CHESTERFIELD VILLAGE HOMEOWNERS ASSOCIATION, INC.

Minutes of the Board of Directors Meeting The Board of Directors of Chesterfield Village Homeowners Association, Inc., a Missouri non-profit corporation, held its monthly meeting at the Chesterfield Village Homeowners Association Clubhouse in Springfield, Missouri, on May 5, 2008 at 7:00 pm, pursuant to the notice posted at the association clubhouse. The following Directors of the Corporation were present: Linda Becker, Lora Turnage, Steve Webb, Julie Mason, and Jay Jones. Absent: Diana Deford and Lorna Hammock. Also present were homeowners Bill and Buelah Ruble, Mary Myers, Brent Sturgeon and Chad Brinkley. OLD BUSINESS Secretarys Report Minutes from the April 7th meeting of the CVHA Board of Directors were read. After a couple of minor revisions, a motion was made by Lora Turnage to accept the minutes and was seconded by Julie Mason. Motion passed. Treasurers Report Julie Mason had received one payment of $200 from a homeowner who still owes $100 in CAMS. Lora Turnage presented Julie with a receipt for $26.80 for wood purchased to replace 8 boards in the fence behind the water retention area. The work was performed by Lora and Lindas husbands as the contractors bid from Anchor Fence Co. was too high at $250. Julie presented a check to the board from State Farm Insurance for $902.96 on our damage claim for damages incurred by the clubhouse from the ice storm and recent rains. State Farm had arranged for Dales Roofing to complete the repairs on the outside of the roof. The check was for hiring a contractor to repair the interior damage and to repaint. The Profit & Loss and Balance Sheet statements were reviewed and there were no additional questions. Julie mentioned that she had researched the -$31.76 listed as Members Equity on historical statements, but was unable to find anything that would explain where this amount came from or what it was for. Common Grounds Lora Turnage announced that the roof repair on the clubhouse would be completed in one to two weeks. Two bids had been received, one of which was from Handy Man Co. totaling $2,800. The bid included touching up the ceiling paint, fixing the back door and door jam, and painting the upstairs. Handy Man would not be able to schedule the work for at least one month. The 2nd bid came from Marshall Home Repair for $1,545 and included all of the above plus painting the whole ceiling in the main room. Marshall Home Repair could come within a week. After much discussion about the discrepancy between the two bids, Jay Jones mentioned that he knew another contractor (Ben Elkins Construction) and all agreed to solicit a 3rd bid from him, and then vote via email. Lora received a complaint from a non-CVHA neighbor living near the pond who stated she was getting a lot of trash and weeds from the pond water and rain water drainage. Lora contacted the City, who sent a letter stating that it was the subdivisions 1

responsibility to address. They recommended seeking assistance from the Missouri Dept. of Conservation. The conservation department recommended removing the cattails and other dead vegetation during the spring and fall to help alleviate the issue, but that chemical treatments might also be necessary. It was also discovered that the pond property is still technically owned by Keltner Enterprises, and that it had never been turned over to CVHA. Linda Becker recommended contacting the CVHA attorney on the ownership issue, and all agreed that for the time being, the pool cleanup day would also be designated as the pond clean up day. Linda recommended that Lora have someone from the conservation department come out and give a written estimate on exactly what work is needed in the pond area, including chemicals and whether or not the bottom needed to be dredged. Tennis Courts Linda Becker received one complaint from a homeowner who stated the nets on the tennis courts needed to be tightened. Steve Webb will address. Clubhouse Linda Becker announced that there was one clubhouse rental scheduled for the 15th of June and presented the check to Julie Mason. Linda also announced that there were a few helium tanks that needed to be picked up outside the clubhouse. After some discussion by the Board, the members agreed to have the Pepsi machine in the clubhouse removed as the monthly product requirement (10 cases) was too excessive for the subdivisions needs. Architectural Control Linda Becker announced that just prior to the meeting, Allen Penrod had resigned his position on the board overseeing the architectural committee, and that this position would need to be refilled. She asked the board members to talk to anyone who we thought might be interested in that area. Evidently, none of the letters mentioned in the last monthly meeting had been sent out by Allen. Neighborhood Watch No information was reported. Newsletter Linda Becker announced that a May newsletter was needed and that she would send information to Jay Jones to include in it. This included the date for the pool and pond area cleanup (May 18 from 1:00-4:00 PM), the tentative pool opening date of May 26, and that the cleanup day would be the only day the new pool keys would be distributed. Linda asked Jay Jones to have the Block Captains call their assigned homeowners to inform them of this information. Pool Linda Becker announced that all of the pumps/filters in the pool had been replaced and that Gary Weaver, the pool guy, was working on the other pool issues. Two more bids were being solicited the next day including painting the pool and pool deck, repairing cracks, repairing the fence, and replacing tiles. An additional bid would be solicited from the electrician for fixing the 3 lights that are out and weatherproofing them. Once these amounts were obtained, Linda would email the board members for a vote. 2

Linda also mentioned that she would get bids on a possible roof over the pool pump area to protect it from the elements. NEW BUSINESS Drainage Issue at 2341 West Westview Homeowner Mary Myers presented new pictures of the drainage problem from the last heavy rains and wanted to know what was being done about the issue by the Board. The two other town home owners affected by the issue, Brent Sturgeon and Chad Brinkley, also voiced their concerns. Linda Becker informed the three of them that all of the historical information and documentation had been gathered from the City and the engineering firm, and that it would all be turned over to our new real estate attorney, Joe Bohrer, this week. She informed them that the attorney would copy them on his findings and recommendations. Linda informed the homeowners that through the investigation, it had been discovered that the original drainage easement and swale had not been protected by the builder when the town homes were built, and that according to City documents, the land that the structure sits on (Tract D), is still owned by the builder, and not the homeowners. Expansion Homeowners Bill and Buelah Ruble announced that they had installed a new 6 x 16 concrete patio on the back of their home, and were now requesting approval to install a free standing Arbor or Pergola. They presented promotional photos to the Board of what each structure would look like. After reviewing the CVHA Covenants and Restrictions, Linda Becker informed them that the Board would need written dimensions along with a copy of the City building permit before either structure shown could be approved. Steve Webb made a motion to adjourn the May CVHA Board of Directors Meeting and Jay Jones seconded the motion. Motion passed. Respectfully submitted, Steve Webb, Secretary
