GENERAL
This Addendum shall be read in conjunction with the Tender documents for the construction of wind turbines foundations, access roads and platforms for the phases 2 & 3 of the Ashegoda Wind Farm Project, dated June 2011. Where inconsistent with the above, this Addendum shall govern. This Addendum forms an integral part of the Contract Documents and shall be included therein. No consideration shall be allowed for increases (extras) to the Contract Price due to failure of the Contractor being familiar with this Addendum. Receipt of addenda should be acknowledged by Tenderers in their Letter of Tender. However, the failure to provide such acknowledgement will not alter that all addenda will be incorporated into the terms of Contract. It is the sole responsibility of the Tenderer to ensure that all addenda issued during the Tender period are taken into account in preparing the Tender.

(A) The Contractor can look for alternative water sources, as long as they comply with construction requirements. It is the Contractors responsibility to look for alternative water sources, if existing water well is not sufficient. satisfactory 1.1.5 Site facilities (Q) Does the Employer have a list of required laboratory equipments? (A) It is the Contractors duty to propose a list of such equipments, in order to follow applicable standards & specifications. Routine tests should be carried out on site, to avoid any delay. Special tests could be carried out in a third partys laboratory. (Q) Does the Employer have a list of required site facilities? (A) Guidelines are included in the Tender documents. It is the Contractors duty to propose a list of such facilities, in order to perform the works. 1.1.6 Concrete batching plant (Q) Is it possible to locate the concrete batching plant on the main plateau, to be closer to all turbines, or at any other location? (A) The Employers concern is the access to the proposed batching plant location, especially during road construction works. The location proposed in the Tender documents is not optimal, but was chosen because of the availability of an access. Tenderers can suggest another location for the concrete batching plant, if the planning of works takes this proposed location into consideration.(improvement of the access to the proposed area, coordination with other works, especially road construction and suitability tests) Within the Site, the Employer reserves the right to reject any proposal of relocation that would not be suitable. It must be noted that suitability tests should be carried out before the concrete works, so a batching plant located on the plateau might delay the start of the concrete works, which is not acceptable. Particular attention should be paid to the coordination of works in the eastern part of zone B, as road construction works will hardly be coordinated with other traffic for safety reasons.
(Q) Is the Tenderer supposed to plan 2 batching plants, or 1 large batching plant along with smaller concrete
mixers? (A) The technical solution shall be proposed by the Tenderer. The Employer expects solutions the Tenderers are comfortable with, and which ensure that slab concreting will not be interrupted in case of a failure of the main batching plant. 1.1.7 Logistics (Q) Is it possible to import equipments with tax exemption? (A) Import procedures shall be checked by the Tenderer itself. Vergnet would provide possible support, but import of equipments remains under the responsibility of the Tenderer. 1.1.8 Survey data (Q) What is provided as survey data?

(A) The Employer provides an initial basic survey with site benchmarks (normally set within sight distance). The Contractor will perform detailed survey on that basis. 1.1.9 Cement supply (Q) How will the Employer support the Contractor regarding cement supply? (A) The supply of cement is a point of concern, as the market is tense. The Employer, Vergnet, along with the Owner, EEPCo, will give their support to the Contractor. Although, it is the Contractors responsibility to ensure an at least 1-month stock of cement on site, to avoid shortages, as stated in the specifications. La disponibilit du beton est aussi de sa responsabilit!! 1.1.10 Aggregates (Q) What are the quantities of aggregates available on market? Is it possible to develop a quarry for aggregates? (A) The Tenderer should check the local market for all aggregates. The operation of quarry is a possible option (using a dedicated crusher) for concrete aggregates and gravel wearing course. 1.1.11 Quarry reinstatement (Q) Is the Contractor expected to reinstate quarries? (A) Yes, as per ERA Standard. (see the Tender specifications) 1.1.12 Reinforcement works (Q) Who provides binding wires? (A) Binding wires, like any other consumables, are, if not clearly otherwise stated, under the responsibility of the Contractor. (Q) Who disposes of the reinforcement wastes? (A) Reinforcement bars for turbines foundations works being supplied by the Employer and therefore its property, wastes shall be returned to him. 1.1.13 Concrete works (Q) Will it be possible to use concrete additives? (A) The use of plastifiers is possible and even necessary, because of long distances. (Q) Is it possible to use a belt truck for concrete works? (A) Concrete pumps, belts or buckets with cranes are possible solutions for concreting.

1.2.1.1 Item 105 Concrete batching plant equipment The description of the price of item 105 includes the supply of the concrete batching plant. This word shall be understood as mobilization on site for the time of the works. The Employer does not intend to become the owner of the batching plant, as of any other of the facilities temporarily mobilized on site by the Contractor. It doesnt include in particular: Topographic works, Excavating, Preparation of earthen ditches in cut section and fill section, Supplying and placing the materials, Cutting of benches, Preparing, processing, shaping, watering, mixing the materials, Compacting the materials to the specified densities, Removing and disposing around the road of up to 5% oversize material, Finishing the earthen ditches and the cleanness of the area, In situ and laboratory testing according to the QAP, 100% when the works is completed,
Payment schedule : Measurement of the works: The unit of measurement is the cubic meter of material measured in the compacted fill hauled over the distance of 1 km. The volume should be calculated in accordance with the series 310. The over-haul distance shall be the haul distance less the free-haul distance indicated in the series 310 measured to the nearest 0.1km. Payment schedule : 80% when the earthwork is completed including excavation of earthen ditches, 20% when the subgrade stage is approved as specified in the Technical specifications.
Measurement of the works: The unit of measurement is the cubic meter of material measured in the compacted fill. The quantity should be computed by the method of average end areas from leveled cross sections prepared from the ground line after clearing and grubbing submitted in the working drawings. A detailed description of the measurement of the work is described in the ERA Standards Technical Specification 4208.

1.2.1.7 Bill III Wind Turbines platforms and access roads All the prices listed in this bill are applicable to both access roads and platforms (wind turbine platforms and crane assembly platforms). Therefore, in this Bill III, the word roads shall mean roads and platforms. 1.2.2 Priced Bill of Quantities Prices shall be listed in the priced Bill of Quantities. The item called List of Prices in the Instructions to Tenderers shall not be considered. 1.2.3 Tenders Tenders shall contain 1 technical offer and 1 financial offer. 2 paper copies shall be prepared (1 original, 1 copy). 1 soft copy shall be submitted. 1.2.4 Tenders evaluation Evaluation of the offer will be undertaken in two stages: Preliminary Evaluation

In this initial stage preliminary examination for eligibility like presentation of valid tender security, technical and financial offer, qualification of the bidder and all tender requirements are reviewed. Failure to comply with these requirements shall result in immediate rejection. Evaluation for ranking At this stage, technical and financial merit point method shall be applied to rank Tenderers as per the Tender requirements. The merit points are taken out of 100% (70% for technical offer and 30% for financial offer). In the technical evaluation (70%), the methodology, organization, compliance with the technical specifications & time for completion will be weighted, while the maximal score for financial proposal (30%) will be given to the lowest tender price. Technical and financial offers will be opened at the same time on August 23 2011 at 10 am in the presence of Tenderers or their representatives who choose to attend the Tender opening to be held at Ashegoda Site Office. The Employer reserves the right to accept or reject all or any of the bids. 1.2.5 Tender Security
