2. lack of synchronisation between union and State government, especially when the State government belongs to a different political party 3. union government's refusal to act decisively, citing law and order is a state subject. 4. State government's reluctance and grievances regarding intervention by union government. 5. Failure of the intelligence agencies in gathering technical and human intelligence. 6. State government police forces are not a trained or equipped to carry out operations against insurgents or Maoists. (+ the lack of morale, for example, many times local police lets the maoists raid their weapons without giving any fight.) 7. Politicisation of civil and police service and the higher echelons of state government. 8. Failure of senior police leadership. 9. Old and rusted weapons, communication equipments and vehicles, State governments are not utilising the funds. 10. Reluctance on the part of union government to pass strong laws to deal with internal threats (again because of vote bank politics)

Armys involvement in internal threats undermines its primary objective: that is to deal with the external threats (Pakistan and China). The Army can use force and have identifiable enemy in case of external threats (enemy soldiers/terrorists crossing international borders), but that is not the case with internal threats. This leaves very little options with the Army. The first reference is not to get involved in the internal threats.
