BRIEF EXPLANATION OF HOW THE ASSOCIATION CAME INTO BEING:

The SALIBAD MINERS ASSOCIATION, INC. just came into being as a result of the members concern for mutual protection of their rights and interest as mining claimant or prospectors from the inroads of strangers to their localities to locate or prospect for mineral claims. At first, the inhabitants of Barrios Nambucayan, Guilayon, and Magnao, in Tabuk, and in Barrios Bayao and Dugpa, in Pinukpok, all of Kalinga Province, discovered that their places were indeed had mineral resources in quiet abundance. Thus, to protect themselves in their pursuits in prospecting for mineral finds, either as plain prospectors, or mining claimant, or developers, as the case may be, these inhabitants concerned thought best to organized as an Association. It was considered initially that the Associations membership should have a common interest among themselves in mining, by requiring each prospective members at least to have a mining claim or stake such a claim. Which membership later on was expanded to include such native inhabitants or any person who may have, one way or the other, devoted himself to help the Association pursue its aims and purposes. Thus, was the Association initially organized sometime in 1969 under the name of Guimdas Mining Association (GMA) and again followed on 1974 under the same incorporators of KASAMA MINERS ASSOCIATION INC.(KMAI) which was headed by Lorenzo B. Gunaban. This is it was, simply limited its activities, however locating, or prospecting only for mineral load claim. But these will no longer be materialize due to the permit of all Mining exploration, was been declared closed. By former President Ferdinand Marcos, during his Regime early 1970s. However all these concern citizen belong to these place come out to choose and more these name Salibad Association. But in due time, as its activities gained momentum, the Association change nomenclature to SALIBAD MINERS ASSOCIATION INC. a forerunner of the present. The justification given for the change was the simply fact that the area already being covered by the members in their search for mineral resources embraced that area bounded by three will known rivers, the Kal-uan, Saltan and Mananig, river. Along with this change, however, was the use of the Associations name, SALIBAD MINERS ASSOCIATION INC,(SMAI) in all transaction undertaken with the mining recorder for Kalinga Province. And then, as the activities of the association was becoming more complicated, more regular and more frequent, the members decided to recognize the association into its present form with the view to registering the same with the Securities and Exchange Commission. On November 04, 1999. However, Finally the name of the Association was completely confounded by these Association to use the name of the forefather Gasadan Salibad who really take care of it, and suffered a lot of sacrifices to protect this particular place of Kabicalan, Nambucayan, Tabuk Kalinga Province. Whereby the Salibad clan claims the reality of ownership and being anonymously ground and basis to declare as Salibad territory until at present. It was thus that the members meet last October 9, 1999 at Nambucayan, Tabuk, Kalinga Province, and assembling themselves as a body, 4 affirmed themselves as such Association that it is today.

Why invest In The Philippines ?

The Philippines has a stable and democratic government and a free market economy Provides a natural gateway to other Asia Pacific economies and has a flourishing trade links with the region

Has a deregulated telecommunica

-tions, shipping, oil, banking and insurance industries and has a continuing economic and financial reform program
72

Among Southeast Asian countries, the Philippines 7,100 islands have the greatest number of proven deposits of metallic and nonmetallic minerals
Existing Mining Laws, which allow coproduction, joint venture, Mineral Production Sharing Agreement (MPSA) as well as Financial and Technical Assistance Agreement (FTAA) for large scale mining projects, are attractive to investors. The current policy of revitalizing the mining industry has resulted to renewed interest in the industry. With the Supreme Courts ruling upholding the constitutionality of the FTAA allowing foreign investments in large scale mining projects, expectations are high that mining and minerals may be the drivers of growth of the Philippine economy
73

There is a large pool of Filipino professional geologists and mining engineers who have extensive experience in mineral exploration and mining operations English is spoken and understood throughout the archipelago

The Philippines offers foreign investors a high standard of living at low cost. First-rate housing, hotels, schools, and recreation facilities are found in manila and in major cities all over the country
Repatriation of the earnings and capital of foreign investors is guaranteed

LOCATION
Tabuk City is located centrally in the Cordillera Region, capital of Kalinga province, Northern Part of Luzon and features a rough mountainous terrain with still pristine forests. It is bounded on the north by the sub-province of Apayao, Cagayan and Isabela on the east, Mountain Province on the south and Abra on the west. Largely consisting of the Central Cordillera mountain ranges, the southern and northwestern portions of the region present sharp-crested mountain ranges the elevation of which varies from 3,000 to 5,000 feet above sea level and interlocking flat lands, plateaus and valleys. Toward the north- eastern portion, the mountain peaks gradually taper into rolling hills that interlock wide tracks of flat lands and flood plains along the main rivers.
77

CLIMATE
The climate of the entire Kalinga areas falls under Type III classification of the Bureau of Weather. Relatively dry season occurs from late February to the end of May. The rest of the year is generally wet. Typhoon frequently occurs from July to November. The records of the Weather Bureau reveal that the rainy season is at its peak from October to January when 50% of the annual rainfall is equally distributed. The average rainfall during this period ranges from 64.4 to 91.18 mm. The warmest months in the area are from April to July with an average temperature ranging from 27 to 31 degrees Celsius. From August, the temperature becomes gradually cooler until January when the daily average temperature is usually recorded at 17 degrees Celsius. At best the climate in this area of the country, is moderately warm and is considered mild.
78

PEOPLE AND CULTURE

Kalinga has a total population of 154,145 based on the latest census. Ilokano is the dominant dialect spoken in the lower parts of Kalinga. There are 47 Kalinga dialects spoken in 47 tribes in Kalinga alone. Filipino and English are widely understood in all parts. There are many sub tribes in the province. The strong sense of tribal membership and filial loyalty results to occasional tribal war. The people of Kalinga are the most extensive rice farmers of the Cordillera peoples, having been blessed with some of the most suitable land for both wet and dry rice farming. Except for the Ifugaos, the Kalingas are the most extensive terrace builders in the country. The Kalingas are also skilled potters with pot making concentrated in the lower Chico River Valley. They are also excellent in basket and loom weaving and metal works.

BRIEF EXPLORATION HISTORY

The first exploration conducted in the Cagayan Basin had been based o reported oil and gas seep in the area. A series of shallow wells located close to the oil seeps were drilled in 1936 but all resulted in dry holes. The Philippine Oil Development Company (PODCO) drilled the first well of the post-war period. The well targeted the surface-delineate Tumauini , Isabela, Anticline, which also proved to be a dry hole. Other Exploration companies followed the lead of PODCO and drilled a number of wells but there were still no significant hydrocarbon discoveries found in the basin. Several wells were drilled from 1956 to 1977 near Tabuk, Kalinga that were all considered as dry well with either oil or gas shows. Because obviously they missed the Mark in exploring the Guilayon tribe which located in Nambucayan The presence of the Natural Oil seepages.
The previous contractor of Geophysical Survey Exploration Contract - 82, South China Resources Inc., conducted geological survey from December L994 to January 1995 that included the eastern part of Kalinga Province. This study, contracted to COMEXCO Inc., verified the existence of oil and gas seepages, identified potential hydrocarbon source rocks and potential carbonate reservoirs in the northern part of the Cagayan Basin.

85

ALL WELLS SHOW N BELOW ARE NOT THE AREA OF SALIBAD MINERS ASSOCIATION INC.

REMARKS: IT WAS DISCOVERED BY PODCO AND OTHER CONTRACT OPERATORS THAT ALL AREAS SHOWS ABOVE WAS EMPTY AND NO INDICATIONS OF OIL, THE RESULTS WERE DRY WELL WITH OIL AND GAS IN THE 50s & 70s
86

Basin Evolution
Cagayan Basin, which encompasses the entire Cagayan Valley and the eastern portion of the Central Cordillera, is bounded by the Central Cordillera to the west, the northern Sierra Madre to the east, the Aparri Sub-basin in the Babuyan Channel to the north and the Caraballo Mountains (Nueva Vizcaya ridge) to the south. The sedimentary fill of the basin consisted of carbonates and clastics that range in age from Eocene to Pleistocene. The basin evolved into an elongate, asymmetrical basin as a result of the various phases of tectonic deformations arising from the subduction of the Pacific Plate westward and the subduction of the Eurasian Plate eastward against the emerging Philippine Sea Plate. It evolved from a back-arc extensional basin associated with a probable aborted short-lived spreading episode. Geophysical studies indicate that the west flank of the basin dips steeply to the east while the east flanks gradually on laps the Sierra Madre Mountains. Aggregate thickness of the sediments in the basin is over 10,000 meters.
87

Occurrence of Oil and Gas Seeps

Aside from the investigated oil seep in Tabuk, there were other reported oil and gas seeps in the Cagayan Basin that are confined to the more westerly foothills of Tabuk and Cababalwan areas. Several unverified oil and gas seep have been reported from the lower reaches of the Cagayan River near where it empties into the Babuyan Channel. Another unconfirmed oil seep has been reported from the shores of Palanan Bay, on the east side of Luzon, where the San Mariano Embayment meets the present coastline.

Several gas seeps are said to exist in the center of the valley along the Cagayan River. However, it is suspected that these are biogenic in origin, having been formed by the decaying vegetation in swampy areas. Strong tectonic movements have produced these basement to surface faults that served as conduits for oil seepages from the adjacent source kitchen areas. Of the western seeps, oil emanations are numerically more abundant than gas. The southern ones, near the Topac Wells, consist of mud volcanoes with films of oil on the exuding mud. The northern oil seeps are said to be much more active, the oil reportedly seeping into small pools close to creeks 88

LABORATAORY RESULTS OF TABUK OIL SAMPLES

The oil from the sampled area demonstrates characteristics of a crude oil that has been generated by terrestrial type of organic matter having high pristane/phytane ratio of 8.8. Terrestrial type of hydrocarbon source is classified as Kerogen Type I. it is a rare type of high grade, algal sediment, commonly lacustrine, containing sapropelic organic matter (OM). Sapropelic organic material is essentially structureless vegetable mud or slime (alginite), containing polymerized material of lipid and protein deviation. Lipids, derived from spores, cuticles and similar plant constituents, have hydrocarbon contents (more than 10%). Sapropelic OM is associated with aquatic sedimentary facies, both marine and lacustrine. Its yield of volatiles is much greater than that of humic material. Thermal alteration yields water-insoluble biomolecules, especially lipids that are derivatives of chlorophyll and are extractable from cells by organic solvents. They are efficient producers of paraffin hydrocarbons.
