Twinning Programs, pairing-off entities with similar characteristics to exchange information, share similar problems and solutions.

METHODOLOGY
Establishing a partnership between two water utilities First Utility stronger performer and willing to share their experiences and methods (Expert Twin); Second Utility already working to achieve improvement and prepared to commit to a change program (Recipient Twin);

Written commitment by both utilities : objectives, duration, roles and responsibilities, expected outputs
