Objectives:
To improve planning and integration of EE and RES technologies in historic building and city centres To promote the development of a local policy, regulatory framework and expertise
SPINE genesis
Energy & Environment issues firmly embedded into the political mainstream Challenge of the energy performance of buildings
Preparation of proposals and guidelines for planning and implementing such measures in a participative and structured way; identification of concrete pilot projects;
Implementation pilot actions, capacity building, dissemination campaigns and targeted seminars for relevant public authorities.
Expected results:
Stakeholders informed about experiences, regulations, policy processes and practices in partner countries relating to EE/RES in buildings in historic town centres Policy guidelines and restoration protocols are developed One priority policy proposal is developed in each beneficiary city Two pilot actions are implemented in the cities of Vladimir and Cherkasy Agreements are reached among local authorities and stakeholders and permanent committees and authorising bodies are set up Databases of buildings of historical value

Promotion of building materials and techniques not anymore in use making review of natural resources available in the region. Sustainability
The project is oriented on capacity building of local organization, financial sustainability is guaranteed by their budget
Sponsorship, PPPs and contributions from the building material and renewable energy sources technology producers and installers Local authorities would propose regulatory modifications to legislators at the required level and knowledge will be retained within their organization and spread at different levels
The project will deliver concrete policy, legislative and procedural proposals for adoption and bring them to the attention of the decision makers
