Scottish Gross Domestic Product (GDP) in constant basic prices grew by 0.5 per cent
during the third quarter of 2011.
The Services sector grew by 0.9 per cent. Production sector output fell by 0.1 per cent
overall, with manufacturing growing by 0.9 per cent. Construction sector output fell by
1.2 per cent.
On an annual basis, comparing the most recent four quarters to the previous four
quarters (4Q-on-4Q), GDP grew by 0.9 per cent.

GDP Analysed by Industry Sector


Scottish GDP in constant basic prices, which is also known as Gross Value Added
(GVA), grew by 0.5 per cent during the third quarter of 2011, following growth of 0.2 per
cent in 2011 Q2. On an annual basis (4Q-on-4Q), GDP grew by 0.9 per cent in the latest
quarter, compared to 1.3 per cent in 2011 Q2.
Services sector output grew by 0.9 per cent over the quarter, and grew 0.3 per cent on
an annual basis (4Q-on-4Q). Production sector output fell by 0.1 per cent over the
quarter, and grew by 1.7 per cent annually. Construction sector output fell 1.2 per cent
over the quarter, and grew by 5.9 per cent annually.

Construction

The largest overall contribution to growth was from Services, mostly due to strong
growth in business services & finance. There was also growth in the distribution, hotels
& catering and a small increase in government & other services sectors.
Total Production sector output showed negative growth, where strong growth in
manufacturing was outweighed by a fall in the electricity, gas & water supply sector
following strong growth in the previous quarter. Falling Construction sector output also
made a negative contribution to overall growth.

Change in Standard Industrial Classification


United Kingdom GDP estimates produced by the Office for National Statistics (ONS) are
now published using the new 2007 Standard Industrial Classification (SIC) instead of the
2003 SIC.
The Standard Industrial Classification system is used to group companies into industrial
sectors within the economy for example, manufacturing, construction, or financial
services. The updated 2007 SIC is designed to provide a more appropriate reflection of
modern business activities than the 2003 SIC, which was itself only a minor revision to
the classification drawn up in 1992.
The largest changes to the classification are the increase in activities included in the
Information & Communications sector, and the creation of a separate Water Supply &
Waste Management sector including sewage, recycling and nuclear fuel processing,
resulting in a relatively smaller Manufacturing sector.
The results for Scotland published in this bulletin continue to be produced using the
2003 SIC. To aid comparison with UK results at the broad industry level, the underlying
data have been reclassified to provide results for Scotland on a 2007 SIC basis. These
are provided in Annex A.
A full reclassification to the 2007 SIC will become available following the availability of
updated weights derived from the Input-Output analyses for Scotland.
Effect of SIC Reclassification on Growth Rate Estimates
The new classification does not result in differences to total GVA. There are however
changes to the relative sizes of industrial sectors, resulting in small differences between
industry-level growth rates when comparing the two sets of results.
In Scotland these differences are mainly due to a relative increase in the total size of the
Production sector growing from 17.1% of the economy to 17.5% and proportionate
decrease in the size of the Services sector. The creation of the Water Supply & Waste
Management sub-sector has also caused a relative decrease in the size of the
Manufacturing sector falling from 13% of the economy to 12.4%. Within the Services
sector there is a relative increase in the size of Information and Communication sector,
at the expense of Business Services and Other Services.
In the latest quarter, the main difference between headline growth rates for the main
sectors of the economy is that output in Production is shown to contract by 0.1 per cent
using 2003 SIC definitions, and by 0.4 per cent using the new SIC 2007 definitions. This
relative decrease in Production growth is balanced by a slight increase in Services,
although because of the relatively larger weight of service sector industries, the
difference is not large enough to change the headline growth rate of 0.9 per cent.

UK Figures
The latest figures show that UK GDP in constant basic prices grew by 0.5 per cent
during the third quarter of 2011.
On an annual basis, comparing output in the latest four quarters to the previous four
quarters (4Q-on-4Q), UK GDP grew by 1.3 per cent.
In the third quarter of 2011, the UK Services sector grew by 0.7 per cent, output in the
Production sector grew by 0.2 per cent, and Construction output grew by 0.3 per cent.

On an annual basis (4Q-on-4Q), the UK experienced growth of 1.2 per cent in Services,
growth of 0.4 per cent in the Production sector, and growth of 5.4 per cent in
Construction.

BACKGROUND NOTES
Definitions and Release Policy
1. Gross Domestic Product (GDP) is a measure of the value added to materials and
other inputs in the production of goods and services by resident organisations; before
allowing for depreciation or capital consumption. Net receipts from interest, profits and
dividends abroad are excluded.
2. The estimates produced in this publication measure GDP at basic prices, also
referred to as Gross Value Added (GVA), which does not account for taxes or
subsidies on products. The estimates are produced in constant prices, meaning that
they been adjusted for inflation to represent changes in the volume of output rather than
value; in other words growth is estimated in real terms.
3. These GVA estimates are based on the Standard Industrial Classification (SIC)
2003, with the exception of the repair sector which is now surveyed on a SIC 2007 basis
and has been moved from retail to other services. The rest of the estimates will move
to a SIC 2007 basis in line with the main UK National Accounts .
4. This publication includes data available to 13th January 2012. Estimates are
consistent with the Retail Sales Index for Scotland published on 2nd November 2011.
5. The next publication of GDP for Scotland, covering the fourth quarter of 2011, is
planned for Wednesday 18th April 2012.
Revisions
6. Results in this Statistical Bulletin incorporate revisions to previously published
estimates. Tables 8 13 identify the extent of revisions since the last publication in
October 2011. Revisions to index numbers (not to growth rates) are shown to one
decimal place for total GVA and GVA excluding oil & gas. Revisions are shown to zero
decimal places for all other sectors.
7. The latest estimates of total GVA growth show that 2011 Q2 has been revised to
0.2% from 0.1% published in October 2011. Growth in 2011 Q1 is unchanged at 0.2%
and the 2010 Q4 contraction has been revised to -0.4%.
8. There are revisions to some industry sub-series due to updated source data,
including business survey returns and price indices. Small revisions also occur where
the most recent data causes re-estimation of previous quarters, or updating of seasonal
adjustment parameters. There is a long term revision to Financial Services following the
introduction of an improved model for the banks and building societies component and
some small revisions to some series as CPI deflators are adopted in line with the UK
National Accounts. More details about these revisions are available in the accompanying

9. In this publication, the most significant revisions are to the Financial Services,
Distribution, Hotels & Catering and Transport, Storage & Communication sectors.

Key quality issues


11. Common pitfalls in interpreting series: Scottish GVA estimates will generally be less
reliable than the equivalent estimates for the UK, primarily because the UK figures are
produced by balancing three independent sets of estimates (Output (GVA), Income and
Expenditure-based approaches).
12. Furthermore, the survey data for Scotland tend to be based on smaller numbers of
units, making figures for Scotland more likely to be susceptible to statistical variance.
Statistical variance in estimates is directly proportional to the variability in the underlying
population of interest. In the current economic climate, the variability in the economy is
increased and users should bear this in mind when interpreting all economic indicators.
13. Very few statistical revisions arise as a result of 'errors' in the popular sense of the
word. All estimates, by definition, are subject to statistical 'error' but in this context the
word refers to the uncertainty inherent in any process or calculation that uses sampling,
estimation or modelling. Most revisions reflect either the adoption of new statistical
techniques, or the incorporation of new information which allows the statistical error of
previous estimates to be reduced. Only rarely are there avoidable 'errors' such as
human or system failures, and such mistakes are made quite clear when they do occur.
Reliability
14. Revisions to time series provide one indication of the reliability of key indicators. The
tables below show summary information on the size and direction of the revisions which
have been made to results covering a five-year period. A statistical test has been
applied to the average revisions to find out if they are statistically significantly different
from zero. An asterisk (*) shows that the test is significant.
15. Table 1 below shows the revisions to estimates of GDP between their first
publication and next publication one quarter later, for the period 2006 Q3 to 2011 Q2.
Table 2 shows the revisions to GDP estimates between their first publication and one
year later, using estimates for the period 2005 Q4 to 2010 Q3.
16. The average revision can be used as an indicator of bias (systematic over- or underestimation) in the initial estimates of GDP. Both tables suggest that there is no bias in
the initial release of these statistics. The average absolute revision gives an indication of
how much users might expect the initial estimate to be revised up or down in future
publications.

Cash estimates of GVA


18. Estimates of the cash value of Gross Value Added (GVA) at current prices for
Scotland (and other regions of the UK) are produced by the Office for National Statistics.
Estimates for 2010 were published on 14th December 2011. The ONS current price
value estimates are methodologically different from the Scottish Government volume
(constant price) index and are based on different data sources.
19. The Scottish National Accounts Project team are developing a number of National
Accounts measures for Scotland, including estimates of cash value GVA and GDP
(including taxes and subsidies on products). These statistics are not classed as National
Statistics and are released as soon as they are ready following the GDP statistics. For

Methodology Notes
Chain-linking
20. Annual chain-linking is the technique used to compile the overall measure of GVA
growth and also the other, lower-level published aggregates. The resultant indices
represent changes in the value added, at constant prices, in the production of goods and
services in individual industries. These industries are compiled using the standard
industrial classification SIC2003.
21. Series are derived from indicators based on data from a wide range of sources.
Examples include: deflated turnover, deflated production, the volume of a good or
service sold or produced and, for some parts of the public sector, employee numbers.

22. The weights used to produce growth rates for Scotland reflect the latest Scottish
Input-Output Supply and Use Tables published on 13 October 2010, with the latest
weights relating to 2007.
23. The Office for National Statistics updated the weights used to compile their
aggregate measures, including GVA, in the 2011 Q2 Quarterly National Accounts
published on 5 October 2011. UK data are now calculated using weights relating to
2008.
Seasonal Adjustment
24. The data used in the production of these quarterly GDP estimates are seasonally
adjusted in accordance with the European System of Accounts guidelines and
international practice.
25. The X-12-ARIMA technique is used where appropriate to remove regular seasonal
peaks and troughs so that the underlying trends and other features of the data are
easier to identify. Further information about the seasonal adjustment of the GDP data
can be found in section A3 of Scottish Economic Statistics 2006
(www.scotland.gov.uk/stats/ses).
Methodology developments
26. The Scottish GDP indices are under a continuing program of methodological

development which is regularly peer reviewed by the Scottish Economic Statistics

At the headline industrial category level the only changes are the movement of
publishing and sewage & sanitation between services and production.
o The provisional changes to 2007 GVA weights on SIC 2007:

Production 175 (171 on SIC 2003) increase 0.4%

Services 732 (737 on SIC 2003) decrease 0.4%

Agriculture and Construction weights are unchanged

At the broad industry group level there are several changes.


o Manufacturing has seen several activities reclassified into other
industries
o The utilities sector has been split into two groups: electricity & gas
supply; and water & waste management, which includes activities which
were previously classified as manufacturing and services.

o A more detailed Information & Communication section has been


created, including publishing (previously manufacturing) and other service
activities.

There are further changes within the manufacturing sector due to the creation of
a repair and installation of machinery & equipment subsector.
o The enterprises classified in the repair sector were previously included as
metals & metal products, mechanical engineering, electrical & instrument
engineering, and transport equipment. There are revisions to these series
as a result of this reclassification
o The scope of the manufacturing sector has fallen due to the
reclassification of nuclear fuel processing, recycling, and publishing into
other categories.
o At the broad industry group level the provisional SIC 2007 weights are:

Manufacturing 124 (130 on SIC 2003) decrease 0.6%

Electricity & Gas Supply 22 (not defined on SIC 2003)

Water Supply & Waste Management 15 (not defined on SIC
