TUITION FEE AMOUNTS FOR PART-TIME STUDENTS

The statutory tuition fees for those wishing to enrol as a student in a part-time programme who satisfy the conditions as set out in Article 7.45, paragraph 1, 2 or 6 of the WHW at the start of the academic year, are 1,540, with due observance of the provisions in 2.3 and 2.4. The nominal programme duration for a part-time programme has been set by the Executive Board as the programme duration for a full-time programme multiplied by two. After the nominal programme duration has passed, the institutional tuition fee rate (mentioned in Article 1, paragraph 2) will be owed. The tuition fee rate will be set on the basis of the information known to the institution at the time of enrolment (through Studielink). If the tuition fee rate is later found to have been set on the basis of incorrect or incomplete information, the institution reserves the right to charge the correct rate.

5.1

Those who have enrolled as a student at another institution of higher education in the Netherlands and have paid the institutional tuition fee at that institution must pay the full institutional tuition fee rate (mentioned in Article 1, paragraph 2) upon their enrolment at the UvA, if they are not entitled to the statutory tuition fee rate at the UvA, subject to the provisions set out in the following paragraphs. Those who have enrolled as a student at an institution or in a programme such as listed in the Appendices to these Provisions and who have paid the institutional fee rate at that institution will be exempt from the payment of tuition fees upon their enrolment as a student at the UvA, provided that they furnish proof of payment of tuition fees. Those who have enrolled as a student at another institution of higher education in the Netherlands and who have paid the institutional fee at that institution will be exempt from the payment of tuition fees upon enrolling as a guest student (bijvakstudent) at the UvA in the event that the tuition fees paid at their own institution are equal to or higher than the institutional tuition fees owed at the UvA. In the event that the tuition fees already paid at their own institution are lower than the institutional tuition fees owed to the UvA, only the difference will be owed. In order to qualify, the student must submit a statement from the Examination Board for the programme in which he or she is enrolled at the other institution of higher education in the Netherlands stating the relevant subjects, and must also furnish proof of the payment of tuition fees.

Article 13 CANCELLATION OF ENROLMENT 13.1 If a person who has submitted a request for enrolment and paid tuition or examination fees wishes to cancel this enrolment prior to the start of the new academic year, this must be reported via Studielink no later than 1 September of the new academic year. Any proof of enrolment and confirmations of enrolment received must be returned to the Central Student Administration, together with the request for cancellation of enrolment. Upon receipt of the request for cancellation of enrolment submitted via Studielink by the person enrolled as a student, the enrolment will be cancelled for the current academic year on the basis of the provisions in Article 7.42, paragraph 1 of the WHW, commencing in the month following the request. Retroactive cancellation of enrolment is not possible.

13.2

13.3

The enrolment of a student can be cancelled on the basis of the provisions in Articles 7.12b (paragraph 2), 7.42 (paragraph 2), 7.42a and 7.57h (paragraph 1 or 2) of the WHW.

Article 14 PAYMENT OF TUITION AND EXAMINATION FEES 14.1 The tuition and examination fees due may be paid at once or in staggered payments of twelve instalments. Students choosing to stagger their payments will be charged an additional 24 in administrative fees. Staggered payments of tuition and examination fees are open to every type of enrolment mentioned in these Provisions, subject to the conditions that apply. If it is not possible to collect the tuition and examination fees owed, the institution will issue the student with an ultimatum of three collection attempts within which the tuition fees owed must be paid. If the tuition fees owed are not paid within this period, the enrolment will be cancelled or terminated with due observance of the provisions in Article 7.42, paragraph 2 of the WHW. In the event of an authorisation for collection of payment of the tuition fees owed in September in a single instalment for the whole year, the enrolment will be cancelled with effect from 1 September of the relevant academic year, as enrolment will not have taken place. If enrolment takes place with effect from a date later than 1 September, the tuition fees owed will be calculated pro rata in accordance with the number of months remaining in the relevant academic year.

14.2

14.3

14.4

Article 15 REPAYMENT OF TUITION FEES 15.1 The repayment of tuition fees in accordance with these Provisions will be executed after cancellation of enrolment as set out in Article 7.42, paragraph 1 of the WHW, on the understanding that for every month remaining in that academic year, one-twelfth of the tuition fees paid will be refunded. Tuition fees will only be refunded if the enrolment for all programmes is cancelled. In the event of cancellation of the enrolment with effect from July or August, there will be no entitlement to repayment of tuition fees. The request for repayment of tuition fees will only be granted after submission of proof of enrolment and, where applicable, of original proof of tuition fees paid or proof of disenrolment from another institution of higher education.

15.2

15.3

Article 16 ADMINISTRATIVE FEES Those who would like to obtain a certificate pursuant to Article 7.11 of the WHW but are unable to submit the relevant proof of enrolment, will not obtain the certificate until they have paid the tuition fees owed in association with the enrolment for the relevant units, plus administrative fees amounting to 200.

Article 17 TRANSITIONAL ARRANGEMENTS FOR NON-EEA STUDENTS 17.1 17.2 No longer applicable. For those originating from a non-EEA country who do not qualify for the statutory tuition fees, and who were enrolled continuously as a student for a doctoraal programme prior to the 2006-2007 academic year, the institutional tuition fee rates that apply to students from an EEA country will apply. This transitional arrangement applies to enrolment for a doctoraal programme until 31 May 2012. The transitional arrangement will expire if the students enrolment is cancelled prematurely. For those originating from a non-EEA country who do not qualify for the statutory tuition fees, and who were enrolled continuously as a student for the unified programme (ongedeelde opleiding) in Medicine since the 2006-2007 or the 2007-2008 academic year, the institutional tuition fee rate of 9,000 will apply until 31 August 2014 (subject to any applicable annual indexation). The transitional arrangement will expire if the students enrolment is cancelled prematurely. For those originating from a non-EEA country who do not qualify for the statutory tuition fees, and who were enrolled as a student for a Bachelors programme in Dentistry prior to the 2007-2008 academic year, a different transitional arrangement applies as set out in the Appendices to these Provisions. For those originating from a non-EEA country who do not qualify for the statutory tuition fees and who were enrolled continuously as a student for a Bachelors or Masters programme at the UvA prior to the 2010-2011 academic year, the institutional tuition fee rates that apply during the 2009-2010 academic year will apply during the nominal duration of the relevant Bachelors or Masters programme. The transitional arrangement will expire if the students enrolment is cancelled prematurely. The arrangement does not apply to pre-Masters students. For those originating from a non-EEA country who do not qualify for the statutory tuition fees: and who were enrolled continuously as a student for a Bachelors programme at the UvA prior to the 2010-2011 academic year, and who will receive their Bachelors diploma prior to 1 September 2012, and who will then enrol for a Masters programme at the UvA immediately thereafter, or at any rate, no later than 1 September 2012, the institutional tuition fee rates that applied to the relevant Masters programme during the 2009-2010 academic year will apply during the nominal duration of the Masters programme. The transitional arrangement will expire if the students enrolment is cancelled prematurely.

Article 18

TRANSITIONAL ARRANGEMENTS FOR STUDENTS WHO ENROLLED FOR A SECOND BACHELORS OR MASTERS PROGRAMME IN 2010-2011

In June 2010, the Executive Board adopted the following transitional arrangement for 2011-2012:

Page 8

Enrolment Provisions 2011-2011

2011cb0119

for non-EEA students, the institutional tuition fee rate for 2011-2012 is the same as that for 20102012. For students who have already obtained a Bachelors or Masters degree and who enrol for a second (or subsequent) Bachelors or Masters programme at the UvA for 2011-2012, the following applies: for students who started a second Masters programme in the form of a Research Master in September 2010, the same institutional tuition fee rate as in 2010-2011 will apply until September 2012, possibly with indexation. For students who started a second Masters programme in the form of a Research Master after September 2010 but before September 2011, the same rate as in 20102011 will be owed until September 2012, allowing for any indexation. for students who started a second Masters programme in the form of a work-study programme (duale opleiding) in September 2010, the institutional tuition fee rate for 2010-2011 will apply for the nominal duration of the programme, calculated from September 2010. This means that if a work-study Masters programme of 90 ECTS credits, for example, is started in September 2010, no increased institutional tuition fee rate is owed until 1 February 2012 at the latest, allowing for any indexation of the 2010-2011 rate. For students who started a second Masters programme in the form of a work-study programme after September 2010 but before September 2011, the same rate as in 2010-2011 will be owed until February 2012, allowing for any indexation. for students who started a second one-year Masters programme in September 2010, no transitional arrangement will apply for 2011-2012 and thereafter, in the case of a delay in studies. for students who started a second Bachelors programme in September 2010, no increased institutional tuition fee rate will be owed until September 2013 at the latest, allowing for any indexation of the 2010-2011 rate. For students who started a second Bachelors programme after September 2010 but before September 2011, the same rate as in 2010-2011 will be owed until September 2013, allowing for any indexation. for pre-Masters students who started their pre-Masters programme (as part of a Bachelors programme) in September 2010, no transitional arrangement applies.

Article 19

TRANSITIONAL ARRANGEMENT FOR STUDENTS WHO ENROL FOR A SECOND BACHELORS OR MASTERS PROGRAMME IN 2011-2012

For 2011-2012, a transitional arrangement applies for students who enrol for a second Bachelors or Masters programme at the UvA immediately after completing their Bachelors or Masters programme at the UvA. For these students, the institutional tuition fee rate is equal to the statutory rate, if the following conditions are met: 1. the first Bachelors or Masters degree was obtained at the UvA, and 2. the first Bachelors or Masters degree at the UvA was obtained within the applicable nominal programme duration + 1 year (c+1), and 3. enrolment for the second Bachelors or Masters programme at the UvA immediately follows enrolment for the first Bachelors or Masters programme at the UvA, and 4. the institutional tuition rate equal to the statutory rate applies for the nominal duration of the second Bachelors or Masters programme at the UvA and provided that enrolment for the second Bachelors or Masters programme is uninterrupted, and

Page 9

Enrolment Provisions 2011-2011

2011cb0119

5. the second Bachelors or Masters programme is completed with a diploma within the nominal programme duration. If these conditions are not met, the high institutional tuition fee rate will apply. If it emerges at any time that the conditions have not been met, the high institutional tuition fee rate will be charged.

Article 20

HARDSHIP CLAUSE

The Executive Board may depart from these Provisions in the event that a stipulation of these Provisions were to lead to a special case of unfairness of a dominant nature.

Article 21

IMPLEMENTATION OF THE ENROLMENT PROVISIONS

The head of the Central Student Administration is charged with the implementation of these Enrolment Provisions.

Article 22 21.1

ENTRY INTO FORCE, OFFICIAL TITLE

These Provisions enter into force as of 1 September 2011, upon the simultaneous revocation of the UvA Registration Provisions 2010-2011 effective on 1 September 2011. These Provisions may be referred to as Inschrijvingsbesluit (Enrolment Provisions) UvA 2011-2012.

EXPLANATORY NOTES TO THE UVA ENROLMENT PROVISIONS 2011-2012 Non-statutory conditions All non-statutory conditions for enrolment at the UvA, such as intake confirmations, have been removed from the Enrolment Provisions in an attempt to enable the enrolment process to run more smoothly. It has been agreed that a number of conditions will be included in implementation regulations. Institutional tuition fee rates (Article 1, sub 1.2) If a student does not meet the conditions for the statutory tuition fee rate, the high institutional tuition fee rate will apply, unless a specific exceptional regulation applies to the student. This means that students who do not meet the residence requirement, for example, must pay the high institutional tuition fee rate. In order to increase transparency and prevent discrimination and excessive bureaucracy, the (high) institutional tuition fee rates for all students, EEA and non-EEA, on full-time, work-study or part-time programmes, have been set at a uniform rate: the break-even institutional tuition fee rates established for 2010-2011 for non-EEA students. In certain cases, the Executive Board has set a reduced tuition fee rate for (non-EEA) students, for example within the context of the Erasmus Mundus programme or for (guest) students involved in nationwide alliances. These exceptions are included in the Appendices to the Enrolment Provisions. Part-time students (Article 2) The statutory part-time rate of 1,500 will be indexed, in line with the indexing of the statutory fulltime rate, and will therefore increase to 1,540 for 2011-2012. For the purposes of determining their entitlement to the statutory tuition fee rate, a nominal programme duration equal to the full-time programme duration multiplied by two has been set for part-time students. This equals a programme duration of six years for a regular part-time Bachelors programme and two years for a regular part-time Masters programme. After the expiry of the nominal programme duration, the high institutional fee rate will apply. Measure for students who study for longer than the set period As soon as it has been established that the measure for students who study for longer than the set period (langstudeermaatregel) will be introduced with effect from 1 September 2011, this will be included in the Enrolment Provisions 2011-2012. In a nutshell, this measure means that the statutory tuition fee for students who study for longer than the nominal programme duration + 1 year of their programme, will be the statutory tuition fee + 3,000. For 2011-2012, this would mean a fee of 4,713 (1,713 + 3,000) for full-time and work-study students and 4,540 (1,540 + 3,000) for (nominal) parttime. Tuition fee for a second degree programme (Article 3) According to the law, one of the conditions for entitlement to the statutory tuition fee is not having previously obtained a Bachelors or Masters degree. However, an exception applies if the second programme is a first enrolment for a programme in the field of education or healthcare. Notwithstanding the law, the Association of Universities in the Netherlands (VSNU) and the Netherlands Association of Universities of Applied Science (HBO-raad) have agreed with the Minister of Education, Culture and Science (OCW) for the academic years 2010-2011 to 2012-2013

Page 11

Enrolment Provisions 2011-2011

2011cb0119

that students who start a second Bachelor or Masters programme (partly) simultaneously in these academic years will owe a tuition fee rate equal to the statutory rate if their enrolment is uninterrupted. This agreement was made in combination with a funding formula and published in the Government Gazette of 23 December 2010. For universities, funding will only be available for second Masters programmes and not Bachelors programmes, while diplomas are only funded if the dates of the final examination for the first and second programmes are at least five months apart. In the information provided, students will be informed that with effect from September 2013, the institutional fee rates for second programmes (with the exception of those in the area of education and healthcare) may rise to the high institutional fee rate. Pre-Masters students (Article 3) In 2011-2012, institutional tuition fees equal to the statutory tuition fees will be owed by those already in possession of a Bachelors degree who enrol at the UvA in 2011-2012 for a Bachelors programme to take a pre-Masters programme (schakelprogramma) equivalent to a maximum of 30 ECTS credits, in order to prepare for admission to a Masters programme at the UvA. If the deficiency is more than 30 ECTS credits, a contract programme of up to 60 ECTS credits may be taken as a pre-Masters programme. If the student decides to enrol for a second or subsequent Bachelors programme, the high institutional fee rate will apply. It has emerged that pre-Masters programmes of up to 30 ECTS credits or contract programmes of 31-60 ECTS credits have not been developed everywhere. It has therefore been decided that an exception will be made for 2011-2012 in the form of a transitional arrangement for specific deficiency programmes totalling more than 30 ECTS credits that are not yet offered in the form of contract education, and that an institutional tuition fee rate equal to the statutory tuition fee will apply for these. These programmes are included in the Appendices to the Enrolment Provisions. On enrolment for a pre-Masters programme as a contract student, the fee set for this will be owed to the faculty. Terms and conditions for enrolment (Article 7) For the purposes of transparency and clarity, Article 7 includes the further terms and conditions for enrolment for a first enrolment in a Bachelors programme or a Masters programme, and for reenrolment. Denial or cancellation of enrolment (Article 13) As indicated last year, as of 1 September 2010, the WHW provides for the possibility of refusing or terminating enrolment for students who have committed serious fraud, who persistently cause a serious nuisance or who have exhibited unsuitability for their future profession. For the sake of clarity: the decision is reserved for the Executive Board. As also indicated last year, termination of enrolment with retroactive effect is not possible. This is primarily of importance when terminating enrolment after obtaining the diploma. Medicine (Article 17) The unified programme (ongedeelde opleiding) in Medicine includes the Medical degree programme (artsenopleiding). Transitional arrangement for a second degree programme (Article 19) For 2011-2012, a transitional arrangement, subject to conditions, applies for students who enrol for a second Bachelors or Masters programme at the UvA immediately after completing their Bachelors or Masters programme. The third condition stipulates that enrolment for the second programme must immediately follow completion of the first programme. Of course, in determining when exactly

Page 12

Enrolment Provisions 2011-2011

2011cb0119

immediately following takes place, the student is dependent on the intake periods for the second programme. It has also been agreed with the Central Student Council (CSR) that this term may also be taken to mean enrolment for a second Masters programme immediately after completion of the preMasters programme required for it, provided that the other conditions have been met. Entry into force and scope The Enrolment Provisions enters into force on 1 September 2011. This means that these Enrolment Provisions apply to requests for enrolment or disenrolment relating to the 2011-2012 academic year. The Enrolment Provisions do not apply to postgraduate (postinitile) Masters programmes.
