Annual run raises money for teens
Relay for
Life walk
honors
survivors
By MELISSA DIPENTO
The Voorhees Sun
Camping sounds fun.
But so does pitching a tent and
spending time with friends and
family overnight to raise money
for cancer research.
Thats exactly what hundreds
planned to do last Friday and Sat-
urday on the grounds of Eastern
Regional High School in
Voorhees.
As of late last week, 123 partici-
pants signed up, raising nearly
$10,000.
At the event, teams camp out
overnight and take turns walking
around the track to raise money
and awareness to aid the Ameri-
can Cancer Society.
Theres also picnicking, danc-
ing, games and other fun activi-
ties throughout the evening. The
event opens with cancer sur-
vivors leading the way around the
track for the Survivor Lap, as par-
ticipants honor those who have
battled cancer.
Luminaries line the field, set-
ting the stage for a silent ceremo-
ny. Each bag is lit in honor friends
or family members who lost their
lives to cancer.
Mayor Michael Mignogna said
he was proud to take part in a
cause that touches so many lives.

pects of being the mayor of
Appraisal
company
to perform
inspections
By MELISSA DIPENTO
The Voorhees Sun
Voorhees Township had gone
without a property reassessment
for 19 years, until 2006, when
Camden County required the
township to do so.
But in the years that followed,
the housing market continued on
a downward spiral.
The reassessment process is
mainly governed by the state and
county, said Township Adminis-
trator Larry Spellman.
So now, he said, Voorhees is
trying to catch up and bring all
homes in the community up to
fair-market value.
The state never took into con-
sideration six straight years of
housing decline, Spellman said.
A member of the Tyler/CLT
Appraisal Services will inspect
about half of the homes and busi-
nesses in the township in the
coming weeks.
Any home or business visited
in the last four years will not be
inspected during this re-inspec-
tion process.
Appraisals are already under-
way as of last week. Those receiv-
ing inspections should be notified
via mail about two weeks prior to
the visit.
Spellman said the Voorhees
Township Police Department has
done full background checks on
each of the four inspectors who
will visit homes in the township.

Tyler/CLT employees will also
wear a yellow vest and carry an
ID card.
Inspectors will not be allowed
to roam free in a home or busi-
ness, and the property owner will
be able to accompany them at all
times while on the premises.
If no one is home, only an out-
side inspection can be performed.
Inspectors will leave a card with a
number to call to reschedule.
Inspectors are mainly looking
for the size of the building and
number of bedrooms and bath-
rooms.
Reassessments dont automati-
cally mean a homeowners prop-
erty taxes will rise, Spellman
added.
Instead, many residents will
see a decrease in value and
taxes.
Another misconception is that
more money is going to the town-
ship and schools, Spellman said.
It reshuffles money to be fair.
Inspectors will need to have the
assessments completed by Oct. 1.
After that, the appraisal com-
pany will submit the figures to
the county. The new tax values
will take effect for the 2013 tax
cycle, Spellman said.
Residents looking for more in-
formation and a video explaining
the reassessment process should

with ceremonial bells, whistles
(and shovels).
The newest addition to the
Brandywine family is located on
Route 73 in Voorhees next door

nity will provide assisted living
and award-winning memory care
programs to seniors in need of as-
sistance with activities of daily
living.
In addition, it will feature Sere-
nade by Brandywine (butler-style
service), the Escapades for
Life! program, a movie theater,
pub, heated therapy pool, all day
dining, dedicated caregivers and
licensed nurses on-site 24/7.
The groundbreaking was attend-
ed by Mayor Michael Mignogna;
Richard Miller, president & CEO of
Virtua; Deputy Mayor Harry Platt;
township officials Michael Fried-
man and Michael Marchitto; and
members of the Voorhees Business
Association.
Its an honor for us at Brandy-
wine to bring our services to
Voorhees, said Brenda J. Bacon,
president and CEO of Brandy-

Newsweek has compiled its an-
nual review of high schools and
has selected Eastern Regional
High School as one of Americas
top 1,000 schools.
The list is based on six compo-
nents provided by school admin-
istrators: graduation rate (25 per-
cent), college matriculation rate
(25 percent), AP/IB/AICE tests
taken per student (25 percent), av-
erage SAT/ACT scores (10 per-
cent), average AP/IB/AICE
scores (10 percent) and AP cours-
es offered per student (5 percent).
Data for each of these indica-
tors were standardized using z-
scores, in order to measure the
relative performance of each
school, and then weighted as indi-
cated to produce an overall
Newsweek score for each school.

6 THE VOORHEES SUN JUNE 13-19, 2012
In 2006, the Camden County Board of
Taxation ordered Voorhees Township to
perform a Real Estate Tax Revaluation of
all properties in Voorhees at a time when
property values were at their highest in re-
cent times. Every property was visited,
measured, inspected and an entire new
record of each property was prepared. The
revaluation was meant to equalize the tax
rate to bring the assessed value of each
property to its 2006 market value.
Since 2006, both the national and local
real estate markets have been in decline
and the values of properties have signifi-
cantly decreased. As such, many Voorhees
property owners have successfully filed tax
appeals to bring the assessed values of
their homes in line with the market. This
year alone, over 1,000 tax appeals have been
filed in Voorhees.
In an effort to make all property assess-
ments consistent with current real estate
values, Voorhees Township is conducting a
reassessment, which is different from a
revaluation. A revaluation involves evalu-
ating all properties and building a new
record. A reassessment is simply an up-
date and involves properties that have not
been inspected in the last four years.
Since Voorhees Township has proactive-
ly maintained an ongoing property rein-
spection and up-
date, the township
does not need to
visit any property
that has been in-
spected since 2008.
The current re-
assessment pro-
gram will require
only about half of
the townships
property inspec-
tions to be updated.
The reassessment
will result in all
properties being
updated to the
current market
value as of Oct. 1,
whether inspected
or not.
The total amount of municipal taxes col-
lected by the township will not change as a
result of the reassessment. The reassess-
ment simply allocates the share of the total
taxes collected to each property in propor-
tion to the value of each property.
Any properties that have not been in-
spected since 2008 will be visited. A yellow
postcard will be mailed out to each proper-
ty owner two weeks prior to the inspection.
Signs reminding owners that property in-
spectors will be visiting their neighbor-
hood will be placed at the main entrance
points to your neighborhood about a week
in advance of the inspections.
While owners or occupants are not obli-
gated to allow a data collector to enter their
property, interior information is required
under state reassessment guidelines. Inte-
rior inspections enhance overall assess-
ment quality, as there may be conditions
apparent from the inside that are not dis-
cernible from the outside. In cases where
interior access is not available, state guide-
lines mandate that interior characteristics
be estimated using the highest reasonable
value parameters. Many expensive and
time-consuming problems can be eliminat-
ed by allowing the inspector full access to
the property.
Data collectors will check such items as
number of bedrooms, types of heating and
cooling systems, number of bathrooms
and plumbing fixtures, the year the proper-
ty was built and the general physical condi-
tion of the interior and exterior. All data
collectors will carry identification cards
which include the data collectors photo-
graph.

in our opinion
I
ts been about two months since
Atlantic Citys new slogan was un-
veiled. So, we have to ask: Will you
Do AC? Have you Done AC? Does
the new slogan Do Anything for
You?
We like it. We think it fits with what
has to be the citys future if theres
any hope of survival: transforming it-
self into something other than a gam-
bling destination.
You may have seen some of the com-
mercials. We like those, too. They de-
emphasize the gambling aspect. We
cant remember if theres even one
shot of a slot machine in the ads.
Instead, they highlight the beach,
nightlife, food, entertainment and
more.
If you want to gamble, you have
plenty of alternatives the closest
being the lottery at the convenience
store down the street.
Want to go to a casino? Theyre all
over the place these days.
Want to vacation in a place where
there are not only all kinds of gam-
bling options, but also world-class en-
tertainment, food and accommoda-
tions, not to mention a ton of other
non-gambling things to do? Well, those
options are more limited.
And thats what AC has to become. It
has a lot of the essentials in place,
such as numerous casinos/resorts
grouped together with others only a
short drive away. All that has been
lacking is a coordinated vision and ef-
fort to have everyone pull together in a
drive to make visiting and staying in
AC a true event similar to what a
trip to Vegas is.
Think about it, those of you who
have visited Las Vegas. Theres a feel-
ing about that city. Theres an attitude.
Theres an anticipation as your vaca-
tion is about to begin.
And admit it: You do things in Vegas
you wouldnt do elsewhere. Or at least
you should.
Now the challenge is for AC to cre-
ate that same vibe so that people really
want to Do AC.
Will you Do AC?
The citys new slogan is a step in the right direction
Just do it
Atlantic Citys new slogan is a winner.
Now it will be up to the city, the casi-
nos and the tourism efforts to make
sure that Doing AC is a desirable
thing to do.

Voorhees Township has re-
tained Tyler Technologies, Inc.
(Tyler/CLT) to assist in the Re-
assessment process. Data collec-
tors will be wearing a yellow vest
with Tyler/CLT clearly marked
on the back. All data collectors
have been background checked
by the Voorhees Police Depart-
ment. No one should be admitted
into your home without the prop-
er identification. If no one is
home and the data collector vis-
its, the data collector will com-
plete an exterior inspection, in-
cluding exterior measurements,
estimate interior data and leave a
card stating that an exterior in-
spection of the property has been
made. The card will list
Tyler/CLTs phone number with
instructions for the owner. All
properties were photographed in
the 2006 revaluation. If an updat-
ed photograph is deemed neces-
sary, township assessment de-
partment personnel will take a
new photograph from the street
so homeowners will not be dis-
turbed.
Once the data collection has
been completed, each property
owner will receive a notice identi-
fying the important physical
characteristics of their property.
With the property owners feed-
back, any discrepancies or mis-
takes in data collection can be re-
solved. Once all data has been col-
lected, the township assessor, as-
sisted by Tyler/CLT, will perform
a valuation analysis. During this
process, appraisers analyze local
building costs, property sales,
and commercial income and ex-
pense information to establish
preliminary market values.
These preliminary values are
then reviewed in the field, along
with property images and maps
to check for errors and correct
data collection problems.
It is anticipated that notifica-
tion of new values will be mailed
to all property owners in Novem-
ber. The notice will have instruc-
tions on how to contact
Tyler/CLT to ask questions or
schedule a meeting to review the
findings. After the informal meet-
ings are completed, final assess-
ments for tax year 2013 will be
certified to the Camden County
Board of Taxation in January. If
a property owner is still not satis-
fied with the results of the re-
assessment process and informal
review, a formal appeal may be
filed with the Camden County
Board of Taxation on or before
April 1, for the 2013 tax year.
Again, the reassessment
process will not increase the total
amount of municipal taxes col-
lected by Voorhees Township but
will simply redistribute them
based on fair market values.
If you have any questions
about the Reassessment process,
please call Tyler/CLT at (856) 882-

(856) 429-7767. Also, there is a
