Affidavit
The undersigned affiant, being duly sworn/ deposes and says:

1. The undersigned, Detective Richard Bango, being duly sworn, does depose and state that he is a member of the Shelton Police Department since October 27,2000. At all times mentioned herein, the undersigned
was acting as a member of said department. The following facts and circumstances are stated from personal knowledge and observations, as well as information received from other police officers acting in their official capacity, and from otficial police reports and statements made by prudent credible witnesses.

2. On 51812012 Officer Kenneth

Giangregorio was dispatched to 819 River Road Shelton CT, the

Cumberland Farms, regarding a counterfeit money complaint. Upon arrival Officer Giangregorio spoke with store manager, Robert Brewer. Brewer stated on 0510512012 al approximately 1930 hours a customer came
in the store and gave a new employee a $20.00 dollar bill and then walked out and pumped gas in his truck.

Brewer stated the same male returned to the store a couple of minutes later and gave the same clerk another

$20.00 bill and walked back out to his truck and pumped more gas. Brewer informed Officer Giangregorio it was discovered later that day that both $20.00 bills were counterfeit. Officer Giangregorio seized the two $20.00 bills as evidence and tagged them as exhibit one.

On O5lOgl2O12 this Affiant was assigned to follow up on the case. Detective Trabka and this Affiant

responded to the Cumberland Farms and spoke with Brewer regarding the case. Brewer stated on

0510512012 he was off but a new employee, Erin Ballaro, was working at the

time. Brewer stated that Ballaro

did not realize the two $20.00 bills were counterfeit until she was preparing the deposit at the end of the day. Brewer stated when Ballaro realized she had two counterfeit bills she notified the assistant manager, Jason
Crowley and in turn they notified him. Brewer stated he did not call the police until 05/0812012 because he

waited until he returned to work so he could watch the surveillance video. Brewer stated a regular customer by the name of Gary Ouellet tried to pass 3 counterfeit $20.00 bills to Crowley three weeks earlier. Crowley the video with Crowley. Upon watching the video Crowley was able to point out Ouellet as the man that passed the counterfeit bills weeks earlier. Detective Trabka and this Affiant watched the video with Brewer and a white male could be seen driving up to the gas pump in a mid to late 2000's white Chevrolet Silverado pick up truck.
A white male, approximately 5'8, medium build in his forties, could be seen walking into the store and realized the bills were fake and kicked Ouellet out of the

store. Brewer stated he watched

handing Ballaro a cash bill. The man then walks back to his truck and pumps gas. The man then walks back
into the store, takes money from his wallet and hands Ballaro another bill, then walks back out and pumps more gas. This Affiant believes the second trip into the store suggests that the male realized the clerk did not know the first $20.00 was counterfeit so he went back a second time. This Atfiant was advised by Brewer that

Oronoque Plaza Dunking Donuts in Stratford was also victimized by a counterfeit $20.00 bill recently. This Affiant traveled to that location and spoke to manager Janet Mucherino. Manager Mucherino stated that
about two weeks ago they received a counterfeit 20.00 bill from the days receipts. lt was unknown to employees who passed the bill. Oronoque Plaza is approximately 112 mile from the Cumberland Farms.

4. This Affiant

contacted Crowley who stated on 04120112 he was working at Cumberland Farms and Ouellet came in and tried to pass him three counterfeit $20.00 bills. Crowley stated he personally knows Ouellet because he lives in Pine Rock Park with Ouellet and knows him from the neighborhood. Crowley stated he
immediately recognized the bills as fake because they were smaller and the color and feel was not right. Crowley stated at the time he kicked Ouellet out of the store and did not call the police. Crowley stated Brewer showed him the bills that were passed to Ballaro on,05/05/2012 and they were the same. Crowley stated when he watched the surveillance video from 05/0512012 he recognized Ouellet as coming in the store twice giving Ballaro cash. Crowley stated the man, ( Ouellet) who came in on 05/0512012 was definitely the

same person who passed him the same fake $20.00 bills on 04120112.

Ouellet, Gary
D.O.B: 1O/iO/1963 Affidavit - Continued Race: Unknown Sex: Mate Cumberland Farms. The first feature this Affiant observed were both $20.00 bills had the same serial number of 1K767655885 B. The total circumference of the bills were also smaller than a genuine $2O.OO bill and the shade of green and texture of paper was also different from real US currency.

This Affiant ran Gary Ouellet in NCIC and discovered that he has a2007 white Chevrolet Silverado pick up

bearing CT. registration 2CO421 registered to him.

This Affiant also learned that per NCIC and Shelton Police records that Gary Ouellet resides at 52

Shinnacock Trail Shelton CT, which is located blocks away from the Cumberland Farms on River Road. A

State Police Records Check revealed that Ouellet was arrested twice in the past and he is described as a white male, age 48, 5'7 tall with a medium build. Said description matches the description of the man these Affiants viewed in the surveillance video.

8. A search of the Shelton Police Department database revealed that Ouellet's son, 22 year old Kyle Ouellet
was arrested for passing counterfeit bills at the Trumbull mall on 0710612010. On said date Kyle reside d at 52 Shinnacock Trail, Shelton CT. During said investigation SpecialAgent Mahar of the US Secret Service retrieved various counterfeiting equipment from 52 Shinnacock Trail. Equipment seized was a scanner/printer, one gallon jug of engine de-greaser (Purple Power) which is commonly used to remove ink from genuine bills , and a brown leather brief case which contained various items used in the counterfeiting process.

On 0511412012 Detective Trabka and this Affiant applied and was granted three search and seizure warrants. One for the residence of 52 Shinnacock Trail, one for the person of Gary Ouellet and the third for Ouellet's vehicle a 2007 Chevrolet Silverado bearing CT 2CO421. Prior to serving said warrants this Affiant met with US Secret Service Agent, William Guida. This Affiant showed Guida both $20.00 bills that Ouellet passed and he confirmed that they were in deed counterfeit.

10. On 0511412012 a|0628 hours, Detective Sergeant Ahern, Detectives Trabka, Fusco and Federowicz, US
Secret Service Agents Guida and Choves, Officer Falcone and this Affiant responded to 52 Shinnacock Trail

answered the door. Upon searching the residence Detective Sergeant Ahern located 85 counterfeit $20.00 bills and 53 counterfeit $100.00 bills all in various stages of print. Also taken were several printer/ scanners, paper trimmers and white linen paper along with other items pertiant to the investigation. 1'1. All items were tagged for evidence. Secret Service Agent M. Choves reviewed all the currency and

determined it to all be counterfeit.

This Affiant attempted to speak with Ouellet regarding the counterfeit bills he passed at the Cumberland Farms and the bills found in his son's room but Ouellet refused to speak stating he wanted to have his attorney present. Ouellet did state that his son Kyle was working at Shop Rite in Hamden at that time. Upon
viewing Ouellet it was apparent that he was the same man in the surveillance video from Cumberland Farms.

13. Detective Trabka, Special Agent Guida and this Affiant responded to Shop Rite located a|2100 Dixwell
Ave Hamden CT and effected a speedy on Kyle Ouellet for the counterfeit bills and equipment found in his

bedroom. At the Shelton Police Department Kyle was advised of his Miranda rights and he agreed to speak this Affiant and rendered a sworn written statement regarding his counterfeiting activities. ln said statement
Kyle admitted to producing counterfeit $20.00 and $100.00 bills. Kyle stated that he had $3000.00 worth of

counterfeit $20.00 bills hidden in his bedroom. Kyle stated he recently noticed the $3000.00 was missing and confronted his father Gary. Kyle stated that his father stated he did take the counterfeit $3000.00 but told him he burned it so he would not get in trouble again. Kyle stated that he suspected his father did not burn the
money and in fact was passing the bills because he was coming home with items he has purchased as of late

and his father is unemployed and has no income. Kyle stated that his father was buying small items that cost under $20.00 so he could get genuine money as change. Kyle stated he is familiar with this tactic because when he was passing $20.00 counterfeit bills he was doing the same thing. This Affiant showed Kyle the two $20.00 bills that his father passed at Cumberland farms in Shelton. Kyle confirmed that the two bills were from the $3000.00 batch that he was missing from his room.

WHEREFORE.... the undersigned believes that probable cause exists and respectfully requests that an arrest warrant be issued to charge Gary Ouellet with the following, Forgery 1st Degree 53a-138 and Larceny 6th
