Introduction
As a licensed Private Investigator for more than 22 years, I have seen just about every type of case one would expect a P.I., to see. As Im sure the average reader realizes, television has greatly glamorized the profession to some of the most far fetched and almost ridiculous situations. This is not to say that we dont do some of what you see on television, but it is certainly the exception rather than the rule. My practice has been, for the most part, specialized in domestic relations or divorce investigations, child custody investigations, skip tracing, criminal cases, in that we usually work for a defendant, or more accurately, his attorney, background investigations, date screening, locating debtors, locating family members or friends where contact has been lost, and generally, finding out everything we can for the benefit of our client, for what ever the situation might be or call for. More often than not, an investigation will be mundane, as the investigator sits in his vehicle, waiting to get that all important picture or video of the subject doing what we are paid to find him doing. Yes we set up surveillances every day, and follow people through traffic, down deserted streets, through shopping areas, etc.. but never as depicted by those heroic P.Is on television. We have yet to do a shoot-em-up chase. The real world of private investigation is to never let the person under surveillance know he is under surveillance. I would think that a chase scene would pretty much destroy the discretion. Most cases begin in my office with an interview of the prospective client. The client, simply by virtue of keeping the appointment, is usually serious about retaining our services. The facts are laid out by the client and we advise them of what we can do. Once retained, I present the case to the investigator, or investigators to be assigned to the case, and we discuss, and often brainstorm, the best method of operation. The objective of the case is presented and the best course of action is decided upon. We might place a tracking device on the subject to be investigated car. This would facilitate locating the subject, should he be able to lose us, and it enables us to follow from far enough away, that the subject would never suspect that he is our prey. If a client comes to me assured that his wife is being unfaithful, I first advise him that our state is a no fault state and even if we took pictures or videos of the subject in the act, the evidence is not really needed to obtain a divorce. The evidence, however, might have a far more representative function in the divorce process. The impending separation might have child custody as a motive for the investigation and proving this subject to be an unfit mother will certainly help our clients claim to obtaining custodial parenting. Evidence we secure is also used quite effectively in the negotiation process of a divorce. Solid, concrete evidence is a terrific bargaining tool. Is this dirty? Yes, but in the scheme of things, most often necessary to keep children from an unfit parent, to keep the subjects lover from living off of our clients hard earned money, etc. Every investigation conducted by this office will have behind the scenes investigations as well that often present better evidence than hard evidence obtained in the field. We always do some background on the subject, whether it be a motor vehicle check, spending habits, criminal background, drug or alcohol use or abuse, past infidelity, and so much more. We will also do a complete check on the subjects lover, friends, associates etc., to strengthen our clients claims and case. This book is dedicated to providing you with most of the same abilities we possess in conducting your own background investigations. While we have invested a large sum of money to facilitate our investigations by use of computers and subscribing to many data information bureaus throughout the country, you can get the same results with a telephone and a desire to get the information you seek. The following pages will take you through many different case scenarios, and how we obtain the information needed. The contents of this book will give you that same capacity, and in a situation of yours personally, reflected in one of the many scenarios. To further assist you, we will provide you with a 900 number, that for a small one time fee, that will if needed, take you step by step to obtain the needed information.

Youve met a man or woman too good to be true: not married, no children, financially secure, yet you suspect something that you just cant put your finger on. You havent heard from your uncle in the past twenty years, you dont know if hes alive or dead. You would like to be reacquainted with that part of your family, cousins, etc. You are adopted, and know your biological mothers name, but have never had any contact with her. Where is she? How is she? Do you have any brothers and sisters? You are adopted, and know the name of your biological parents. Youve reached an age where you are concerned about your family medical history. You want to employ a person for any purpose: business, nanny, maid, cleaning person, baby-sitter, house sitter, etc. What is the background of the person being considered? You believe that your husband, wife, father, mother, boyfriend, girlfriend, or any acquaintance, is leading or has a double life. You want to hire an individual for a position with your company. his resume is very impressive, but you want to check his degrees, past employment, criminal background, driving record etc., We often find much more than a resume or interview will supply.

Example:
I was recently retained by a thirty one year old lady. She had never been married and was anxious to find a loving husband and start a family. While at a local night club, she ran into a man she hadnt seen since high school where they had dated briefly. For expedience sake, well call our client Sue and her old friend Bob. Bob and Sue discussed old times, old friends, and what they have done with their lives. Sue had a good job in Cleveland and Bob was a vice president for a large pharmaceutical company and living in Maryland. Bob expresses real interest in Sue, and she in him. He states that business will bring him to Cleveland at least twice a month, and he wants to be with her. By his second visit a month later, a romance ensues. Bob and Sue have very similar needs, but he confesses that he is married, but his divorce will be final in two weeks. Sue, of course is pleased with his honesty. Bob now tells Sue that the reason for his split-up with his wife is due to the fact that he badly wants children and that his future X doesnt. Bob proposes to Sue, and she happily accepts. Bob calls Sue from Maryland to give her some very exiting news... his divorce is final and he is being promoted and transferred to San Diego, where he has just closed a deal on a million dollar estate for their future together. Sue is thrilled. She knows that Bob is financially secure because he now lives in a magnificent home, in Maryland, right on the Chesapeake Bay. He of course did well financially in his divorce. Sue quits he job of seven years, buys a wedding dress, and prepares for her move to California.

The following information will provide you with a good start to obtaining the information you need. You will find, Im sure in many instances, that the State agencies included will refer you to the county and city level. Make sure they give you the exact department you need to speak to, their phone numbers, ( many have toll free numbers, so ask for them), addresses, and who to speak or write to. In many cases you will be calling long distance. Make sure you tell the person that you are requesting information from this fact, it will often force them to move faster, and sometimes give you information over the phone that you might normally have to write in to receive. The information provided is simply a list of providers of State Public Records. Do not expect the people you talk to, to walk you through your case. You will need to have a professional attitude and be precise on what you are looking for or requesting. Have any and all pertinent information at hand when calling. In most cases, you will be able to get the information you need at the State level, however, dont be afraid to ask intelligent questions. The methods used here are used by private investigators nationwide and the information provided will serve as a valuable tool for many reasons.

The following pages will give you some valuable hints, tips, suggestions, and scenarios to assist you. The purpose of this information guide is to assist you in conducting your own investigations. As I stated earlier, this will not turn you into a private detective, but it will allow you to find the information you are looking for to do with whatever you like. The bulk of the information contained herein is a compilation of public information obtained through similar publications. The difference being, the scenarios given are to help you take that unthought of step you may not have considered. Obtaining the information is easy, however, you will face obstacles in doing so. Many of the people you talk to will try to take the easy way out by passing you along from person to person, keeping you on hold, and simply telling you no. You have a right to the information you are requesting, and you will get that information with persistence, but be nice, you will find yourself in situations of attracting more flies with sugar, than with vinegar. Many of the public agencies you contact have predetermined costs and time restraints for the information they are legally obligated to provide you, and in many cases you will have to pay their set fees, and wait the allotted time.

Case Studies
Im Adopted
You are adopted and are now at an age that you want to find your biological parents. How and where do you start? Obviously, the best place to start is with your adoptive parents. They in most cases will have some information, if even minimal, to get you on your way. Lets say you now, through the help and support of your adoptive mother, have the name of your biological mother, and father. You have also learned that you were born in Cleveland, Ohio and are now in Des Moines, Iowa. Chances are you were put up for adoption though an agency or attorney in Cleveland. Your biological parents were seventeen years old at the time of your birth and they werent married. It will probably be easier to locate your biological father, because you are now 22 years of age, making your biological mother 39 to 40, and probably married, at least once, and not to your biological father. Chances that her maiden name will appear on any accessible public information is remote, at best. Start with either your biological mothers father, or with your biological father. Even after divorce, and death of a spouse, its a rarity for men to ever change their names. (Remember, we are not dealing with emotions right now, were just gathering facts). Go to a library that stocks telephone directories for many years back, in your case, at least 22 years. Lets say your Biological Mothers name at your birth was Debbie Harper and at the time of your birth was 17 years old. Your Biological Fathers name was William Blasco, and also seventeen. Dad has a much less common name than Mom, which will make him and his family easier to find. Remember, mom probably has married and is no longer a Harper. Assuming her father is alive, and was alive at the time of your birth, you will have an easier time with the men. You have located several possibilities in the Cleveland telephone directories from 1973. By using this guide, you will go to Ohio Birth Records. Somewhere, they will have a copy of your actual birth certificate and if not, will refer you to some one that should, in this case, the City of Cleveland, Bureau of Vital Statistics. By giving them the names of your biological parents, city where born, and approximate date of your birth, they should easily be able to locate your Birth Certificate. You will have to obtain a copy of the certificate by their rules, but if youre convincing, you will get all the information of your birth over the phone, or maybe even faxed to you almost instantly. Remember to get the name of the person helping you.. If they were helpful and cooperative, send them a greeting card thanking them for their help, or even a small plant or bouquet of flowers. From this, theyll remember you when you call for help again, which you most probably will have to do. Your birth certificate will contain your parents names, dates of their births, or at least their age at your birth, addresses, hospital you were born in, and sometimes, even their social security numbers. If the SSNs are available, you have reached 90% of your objective, if not, youve accomplished quite a bit, and are at least half way home. If you havent already obtained the SSN, try to do so. That is your best source of recovery. If you have only a name, keep

Finding Bonnie
Youve become somewhat nostalgic and have been thinking a lot lately about the friends and good times you had in college 20 years ago. What ever became of Bonnie Pollak ? You dated her several times and became good friends. After graduation, you lost contact. Now, 20 years later, youre curious about Bonnie. Has she married, pursued her career, had children, etc.? You have to have some memories of Bonnie, as simple as where she was from when you knew her. You both attended and graduated from Arizona State University. Bonnie was from Chicago, born and raised. Although the information you have may be old, there are records in Chicago attesting to Bonnies existence, for example, her family. Try to contact them. Bonnies family left Chicago years ago, so preliminary, youve run into a dead end. Contact the registrars office at ASU. Remember, all businesss , schools, etc., will be very reluctant to give out any information, and for good reason. They could be held liable for giving out most forms of information, as governed by the FEDERAL PRIVACY ACT, . Tell the truth, you were students together and graduated in 1975. You know Bonnie is from Chicago, and is approximately 42 years of age now, in fact you think her birthday is in September. Remember, just by name the registrar already has everything you want to know, already up and running on her computer screen. She is looking at Bonnies name, date of birth, social security number, transcript of grades, home address, etc. All you want to know is where is Bonnie now and how can you find her. The registrar will confirm any information you have, but does not have to give you anything by law. She can, however, give you Bonnies married name and even current address, as reported to the alumni association. Be sincere, and youll usually succeed. The same could apply to finding anybody. A little information can go a long way. Just make sure the information is accurate and, as with all fact finding missions, be precise.

Happy Endings
Every time I get close to finishing this section, another client calls with a story worth including. The morning of August 2, 1996, I was contacted by Robert of Irvine, California. Robert had just turned 82 years old, and as a present to himself, he wanted to find Helen, a girlfriend he had not seen or heard from in more than 50 years. Robert, a widower, knew Helens married name, as he had known her husband. He had no idea whether or not Helen was still married or for that matter, still alive. I had a first name, maiden name, and possible married name, with and approximate age for Helen. Within fifteen minutes, I located her alive and well, although a widow and living in Reno, Nevada. I contacted Robert with the informationCASE CLOSED!

The following pages are compilation of agencies, listed by state to assist you in your investigations. Every division of every state agency has its own set of rules or guidelines on how much information they will provide, how they will provide it, or how you must request it and the cost, if any. When talking to any of these agencies, be as polite as possible. Most of the people you will be talking to could care less if you got your information or not, but if you can befriend them over the phone, youll be amazed what you can get. Remember, you will attract more flies with sugar than with vinegar. Most of the agencies you will be contacting are computerized, and the information you need is at their fingertips. The more information you provide, the easier it is for the person called for help. Definitely, have the exact spelling of the last name of the person you seek, correct first names and middle initials will be of great help also. Some of the agencies you contact will tell you that the information you are requesting is privileged and governed by the Privacy Act. Know your rights, public information is not governed by the Privacy Act. If your contact seems reluctant to give any information, of if they have specific rules governing costs, time frames or the need for the information to be requested in writing, politely ask if there is another state agency that might be able to help. Most times, just to get rid of you, the provider will be thrilled to refer you elsewhere.
