PN BoA convenes, welcomes solon as new member

he Philippine Navy Board of Advisers convened for the second time this year at the Philippine Navy Officers Clubhouse Main Dining Hall, Bonifacio Naval Station, Taguig City last 11 May 2012, with the Philippine Marine Corps as host. The PN BoA welcomed its newest member, Hon. Joseph Emilio Abaya Jr., Representative of the 1st District of Cavite and Chairperson of the House Committee on Appropriations, who took his oath of office that day. The Board likewise congratulated the achievement of one of its members, Mr. Jarius Y. Bondoc, for the successful launching of his

book Exposes: Investigative Reporting for Clean Government. During the meeting, the Board also offered a minute of prayer for the eternal repose of the soul of Ms. Anita Magsaysay Ho, the mother of PN BoA member, Ms. Doris Magsaysay Ho. The remarks of the FOIC, PN and the discussion of the Board focused on the challenges and opportunities that the Navy faces in the light of the West Philippine Sea and the Scarborough Shoal issues, as well as the capacity and capability upgrade that the Navy intends to take within the next 18 months, among others. NFNL holds Roundtable Discussions on Maritime Domain Awareness


The Naval Forces Northern Luzon (NFNL), through its Commander and Deputy Commander, COMMO Ceasar C Taccad and CAPT Rommel Jude G Ong PN (GSC) respectively, organized a Roundtable Discussion regarding the Scarborough Shoal last 04 May 2012 at the Naval School Center, Naval Education and Training Command, Naval Station Leovigildo Gantioque, San Antonio, Zambales. This initiative was done in the light of the current standoff in the Shoal. It is also part of the continuing effort of the NFNL to increase the maritime domain awareness of various stakeholders from Regions 1 and 3. Navy 2020: Strong and Credible


PN BoA member publishes book on govt exposs
Mr. Jarius Bondoc, one of the members of the Philippine Navy Board of Advisers and a columnist of the Philippine Star, formally launched his new book entitled Exposs: Investigative Reporting for Clean Government on 09 May 2012 at Powerbooks Store, Greenbelt 4, Ayala Avenue, Makati. His book is a compilation of his biggest exposs about the corruption in the government. The book launch was attended by various personalities, among them the former President Fidel V. Ramos, Senator Franklin Drilon and Mr. Teddy Boy Locsin. (MJMP)

In order to ensure that all the participants are in a common ground, the NFNL gave a short backgrounder briefing regarding the general description of the Shoal and status of the current standoff. This was further elaborated by the Philippine Coast Guard (PCG). Since the standoff greatly affects the livelihood of the fisher folk, the status of fisheries in Cato, Ilagan, Pangasinan and BFARs current assessment activities on the Shoal were likewise presented. the participants. The participants were grouped into three syndicates, and each group discussed recommendations on the following topics: Conversion of Bajo de Masinloc as a Marine Protected Area; Plan for resource assessment of the Scarborough Shoal; and inputs to policy makers on the Scarborough Shoal issue. In closing, CAPT Ong assured the participants that the outputs they gave shall be taken into consideration and the Navy, as well as the entire Armed Forces, will push through with other Track 2 initiatives and continue consultations with the stakeholders. This initiative reflects the desire of the Philippine Navy for a peaceful resolution of the Scarborough Shoal/Bajo de Masinloc conflict. (NPDLR)

Sail Plan Updates: Naval Operations Index


The parameters of the Naval Operations Index (NOI) is currently being validated and rationalized through the conduct of a series of focus group discussions and conferences among key PN staff and offices. The NOI is a measure in the FOIC, PNs Balanced Scorecard aimed at having a quantifiable performance indicator. It is under our strategic objective of having a Secured Maritime Environment. This measure under the cognizance of N3 is expected to be finalized and fielded before the end of the third quarter CY 2012.

PN joins PMA Strategy Refresh


The Philippine Navy, through the Center for Naval Leadership and Excellence, participated during the Philippine Military Academy (PMA) Strategy Refresh conducted last 16-18 May 2012 at the Philippine Military Academy, Fort del Pilar, Baguio City. The three-day activity aimed to review and adjust the existing PMA Strategy Map and Performance Balanced Scorecards based on the renewed PMA Charter Statement (PMA Vision, Mission, and Core Values) which was done last April during the PMAs Visioning Exercise. The strategy refresh is a periodic review and revalidation of an organizations existing strategy. Through this undertaking, the organization will be able to update its measures and targets, reprioritize its strategic initiatives, and share new expectations from its units and offices. The PN was invited to represent one of the PMAs external stakeholders. (JMRDC)

CNLE cascades 7 Habits to NCSC Cl-72
Twenty-eight students of the Naval Command and Staff Course Class 72 underwent the Leadership Module, featuring the 7 Habits of Highly Effective People Signature Program, last 07-11 May 2012 at the Naval Education and Training Command, Naval Station Leovigildo Gantioqui, San Antonio, Zambales. The Director, CNLE, CAPT Opiniano M Jayme Jr gave lectures on Leadership and Motivation Theories while CAPT Giovanni Carlo J Bacordo facilitated the 7 Habits Program.

CMCPO conducts 2nd Quarter MoWel Symposium


The Office of the Command Master Chief Petty Officer (OCMCPO) conducted its 2nd Morale and Welfare Symposium for CY 2012 last 31 May 01 June 2012 at the CPOs Clubhouse, Bonifacio Naval Station. The Symposium was facilitated by the Government Movers Enlightening the Nation (GMEN), who also facilitated the 1st MoWel Symposium last March. It was attended by 54 PN Senior EP.
