FEMA HISTORY
The Congressional Act of 1803 (Federal Emergency Management Agency [FEMA], 2012a) In 1979, the Federal Emergency Management Agency (FEMA) was established by executive order 12127 by President Carter merging numerous agencies (Executive Order No. 12,127, 1979) Federal Emergency Management Agency National Fire Prevention and Control Administration National weather Service Community Preparedness Program Federal Preparedness Agency Federal Disaster Assistance Administration Defense Civil Preparedness Agency John Macy was named as FEMA's first director (FEMA, 2012a) Natural hazards preparedness Urban Search and Rescue Task Force members pose with their rescue dogs in a neighborhood impacted by Hurricane Katrina (Augustino, 2005) Civil defense activities September 11th re-focused FEMA on national preparedness and homeland security March 1st, 2003, FEMA is absorbed into the Department of Homeland Security (FEMA, 2012a) As of November 2007, FEMA has responded to more than 2,700 presidentially declared disasters (Sylves, 2012))

FEMA MISSION
FEMAs mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. DISASTER. It strikes anytime, anywhere. It takes many forms -- a hurricane, an earthquake, a tornado, a flood, a fire or a hazardous spill, an act of nature or an act of terrorism. It builds over days or weeks, or hits suddenly, without warning. Every year, millions of Americans face disaster, and its terrifying consequences (FEMA, 2012b). TSA HISTORY

September 11, 2001, United States government acknowledges a need for further airline security (Transportation Security Administration [TSA], 2012) 107th Congress on November 19, 2001, created the Aviation and Transportation Security Act officially creating the TSA (Aviation and Transportation Act, 2001) March 25th, 2003, Legislation 1447 transferred operating and controlling authority of the TSA under the Department of Homeland Security (TSA, 2012) 2013 FY budget has TSA receiving 13% of all DHS funding, as much as $8 billion dollars 70% going to air transportation (DHS Budget Brief, 2011)

TSA MISSION
The Transportation Security Administration protects the Nations transportation systems to ensure freedom of movement for people and commerce (Transportation Security Administration [TSA], 2012).

Responsibility for security for all modes of transportation; Recruit, assess, hire, train, and deploy Security Officers for 450 commercial (TSA, 2012) Provide 100 percent screening of all checked luggage for explosives (TSA, 2012) Biometrics CastScope Explosives Trace Detection Imaging Technology

SECRET SERVICE HISTORY


1865: The Secret Service Division is created to suppress counterfeit currency (Butler, 2007) 1883: Secret Service officially distinct organization within the Treasury Department 1902: The Secret Service assumed full-time responsibility for protection of the President 1968: As a result of Robert F. Kennedy's assassination, Congress authorized protection of major presidential and vice presidential candidates and nominees (Secret Service, 2012) 2001: The Patriot Act increases the Secret Service's role (Secret Service, 2012) Investigating fraud and related activity in connections with computers. Establish nationwide electronic crimes taskforces to assist the law enforcement, Detecting and suppressing computer-based crime; Enforcing the illegal manufacturing, possession, dealing and passing of counterfeit U.S. or foreign obligations 2003: The Secret Service is officially operationally controlled by Department of Homeland Security (Secret Service, 2012)

The mission of the United States Secret Service is to safeguard the nation's financial infrastructure and payment systems to preserve the integrity of the economy, and to protect national leaders, visiting heads of state and government, designated sites and National Special Security Events (Secret Service, 2010). Responsible for protecting political figures, domestic and abroad; to include Current and former presidents Immediate family members of presidents Foreign diplomats National Special Security Events Protect the payment and financial systems of the United States Enforcement of counterfeiting statutes Computer and telecommunications fraud False identification documents, Money laundering Recent Activity: APR 2012: A Sex Scandal Tarnishes the Agencys Reputation (Hong, 2012) Colombia, in advance of President Barack Obamas arrival 11 agents Accusations of misconduct involving prostitution.

U.S. CUSTOMS AND BORDER PROTECTION HISTORY


1789: 2nd Act of the First Congress of the United States to establish a system of tariffs on imported goods and merchandises (Customs and Border Protection [CBP], 2012) 1853: U.S. customs border patrol is established when the Treasury Secretary authorized the initiation of Custom Mounted Inspectors to patrol duty along borders 1882: The immigration act of 1882 levies a 50 cent tax on all non-citizens arriving, causing the first enforcement of immigration on non-Americans (CBP, 2012) 1927: The bureau of customs is created to assist the Department of Treasury 1986: The immigration and control act of 1986 officially controls unauthorized immigration 1986: C3I centers are created to conduct counter-narcotics (CBP, 2012) 2001: Post September 11th the Office for Anti-Terrorism and Federal Air Marshall programs are enacted 2003: The U.S. customs and border protection (CBP) is created and Customs Service is transferred under CBP, both programs are operationally controlled by the DHS (CBP, 2012)

We steadfastly enforce the laws of the United States while fostering our Nations economic security through lawful international trade and travel. We serve the American public with vigilance, integrity, and professionalism (CBP, 2010). Responsible for Protecting Border Areas Between Official Ports of Entry 7,000 miles of land border the United States shares with Canada 1,000 miles of land border the United States and Mexico 2, 000 miles of coastal waters surrounding the Florida and Southern California Outbound Inspections Keeping Weapons and Money from Falling into Terrorist Hands Inspection Technology and Equipment Vigilance to ensure safety, Service to Country is embodied in the work we do, and Integrity is our conerstone (CBP, 2010) Recent Activity: MAY 2012: U.S. Customs and Border Protection Announces Two New Centers of Excellence (CBP, 2010) Center for Automotive and Aerospace in Detroit Center for Petroleum, Natural Gas, and Minerals in Houston.

U.S. COAST GUARD HISTORY


1790: First United States Congress tariff laws acknowledged as the birth of the Coast Guard 1798: Role expands as United States begins to grow 1852: The Steamboat Act legislates marine safety and addresses maritime security 1884: Bureau of Navigation is created under the Treasury Department 2003: The U.S. Coast Guard is transferred under DHS, both programs are operationally controlled by the DHS (United States Coast Guard [U.S.C.G.], 2012a)

Customs and Border Protection interdict a self-propelled, semisubmersible, also known as an SPSS, vessel in the western Caribbean Sea seizing almost seven metric tons of cocaine worth approximately $180 million (Molle, 2011).

U.S. COAST GUARD MISSION


The U.S. Coast Guard's mission is to protect the public, the environment, and U.S. economic interests in the nation's ports and waterways, along the coast, on international waters, or in any maritime region as required to support national security (U.S.C.G, 2012)b.

By Law the USCG has 10 essential missions (U.S.C.G., 2012b) Ports, waterways, and coastal security Drug interdiction Aids to navigation Search and rescue Living marine resources Marine safety Defense readiness Migrant interdiction Marine environmental protection ICE operations

We are defined by our Missions, People, and Heritage. We will selflessly serve our Country and perform our duties in a manner that secures trust and confidence of mariners and citizens alike. We will set a course that steadies the Service, honors our profession, strengthens our partnerships, and respects our shipmates (U.S.C.G, 2012b)`
