ENQUIRY REPORT We extend our thanks to the Governing body of S.

Committee submits its report as under. After examining the documents concerned in respect of the construction of main gate towards Delhi road provided by the principal, we all came to a conclusion that a questionnaire may be issued to all those members who were associated in construction of main gate. A questionnaire was issued to the Principal Sh. R.K Bhakar on 02.SEP.2011 and again a reminder was issued on 16.SEP.2011 regarding non-compliance of letter dated 02.SEP.2011. A questionnaire dated 16.SEP.2011 was also issued to all the members of purchase committee and bursar. A letter dated 16.SEP.2011 was written to Sh. Anil Rustogi, General Secretary of S.P College of Education, for his presence along with all the purchase committee members and President on 25.Sep.2011 for physical verification of the weight of installed iron gate. A request letter from Sh. Anil Rustogi, was received for seeking adjournment for the same, but due to the lack of time weight of installed Iron Gate could not be verified. After examining the weight slips received on 16.OCT.2011 and design of gate we came to the conclusion that Iron Gate which was fabricated in 3 pieces whereas the weight in

slips was shown in 4 pieces. Weight mentioned separately at 4 places in the slips is approximately equal, but by the physical verification itself from the naked eyes it is highly improbable, how it is possible that weight of small gate can be equal to the bigger gate which is almost double in size. Hence, there may be a difference between the actual weight and the weight shown in the bill/slips. Resolution for construction agreement was made in the favor of Sh. Sardara Thekedar but the payments were made to Sh. Manoj Kumar whereas there is no resolution in favor of Manoj Kumar. No quotation was ever invited in proper manner and on specific format (There is no signature sheet of receiving quotation formats by the fabricators). It is strange that when principal has never invited the quotations on a specific format then how can it be possible that different fabricators sent their quotations in a same format. After examining the quotations, it seems that all quotations are supplied by a single fabricator on different letter heads in the same handwriting. After perusal of letter dated 23.Aug.2010 placed in papers which is addressed to Sh. Yudhister Sharma reveals that he was asked to prepare/fabricate the Iron Gate whereas gate has been fabricated by M/s Purshottam Dass and Bros. and payment has also been made to him. On verification in market, many fabricators told that they used to charge Rs. 10-12 per Kg as labour charges plus market rate of iron bars and angles. On the day of placing order to Sh. Yudhister Sharma market rates of iron bars and angles was of Rs. 36-37 per Kg. Thus the value of complete Iron Gate comes to approximately Rs. 46-49 per kg. Fabricators also told that they give bills of iron bars and angles along with the bill of labour-charges and charge 4% as Vat tax only on the bill of iron bars and angles as there is no vat tax on labour charges. But the bill given by M/s Purshotam Dass & Bros is of Rs. 60 per kg plus 13% Vat tax extra on entire amount. It seems that the purchase committee has not properly enquired about the rates and market trends in billing. Same is also supported by the Principals reply. Therefore, above noted facts show that financial loss has been caused to the college in the manner stated above. For all lapses mentioned above in the inquiry report, the entire responsibility lies with the head of the institution i.e. the Principal of the college. So we suggest the

Governing body to get enquire this matter by a Govt. agency (either constituting by The Commissioner General Higher Education, Haryana or by The Vice Chancellor, MDU, Rohtak)
