secretary Armin Luistro has managed to implement the K+12 program which makes the country competitive with its neighbors insofar as education is concerned. The Department of Education may have to go through the birth pains in the K+12 program, but its all worth it in the end.

Tugging at the heartstrings of the faithful

IT WAS dinnertime and there was shouting in the streets near the National Shrine of the Sacred Heart which is just a few meters away from my residence. It was not the rst time it happened. I went out to the balcony to know what the matter was. There was fighting again among members of the clan who had taken up space in the sidewalks waiting for tips from people who park their cars to visit the church. The visuals and sounds are like those from a telenovela. There is physical violence; curses dominate the air. They are so at home on these streets. They can curse and tear each other apart as if nobody were watching. Every now and then, a baranggay tanod comes to stop the ghting. These people must earn a lot, I surmise, as they not only get parking tips. They have mastered the art of tugging at the heartstrings of people and get them to shell out cash for every reason they give a sick child, baptism, school expenses, graduation and the most urgent plea that really gets you to dig from your pockets Wala po kaming makain ngayon (we have no food for today). People living around the vicinity turn a blind eye as they spread their carton mats and sleep almost naked on the sides of condominium buildings. The church, too, though it is fenced and guarded, gives a lot as they are allowed to use amenities like toilets, bathrooms and are attended to by nurses at the church medical clinic when they are sick. Ah, charity knows no bounds. They have become a social problem not only of the church, but by the community where they operate. The government has given them a home in Bulacan but life in Makati is much easier. This has been going on for decades. Manang, the head of the clan started with her children - some five or six of them and the children gave birth to more children who now lie in the open air covered only with soot and dirt. There has never been a pater familias around - maybe he has been dead or there never was a permanent one. There are bleeding hearts who are always willing to give. These are usually the prayerful ones and now I understand why all the big churches have the poor around them. The church manangs are the first to give and they usually give advice that is never heeded. Perhaps they are giving them the wrong advice? How can one go to the shrine and not see the pleading eyes and the outstretched hands as you pass them by? And does not the Christian doctrine say give until it hurts? Even if people know that they have taken advantage of their kindness and vulnerability? Where does charity end and order begin? I think I remember hearing people quoting the bible that the poor will always be with us. Yes, okay they are always with us but have we, the government and the church together thought of a way of reversing this? We are not happy seeing the poor with us. We are not happy seeing them desolate. We are not happy seeing them multiply their own kind and leaving their babies to sleep in cold pavements. I wish Pope Benedict XV comes to Manila. Never mind bringing him to Payatas or Smokey Mountain. All we have to do is bring him to the streets around Quiapo Church, Santa Cruz Church and the National Shrine of the Sacred Heart. Vatican criticizes US nuns book on sexuality

VATICAN CITYThe Vatican on Monday sharply criticized a book on sexuality written by a prominent American nun, saying it contradicted church teaching on issues like masturbation, homosexuality and marriage and that its author had a defective understanding of Catholic theology. The Vaticans orthodoxy ofce said the book, Just Love: A Framework for Christian Sexual Ethics by Sister Margaret Farley, a member of the Sisters of Mercy religious order and emeritus professor of Christian ethics at Yale Divinity School, posed grave harm to the faithful. The Congregation for the Doctrine of the Faith said that in the 2006 book, Farley either ignored church teaching on core issues of human sexuality or treated it as merely one opinion among many. Farley said Monday she never intended the book to reect current ofcial Catholic teaching. Rather, she said, she wrote it to explore sexuality via various religious traditions, theological resources and human experience. The Farley critique, signed by the American head of the congregation, Cardinal William Levada, comes amid the Vaticans recent crackdown on the largest umbrella group of American sisters. The Vatican last month essentially imposed martial law on the Leadership Conference of Women Religious, accusing it of undermining church teaching and imposing certain radical feminist themes that were incompatible with Catholicism. It ordered a full-scale overhaul of the group and appointed three bishops to carry it out. The crackdown on Farley, a top American theologian, will likely fuel greater resentment at Rome among more liberal-minded American sisters. The Vatican examination of the book began in 2010 and involved seeking Farleys responses to its concerns. After her replies failed to satisfy the Congregation, it moved to a full-edged examination in cases of urgency that concluded Dec. 14. Pope Benedict XVI approved the decision last March and ordered the decision published. In its statement, the Vatican singled out specic problems in Farleys book which it said afrms positions that are in direct contradiction with Catholic teaching in the eld of sexual morality. Farley, for example, writes that masturbation doesnt raise any moral problems and can actually help relationships rather than hinder them. The Vatican asserted that according to church teaching masturbation is an intrinsically and gravely disordered action. Farley wrote that homosexual people as well as their activities should be respected. Church teaching holds that gays should be respected but that homosexual acts are intrinsically disordered. On gay marriage, Farley said legal recognition of gay marriage can help transform the stigmatization of gays. Levada wrote back that approving gay marriage would not only signal approval of deviant behavior but would obscure the value of traditional marriage between man and woman in society. The principles of respect and nondiscrimination cannot be invoked to support legal recognition of homosexual unions, he wrote. In her statement, Farley said she had aimed to propose a framework for sexual ethics that uses a criteria of justice in evaluating sexual relations. She acknowledged that her responses to certain issues do depart from traditional doctrine, but said they nonetheless were coherent in theological and moral traditions. The fact that Christians (and others) have achieved new knowledge and deeper understanding of human embodiment and sexuality seems to require that we at least examine the possibility of development in sexual ethics, she wrote. She said she appreciated the Vaticans work but lamented that her positions werent reected in the Congregations nal document. The Rev. James Martin, a liberalleaning Jesuit author, said the notication will sadden many Catholic theologians who consider Farley a mentor. It will also, inevitably, raise strong emotions among those who already feel buffeted by the Vaticans Apostolic Visitation of Catholic sisters in the U.S., and its intervention into the LCWR, said Martin, who has been a vocal supporter of U.S. sisters since the Vatican crackdown. Farley has received 11 honorary degrees over her lifetime, is a past president of the Society of Christian Ethics and the Catholic Theological Society of America, and won an award in 2008 for Just Love. That said, Farley doesnt identify herself as a member of the Sisters of Mercy on either her ofcial Yale biography or on the books cover. The Vatican criticism, while seemingly harsh, is rather tame. Its not a formal censure of Farley herself, but just the book. And given that Farley doesnt teach at a Catholic university, the Vatican couldnt forbid her from teaching as it has done with other Catholic theologians who dont toe the Vatican line. But the Vatican did seem indirectly to hold Farleys superiors to blame for having allowed her to voice such positions that are so contrary to church doctrine. The Vatican notication said it was saddened that a member of an institute of consecrated life would do such a thing. Farleys superior, Sister Pat McDermott, defended Farley and said she was deeply saddened that the Vatican had criticized the signicant pastoral and ethnical thinking that are represented in her book. THE star witness in the killing of actor Ramgen Revillla, half brother of Senator Ramon Bong Revilla Jr., pointed at the Revillas younger brother, Ramon Joseph RJ Bautista, as the one who hired him and ve others to kill Ramgen at his house last October.
Ruel Puzon, 27, said he met the 18-year-old RJ at a memorial park in Las Pias when their alleged ringleader Ryan Pastera gave him money to get the gun that was later used to kill Ramgen at his home at BF Homes in Paraaque City on October 28, 2011. Puzon testied before Judge Fortunito Madrona of the Paranaque Regional Trial Court Branch 274 how he was selected by Pastera and his co-conspirators to be part of the plot to murder Ramgen. Under the direct examination of Prosecutor Apolinar Quetulio Jr., Puzon told the court he was recruited to join the murder plot on October 12, 2011 by Glaiza Visda, Norwin Dela Cruz, Francis Tolisora, Michael Nartea and Pastera, who nanced the job and was in touch with RJ. All ve are among the seven suspects charged with Ramgens murder and the frustrated murder of Ramgens girlfriend Janelle Manahan. Puzon said it was in that rst meeting on October 12 that the group told him of an earlier failed attempt to kill Ramgen. Tolisora and Nartea were then the designated hitmen. Two days later, Puzon said he met again with Pastera and Nartea in Golden Haven, Las Pias City where he rst met a young man he later knew as RJ. (Pastera) gave us P19,000 to take back a caliber .38 pistol Kiko (Tolisora) had pawned in a pawnshop, Puzon said. Puzon said they conducted a surveillance on Ramgens house on October 17. Upon learning that they were about to kill a son of Senator Revilla, he backed out. As proof, Puzon presented in court an old picture of Ramgen that Pastera supposedly gave them. I heard from Michael (Nartea) and Kiko (Tolisora) that Ramgen is a bad person and hurts his siblings, Puzon said when asked why the suspects wanted the victim dead. After hearing Puzons testimony, RJ told reporters he did not know Puzon and had never even met him. His mother Genelyn Magsaysay, muttered that Puzons testimony was inconsistent. Police arrested RJ, Nartea, and Tolisora, based on the statement Puzon gave to authorities two days after the killing. Visda, Dela Cruz, and Pastera later surrendered. RJs sister Ramona was also charged with murder but she ed abroad a few days after the killing. Also implicated in the case is their sibling Gail and her husband Hiro Furuyama, who was Pasteras friend.

Makati launches passport service


THE Makati City Hall is now accepting applicants for its mobile passport service, in coordination with the Department of Foreign Affairs which will release the passports on July 14. Only 600 will be processed by the DFA, hence applications will be accepted on a rst-come, rst-serve basis, said an advisory that was posted in the citys ofcial website. It said all applications must be submitted on or before June 29 in order to make it to the quota. However, an application also carries a processing fee of P1,200. All application forms are available during ofce hours at the Ofce of the City Administrator located at the 20th oor of the Makati City Hall New Building. Meanwhile, the Makati City Hall started releasing on Tuesday, the rst half of the cash gift for 52,482 senior citizens who are registered BLU Card members, including the additional stipend for those aged 70 years old and above. Mayor Jejomar Erwin S. Binay said with the passage of City Ordinance No. 2012-017, the cash incentive for senior citizens 70 to79 years old has been increased to P3,000, and to P4,000 for those who are 80 years old and above. For beneciaries aged 60 to 69, Binay said they will still get the usual P2,000 cash gift. Binay said the cash gift, given in two equal installments every June and December, is just one of the benefits being enjoyed by elderly residents of the city. Launched in December 2003, the program aims to provide timely financial assistance to senior citizens for their daily needs, such as food and medicine.

AT least 355 pedestrians were apprehended on Tuesday as the Metro Manila Development Authority began its enforcement of the anti-jaywalking drive. Chairman Francis Tolentino said as of 3 p.m., 189 violators were apprehended at the EDSAOrtigas area, 60 at Commonwealth Avenue and Litex Road while the others were caught in Balintawak, Quezon City and at the Edsa-Taft Avenue intersection in Pasay City. There have been reports of e-mail circulation informing that the customers have won a Toyota lottery and require personal details like your bank account number to claim your prize money, it said. Toyota urged customers not to respond to these messages, adding they will never require customers to give out information and ofcial contests or promotions will always be publicized in its Web site. Mosley hangs gloves


BOXER Sugar Shane Mosley is retiring,
ending a career in which he won titles in three different weight classes, beat Oscar De La Hoya twice and never was knocked out.
The 40-year-old announced on Twitter that he was hanging up his gloves, saying he loved every moment of it. Win, lose or draw. THE future stars of Philippine chess take the spotlight as the Shell National Youth Active Chess Championships enters its 20th year of competitions. The National Capital Region starts off the ve-leg tournament, spread over key cities in the country on June 23 to 24 at the SM Megamall in Mandaluyong. Tuguegarao hosts the second leg or the Northern Luzon elimination round that is set to be held at the Brickstone Mall from July 14 to 15. The third stage (Southern Luzon) is slated from July 28 to 29 at the SM Batangas Event Center. The circuit then makes its southern swing from Aug. 11 to 12 at SM Davao Event Center for the 4th stage (Mindanao). The fth and nal stage (Visayas) will be held at the SM Cebu Event Center from August 25 to 26. Division winners in the various stages will then clash in the grand nals to be held at the SM Megamall from Sept. 22 to 23. Top division nishers gain berths in the national nals slated in September. BDO Unibank Inc. plans to raise P43.5 billion in additional capital after successfully pricing its stock rights offer at P48.60 per share. The countrys largest lender said some 895.2 million common shares would be issued in the 1 for 3 stock rights offer, which means shareholders are entitled to buy one additional BDO share at P48.60 for every three shares they currently own. The ex-rights date has been set on June 8 while record date is on June 14. Inflation in May slowed to 2.9%

INFLATION rate in May slowed to 2.9 percent from 3 percent in April, allowing the Bangko Sentral to keep borrowing cost at record low to stimulate the economy amid adverse global developments. The National Statistics Ofce said the annual headline ination softened in May on a slower annual increase in oil and utility costs as well as stable food prices. The latest data brought the ve-month average ination to 3 percent, representing the low end of the governments 3 percent to 5-percent ination target for the whole year. Core ination, excluding the volatile food and energy items, accelerated slightly to 3.7 percent in May from 3.6 percent in April. Bangko Sentral Governor Amando Tetangco Jr. said the May ination was within the banks forecast range of 2.5 percent to 3.4 percent for the month. This supports our latest assessment of generally wellbehaved price movements, Tetangco said in a text message to reporters. Monetary authorities adopted ination targeting to set key policy rates, which determine the cost of borrowing in the country. A manageable ination outlook gives the Bangko Sentral exibility to keep the overnight borrowing rate at the current level of 4 percent. Nevertheless, we will continue to monitor developments, particularly in Europe and the US, to assess their potential impact on domestic price movements and on our own growth prospects to see if there is any need to make adjustments in our policy stance, said Tetangco. Hongkong and Shanghai Banking Corp. economist Trinh Nguyen, however, said ination pressures are now tilting on the upside, given that domestic demand was high in the rst quarter and the Bangko Sentral implemented a 50-basis point policy cut early in the year.

BUDGET carrier Cebu Air Inc. said Tuesday it will appeal the latest ruling of the Civil Aeronautics Board on rebooking, refunds and overbooking because of their far-reaching consequences. Cebu Air, which ies Cebu Pacic, said in a statement CABs ruling would increase the cost of operations and prompt airlines to raise their fares and stop offering the so-called piso and other value fares. Piso fares are the aviation industrys unli version, where additional restrictions apply in return for price advantage, it said. Cebu Pacic said an airline ticket, like a concert ticket, had zero value after the ight date. It said airlines overbook certain ights based on historical data and have rebooking and refund restrictions. It accepts a few additional reservations for a ight in an attempt to ll seats left empty by passengers who dont show up for their ight or dont cancel prior to the ights departure. Trains, ships and hotels and every other airline worldwide also overbook, it said. It added CEB passengers could rebook or cancel ights up to four hours before the ight. The budget carrier said CEB would be forced to raise average fares by at least 10 percent to recover losses if passengers, who did not wake up on time or went to the airport late, were allowed to rebook or refund their tickets. These are globally accepted airline practices. The CAB resolutions only apply to domestic ights, precisely because international airlines would never accept such restrictions. These CAB resolutions will deprive passengers the choice to y; for the average Juan, it is back to buses, boats or trains, the airline said. Cebu Pacic warned that tourism would be at a standstill and the airline industry set back 20 years. The aviation regulator earlier said it would review this week a new ruling that prohibits airlines from overbooking and allows the rebooking and refund of tickets of late passengers. THE continuing dispute between the Philippines and China over Scarborough Shoal has raised concerns for trade and business, with the Chinese perceived to be engaged in payback mode when tour operators began receiving booking cancellations for Boracay and other vacation spots. who retired as a school teacher in 1995. She thought of putting up, with her retirement pay, an eatery near Radiwan port that was then being used to go to Sabtang Island. She had an assured clientele since passengers usually gather at the port very early in the morning to wait for their boat. A typhoon hit the area in 1995 and destroyed the store. But the owner was undaunted; she rebuilt it and continued the business there until 2001 at which time she moved it to its present location. Why is the cafe called Honesty? Because no one stays to mind the store. After the boat has left for Sabtang, there is no one for the store to serve except the very few who resided nearby. Consequently, their purchases from the store were few and far between. Waiting the whole day at the store for just a handful to come and buy her wares seemed to the good teacher retiree an utter waste of precious time. Closing the store was not an option because it did serve a function for the community. So, she decided to leave the store unattended. As a result, the store had its all its merchandise in open display with their prices written nearby. Anyone who wanted to buy an item could simply pick it up and drop his payment in a kitty before walking away with his purchase. By nightfall, the owner returns to collect the proceeds of her sales and close the store for the night. Since the time Honesty coffee shop was established, not a single day had passed during which the cash in the kitty turned out to be less than the total price of the goods taken for that day. The Honesty coffee shop remains standing today as a concrete afrmation of the owners faith and trust in her communitys honesty and a testament of the communitys corresponding acceptance of the responsibility to be honest and deserving of her trust. Operating viably despite its disregard of the principles of Doing Business 101, the Honesty coffee shop demonstrates the value of mutual trust and the benet of not betraying it. How the people of Batanes got to be called Ivatan is a interesting story by itself. The letter i means the same thing as the word taga of the Tagalogs; it signies from where the people haled. I suspect it is a native variation of de that was attached to Batan to categorize the people as from Batan. But why then was B turned to V? The reason it seems is that the Spanish pronunciation of B sounded very close, if identical to the sound of V. In any case, Ivatan now means people who come from Batan. Just exactly how many Ivatan tribes there were before the Spaniards came is not known. But research has found that there were more or less 19 villages or old settlements at that time. In an island in the southern part of Taiwan, called Lan Yu, there lives a people believed to be the aborigines of the Ivatans. Consisting of about 13 tribes, they speak the same dialect as our Ivatans and they come over to visit their relatives of sorts every year on Batanes day which falls on the 26th of June. Many are expected to come at this years big event, to enjoy the sports competition amongst the municipalities of Batanes, relish the peoples cultural presentations, and witness the pageant crowning Miss Batanes, a ceremony no Filipino esta could afford to be without. WHY Batanes? was the question uniformly asked by those whom I had to advise that I was not going to be at the ofce on Thursday and Friday of last week. My identical answer was, purposely trying to seem politely responsive but really being privacy protective, Because for a change, I would like to visit a place less traveled, at least for now. Geography and weather are the reasons often cited why not many have not gone to the province of Batanes. Batanes (and not Aparri) is at the northernmost tip of the Philippines and it is the countrys smallest province, both in land area and population. It has 10 main islands, but only three of which (Batan, Itbayat and Sabtang) are inhabited; the rest are either occupied by tadpoles or are reserved for tradpols (tradpols is Filipino Englishs abbreviation of traditional politician). The residents, during recorded times, had never numbered more than 18,000. Unsullied by the environmental and moral pollution disgorged 24/7 by the smoke stacks and sidewalks of Metro Manila, it has zero crime rate and is home to the countrys most senior citizens. Marcelo Hostallero is 105 years old when I met him at his house in Barangay Chavayan, in Sabtang Island. I was tempted to pose for a photo with him, but backed out at the last minute when it suddenly occurred to me that it will be I who would be considered by urban viewers as the elder one. The oldest woman is Prudencia Capito who lives in Barangay Sta. Rosa, on Itbayat Island. She will turn 100 years old this month. Since I had no intentions of playing matchmaker, I have no information on whether they each have their own signicant others. Living in what is said to be the oldest house in the province, known as the House of Dakay (Jose Dakay was the original owner) is Florestida Estrella, who is said to be 85 years old. The House of Dakay is in Ivana, Batan Island and is a Unesco heritage building. It was not always that Batanes was considered part of the Philippines. The Spaniards were in Batanes only from October 1682 to September 1889, when the Katipuneros came to drive them out. It is thus debatable whether Batanes was part of the territory sold by the Spain to the United States in the Treaty of Paris of 1902. By 1902 Batanes was no longer in Spanish hands, so how could the Spain have sold it? In any case, it was only in 1909 during the American regime that the islands were ofcial recognized as part of the Philippines. Batanes, antedating the Spanish and American occupations, has always been home to the Ivatans, a frugal and gentle people, known from their hospitality and honesty. Just to illustrate: I was taken by my very knowledgeable and accommodating tour guide, Jacklord Nola Labrador, to Honesty coffee shop in Barangay Radiwan in the municipality of Ivana. Ivana was the rst founded municipality in Batanes. It was the provincial capital until 1820 when the capital was changed to Basco which is Batanes capital to this day. to P120 per kilo. People visiting our province cannot leave without bringing home unoy or tasting our rice cakes, he told Manila Standard. Baquilan said Kalingas gourmet rice

is served in restaurants, hotels and at banquets during special occasions. Its aroma is likened to pandan when newly harvested. He said more than 2,500 hectares of farm land are devoted to unoy which is sown once a year. Unoy rice comes in white and brown varieties for table fare while the black and red glutinous variants go to making traditional rice cakes. We want to sustain the productivity of our unoy rice farmers, Baquilan said, citing assistance extended by the

Department of Agriculture particularly in producing organic fertilizer which help restore rather than deplete soil nutrients. Almost all farmers planting unoy rice have rejected using chemicals, sticking to traditional practice handed down through generations, he said. Baquilan said unoys prospects in the market are well noted given the growing number of health-conscious consumers who go for naturally produced food as shown in popular organic trade fairs and weekend markets in highly urbanized cities.

9 Chinese, 2 Britons rescued off Batanes

NINE Chinese and two British nationals oating on life savers after their yacht capsized were rescued Tuesday by the crew of a commercial cargo vessel in the vicinity of Itbayat Island in Batanes, Lt. Commander Armand Balilo, Coast Guard spokesman said. He said the survivors were taken to the CG unit in Cagayan province for medical checkup and documentation before being transported to Manila. Citing reports, Balilo said the crew of Easy Access encountered big waves while sailing from Hong Kong to Manila Bay. Sea water entered the vessel that led to its sinking, he said. Bad weather continues to prevail over Luzon even after the exit of typhoon Ambo (international codename Mawar) that left three children dead and six shermen missing, according to the National Risk Reduction and Management Council. Meanwhile, the weather agency is monitoring a low pressure area which will be called Butchoy in case it becomes a cyclone.

BALERAurora Governor Bellaor Angara-Castillo received an international award by a Filipino-American community in recognition of her outstanding performance in public service. Irisan power plant cleared to join grid

TUBAThe Hedcor Irisan-1 Hydroelectric plant in Benguet has obtained its certicate of compliance, said the Energy Regulatory Commission. The ERC is glad that another plant has been completed and more so since it uses a renewable non-carbon gas emission source, chairwoman Zenaida Cruz-Ducut said. This will fortify the generation capacity of the country and can preempt events where power demand out-shadows supply. The commission issued Hedcor Inc. last May 14 a certicate for its 3.89 megawatt plant in Barangay Tadiangan. The entire output of Irisan 1 will be fed to Luzon grid through the 69 KV NGCP (National Grid Corporation of the Philippines) Aguyad Main Substation and will be sold to distribution utilities and other qualified buyers through bidding in the Wholesale Electricity Spot Market, according to Ducut. In a statement, Hedcor said the company and its afliates have complied as well with the market share limitation under the Electric Power Industry Reform Act. Registered with the Securities and Exchange Commission in October 1986, Hedcor is authorized to engage in the business of owning, developing, constructing, operating, repairing, and maintaining hydro-electric power plant systems, renewable and indigenous power generation plants and other types of power generation or converting stations, and to act as holding company or joint venture partners or investors in the business of developing, operating and/or owning power generation plants and/or converting stations. In a disclosure, Hedcor is a wholly owned subsidiary of Aboitiz Renewable Inc. of the Aboitiz Power Corp. under the Aboitiz conglomerate. The company is recognized as the largest developer and operator of mini-hydros in the country. The compliance certicate attests to a power plants viability for commercial operations, meeting environmental, technical and nancial standards. It is valid for ve years and subject to renewal six months before expiration date.

PLARIDELA cooperative has pilot-tested in a model farm here a soil activator for rice and vegetables. The Technology Promotion Center of the Land Bank of the Philippines said results of validation plots showed increased yields following the application of Bioyodal from Berentsen and Ocampo Green Corp. The demonstration was conducted at the model farm run by members of the Plaridel Vegetable Growers Cooperative where various crops such as tomatoes, eggplants, chili, ampalaya and palay, the company said in a statement. The tests showed lower cost of farm imputs, increased yields (from 50 to 250 percent) resulting in increased prots, healthier plants, more nutritious crops and preservation of soil nutrients. The findings were announced by Julian Jimmy de la Cruz in a detailed report to BOGC president Roberto Ocampo. Given the positive results of the farm tests, we are excited at the prospects of helping boost our farmers productivity and improve their lot, he said. Rune Bergentsen, BOGC technical director, says Bioyodal, a stand-alone fertilizer compatible with chemical and organic fertilizers, provides more than 35 nutrients and microelements that reactivates microbial life, returns mineral equilibrium, activates xation of nutrients and naturally disinfects the soil. This in turn reinforces the growth of plants through ionization, protects the plants from extreme conditions to ensure optimum yields, Bergentsen said. Smart holds Sarangani bayside run to protect marine life


LEADING wireless services provider Smart Communications Inc. (Smart) recently supported Sarangani provinces biggest festival through a fun run that helps preserve and protect marine life in Sarangani Bay and Davao Gulf. Held during the 2012 Sarangani Bay Festival, Smarts Run for the Environment which was hosted by the provincial government of Sarangani gathered more than 300 runners from the SOCCSKSARGEN region and Davao City. After the race, the runners, orga-

nizers and sponsors led by Alcantara Group of Companies, the Bureau of Fisheries and Aquatic Resources (BFAR) the Department of Environment and Natural Resources (DENR) and the local government units released 100,000 bangus fry into the waters of Sarangani Bay as part of their Fish Restocking Project. Mangrove propagules were also turned over to the local officials of Barangay Tuyan in Malapatan and Barangay Maribulan, in the Sarangani capital Alabel.

Aside from the consistent 90+ scores from Robert Parkers Wine Advocate and Wine Spectator, and several competition trophies from many distinguished international competitions, the winery also reached a new apex with its Winery of the Year recognition by the Wines of Chile - the Association of Chilean Wineries, for its outstanding contribution to the Chilean wine industry abroad. Casa Marin was founded at the start of this millennium by businesswoman and veteran winemaker Maria Luz Marin (formerly with wine goliath Vina San Pedro), and assisted by husband Andres Schloss and their son, second generation winemaker Felipe Marin. Maria Luz Marin also happens to be one of the pioneering women in the wine eld having started way back in 1976. Casa Marins rst harvest was just in 2003. This small Chilean winery produces a relatively miniscule but all premium 20,000 cases (9 L) of wines annually and only from their own estate grown grapes. Ninety percent of this volume goes to the export market. Lo Abarca village All Casa Marin wines come from the recently created village wine region, the Lo Abarca from the San Antonio Valley of the mother D.O. Aconcagua. With its creation as a sub D.O. around 2005, Lo Abarca is ofcially Chiles closest vineyards to the Pacic Ocean just 4 kilometers away from the ocean. Lo Abarca as a whole is around 100 hectares in size, with Casa Marin owning half of the area, and plantings in 40 hectares of their 50 hectares property at the moment. Casa Marin is also the only winery in Lo Abarca and has in fact lobbied and helped create the Lo Abarca sub D.O. that appears in their labels, together with the San Antonio Valley appellation since its accreditation. Lo Abarca being situated in ideal topography and with perfect soil for wine, has long been in the radar of the big Chilean wineries, but the village is viewed to be too difcult due to tough access to water sources, very steep hills, and its small arable area. Casa Marin makes seven wines at present, including Pinot Noir, Syrah, two different Sauvignon Blancs, and white varime taste even when I was still a little girl. I guess back then I already acquired a taste for wine. I also love the countryside so much, that it became almost natural that I will eventually be tendering to vineyards. Author: Why Lo Abarca and how are the challenges behind this region? Maria: My father bought land in Lo Abarca when I was six years old, and since then I already loved this village. It is also quite convenient because of its proximity to the national capital of Santiago, around an hour plus drive only by car. Casa Marin may have started in the 2000s, but I was already looking at this area long before and started planting in 1996. Back then we could not even get approval from the government to allow us to do this. We started literally with nothing. Only eucalyptus trees surround Lo Abarca but we were resolute. And I knew this area can make outstanding wines. With the success of our wines, the next step is for us to get our own D.O. Lo Abarca classication. Author: Casa Marin has probavarietals are my personal preferred wines. But also at the same time, I want us to be different from everyone else. I think we are the rst to do Sauvignon Gris, Riesling and Gewurztraminer in Chile, and now there are a few wineries doing or about to do these varietals too. Also, I feel our unique terroir and very low temperature during grapes ripening stages favor the varietals I chose. Author: What is your dream wine to make? Maria: I would love to do Albario in the future. I really love this varietal and think that our region can do a good version of this wine. Casa Marin does not do Chardonnay, Cabernet Sauvignon, Merlot and Carmenere, found in almost every Chilean wine brand. San Antonio Valley 2011 `very pronounced anise on the nose, with lychee avor, white pepper, lovely tangy acids, and a cool spicy nish; while there is no Chilean Gewurztraminer to benchmark this on, it is absolutely a marvel to drink even compared with the famous Alsacian versions Casa Marin Miramar Vineyard Syrah, Lo Abarca, D.O. San Antonio Valley 2009 `super luscious nose of plum and red berries, with undertones of vanilla and licorice, nice complexity, excellent creamy texture with soft tannins and a

lovely round nish; this is quite different in a positive way from even my favorite Chilean Syrah wines from Montes Casa Marin is still not in the country and they are looking for good wine importers not only in the Philippines, but also in other parts of Asia to represent them. Wines from Casa Marin will most likely retail locally (estimate from CIF, taxes and importers margin) at around $25 for their whites, and $50 for their reds - denitely very premium wines and much higher than majority of the Chilean wines in the market. Tri United Marks Scorching start of Triathlon Season


TRI Uniteds opening leg at Plaiya Laiya attracted about 250 triathletes. The second leg is scheduled for June 30 and July 1, also at Playa Laiya in San Juan, Batangas. National team top triathlete 20-year-old Nikko Huelgas topped the elite category of the 1-km swim, 30-km bike and 7.5km run competition in one hour and 30 minutes. This is my rst Tri United and I really had a great time as it was very well organized. I enjoyed the easy 1K swim, the water condition was excellent. The bike leg was a bit tough because there were rough roads along the way. But overall it was great fun, said Huelgas, who was seventh placer at the Asian Triathlon Championship in Japan. Kevin Eijan Santos, the reigning Philippine National Games junior champion, clocked 1:39 for second place. National team coach George Vilog, who came in two minutes later, nished third. Unilab Active Health triathlon team led by Unilab president and chief executive Clinton Hess and executives Alex Panlilio and Lester Castillo also competed. The other members of the team are: Ani De Leon Brown, Bic Ferreria, Bull Runner Jaymie Pizarro, Dan Brown, Mike Vaca, Ed Inocentes, Paolo Abrera, Jake De Guzman, Adel Samson, Javy Olives, Martin Carandang. We are very happy with the turnout. It was a good mix of seasoned triathletes and beginners. The participants are generally satised with the routes, the weather cooperated, and Playa Laiya provided a great venue, said Panlilio, Head of Unilab Active Health. The top three in the team competition (based on aggregate time of 10 fastest members) were PLDT Bike king, Unilab Active Health and T12 Camelbak Tri Team. Winners in their respective age categories are: Jaime Navarro and Kim Kilgroe (18-24), Martin Carandang and Jayline Balatibat (25-29), Andy Leuterio and Alessandra Gonzalez (30-34), Dan Brown and Ani Brown (3539), Rayzon Galdonez and Berns Tan (40-44), RJ Lorenzo (45-49), Celma Hitalia (45-above), Rune Stroem (50-54), and Artemio Engracia Jr. (55-above). Top finishers Dan Brown and Andy Leuterio, triathletes and coaches, also lauded the organizers of Tri United. The bike part was quite challenging though. I have three students who joined the event as well. We had an enjoyable time, said Leuterio. Brown, who is one of the brand ambassadors of Unilab Active Health, said Tri United proved once again that there is a very high interest in triathlon in the country. Brown added that most of the participants of The Next Step Tri Clinic sponsored by Unilab Active Health joined Tri United. Mainstream stars go indie
SOME struggling actors are still at it in dropping their clothes or doing provocative scenes in independent icks hoping that they could get the attention of big movie producers and hotshot talent managers for that elusive big break in show business. This common scenario is still evident behind the making of sleazy lms, but on the other end spectrum, indies serve as playground for experimental and unconventional works. Also, indies are haven both to showbiz wannabes and to those who have lost their sheen in the dog-eat-dog world of mainstream entertainment. Interestingly the trend on the indie landscape is slightly beginning to change. Established talents are roped in even without a big contract involved. Judy Ann Santos for example, was convinced to join Eugene Domingo, Iza Calzado and Agot Isidro in a Cinemalaya entry by Jose Javier Reyes. In one of her interviews, Judy Ann said that movie entitled Mga Mumunting Lihim is something refreshing and outof-the box. Another bankable star, Gerald Anderson, is in his rst indie lm, El Brujo. Gerald plays an off-beat role. In the teaser we saw online, Gerald looks rough, a typical action star. Most mainstream talents that have already dabbled in indie movies have one thing in common. They want freedoma total control of the character they portray, which they cannot normally do when they are cast in a mainstream lm. And because most award giving bodies now recognize independent lms, this probably is one of the exciting advantages that draws our stars to venture into low budget indies. Admit it or not, the prestige of being called best actor or best actress good fodder for their already bloated egos. In another sad episode in Philippine cinema, GMA Films has decided to blow up the character of Ogie Alcasid in a Bubble Gang segment into a motion picture. Like what they did with Yaya and Angelina, the producers are banking on the supposed popularity of Boy Pick Up wishing that it could translate into decent box ofce gures. The lm centers, of course, on Boy Pick Up, the legendary champion of the Pikapista underground battles, who lives a solitary life with his pet goldsh. He meets the love of his life when he applies as a pastry chef and sees Angel (Solenn Heussaf). Add a little conict in between and some pick up lines and thats the whole story. We know for sure that Ogie Alcasid and the rest of the cast of Boy Pick Up: The Movie only want to bring wholesome entertainment but this whole thing does not seem to help the problem of the dying industry. We would rather see Ogie in an indie movie than starring in comedy inspired by lame ideas. Anne Curtis is taking a one-month leave in Showtime because of a better opportunity and exposure overseas. Anne is currently doing a Hollywood movie with a working title Blood Ransom. The story of the lm starts when a Filipino immigrant hiding in America, is forced into a plot a kidnapping. The simple plan is for the main character to abduct his American bosss young girlfriend but the plot goes terribly wrong when his accomplices botch up the entire plan. This movie is directed by Filipino-American Francis dela Torre, the same director that helmed Subject: I Love You, which starred Jericho Rosales.
