UNITINSTRUCTORINFORMATION UNITINTRODUCTION This module will focus on basic fire knowledge and safety, including the three ingredients needed to start a fire and then how to properly extinguish a fire. Participants will also practice the proper techniqueofusingafireextinguisher. TheOverallFirePictureintheUS2007 Therewere3,430civiliansthatlosttheirlivesastheresultoffire. Therewere17,675civilianinjuriesthatoccurredastheresultoffire. Therewere118firefighterskilledwhileonduty. FirekilledmoreAmericansthanallnaturaldisasterscombined. 84percentofallcivilianfiredeathsoccurredinresidences. Therewereanestimated1.6millionfiresin2007. Directpropertylossduetofireswasestimatedat$14.6billion. Anestimated32,500intentionallysetstructurefiresresultedin295civiliandeaths. Intentionallysetstructurefiresresultedinanestimated$733millioninpropertydamage. InNYC,firedeathstotaled86individualsin2008.Thiswasdownfrom95in2007.Theleadingcauseof deathin2008wasduetocarelesssmoking.AccordingtoNYCFireCommissionerNicholasScoppetta, thetopthreecontributingfactorstofiresinNYCarecandles,overloadedelectricalcircuitsandcareless smoking. Inthisunit,wewilldiscussfiresafetyforyouandyourhousehold.WewillalsodiscussCERTrolesduring afirebaseddeployment.Duringandimmediatelyfollowingasevereemergency,themajorprioritiesof theNewYorkCityFireDepartment(FDNY)arelifesafetyandextinguishingmajorfires.Inamajor disaster,firstrespondersmaybetaxedwiththenumberofincidentsorhamperedbyimpassableroads, inadequatewatersupplyorweatherconditions.CERTmaybeaskedtosupporttheFDNY. CERTsmaybetaskedtoplayaveryimportantroleinfiresafetyby: Extinguishingsmallfiresbeforetheybecomemajorfires.Thisunitwillprovidetrainingonhow touseanextinguishertoputoutsmallfiresandhowtorecognizewhenafireistoobigfor CERTmemberstohandle. Preventingadditionalfiresbyremovingfuelsources.Thisunitwillalsodescribehowtoensure thatafire,onceextinguished,iscompletelyextinguished. Shuttingoffutilities,whennecessaryandsafetodoso,basedonyourCERTtraining. Assistingwithevacuationswherenecessary.WhenafireisbeyondtheabilityofCERTmembers toextinguish,CERTmembersneedtoprotectlifesafetybyevacuatingthearea,when necessary,andestablishingaperimeter.

Whendeployed,CERTmembersshouldrememberthefollowing: CERTmembersafetyisalwaysthenumberonepriority. NewYorkCityCERTmembersshouldalwaysworkwithinthebuddysystem. Eachmembermustwearsafetyequipment,includinggloves,helmetandgoggles. EachmembermustoperatewithinthescopeofhisorherCERTfiresafetytraining. Whenoperatingafireextinguisher,alwaysoperatewithabackupsafetyteamandensurea safemeansofegress. UNITOBJECTIVES Learnthechemistryoffire. KnowhowCERTteamscanaidinfirepreventionintheircommunity. UnderstandCERTsroleinfiresuppression. Learnandpracticesafefireextinguishingtechniques. UNITREVIEW Firescanhappenanywhere,andatthispoint,youknowsomeofthecontextofwheretheycanstartand spread,howtoreachhelpandwaystheycanstart(utilities).Keepinmindthatyoucanprepareinyour own home for fires by practicing evacuation routes, having a meeting place, and having your Go Bag ready! LOOKINGFORWARD Buildingcollapsescanoccurfollowingfires,earthquakes,utilityexplosions,orevenbecausethesubway is rumbling beneath an unstable building. Next week you will learn basic light search and rescue techniques.Whilethisisnottrainingthatwillallowyoutoeverenteranunstablebuildingorintoan activedisastersite,learningandknowingtheseskillsmaysomedaysaveyourlife.

Improperconnections;and 4. Overheatedwiring. Labelingcircuitbreakerswillenableyoutoisolatetheproblemquickly. Donotenterafloodedbasementtoshutofftheelectricalsupplyaswatermayconduct electricity. KeyPoints Naturalgasleakscanbedetectedbyanoticeableodorofrotteneggs;thisisanadditiveknown asmercaptanwhichisaddedbythegascompanysotheleakcanbedetectedatextremelylow levels.Naturalgashasnoodor. Intheeventofagasleakthemercaptanmaybescrubbedoutasnaturalgasseepsthroughthe ground,therebyeliminatingtheodor,leavingitunnoticeableandonlydetectablebyagas detector. Ifgasvalvesarelabeled,theycanbeeasilylocatedduringanemergencyandquicklyclosedto mitigatethedisaster. Anaturalgasfireshouldonlybeextinguishedifyoucanshutoffthegassourcesafely. Ifagasleakcannotbecontrolled,thefirewillbeallowedtoburnandthesurroundingareawill bemadesafebywettingitdown. Twohazardsassociatedwithanaturalgasleak: 1. Asphyxiantthatrobsthebodyofoxygen. 2.
