430 W Beauregard, Suite B San Angelo, TX 76903 Re: Visitation of Allen Rohbock Gravesite Ms. Hennington This letter is to inform you that I will not be accepting your limited invitation to visit Allen Rohbocks gravesite on August 7, 2009. As per Texas Administrative Code Title 22, Part 10, Chapter 205 access to private cemeteries by any person shall be available during reasonable hours for the purposes usually associated with cemetery visits ( i.e. paying respects, genealogical research, etc.). It is my request that the cemetery at the YFZ Ranch be made accessible between the hours of 8:00 a.m. and 5:00 p.m. every day, which is defined as reasonable by the code. At any time during those hours, any person affiliated with Americans Against Abuses of Polygamy should be granted access to visit for usual purposes of paying respects. This should include, but not be limited to: any person labeled as a friend or survivor through the organization, those who have professed support for the organization and any person designated by the executive director as affiliated with the organization. There is no provision within the code limiting the free speech or expression of any person during cemetery visits or any requirement for an escort, so these stipulations are also rejected. I do not agree to waive the basic civil right to free speech or expression while on YFZ property for the usual purpose of a cemetery visit, including the right to sing, pray, lay flowers, bear/wear signage or bring media representatives to document or record such visits. If Allen Rohbock does not as of yet have a permanent headstone on his grave we would like to kindly donate one. While I appreciate your offer, I believe you are still in violation of the above cited administrative code and will continue to seek mediation from the Texas Funeral Service Commission.
