IATA TWO-CHARACTER DESIGNATOR REQUIREMENTS As per the Provisions of IATA Resolution 762, to be eligible for an IATA two-character designator,

companies must: Complete and submit the APPLICATION FORM FOR IATA TWO-CHARACTER DESIGNATOR Airlines must submit a valid Airline Operating Certificate (AOC) issued by a government Train, bus, and ferry companies must submit a valid authorisation issued by a government body to provide transportation services. Pay the non-refundable assignment fee of USD 2,500. (Please note that annual administration/retainer fees are to be paid in order to retain the assigned code) Satisfy at least ONE of the following conditions: Airlines that satisfy the requirements to participate either in the IATA Multilateral Interline Traffic Agreement (MITA) - Passenger and/or Cargo or the ATA Interline Traffic Agreement (ITA) Passenger and/or Cargo Airlines that satisfy the requirements to publish schedules in airline guide publications. If so, IATA recommends you file your initial schedules and subsequent updates with ALL major industry schedules database managers so as to ensure maximum schedule distribution Airlines that have concluded a reciprocal (two-way) interline traffic agreement with an airline holding a valid IATA airline code. Airlines with a requirement to participate in an airline industry shared telecommunication facility using Societe Internationale de Telecommunications Aeronautiques (SITA) or Aeronautical Radio, Inc. (ARINC) (Airlines requiring a two-character designator solely for telecommunications are eligible for a banded designator) Railway, ferry and bus companies providing passenger transportation services for use in reservations, schedules, timetables or tariffs publishing Unit Load Devices (ULDs) owners/leasing companies participating in the Interline ULD Control User Group (IULDUG) Computerised reservation systems (CRSs) providing services for the airline industry ASSIGNMENTS Designators are assigned when all documentation and relevant qualifications have been confirmed by the appropriate organisation and when the assignment fees have been fully paid. It is important to note that when a company holds a designator and is not a Member of IATA or ATA, the company is required on a yearly basis - to validate its qualification and to pay annual non refundable fees to retain the use of the designator for a further year.

Note 1 Provide the full corporate name, including the trade or doing business as (dba) name and the corporate mailing address where the organization has been registered and to where all correspondence is to be sent. The corporate mailing address must be in the same country as the issuing authority for the Airline Operating Certificate or authorisation to provide transport services. If the airline does not have the three-letter code ICAO code, please contact your local Civil Aviation Authority to request a code. Assignments will not be made until IATA has received a copy of a valid Airline Operating Certificate issued by the Civil Aviation Authority in the Country of Registry of the requesting company. In some countries, it may be known as a Licence or Permit to Operate and may be more than one document. The document(s) must specify the type of service the airline is authorized to operate, (scheduled or nonscheduled, passenger or cargo only or passenger and cargo), where these services may be performed (domestically, internationally or both) and the period of validity (i.e. 12 months from the date of issue or for an indefinite period). A new airline may be assigned a provisional airline designator code when written notification is received from the relevant Civil Aviation Authority that enterprise is substantially meeting the requirements for the issuance of a licence to operate commercial air transport services. A provisional assignment shall be valid for a non-renewable period of six (6) months. For airlines authorized to operate on a scheduled basis, the planned schedules must be submitted to OAG Worldwide and/or INNOVATA, LLC, or other schedule aggregators, reservations or ticketing systems. Once the schedules have been received and verified, the company will provide confirmation to IATA. A two-way interline traffic agreement is an agreement whereby both parties agree to sell transportation services and accept each others accountable traffic documents (tickets and/or air waybills) over each others routes. For the assignment of an IATA designator, two-way interline traffic agreements are concluded with IATA or ATA Member airlines. Confirmation of the agreement must be provided by an IATA airline code holder and signed by the Interline Manager or an equivalent and must specify which type(s) of interline services has been concluded, i.e. either Passenger Only, Cargo Only or both Passenger and Cargo. This confirmation is to be submitted to the IATA Code Administration Coordinator. If the airline (scheduled or non-scheduled) requires a designator for teletype telecommunications services, confirmation of membership in either SITA or ARINC must be provided to the IATA Code Administration Coordinator. If a non-airline ULD Owner/Leasing Company is not a participant in the Interline ULD Control User Group, please contact the Manager, Cargo Business Planning, IATA, Montreal. Member airline(s) of IATA or ATA must submit confirmation to the IATA Code Administration Coordinator that the CRS company will be providing CRS services for the airline(s).
