Transform the Indian Power Sector to develop a secure, adaptive, efficient and sustainable system by 2027 that provides reliable and competitive energy to meet the needs and aspirations of all citizens through active participation of all stake-holders and innovative technologies and policies.

Period Near Term - 12th Five Year Plan (2012-17) Targets/Goals
Access to Electricity for All Reduction of T&D losses to below 15% in all Utilities Reduction in Power Cuts Improvement in Power Quality Renewables Integration Standards for Smart Appliances energy efficient and DR ready Stable back-bone of 765kV system in operation Increase in inter-regional power exchange capacity Wide Area Monitoring Efficient Power Exchanges Training and Capacity building in Utilities and in the Industry to build, operate and maintain SG systems and applications

Solutions/Projects
Successful completion of RGGVY and ensuring its sustainability through innovative schemes Micro-grids isolated and connected with main grids Successful completion of R-ADPDRP (1401 towns); and its extension to towns with population of >15K per 2011 census (nearly 16000 towns) SCADA/DMS for all towns with annual energy consumption > XX MU Substation Automation and modernization: all 110/132 kV and above (GIS where ever feasible; new breakers, numerical relays, bay controllers and transformer monitors) Fiber connectivity for all substations 33kV and above fiber network connecting 250K Panchayats to be leveraged AMI for all customers with loads >XX KW Smart Meters for all new connections >X KW all across the country Appropriate solution for Irrigation Pumpset (IP) metering and remote management Demand Response for peak load management in all urban areas to avoid power cuts ToU Tariff Systems for load forecasting and generation forecasting PMUs in all substations above 110/132 kV AMI for all feeders at transmission level enabling same-day settlement at power exchanges Smart Grid focused courses in IITs/IIITs and other Engineering Colleges Training and skill development programs at Utilities and Institutions in collaboration with CPRI, CBIP, NSDC and institutions from overseas SG PILOTS: 8 Pilots: 2012-2013 Low Cost Smart Meter Specs finalization and testing: 2012-13 Verification of technology trials in terms of scalability, sustainability and results vis--vis initial and formulation of specs for larger SG Projects-2014 Roll out of SG Projects in all Metros and State Capitals/Largest Cities in major states: 2014-17

Long Term - 14th Five Year Plan (2022-27)

Smart Utilities managing other pieces of vital infrastructure sectors such as Water and Gas distribution, Surface Transport etc Electrify almost all economic activities including transport and much of agricultural processes; and de-carbonize the power sector through dramatic increase in renewables and nuclear and carbon capture and storage technologies
