Six worrisome facts about The Israeli Educational System


1. Accountability: There is no law in israel that defines the states responsibility to provide appropriate, high-quality and accessible education. 2. To what are the Israeli children entitled? There has never been a definition of what is included in the schoolchilds basket which the state is obligated to provide each and every one of our children.

Dov Lautman
In 1975, Dov Lautman founded Delta Textiles, and since then he is one of Israels most active and prominent businesspeople. Among many other activities he is serving as the President of the Manufacturers Association of Israel between 1986-1993. Mr. Lautmans community involvement mirrors his conviction to promote social issues and improve the quality of life in Israel. Among many other activities Mr. Lautman is the Chairman of the Executive Council of Tel Aviv University, and in addition, he is the Chairman of the Peres Center for Peace and the Founder and Chairman of Kav Mashve: Employers Coalition for Equality for Arab University Graduates. In 2007 Dov Lautman won the Israel Prize in 2007 for lifetime achievement in acknowledgement of his contributions to Israeli society. Since March 2009, he has served as Founder and Chairman of Hakol Hinuch.

Educational gaps: Israel is the world champion in educational gaps between the highest and lowest percentiles, and the gaps and inequality are one of the major reasons for the weakness of the Israeli educational system. The gap in resource allocation per student between stronger socioeconomic areas and weaker socioeconomic areas can be as much as 16%! 4. Private schools receive public funding! While all over the world, a condition for receiving public funding depends on having a license that ensures that the school does not discriminate on the basis of ethnicity or race, does not demand excessive fees of parents, hires teachers licensed by the state, implements a core curriculum of basic studies, and operates in a safe environment, in Israel private or semi-private schools receive 55-100% public funding without committing themselves to the most fundamental principles of a public school system. 5. Educational level in Israel is among the lowest in the OECD countries! On international testing levels, Israeli schoolchildren marked last in the last decade. These numbers say it all. 6. There in no core curriculum that assures the subjects that students learn: A growing percentage of students (today 10%) do not study the basic subjects. 20% of all Israeli students do not learn English.

Hakol Hinuch thinks that formulation of an educational policy that will prevent discrimination, requires a core curriculum of basic studies and work to reduce educational gaps. There are eight central anchors to improve the Israeli system of education and ensure its growth: The state is responsible for education. Hakol Hinuch will work to define the state as being fully and exclusively responsible for the education of Israels children. The education basket. The new bill defines the responsibility of the state to formulate the content of the basket of services to which every Israeli schoolchild is entitled. Reducing gaps. The new bill defines budgeting priorities for disadvantaged and special needs children. Strengthening public education. Only public schools that stress the basic values of this society, avoid discrimination, implement a core curriculum of basic studies, charge parental fees as defined by law, and employ licensed teachers in a safe, protected environment will receive full state funding. All other schools will receive significantly reduced funding. School licensing. Schools that act in a discriminatory manner prohibited by law will have their licenses revoked. Schools operating in an unsafe, unprotected environment will have their licenses revoked. Schools employing unlicensed teachers will have their licenses revoked. Avi Naor
Avi naor. co founder in Hakol Hinuch. Was the president & ceo of Amdocs from 1995-2002. Since his retiring mr. naor dedicates himself full time to philanthropic activities.

We will act to reveal existing successes in the public educational system and in the NPO/NGO sector to leverage and expand them to the national level. We will continue to build public discourse and awareness to promote educational action and support its leaders. We will leverage the movement current involvement in the Hotam Project (teach first israel) to improve the status of Israeli educators. We will promote the need to produce a clear and transparent egalitarian and consistent budgetary system for a strong public education in Israel.

Dalia Dorner
Dalia Dorner a member of the General Assembly of Hakol Hinuch was a high judge of the Supreme Court of Israel from 1993 to 2004. One of her Landmark rulings: the state must allocate adequate budgets to Special Education to allow children with disabilities to be integrated into ordinary education frameworks. Dorner was invited to light a torch at the Israeli Independence Day in 2010.

Dan Shechtman
Nobel Prize laureate Professor dan Shechtman a member of the General Assembly of Hakol Hinuch Professor of Materials Science at the Technion, Israel institute of Technology. Israeli materials engineer and researcher. For his discovery in the field of quasi - crystals, Prof. Shechtman has awarded the Israel Prize for Physics in 1998 and the Nobel Prize for Chemistry in 2011.

Hagit Meser-Yaron
Prof. Hagit Messer-Yaron president of the Open University and a member of the General Assembly of Hakol Hinuch. Her previous positions: Vice President of education research and development at the University of Tel Aviv and major scientist at the Ministry of Science, Culture and Sport.
