Key Definitions
Education Department Performance Appraisal System (EDPAS)
ED's performance appraisal program provides for: The establishment of standards and critical elements Communication of elements and standards to employees Evaluation of employees performance Appropriate use of appraisal information in making personnel decisions.
Performance Plan
The written critical performance elements and accompanying performance standards that set forth the expected performance of the employee. Performance plans will include a clear and concise statement of employee responsibilities/expected results related to each critical element. The standards will describe how performance for the responsibilities/expected results will be measured.
Key Definitions
Critical Element
A component of a position consisting of one or more duties and responsibilities which are of such importance that unacceptable performance on the element would result in an overall performance level of Unacceptable. Such elements are used only to measure performance at the individual level.
Performance Standard
A management-approved expression of performance threshold(s), requirement(s), or expectation(s) that must be met to be appraised at a particular level of performance. When this expression of performance is used in conjunction with the rating scale and achievement level descriptions, it constitutes a standard. Standards must be drafted to be compatible with the achievement level descriptions so the employee has adequate notice as to what constitutes "Acceptable" performance. When a specific measure is incorporated into a standard, it must conform to the measures in the Successful" achievement level description.
Critical Elements
Each element must contain at least three (3) and no more than eight (8) standards.

EDPAS Timeframes
Appraisal Period October 1 September 30
Within 30 calendar days you must enter your performance plan into EDPAS. A progress review will be given by your supervisor at the midpoint of your appraisal period. At the end of the appraisal period you will receive a final rating of record, provided an EDPAS plan has been in effect for 120 days prior to the end of the appraisal period.
If you do not have a signed performance plan by June 3rd, your appraisal period will be extended past September 30, until you meet the required 120 days.

EDPAS Online
Login
New employees coming into the Department will have a profile setup in EDPAS. You can expect at least 5 to 10 business days before EDPAS will be accessible. Your staffing or executive officers will update the Federal Personnel & Payroll System (FPPS) which we use to setup your profile in EDPAS. An EDPAS confirmation email will be sent informing you of how to start using the appraisal system.

Before logging into EDPAS, you must discuss with your supervisor the information to be placed into your performance plan. To access EDPAS go to

1. Login using your ED userid and password.
* A minimum of three entries must be entered for both Organizational Priorities and Customer Service.
4. Complete Step 3 (Print Performance Standards) Once these three steps are completed your supervisor will be able to view, certify, and complete the appraisal.

Create Performance Plan
Check mark will appear after each step is completed correctly.
1. Complete Step 1 (Assign Supervisor). 2. Complete Step 2 (Enter Performance Standards). Two Critical Elements: Each element should contain between 3 to 8 performance standards. - Organizational Priorities - Customer Service - Management and Leadership (Supervisors Only) 3. Complete Step 3 (Print Performance Plan).

Step 3, will place your performance plan into the supervisor queue. The supervisor will then be able to view, certify, and rate your performance plan.
