The Champaign Park District is a special district of local government with its own financial and legal responsibilities.

It is governed by five elected residents of Champaign who give their services to the community. The Park Board holds its regular meetings on the second Wednesday of each month at 7pm at the Bresnan Meeting Center, 706 Kenwood Road. Residents are invited to attend and are welcome to make suggestions or comments to improve the programs or facilities offered. The Champaign Park Districts 58 parks total over 576 acres. Thirteen facilities are available for a wide variety of recreational opportunities.

Our Mission
The mission of the Champaign Park District is to provide quality parks and recreation for all ages in our community.

Your Park District is moving forward with efforts toward a sustainable future in providing the best parks, recreational facilities and programs. Staying within our current budget, our attention is focused on protecting our natural resources, making our facilities accessible for all abilities and meeting your park and recreational needs. The District has retrofitted most Park District facilities with energy efficient lighting and is now researching the same for park lighting. A portion of these costs were paid for through Smart Energy Design and the Department of Commerce and Economic Opportunity. The picnic pavilion at the new Sunset Ridge Park is powered by the sun and the Hessel Park tennis courts are manually controlled so that players push a button to turn on the lights when they want to play at dusk. Additionally, rain gardens have been installed at Scott and Hallbeck Parks and approximately 20 acres of prairie is being established at the new Robert C. Porter Family Park as well as an another three acres of prairie at Heritage Park.

We look forward to the ground breaking for the new Leonhard Recreation Center this fall, which will provide much needed gym space, an indoor walking track and playground along with multipurpose activity rooms. Also coming in the next few weeks is the beginning of the largest restoration project yet on the Virginia Theatre, bringing us one step closer to completing this historical facility. Meanwhile join us in some new family fun events featured in this brochure and designed to keep the whole family fit and active. Recreational programs offer the opportunity for all ages to participate, learn social skills, make new friends, get fit and learn a new skill or hobby. From Anime classes to Zumba, the Park District offers an exciting array of opportunities for you and your family. We hope you enjoy our parks, facilities, trails and programs. Bobbie H. An Opportunity To Leave a Legacy

VIRGINIA THEATRE

One Step Closer to Completion

BOARD OF DIRECTORS
Dennis R. McMillan, Chair Dan M. McCulley, Vice Chair John A. Frauenhoffer, Secretary Newton H. Dodds Craig W. Hays Bobbie H. Herakovich Barbara S. Hundley Louis D. Liay Scott A. Miller W. Penn Nelson Arthur J. Thoma Robert F. Toalson (Honorary) Gary G. Wackerlin, Treasurer

On a sunny afternoon in early June, during a special board meeting held over the lunch hour, the Champaign Park District awarded the contract for Phase III of the Virginia Theatre restoration. At first glance this would not appear to be a big deal; another project, another low bid. But in fact this project is a VERY big deal, putting in motion the work that will almost completely finish the restoration of our beautiful icon in downtown Champaign. Major components of this project include total restoration of the paint and plasterwork of the auditorium, including the proscenium (decorative arch over the stage), replacement of the seats, upgrades of the lighting and electrical and installation of an elevator from the main to the mezzanine levels. Other items will be addressed to bring the building up to code and compliance with ADA. Although an exact construction schedule has not yet been developed, it is estimated that substantial work will be done by March of 2013, just in time for Ebertfest in April. Funding for the project is coming from a variety of sources including capital funds, donations and a $500,000 Public Museum grant from the state, but your help is still needed. With a new, restored look comes new opportunities and the board and staff of the Champaign Park District hope you are excited about this project as we are. The Virginia Theatre not only holds a significant place in the history of downtown Champaign, but in the hearts of the many residents and visitors who have had the benefit of seeing shows within her grand walls. Please consider making a donation now to the Champaign Parks Foundation in support of the Virginia Theatre restoration and help bring us one step closer to completion!

The Dance Arts School

The Dance Arts School teaches classes in Creative Movement, Irish Dance and Ballet. The ballet school is certified by the Royal Academy of Dance based in London, England, and is the only certified ballet training school in the state of Illinois. We train our students using the internationally acclaimed Royal Academy of Dance syllabus, a worldwide ballet training program focused on teaching classical ballet techniques in a manner that is safe for our dancers growing bodies. In 2003, Dance Arts added Irish Dance to its curriculum. Students are taught a warm up, proper Irish Dance technique, and a cool down that is safe for each age and ability level.

Our Faculty
The ballet faculty members have each received professional training and collectively represent a wide spectrum of performance and educational backgrounds. Our Irish Dance instructors are championship-level dancers from the Sullivan School of Irish Dance, Mayer School of Irish Dance, and Trinity Academy of Irish Dance in Chicago. The ballet accompanists are professionally trained pianists with specialties in performance, theory, composition, and more. The expertise of both the instructors and accompanists greatly enhances the quality of the school. Kimberly Burson, RAD Certification, Dance Arts Director Jessica Bengtson, Graduate of National Academy of Arts Sarah Carlton, MFA in Dance Performance & Choreography Kate Grim-Feinberg, former principal dancer with Cuyahoga Valley Youth Ballet, trained at School of American Ballet and others Kate Insolia, MFA in Dance Tobey J. Martinez, BFA Ballet Katherine Quick, attained Championship Level, 2008 James Schaffnit, MM in Piano Performance Eileen Scully, won 9 Mid-America Oireachtas Team Championships For more information, visit us at www.champaignparkdistrict.com/programs/dance.htm

Experience Dance!
Performance
The Dance Arts School performs annually. Performances are an exciting and rewarding opportunity for students to present the product of a years work and to experience the stage. Due to rehearsal schedules, only students enrolled in Fall classes will be cast in the performance, with artistic directors approval. A one time only performance fee of $15 is due from all dancers participating in the performance. This will assist in covering theatre expenses. A costume fee of $35 is due from all dancers who will be wearing in-house constructed costumes. There is an additional $20 for each costume needed after the first one. These fees are non-refundable.

New Students

Adults and children with prior training should contact the Director of Dance for a placement audition at the Springer Cultural Center (398-2376). Note: There will be an informational meeting and dance wear garage sale on Thursday, August 23 at 5:30pm at the Springer Cultural Center. All parents of Pre-Primary, Primary, Grade 1, and Childrens Beginning and Advanced Beginning Irish, as well as any new students, should attend. Tree & Flower Programs

Tree Programs
Champaign Park District plants our program trees during the spring and fall. Spring tree examples include: Red Maple, River Birch, all Oaks, Canada Red Cherry, Red Bud. Fall examples include: Norway Maple, Sugar Maple, Hackberry, Locust. Call for current prices. Deadline: Spring (February 1); Fall (August 15) Questions: Craig Kempher, 398-2591

Flower Islands

The Flower Island program is a cooperative beautification effort between local businesses and the Park District. This unique program allows businesses to have a personal flower bed near their site and to assist with the sponsorship of beds on public property (e.g. parks, schools, library, right-of-ways, etc.) Each year the local business pays a fee to the Park District. Half this amount contributes to the cost of their bed(s) and the remainder is used for the Flower Islands on public property. Hence, they enhance the beauty of the community twice. Services included for the annual fee are design, bed preparation, planting, maintenance, and fall removal. Enrollment: September November Questions: Greg Sancken, 398-2591

Growing Together

Free!

The Growing Together Tree is a program for parents or soon-to-be parents to adopt a tree that has been planted in a park during the year of your new childs birth. Together they grow: child and tree. You will receive an infant t-shirt and a map with your trees location.

Adopt-A-Park

Memorial Trees

ADOPTED PARKS:
Clark Douglass Eisner Heritage Kaufman Lake Mattis Robeson Washington Wesley

The Adopt-A-Park program was developed by the Champaign Park District in 1982 after a class at Robeson Elementary School inquired about adopting the park near their school. The purpose of the program is to encourage people in a park neighborhood to assume some responsibilities for their adopted park. This helps maintain and program the park above the level that the Champaign Park District is able to achieve on its own. Adopted parks build community support and often become the focal point of neighborhood activities. The park programs benefit both the Park District and the adopting group. If you are interested in adopting a park or would like more information, please call 398-2550 or visit us at www.champaignparkdistrict.com.

A living memorial is planted in honor of a loved one. Call for current fee.

Retirement Tree

Plant a living, growing retirement gift for the newly retired friend, relative, or co-worker to celebrate a successful career and a new phase of life. The retiree will receive a map with the trees location and a certificate. Call for current fee.

Adopt-A-Tree

We invite tree lovers to Adopt-A-Tree in their neighborhood park. A tree can be adopted by individuals, families, scout troops, church groups, or service organizations. Adoption can involve watering the tree, spreading mulch, or keeping an eye open for vandalism or disease. You will receive a map with your trees location.

Code of Conduct

All participants are expected to exhibit appropriate behavior at all times while participating, spectating, or attending any program or activity sponsored by the Champaign Park District. This includes participation in programs which may or may not require an admission fee, spectating at athletic events, concerts, or attending special events. The following guidelines are designed to provide safe and enjoyable activities for all participants. Additional Codes of Conduct may apply for particular programs such as day camps, athletic leagues, and the Sholem Aquatic Center. Participants shall: 1. Show respect to all participants and program staff and/or supervisors. 2. Take direction from program staff/supervisors. 3. Refrain from using abusive or foul language. 4. Refrain from causing bodily harm to self, other participants or program staff/supervisors. 5. Refrain from damaging equipment, supplies, and facilities. Failure to abide by the Code of Conduct may result in loss of Park District privileges.

Frequently, the Park District takes video or photographs of people enjoying programs, special events, parks, or facilities. Registration
How to Register
Register in person at any Champaign Park District facility, by mail, or online at www.champaignparkdistrict.com. Champaign & Urbana Park District residents may begin registering immediately. Non-resident registration begins Monday, July 16, 2012.

Program Cancellations/Refunds

Day Camps: A chance to cancel from an all-day camp without paying more than the required deposit will only be given through five (5) business days before the start of the session. After that, the full fee will be charged to the participant and the spot in the class will be opened to those on the waiting list. Preschool Programs with Monthly Billing: Two weeks notice in writing is required, or guardians are responsible for payment for the following month. More information is given in the Preschool Handbook. All Other Programs: Refunds will be given only through the second meeting of any program, unless otherwise noted above. There will be a $5 service charge due to participant cancellation (per participant/per occurrence) unless otherwise noted. Exceptions: If the District cancels a program due to minimum registration not being met, full refunds will be given. Pro-rated amounts will be refunded to participants if a class is cancelled by the District after it has begun. If a participant experiences a medical problem which prohibits program participation, the refund will be a prorated amount based on the number of sessions remaining in the program.

Proof of Residency
Home address imprinted on check Drivers license Voter registration card Other legal proof of residency

If you have not already done so, we encourage residents to get a new photo i.d. card, since proof of residency must accompany all registration. Please present one of the following:

Fees: Resident/Non-Resident (R/NR)

Residents living within the boundaries of the park district regularly support park facilities and programs through property taxes. People living within the Champaign and Urbana Park District boundaries pay the resident (R) fee. Persons residing outside these districts will pay 50% more than the resident rates non-resident (NR). Fees charged for programs are used to offset part of the costs for special instructors, facility costs, and program supplies.

Program Scholarships

Because some residents are unable to participate in recreation programs due to economic hardship, the Champaign Park District offers scholarships to reduce certain fees and charges. Scholarship applicants are not guaranteed fund availability, program registration, or choice of program location. Early applications are given priority. Scholarship application forms are available online or at the Bresnan Meeting Center and will be mailed to residents upon request. All requests will remain confidential. Need is the primary criterion upon which scholarship applicants are considered.

Fees: Non-Resident Option

Program participants living outside the boundaries of the Champaign and Urbana Park Districts have an option of paying 50% more than the resident rates for each program registration or paying a yearly fee and the resident fee for each program. The yearly fee is computed on the assessed valuation of the nonresidents home. The yearly fee is this valuation multiplied by the current tax rate of the Champaign Park District. The term of the payment coverage is from May 1 to April 30 of the following year. A person wishing to pay the yearly fee should bring a copy of the most recent tax bill to the Bresnan Meeting Center for computation of the fee. To receive the same privilege, non-resident renters may pay a flat fee of $50. The non-resident annual fee option is not available to persons residing adjacent to the Park District boundaries. They, however, have the option of annexing their property into the Champaign Park District.

Child Care Resource Service (CCRS)

Dishonored Checks Deadlines

A $25 service charge will be assessed on all checks returned by the bank for any reason.

CCRS helps income-eligible parents who are working and/or going to school to pay for their child care. Based on parents family size and income, working families whose incomes are at or below 50% of the state median income level may be eligible to apply. Processing can take up to 10 business days. Please pick up an application from CCRS. CCRS approved families may register for summer camps by paying a $10 deposit per child/per session of camp. These deposits may be refunded at the end of the summer once all CCRS checks are received and there is a credit balance. If money is still owed on your account once CCRS checks have been applied, you will be responsible for the rest of the bill. Because the Park District does not receive payment from CCRS until one month after the service was provided, your deposit could be refunded as late as October. Questions: Child Care Resource Service, 333-3252 or 1-800-325-5516

Program registration deadlines are established to give participants a date by which they should be registered. If enrollment is almost high enough to conduct a class, the registration deadline may be extended. If you missed the deadline, call 398-2550 to get information on possible deadline extensions.
