4. Training programs
Institute for Environment Science and Technology, Hanoi University of Technology provides two training majors: Environmental Engineering and Environmental Management under the environmental engineering framework curriculum at Bachelor, Master and Doctorate levels. INEST spends great efforts to become a high quality training center on environmental engineering in Vietnam and successfully integrate into other universities in the region. Engineers specialized in Environmental engineering and environmental technology & management graduated at INEST are able to meet requirements of the work at training and research institutions, State management agencies as well as industrial enterprises. Our training programs focus on solving pollution problems addressed in industry, especially the capability of identifying and minimizing polluting sources as well as technology transfer in treatment of wastewater, air emission, industrial solid waste, and waste recycling technologies. Students of the INEST are encouraged to participate in scientific researches so that they can get access to practical environmental issues and thus improve their professional skills. Results of scientific researches carried by students of INEST over the last few years have been awarded many valuable prizes from Ministry of Education and Training, VIFOTEC Creativeness Fund, Green SONY prize and creativeness awards by World Bank, etc. INEST has provided training program on Master of Science in Environmental Engineering training since 1993. The Master program provides advanced knowledge on fundamental basis and professional education, as well as teamwork and independent working skills to solve environmental issues with the support of advanced environmental management tools. Training program on PhDs in Environmental Engineering has been also developed in cooperation with other national and international universities and research institutions. Besides, there are many short term training courses on cleaner production, environmental monitoring and analysis, industrial wastewater treatment, solid waste and hazardous waste control, energy efficiency utilization and environmental management accounting provided for management and technical staffs from various state management agencies, universities, research institutes and industrial enterprises.

5. Department of environmental engineering

Curriculum provides basic and professional knowledge on water, soil and air pollution. It also provides treatment techniques for solid, liquid wastes and air emission as well as designing, operating and management of treatment system. Besides, experimental works are carried in modern environmental technology equipments. Basic knowledge on other issues such as environmental management, cleaner production, environmental toxicology, ecology and environmental analysis are also included in the training curriculum. Scientific researches and technology transfers in the Department focus on the development of appropriate technologies for industrial waste treatment, especially on environmental biological technology and relevant advanced treatment technologies integrating mechanical, chemical and physical methods which are suitable to local conditions. In addition, researches on environmental impacts on ecological system and human health have been carried out in the Department. Together with the Environmental technology R&D laboratory, we are pleased to bring you services including technology consultancy and transfer, waste treatment system construction under different modes such as bidding, BOT, etc.

6. Department of Environmental Management

The departments environmental management training curriculum highlights the systematic approach of environmental management, including inter-related roles between industries and governmental agencies. On the base of environmental engineering knowledge, training program includes subjects on technical, economic and legal tools applied in environmental and resource management. Our researches are towards development and application of environmental models in water and air environmental quality management, application of GIS and preventive tools, such as environmental impact assessment, cleaner production audit and environmental management accounting in industrial environmental management in Vietnam.

7. Research and development laboratory in environmental technology

7.1. Section of Environmental quality analysis


Support undergraduate and postgraduate education activities. To serve subjects practical works and specific lab works for undergraduate and postgraduate students etc. Provide services related to analyzing solid, liquid and gas samples in modern analytical instruments such as GC/MS, HPLC, AAS etc. and evaluating quality of surrounding and working environment as well as assessing discharging potential for wastewater, exhaust gases and solid waste, measuring noise level and microclimate parameters. Support scientific research projects, technology transfer contracts in sampling, analytical works

7.3. Section of Environmental information technology

8. Cleaner Production Centre


The Centre was established on 22nd November 1999, under the decision No 636 by HUTs Rector and performs the tasks and functions of the Vietnam Cleaner Production Centre (VNCPC)

VNCPC is a Vietnamese national focal point within the UNIDO/ UNEPs network of national centers for CP. Our main activities are aimed to promote Eco-efficient industrial production through cleaner production implementation, competitiveness improvement for industries.

Since 2002, the center was certified to ISO 9001 and ISO 14001 for its Integrated Management System and Environmental.

CP TRAINING ACTIVITIES IN SOME SELECTED YEARS

TRAINING 2003
The lack of well-trained and experienced cleaner production specialists is one of the main barriers to implementation of cleaner production in Vietnamese industry. Therefore one of the key activities of the centre is to build up, through training, a resource base of national experts on Cleaner Production. In 2003, the centre provided three types of training: Participants learn in classroom, through company visit, and by working with the CP team at the participating companies

Sector specific training: this is an intensive training program organized for representatives of selected sector and potential service providers/promoters of cleaner production. Special skill training: The CP trainees from previous intensive training program or CP service providers can enrich their skill through these courses Tailor-made training: designing and providing CP related training courses per demand.

Although the sector specific training program for metal sector was not completed by the end of 2003, the achievements of the training activities already surpassed their targets. This is a strong side of the centre due to the nature of belonging to the University.

Sector specific training program The intensive training program, or sector specific training, was organized in combination with in-plant demonstration activities so that participants gained practical experience in Cleaner Production Assessments. The total duration of this training was 15 days of classroom training and between 11 to 15 days of practical work in companies. The program is designed as illustrated in table 2. Between each training module, participants and lecturers work together in the company to gain practical experience. At the end of the training, participants are able to carry out cleaner production assessment in industry and work with a team in a company to develop opportunities to increase competitiveness for the company. They are potential service providers or promoters for cleaner production in Viet Nam. In 2003 the centre focused its intensive training to support the Metal Fabricating and Finishing Industry. Participants were from metal fabricating and finishing companies, environmental authorities, consultancy organizations and research institutes from different parts of the country. By the end of the training program, participants will have gained both theoretical and practical experience and will be able to carry out cleaner production assessment with limited support from the centre. The training will be completed in February 2004. It is expected to have another 15-17 certified participants, counting to over 100 in-depth CP training participants by the centre through this program. Table 2. Overview training programme

Special Skill Training These courses are organized in Vietnam mainly for the CP service providers and staff of the centre to improve and to enlarge their own skills in conducting CP assessment. In 2003, two training courses were organized for 39 participants on Total Quality Management and MultiEnvironmental Agreement (5 days, August 2003) and Environmental Management System and its tools (3 days, October 2003). This kind of training will definitely support the dissemination and implementation of cleaner production. (feedback in evaluation questionnaire from Total Quality Management

Tailor-made Training There was great demand for tailor-made courses for projects executed by VCEP, UNEP and DANIDA. Beside the introduction to cleaner production and to energy efficiency, the demand of this year focused on related issues such as environmental management systems, energy efficiency and occupational health and safety. There were 17 training courses delivered to 1611 participant-days designed and organized in 2003. The training did not only aim to provide the CP skill in improving efficiency to industrial staffs, but also to governmental officials on how to monitor and work together with industries. The training programs were evaluated as well designed and delivered by clients.

IN-COMPANY SERVICE 2003


The objective of the in-plant demonstration programme is to show the benefits of cleaner production when implemented in Vietnamese industries. In addition, the inplant demonstration programme is used to provide hands-on training for the participants of our intensive training programme. Since 1999, together with the team from participating companies, the staff of centre have shown benefits of cleaner production mainly in pulp and paper, textile, metal finishing, construction materials, food processing and beverage sectors. The participating companies have their own resources to maintain the program.

In 2003, the centre focused its efforts not only on cleaner production assessments, but also on the introduction of energy efficiency and occupational health and safety to the application of cleaner production. Types of training courses at the VNCPC:
Sector specific training: this is an intensive training programme organized for representatives of a selected sector and potential service providers/promoters of cleaner production. Special skills training: The CP trainees from previous intensive training programmes or CP service providers can enrich their skills through these courses. Tailor-made training: designing and providing CP related training courses on demand. University lecturer training: providing lecturers information and proactive teaching method on how to integrate cleaner production into their curricula.

The lack of well-trained and experienced cleaner production specialists is one of the main barriers to the implementation of cleaner production in the Vietnamese industry. Therefore, one of the key activities of the centre is to build up, through training, a resource base of national experts on cleaner production. This year, the centre completed the last in-depth training module of a four-module training programme focused on the metal finishing sector. In addition, a very high number of tailor-made training sessions in cleaner production were held.

In August 2004, our Chief Technical Adviser was awarded the Medal For the Cause of Education by the Ministry of Education and Training for his contribution in cleaner production capacity building. This medal is normally awarded to Vietnamese lecturers, who have contributed at least 30 years of service in the field of education and training. It acknowledges all the work done by the centre and shows the strong support from the University and the Ministry of Education and Training.

After the last two successful in-depth sector-specific CP training programmes in 2001 and 2002, in 2003 the centre focused its intensive training to support the Metal Fabricating and Finishing Industry. The last training module of the programme ended in February 2004 (54 participant-days). Participants came from the metal fabricating and finishing companies, environmental authorities, consultancy organizations, and research institutes from different parts of the country. By the end of the training programme, the participants are expected to be promoters of cleaner production and able to carry out cleaner production assessments with some limited support from the centre. Since its establishment, the centre delivered 1868 participant-days of training to 100 certified participants. So far, 20 of them are actively providing consultancy on cleaner production assessments and related subjects

Special skills Trainings These courses are organized in Viet Nam mainly for the CP service providers and the staff of the centre to improve and to enlarge their own skills in conducting CP assessments. Special skills training courses last three- to five-day and focus on topics like energy efficiency, financial engineering, environmental management system or total quality management in relation with cleaner production. A one-week training course on report writing skills has been organized for the staff of the centre in June 2004. This is considered as a good starting point to upgrade the skills of the staff members of the centre. An evaluation was made and a follow-up training programme on higher level is planned in 2005.

Special skills trainings enjoy a high demand from consultants and researchers

Tailor-made Training There was a great demand for tailor-made courses for projects executed by VCEP, UNEP and Danida. The demand of this year focused on the methodology of cleaner production assessment with links to material consumption, energy efficiency, and waste management. Participants were mainly from the industry. Five training courses were organized with 464 participant-days in 2004, of which two new clients are Da Nang University and US-EPA.

Training 2006
The lack of well-trained and experienced cleaner production specialists is one of the main barriers to the promotion of cleaner production in the Vietnamese industry. Therefore, one of the key activities of the centre is to build up, through training, a resource base of national experts on cleaner production. Integrated training in CP and related topics


The application of cleaner production doesnt follow a single approach anymore. Following the integration of cleaner production with energy efficiency and occupational health and safety in 2005, additional topics have been integrated in a number of specific trainings related to cleaner production. They are: Quality Control (QC), Environmental Management Accounting (EMA), and Clean Development Mechanism (CDM). While the QC training provided participants with knowledge and experience in product and production management, EMA is a tool for better investment decision. Techniques and analysis tools for the development of CDM proposals were provided during the CDM training. Participants in the above trainings were service providers and industry representatives. The follow-up with trainees showed that the service providers start applying the knowledge in their daily business with or without the support of the centre. It is clear that cleaner production is a win-win-win approach a better solution for enterprises, local authority and communities.

Training in Cleaner Production Methodology


These trainings aim at introducing the cleaner production methodology to the participants in details in order to enable them to apply it by themselves. This requires extensive training, and a modular system of four to seven three-day training sessions has proved to be the most effective. The training in CP methodology combines theoretical knowledge and practice. In 2006, in-depth CP methodology trainings were organized in Lao PDR and in Cambodia. The training programmes were divided into four modular training courses, following the flow of a cleaner production assessment.

The centre also introduced a voucher system in order to motivate existing Vietnamese cleaner production trainees and consultants to provide and share practical experiences and strengthen the existing network.

Training in Technology
The installation and replacement of new and cleaner technology is encouraged by the Government, as clearly specified in the new Law on Technology Transfer, which was approved on 29 November 2006 and will enter into force on 1 July 2007. However, there is a still insufficient evaluation and comparison skill on how cleaner a chosen technology is. Two trainings, called Sustainable Assessment of Technology (SAT) and Metal Finishing Technology were organized in order to build up the capacity in this field. While SAT provides a methodology for evaluating the sustainability of various technologies, the latter training focused more on one specific sector with concrete examples. The training targeted service providers and related industry representatives. After the trainings, three metal finishing companies are participating in technology gap assessment programme (see more in Technology Gap Assessment).

Integration of cleaner production into curricula


Targeting the education of young generation in cleaner production through the university curricula, the centre has designed a special programme to equip participating lecturers with the materials and teaching methodology necessary to integrate this topic in their existing curricula. The introduction of cleaner production into university curricula was organized for universities in the south of Vietnam in 2006. So far, the following universities have introducing cleaner production as a 2-3 credit subjects: University of Technology and University of Natural Sciences (from Vietnam National University of Technology Ho Chi Minh city), Ho Chi Minh city University of Technology, Van Lang University, Can Tho University, Hue University, Nha Trang University, Hai Phong University, Thai Nguyen University, Da Nang University, Hanoi University of Technology, University of Civil Engineering, Hanoi University of Science. The National Economics University is also integrating cleaner production into their existing topic on environmental economics.

Training on Cleaner Production in Metal Finishing
The prime objective of this unique course is to provide decision makers and supervisors with the required knowledge, latest technologies and operating techniques to avoid the problems and make changes that will be both environmentally sound and economically advantageous. Training on Environmental Management Accounting


These training courses provide a analysis tool for better decision making for investment in environmental project. The training mainly designed for industrial enterprises. Tentative: May 2007 (Hanoi), July 2007 (Nha Trang), and September 2007 (Quang Binh)

Training on Technology Change Management


Participants will learn the importance of change management and how to handle the change in organization effectively. In-company training and consultancy will be provided for industrial participating companies, who is dealing or going to deal with technology change. Training is designed for service providers/consultants and participating companies. Tentative: October-December 2007 (Hanoi) and January to April 2008 (in-company)

Training on Technology Gap Assessment in Brewery


The training will provide information of best available technology and analysis tools to compare with existing ones, in order to make decision in technology investment. This is the opportunity for updating the state-of-the-art technologies and sharing experience between international experts and Vietnamese breweries and consultancy. Tentative: June 2007 (Hanoi and Ho Chi Minh city)

Training on industrial maintenance


Several trainings on industrial maintenance are planned in 2007. An initial training session will introduce basic maintenance principles and techniques to VNCPC staff and national experts and service providers. A further training session will introduce more advanced topics to the same target group and training modules for industry representatives. Tentative: July 2007 (Basic training), October 2007 (Advanced training + training module for industry representatives)

9. Center for industrial environmental monitoring and pollution control


Technical staff: 10; 02 Ph.D; 01 MSc.; 06 Eng. Centre for Industrial Environmental Monitoring and Pollution Control was established under the decision No 539/QD-TC by HUTs Rector. The center also belongs to a network of environmental monitoring and analyzing stations under the Ministry of Natural Resources and Environment (MONRE) Functions and duties To carry out scientific researches on development of environmental monitoring techniques and other supporting fields. To perform annual tasks on industrial environmental monitoring and control assigned by MONRE as well as to provide services in this field. To take part in training activities assigned by INEST. With the establishment of Centre for Industrial Environmental Monitoring and Pollution Control, INEST has successfully fulfilled its tasks of pollution monitoring and control in production industries throughout the country. Services To monitor quality of the air, water and soil environment, including common parameters, fine PM and trace parameters such as heavy metals and PAHs etc. To monitor the emission rates (compliant) of air emission and wastewater, especially the isokinetic sampling and exhaust dust and gases from the chimney. To provide industries with consultancy on industrial environmental monitoring technique and equipment. To take part in industrial environmental monitoring as required by environmental inspector. To implement environmental impact assessment and report to register environmental standard. To provide support and to transfer industrial pollution treatment technology. To provide training to environmental monitoring and analyzing staff.

Facilities As a MONREs monitoring and analyzing station, the center has been well equipped with various monitoring equipment, including: Air and air emission sampling equipment and rapid quality analyzer. Water and wastewater sampling equipment and rapid quality analyzer. Soil sampling equipment Microclimate and radioactivity monitoring equipments. GPS navigator, internet connected computer system, fieldtrip car, etc. Besides, the centre also gains great support from Environmental technology research and development laboratory which has modern environmental analyzing equipments such as HPLC, GC/MS. AAS, IC, TOC, Polarography etc.

10. Activities and achievements


Training activities Since establishment of the INEST, 15 batches have been graduated to the academic year 2005-2006 with more than 400 Engineers of environmental engineering (from K35-K46), 100 Masters of environmental engineering and 03 Ph.D students have successfully defended their doctorate theses. Currently, INEST has achieved training capability as designed in INEST establishment proposal. Every year, INEST has 50-70 undergraduate students, 25-35 master students. International projects and cooperations: INEST has joined and worked as consultant in many international projects, such as: Promotion of Sustainable Development in the Context of Regional Economic Integration Strategies for Environmental Sustainability and Poverty Reduction IGES (Institute for Global Environmental Strategies - Japan), 2006-2007.
Research in Innovative and Strategic Policy Options (RISPO) as one of the research frameworks of the Asia-Pacific Environmental Innovation Strategy Project and contracted by the Ministry of the Environment of Japan, is a region-wide collaborative research project that seeks to develop policy options to lead the Asia-Pacific region toward sustainable development. RISPO I developed a Strategic Policy Options database, a common regional asset to be used as a knowledge-based tool for imformed decision-making for sustainable development. RISPO II focuses attention on trade and environment issues. RISPO II aims at promoting sustainable development in the context of regional economic integration through the development of strategies for environmental sustainability and poverty reduction.

Research on metal concentration in surface water of Red River, the Nhue River, Day River Valley, Meisei University of Japan, 2005-2006 Current status of waste electronic scrap and its treatment technology in Vietnam, Korea Institute of Geoscience and Mineral Resources (KIGAM), 2005.
Collect the data about generating sources, total amount of WES during the time of project implementation. Analyze and calculate the total amount of WES generated from electronic industry within recent five years. Besides, provide analyzing to make basic classification of WES according to the production technology, as well as determine the basic componet of WES. Based on studying the WES treatment technology operated, the preliminary effectiveness of the recent treatment technologies will be evaluated and compared with the modern treatment technologies, including the recycling technologies, which are applied effectively. The potential WES recycling technologies possibly being transferred from South Korea to Vietnam will be investigated.

A number of scientific and technological projects at national level have been completed, typical are Project KC 08.09 Research on scientific and practical bases for policy making and solutions for environmental issues in craft villages (2001-2005) Craft village is one of the specific features of rural area in Vietnam. Presently, there are approximately 1450 craft villages around the country that attract 29% labour source in rural area. 80% of craft production workshops are at family level. In 2000, production value in craft villages had reached 40,000 billions VND and export turnover had reached 562 millions USD. This is designed to develop an industrial environmental monitoring programme for a number of factories in Vinh Tuy-Minh Khai, Hanoi. Main factors of a monitoring programme being parameters, time, location and frequency were fixed. The monitoring of the flue gas, air quality, wastewater and solid wastes was carried out. Data obtained and the methodology developed were submitted to MOSTE. Thoroughly handling industrial enterprises causing serious environmental polution in Binhdinh province Checking, listing and supplementing the plan on thoroughly handling of environmental-polluted enterprises along rivers basins Compulsory environmental monitoring at 62 industrial enterprises in Hanoi (2004 2005)

Compulsory environmental monitoring program had been done during 2 years of 2004 2005 for 62 industrial enterprises including 6 kinds of industrial manufactures such as: garment and textile, food processing, building materials, chemicals, mechanicals, tanning and shoes industries. Monitoring programs had been carried out for 2 seasons per year (dry and rainy seasons) with ambient air monitoring and wastewatwer monitoring followed 67 Decree.

Battery wastes: recycling quantity, recovering and technology (2005) Study on environmental pollution status of some persistent organic pollutants (POPs) in Hanoi. Specifying the sources and orienting sollution methods (2006 2007) Pollution by POPs in the environment and their effects to human being and wildlife has been concerned by not only scientists but also whole people. This reseach aimes to study on the status, distribution as well as transformation of POPs in water and sediment in order to anticipate variety tendency by time and seasons of POPs in the environment. In this research, POPs are selected to study are Aldrin, chlordance, DDTs, dieldrin, endrin, heptachlor, HCB, HCHs, PCBs) in water, land and sediment in Hanoi, specified in wastwater of some factories in some relevant industrial sectors (such as textile, chemicals), land and surface water in some agricultural areas, sediments of Red River basin and Nhue River basin. samples are taken twice per year (wet season and dry season). Technology transfer
Beside many basic researches on environmental treatment technology, we focus our researches on application to the actual situation and technology transfer to end user. Presently, INEST has gradually switched from simple implementation research to scientific technology and other regional and interdisciplinary environmental issues Over the last few years, we focus our researches on comprehensive and long term solutions for environmental issues generated during industrialization such as hazardous waste management and treatment, energy efficiency, environmental sound technology in industries. Attention has also been paid to recycling and reuse technologies and environmental biological technology, which in turn, contribute to Vietnamese environmental industry, ensuring our nation industrys sustainable development. From 2000 to present, over 20 commissions have been completed by INEST, including consultancy, designing, installation and transfer of industrial waste treatment technologies which are advanced, high treatment efficient and with much lower cost than imported technologies.
