CPDS High Level Description

What is CPDS
CDMA Packet Data Subsystem provides a high capacity, scalable, low cost, footprint reduced 1x (IS-2000 Rel. 0) packet data platform Co-exists with existing BSC/SBS data subsystem Provides an Open RP interface (OC-3 or STM-1) from CPDS toward PDSN network SBS is still required for vocoding and selection functionality and can be utilized as capacity overflow for packet data.

Purpose
Increase Packet Data Capacity on CDMA eBSC Reduce footprint associated with 1x packet data Offer a flexible, standards based, open architecture platform to operators

Target Customers
High capacity CDMA customers whose current packet data network is capacity / footprint constrained CDMA customers wanting to offer higher data rates to their customers without impacting footprint CDMA customers requiring Open RP on the BSC

CPDS Key Benefits

High capacity, scalable and reliable packet data platform with reduced footprint
2 to 3.6x active call capacity per BSC compared to SBS 5x dormant subscriber capacity per BSC compared to SBS Increased Dormant subscriber capacity allows operators to provision subscribers as Always On Significantly reduced system pack replacement rate PCUFP provisioned in redundant pairs to preserve RP/dormant sessions during software upgrades or hardware failure

Reduced OpEx:
Co-existence with existing BSC / SBS preserves operators investment Large floor-space reduction (30x to 60x) compared to existing SBS solution Power and Air Conditioning savings Reduced I&C and simplified engineering

Open RP Interface (IOSv4.2), IS-835-B Billing

Simplified connectivity (OC-3/STM-1 vs. multiple 10BaseT in SBS) Supports up to 64 PDSNs Primary/Secondary PDSN selection mechanism for data backhaul efficiency

CPDS Key Benefits (cont.)

Network Time Protocol (NTP) timing reference for CPDS
Allows 2x capacity in eBSC expansion frame Applicable to CSVS (Voice platform evolution in eBSC) NTP servers and switch pairs can support multiple eBSCs within a central office

C-EMS (Improved OA&M)

Intuitive easy to use interfaces (Shelf Level Graphics-SLG / Frame Level Graphic-FLG) Centralized Network at a Glance view provides a quick/simple method to monitor the health of Access network Enhanced alarm management capability linking network views with SLG / FLG views

RP Session Redundancy associated with Dormant Subscribers raises CSAT and maintains revenue stream in the event of s/w upgrade or h/w failure Platform for future packet data features: IS-2000 Rel. A (307.2kbps), 1xEV-DV/MC-DV Investment protection: Co-existence with existing BSC / Selector Bank Subsystem (SBS) platforms Overload controls to prevent outage Reduced installation effort (fewer packs vs. multiple frames in SBS) Platform for supporting future technologies (e.g. 1xEV-DV; IS-2000 Rel. CPDS Open RP:

Primary / Secondary PDSN Selection Feature
IMSI Hashing is attempted on PDSNs from the Primary list first, if a call cannot be successfully setup on any of the PDSNs in the Primary list, the PDSNs in the Secondary list are attempted. Supports up to 64 PDSNs in the Primary and Secondary list thereby adding flexibility to how the network is managed Number of Primary & Secondary PDSNs do not have to be equal, Secondary PDSNs datafill is optional Provides a more efficient utilization of a centralized pool of secondary PDSN resources including increased backhaul efficiency from the local PDSNs (Primary) to the centralized PDSNs (Secondary)

CPDS NTP Timing and Synch Solution:

Features / Benefits
CPDS uses Time of Day (TOD) reference from Network Time Protocol (NTP) servers connected to eBSC along with BTS feedback synchronization NTP timing messages can be received by CPDS applications from
NTP server to Ethernet link on CP in eBSC NTP server to router (along with PDSN traffic) to 4port OC3 FP/ 16 p OC3 FP in eBSC

Also uses feedback from BTS to maintain accuracy in synchronization This avoids the need for hardware (CCMC/eBSCTM/24pBCNW FP) based timing for CPDS applications

This timing scheme on eBSC is critical for CPDS Packet data call processing and requires high availability NTP server / connectivity
Key Benefits to operator:
Major floor space reduction Doubles eBSC frame capacity for CPDS by eliminating the need for CCMC/24pBCNW /eBSCTM in the top half of the frame (Note this is still required to support DISCO/SBS applications) NTP servers can be linked to existing GPS Antennas via splitters Solution can be shared by multiple eBSCs in the same central office Applicable for the voice platform evolution (CSVS)

Primary / Secondary PDSN Selection Feature- Example
1. IMSI hashes to PDSN3. PDSN3 is marked unavailable, so the next PDSN in the list is selected for call setup (PDSN4)
PDSN4 is marked available so a call setup attempt is made on PDSN4. If successful, data call is hosted on PDSN4. If call setup not successful, PDSN5 is selected for call setup PDSN5 is marked available so a call setup attempt is made on PDSN5. If successful, data call is hosted on PDSN5. If call setup not successful, PDSN1 is selected for call setup PDSN1 is marked unavailable, so the next PDSN in the list is selected for call setup (PDSN2) PDSN2 is marked available so a call setup attempt is made on PDSN2. If successful, data call is hosted on PDSN2. If call setup not successful, the entire Primary List will have been cycled through without a successful call setup. This will trigger the Secondary List to be utilized for call setup. The IMSI will hash to a PDSN in the Secondary list and call setups will be attempted in the same manner as detailed for the Primary PDSN list.

Open RP / Closed RP Packet Data Billing Considerations

Common CPDS (Open RP) / SBS (Closed RP) Scenarios:
Flat Rate Packet Based Total Session Time (Active and Dormant)

CPDS Open RP Scenario:

Based on IS-835B Airlink Record Active Start and Active Stop

Billing inconsistency occurs in the hybrid system (Closed RP and Open RP) if the Airlink Record (Active Start and Stop) is used
The inconsistency will occur within a data session if a user moves between Closed RP and Open RP for active calls during the data session The inconsistency will occur between data sessions if a user stays on either the Closed RP or the Open RP interface during the data session To maintain Billing consistency, 2 options are available: Maintain existing SBS closed RP based billing scheme (Flat Rate, Packet Based, Total Session Time) Use Active Start and Active Stop (IS-835B) based billing scheme and configure the network to direct all packet data calls to CPDS
