Police shooting of Jack Dale Collins

Portland police officer Jason Walters fatally shot Jack Dale Collins on March 22 in Hoyt Arboretum as the 58-year-old homeless man continued walking toward Walters while holding a razor-knife with a one-inch blade and six-inch handle.
